• The City Council approved the plan on June 4, 2019.

Construction Phasing & Schedule

• Phases 1A and 1B will be bid in November for anticipated completion by Memorial Day of 2020. Construction will begin this winter. Phase 1A will rehabilitate Aley, MacAdams and Orchard pools. Phase 1B will convert the Boston, Edgemoor, and Evergreen pools to water playgrounds.

• Phase 2A will rehabilitate the College Hill, Harvest, and Minisa pools. Phase 2B will convert the pool at Linwood to a water playground and build two new water playgrounds at Harrison and Planeview parks. Projects in these two phases will be bid at a later date to accommodate aquatics users.

• Staff interviewed and selected a list of pre-qualified contractors based on past experience and demonstrated ability to complete the projects within the allowed schedule.

Financial Considerations

• The recommended action will initiate the $12,800,000 budgeted for 2019 in the Adopted 2019-2028 Capital Improvement Program (CIP).

• The City Council previously initiated $1,350,000 for Aquatics Master Plan projects. The revised budget will be $14,150,000.

• Additional funding is budgeted in the Adopted CIP for 2020. The project will be returned to the City Council at a later date to consider initiating that additional funding for the Phase 2 projects.

Recommendation

• It is recommended that the City Council approve the Phase 1 aesthetic design, revised budget, adopt the amending resolution, and authorize the necessary signatures.
