Section 1: USGIF, the Job Task Analysis, and Essential Body of Knowledge AboutUSGIFTheUnitedStatesGeospatialIntelligenceFoundation’s(USGIF)purposeistopromotethegeospatialintelligencetradecraftandtodevelopastrongercommunityofinterestbetweengovernment,industry,academia,professionalorganizations,andindividualswhoshareamissionfocusedaroundthedevelopmentandapplicationofgeospatialintelligencetoaddresshumansecurityobjectives.Towardthisend,theFoundationshallseektoaccomplishthefollowingbroadobjectives: • Tosponsor,conduct,andsupportpublicdiscussiongroups,panels,lectures,andforum,to
whichwillbeinvitedmembersofthepublic,scientists,governmentalleaders,andothersforaninterchangeofviewsandtheinstructionofthepubliconthetopicsunderreview.
• Topublishanddistributeeducationalpublicationsrelevanttocivicassociations,governmentalbodies,libraries,schools,universities,andotherinterestedgroups(educationalactivitiesshallbedesignedandpresentedinamannerthatwillenablethelistenerorreadertodrawhisorherownconclusions).Indoingso,theFoundationshallnotespousepoliciesofpositionstheaccomplishmentofwhichmayonlybeachievedbythepassageordefeatoflegislation.

USGIFisdedicatedtobringingtogetherthemanydisciplinesinvolvedinthegeospatialintelligencesectortoexchangeideas,sharebestpracticesandpromotetheeducationandimportanceofaninternationalgeospatialintelligenceagenda.AbouttheUniversalGEOINTEssentialBodyofKnowledgeThedevelopmentofanynewcertificationbeginswiththecreationofanessentialbodyofknowledge(EBK)forthatprofession.USGIFproducedtheGEOINTEBKbyconductingacross-industryjobtaskanalysis(JTA)toidentifytheknowledge,skills,andabilitiescriticaltotheGEOINTworkforce.Thisdocumentprovidesbackgroundinformationandcontext,aswellasoutlinesstandardsforthebroadpracticeofGEOINT.TheGEOINTEBKisattheheartofUSGIF’seffortstoformalizetheprofessionalizationoftheglobalGEOINTworkforce.TheUSGIF’sUniversalGEOINTCredentialingProgramisbuiltonthetwotenetsoftransparencyandtransportability.

TheEBKcontentultimatelyresideswiththepractitionersandacademicsthatapplyandadvancetheGEOINTtradecraft.Itincludesknowledgeofprovenpracticesthatarewidelyapplied,aswellaslessestablishedinnovativeandadvancedpractices.Geospatialintelligenceisadynamictradecraft.Astheprofessioncontinuestoevolve,sowilltheEBK,whichwillcontinuetoreflectappropriateandmeaningfulchangestotheGEOINTtradecraft.NewapproachestoperformingtaskswillcontinuallybeincorporatedintotheEBKastheybecomemoreprevalent.USGIFproceededwiththefollowingprocesstodeveloptheEBK.
USGIFcontractedwithGlobalSkillsExchange(GSX),aprofessionalservicesfirmwithanextensivebackgrounddevelopingandimplementingcredentialingandcertificationprograms,toassistwiththecreationoftheEBK.TheEBKservesasthefoundationalpillarforUSGIF’sUniversalGEOINTCredentialingProgramandUniversalGEOINTCertificationand,assuch,isthebasisforthedevelopmentofsubsequenttrainingandprofessionaldevelopmentinitiatives.
TheEBKrepresentstheproductofseriesofanalyticalstepsconductedthataredescribedindetailbelow:(1)thoughtleaderinterviews;(2)legacydocumentreview;(3)developmentofdraftEBKwithinputfromsubjectmatterexperts(SMEs);(4)validationofdraftEBKwithinputofSMEs;(5)finalizingtheEBK.EachstepincorporatedUSGIF’svisionforitsGEOINTCredentialingProgram(i.e.,transparency,transportability,appropriateforallindustries)throughleveragingSMEinputfromacrossvariousindustrysectorsandincorporatingiterativecontentdevelopmentandreview.
1. ThoughtLeaderInterviews
AseriesofinterviewswereconductedwithselectedGEOINTthoughtleadersfortwopurposes:(1)learningabout“work”and“worker”requirementsinthegeospatialintelligencefield;and(2)identifyingrelevantlegacydocumentsthatspecify“work”and“worker”requirementsingeospatialintelligence.USGIFstakeholdersnominatedthoughtleaderstointerviewbasedonexperienceinthediscipline.Thoughtleadersincludedsenioranalysts,managersanddirectorsfromprivatesectorgeospatialorganizations,academicsinvolvedindevelopingandimplementinggeospatialcurriculumattheirpostsecondaryinstitutions,andrepresentativesfromthepublicsector.Duringtheinterviews,thoughtleaderswereaskedtodiscusstheirexperienceperforminggeospatialintelligenceworkanddescribetheknowledgeandskillsneededtosuccessfullyperformthatwork.Inaddition,thoughtleaderswereaskedtoidentifyanydocumentsthatdescribeworkand/orworkerrequirementsforprofessionalsworkingingeospatialintelligence.

Thesedocumentswerereviewedtoidentifytheknowledge,skills,abilities,andcompetenciesthatsimilarinitiativesfoundrelevantforsimilartargetpopulations.Thesedocumentsprovidedastartingpointtodevelopdraftcompetencies,knowledge,andskillsthatarerelevantforthetargetpopulationofUSGIF’sUniversalGEOINTCredentialingProgram.
3. DevelopmentofDraftEBK
Afterinterviewingthoughtleadersandreviewinglegacydocuments,theGEOINTEBKwasdrafted.TheEBKdevelopmentprocesswasiterativeandprovidedmultipleopportunitiesforSMEswithvariousbackgroundsandindustryexperiencestoparticipate.Incoordinationandcooperationwithnumerousstakeholders,in-personfocusgroupswereconductedwithSMEsin:
• Herndon,VA.(atUSGIFheadquarters)• Reston,VA.(ataUSGIF-sponsoredevent)• Dayton,OH.(eventsponsoredbyaUSGIFpartner)• SanDiego,CA.(ataGISindustryconference)• Jackson,MS.(eventsponsoredbyaUSGIFpartner)
Inaddition,anumberofinterviewswereconductedwithselectedSMEswhowereunabletoattendin-personfocusgroups.SMEsparticipatedfromthedefenseandintelligencesectors(includinggovernmentandprivateindustry),academia,theoilandgasindustry,internationalorganizations,emergencyresponse,stateandlocalgovernment,andothers.
Duringthesedevelopmentfocusgroups,SMEswereaskedto:(1)reviewknowledgeandskillstatementsgeneratedinlegacydocuments;(2)reviewknowledgeandskillstatementsgeneratedbyotherSMEs;(3)generateadditionalknowledgeandskillstatements;(4)sortknowledgeandskillstatementsintoclustersofcompetencies;and(5)ratetheproficiencyneededbygeospatialintelligenceprofessionalswithrespecttotheknowledgeandskillstatements.ThisactivityprovidedSMEswiththeopportunitytogeneratebothqualitativeandquantitativedataforsubsequentanalysis.AdraftGEOINTEBKwasdevelopedbasedonthedatageneratedduringthesefocusgroups.

4. ValidationoftheEBK
Uponcompletionofthedevelopmentphase,theprojecttransitionedtothevalidationphaseinwhichadifferentsetofSMEsparticipatedinfocusgroups.Anumberofinterviews,in-personfocusgroups,andwebinarswereconductedforthepurposesofsolicitingfeedbackonthedraftEBK.Inaddition,questionnairesweredistributedtothoseSMEswhowereunabletoparticipateinanyoftheothervalidationactivities.
SMEsfromvariousindustrysectorsparticipatedduringtheEBKvalidationphase.USGIFreachedouttoSMEsfromvariousindustrysectorstogeneratethevalidationdata,includinginputfromacademia,thedefenseandintelligencesector,varioussegmentsofbusinessandindustry,otherFederalagencies,andSMEsfromthegeospatialintelligenceindustryoutsideoftheUnitedStates.NoneoftheSMEswhoparticipatedinthedevelopmentphaseparticipatedinthevalidationphase.
Asinthedevelopmentphase,validationfocusgroupparticipantswereaskedtoprovidequalitativecommentsaswellasmakeratingsthatgeneratedquantitativedatausedtovalidatetheknowledgeandskillsintheEBK.ThedataprovidedbytheSMEsduringthevalidationphasewasusedtogeneratethefinalEBK.
5. FinalizingtheEBK
USGIFleveragedqualitativeandquantitativedataprovidedbySMEsfromvariousgeospatialintelligencesectorstofinalizetheGEOINTEBK.Inparticular,GSXestablishedananalyticaldecisionrulethataccountedforthedegreeofagreementacrossindustrysectorstoensuretheknowledgeandskillsrepresentedinthefinalproductreflectagreementacrossdifferentgroupsofSMEs.Thus,thefinalEBKreflectstheknowledgeandskillsthatareimportantforgeospatialintelligenceprofessionalsacrossindustries.
AftercompletingtheEBK,USGIFandGSXexecutedtheCriterionReferencedTestDevelopmentprocessforthreeexamsthatarealignedwiththeEBKtoserveastheexaminationsforeachcertification:GIS&AnalysisTools;RemoteSensing&ImageryAnalysis;andGeospatialDataManagement.AbroadgroupofSMEsfromacrossGEOINT(i.e.,government,industry,academia)participatedinthedevelopment,review,andvalidationofeachexaminationquestion.Thefollowingtableincludesthefinaldomainsandtherepresentationonthecertificationexams.Pleasenote,weightsincludedinthetablebelowdonotnecessarilyaddto100duetorounding.

Nolongerstrictlyanintelligencediscipline,todayGEOINTisseenasarobustintegrationofdata,information,technology,tools,processes,methodologies,andanalyticalandtechnicalskillsetsfocusedonidentifyingananalyticproblemandevaluatinganddrawingconclusionsabouttheprescribedsolutions.GEOINTprofessionalsareskilledatutilizingandmanipulatingtheseintegratedelementsofgeospatialscience,technology,andanalysis.
ThelegacyandgenesisofGEOINTisintheU.S.Federalgovernment.GEOINT,asdefinedbytheUnitedStatesCode,Title10,section467(10U.S.C.§467),is“theexploitationandanalysisofimageryandgeospatialinformationtodescribe,assess,andvisuallydepictphysicalfeaturesandgeographicallyreferencedactivitiesontheearth.Geospatialintelligenceconsistsofimagery,imageryintelligence,andgeospatialinformation.”Buildinguponandexpandingthisdefinitiontoincludeindustryandacademia,USGIFcreatedtheUniversalGEOINTCertificationProgramwiththepurposetoprovideapplicantstheopportunitytobecomecertifiedGEOINTprofessionalstodocumenttheirexpertiseandgrowintheirgloballyrecognizedprofession.

CertificationMaintenancePath2:USGIFUniversalGEOINTCertificationProgramCertifications:Worth100PDUsInthiscase,individualscanmaintainpreviouscertificationsbyobtainingadditionalcertificationssponsoredbyUSGIF.Inaddition,thisapproach“re-sets”thecertificationmaintenancecycle.ThisisdonebyextendingthedeadlineforindividualstoobtainthenecessaryPDUstothreeyearsfromthedatetheyobtainedtheirmostrecentUSGIF-sponsoredcertification.IfcertificantsareunabletoobtaintherequirednumberofPDUs,theyalwayshavetheabilitytomaintaintheircertificationthroughre-taking(andpassing)thecertificationexamination.Inaddition,giventhattheintentofthecertificationmaintenanceprogramiscontinuingcompetenceandgrowth,certificantsareonlyrequiredtomaintaintheirmostrecentlyobtainedcertificationwithintheUSGIFUniversalGEOINTCertificationProgram.

Section 13: Certif ication Waivers TheUSGIFUniversalGEOINTWaiverspolicywasreviewed,vettedandapprovedbytheUSGIFUniversalGEOINTCertificationGovernanceBoard(CGB)onApril7,2016.EligibleDecisionsTheintentoftheUSGIFUniversalGEOINTCertificationProgramistousewaiversaslittleaspossible.Waiversmaybeusedforprogrammaticdecisionsrelatedtothefollowingpolicies:
• Certificationrenewal/maintenanceNootherwaiverstoanyaspectoftheprogrammaybeissued,and“blanketwaivers”willnotbeissued.WaiverCriteriaWaiversmaybeissuedtocertificationholdersonthefollowinggrounds:
• Healthormedicalissues• Professionaland/ormilitarydeployment/leaveofabsence• Otherextraordinaryreasons
WaiverProcessUSGIFUniversalGEOINTCertificationProgramwaiversdonotwaivetherequirementforcertificationholderstomaintaintheircertification;theysimplypermitextensionsequaltothetimespecifiedwiththegroundsforthewaiver.WaiverSubmissionRequirementsWaiverapplicantsmustsubmitwrittendocumentationtotheUSGIFPMOatleast90dayspriortoexpirationoftheircredential.Writtendocumentationshouldspecifythegroundsonwhichthewaiverisbased,andclearlyestimatetheterm/durationofthewaiverrequest(asestimatedbyqualifiedmedicalprofessionalsand/orprofessionalsupervisor).
