PHASE 3 Analysis for UP Lok Sabha Contestants: FOR IMMEDIATE RELEASE

Date: Apr 25, 2009

Uttar Pradesh, April 25, 2009: Association for Democratic Reforms (ADR) and National Election

Watch (NEW), a nationwide campaign comprising of more than 1200 NGOs and other citizen led

organizations, has been working on electoral reforms, improving democracy and governance in India. It

has analysed 253 affidavits of candidates contesting in constituencies in Phase 3 and has prepared this

report. All the candidate profiles considered in this report are now available at http://myneta.info

Highlights of UP Phase 3:

1. Total no. of Candidates with Criminal Records = 36 out of 253 candidates looked into by UPEW

(14.22% of the total candidates).

2. Most of the major parties have candidates with criminal background contesting Phase 3 elections with

SP (10) or 71.43%, BJP (4) or 26.67%, INC (4) or 30.77% and BSP (4) or 26.67%.

3. There are 18 candidates who are charged of heinous crime which includes murder, attempt to murder,

kidnapping, extortion, etc.

4. Amongst major parties, SP has fielded maximum (8) no of candidates with serious crimes in this

phase. BJP and BSP both have fielded 2 such candidates.

5. There are a total of 6 Red Alert constituencies in Phase 3 where there are 3 or more candidates

contesting with criminal background.

6. 40 “Crorepatis” are contesting elections in Phase 3 in UP - BJP has 9, INC has 8, SP 8, and BSP 8.

7. Percentage of contesting crorepatis is 15.81% in Uttar Pradesh in Phase 3 elections.

8. Among major parties, the average asset per candidate for BSP 5 crores, INC is 4 crores, SP 2 crores,

and BJP 1 crores.

9. 66% of the total candidates have not furnished their PAN card details.

10. Number of women candidates contesting in phase 3 is only 22 (i.e 8.7%).

Over all UP report so far: (Phase 1,2 and 3 combined): Total no. of Candidates with Criminal Records = 122 out of 705 candidates (17.30% of the total

candidates)

1. Top four political parties in UP that have fielded candidates with criminal background contesting

elections with SP (27) or 59%, BSP (18) or 38%, BJP (15) or 32%, and INC (12) or 30%.

2. There are 65 candidates who are charged of heinous crimes which includes murder, attempt to

murder, kidnapping, extortion, etc.

3. Amongst major parties, SP has fielded maximum (16) no of candidates with serious charges, followed

by BSP (12), BJP(11) and INC(3).

4. There are a total of 18 Red Alert constituencies so far where there are 3 or more candidates contesting

with criminal background.

5. 118 “Crorepatis” has contested/are contesting elections so far. BSP 27 or 56.25%, BJP 26 or 55.32%,

SP 25 or 54.35%, and INC has 21 or 52.50%.

6. Percentage of contesting crorepatis is 16.74% in Uttar Pradesh in 2009 so far as compared to 9% in

2004 Loksabha elections.

7. 67.8% of the total candidates have not furnished their PAN card details.

8. Number of women candidates is 32 (i.e 4.53% of 705 candidates).

About NEW

The National Election Watch (NEW) is a nationwide campaign comprising of more than 1200 NGO and

other citizen led organizations working on electoral reforms, improving democracy and governance in

India. The National Election Watch is active in almost all states of India and has done election watch for

all states and Lok Sabha elections since ADR, along with couple other organizations, won the PIL in

Supreme Court in 2002 to making disclosure of educational, financial and criminal background of

electoral candidates mandatory.

About ADR

Association for Democratic Reforms (ADR) is a Non-Political, Non-Partisan and a Non-Governmental

Organization whose PIL filed in Dec 1999 culminated in a Supreme Court order on Mar 13, 2003

requiring disclosure of criminal, financial and educational background of all contesting candidates. Since

then ADR has done Election Watches in almost all State Assembly and Lok Sabha elections. It continues

to works towards strengthening democracy and governance in India by focusing on fair and transparent

electoral and political processes. It is currently conducting election watch is all states going for assembly

polls.
