Walkability Audit Parameters:

Modal Conflict - The extend of conflict between pedestrians and vehicles

Availability of Walking Paths - It reflects the need for, availability, condition and continuity of

walking paths.

Grade Crossing Safety - This refers to waiting time, exposure time to vehicles,

necessary infra.

Motorist Behaviour - Behaviour of motorist towards pedestrians.

Amenities - Amenities such as benches, street lights, public toilets, trees

etc.

Obstructions - Permanent and temporary obstructions to pedestrian

movement on pathways

Universally Accessible - Availability, positioning and maintenance of infrastructure for

the differently abled.

Sense of Security - The general feeling of security against crime, walkability at

night etc. on the footpaths.

In the market, frontage footpath surface varies drastically with undesirablematerial used

On the adjacent roads to Kamla Market, footpath quality is very poorand encroached.

Solution:

The surface quality and the pavers are to be maintained and garbage is to be

dumped at dhalao.

The Stage-I proposals submitted by the consultant were found in order. For the next stage of submission, the consultant will prepare a report highlighting themajor interventions proposed by them in order to achieve the intent of walkability.

• Wider footpaths, refuge space, bollards, CCTV cameras, pelican lights on multi utility poles• And universal accessibility has been ensured through table tops and Kerb ramps for

differently abled and old people

Access controlled footpaths • Provision of controlled access points along footpaths through 3 row bollard arrangement• Guide rails at intersection upto 25M on all arms and on median to prevent jaywalking.

Use of ITS for enhancing pedestrian user experience

• ANPR system, pelican lights, CCTV cameras, VMS has been proposed.

Enforcement Mechanism • Self monitoring by shopkeepers to ensure that walkways are clear in front of their shops clear of encroachment

• Heavy penalty for violators • Parking fee to be cheaper for Spark Mall parking and higher for on street parking

Working group was informed that an automated parking underneath Spark Mall is existing having a capacity of around 800 cars. However, the same is under-utilized due to long waiting time. NDMC was directed to look for parking charges mechanism where in on-street parking rate is higher in compassion to automated parking at Spark Mall.

North-DMC (NDMC) informed the chair that although some interventions such as bollards and traffic channelizing are being provided, however, the same has been ineffective due to illegal encroachments by the vendors and parking. It was suggested to earmark zones strictly for vending and parking activities along with imposition of fines of considerable amount to deter unauthorized/illegal use of road/footpath.

4Consultant was suggested to focus on both design and management strategies including enforcement mechanism to increase compliance and alternatives for provision of hedges and street furniture in the buffer space for preventing jaywalking· and illegal encroachments by the vendors.
