1. Role of the Pay and Accounts Offices

Each PAO will login to the ‘e‐Revision’ web application as shown in Image 1 below, with the same credentials (User

ID and Password) that is used by PAO for e‐Lekha. The e‐Revision is available at the URL

http://164.100.12.149/eRevision. Alternately he can access the e‐Revision application by navigating from the

CGA’s website http://cga.nic.in.

1.1 Login Procedure for PAO

PAO has to provide the valid user name and password to login (same login as used in e‐Lekha).

Click the login button.

If user has entered the valid user ID and password the system will display the following page with 6 tabs as

shown in Image 2 below.

1.2 Download of e‐Revision OBA Utility

After the successful login, click on the ‘download’ tab to download the OBA utility.

The OBA application downloads with the pension master data provided by CPAO with relevance to the

selected PAO, on the PAO’s local machine as shown in Image 3 below.

PAO has to select the valid combination of Controller and PAO from the List of values provided.

There is an option to download the OBA utility with all the pension cases or based on the year of

retirement/death, belongs to the relevant PAO.

On click of the button ‘Download e–Filing Sheet’, system will prompt to save the OBA application with

excel file and master data.

The PAO proceeds to save the OBA application in his local system drive at any location of his choice.

Uncompress the OBA utility using any compression utility like WinZip, WinRAR etc. and put the files in his

local system drive at any location of his choice.

1.3 e‐Filing of 6th CPC e‐Revision of Pension cases

Run the downloaded OBA e‐revision Application by double clicking on it.

In the OBA application, the PAO has to press the button “Click to Start e‐Filing With BSR Code

Validation” to start working in the e‐filing sheet. This process will take 20‐25 minutes to complete.

In the OBA application, the PAO has to press the button “Click to Start e‐Filing Without BSR Code

Validation” to start working in the e‐filing sheet. This process will complete within seconds.

The user will select the PPO No. for which he wants to revise the Pension case. After the selection of the

PPO, the information available as per download CPAO data will be populated on the screen as shown in

the Image 5 below.

The user has to feed in the following information

o Feed the existing basic pension as per 5th

CPC

o Feed/edit the existing Enhanced Family pension as per 5th

CPC, if eligible

o Feed/edit the existing Normal family pension as per 5th

CPC, if eligible

o Net qualifying service (yy/mm/dd)

o Bank information of the Pensioner viz. BSR code, account number etc.

o Address details like Address, district, state, PIN etc.

o Family Pension detail like pensioner name, relation, date of birth of family pensioner, etc.

o The Reference details of the date of birth of Pensioner/Family Pensioner if source is DDO.

o Other details like ASI service, death in harness etc.

On clicking of the calculate button, the system will calculate the revised pension/Family Pension and

Additional Pension if any. The user can verify the calculation on the screen. If all the entries are correct,

the user can save the case.

A search facility is provided to the user to search the bank BSR code through the search window provided

as shown in Image 6 below.

The user has the facility to edit, delete or save the pension case (as shown in Image 7 below) until

the generation of XML file. The users are advised to generate XML file only when they have

verified and made sure that no further editing is required. Once the XML file is generated, the data

in the excel sheet is purged.

Note :

- The structure of BSR code directory, PPO details, state, district, ASI code directory provided by the

CPAO should not be altered.

- The OBA solution will support only pre‐2006 cases.

1.4 Generation of XML file for Revised Pension Cases for Upload

After finalizing the data entry of the revision cases, the user has to press the button “Export & Exit” to

finish the data entry. The system will generate the XML file in the folder where the excel file exist (as

shown in Image 8 below).

1.5 XML file Upload to e‐revision web application

User has to login back to the web application ‘e‐Revision’ again and upload the XML file generated at the

above mentioned location, to the central web application using the ‘e‐Revision Upload’ tab as shown in

Image 9 below.

On the click on the button ‘Browse’, the system will provide the window ‘Choose file to upload’ for

selecting the valid XML file generated earlier.

On click of the button ‘Upload XML’, system will upload the XML file and update the PPO details as per the

contents of the XML file.

1.6 Generation of Draft Authority Letter

After successful uploading of the revised pension details the user can use the ‘Draft Authority Letter’ tab

to generate the multiple PPO Numbers draft revised authority printout for verification.

User has to select the valid combination of Controller and PAO from the List of values provided.

System will display the PPO details for the selected Controller and PAO. Only the PPO for which the details

have been uploaded using the latest OBA utility will be available for Draft Printing.

Also System will display the PPO Details for the cases processed with older software version. The user has

to download these cases and reprocess it with the latest OBA Version.

The PPO list belonging to the older version can be printed by clicking the ‘Print’ button at the end of the

list.

User has to click on the check box provided against each case to print draft authority letter.

Alternatively if user wishes to check or uncheck the entire listed cases then he can click on the first check

box displayed against PPO No.

For the selected PPO number system will generate the Draft Authority letter on pressing the ‘Show’

button.

After the verification, the user has to accept the revision case using the tab ‘Finalization of e‐Revision’

available on the web application. After the acceptance, the selected data will NOT be available for further

editing.

1.7 Finalisation of e‐Revision Cases

User has to select the valid combination of controller and PAO from the List of values provided.

System will display the PPO details for the cases where draft printing process is over.

The system displays the PPO number, Name and Date of Birth.

User has to click on the check box provided against each case for acceptance

Alternatively if user wishes to check or uncheck the entire listed cases then he can click on the first check

box displayed against PPO No.

For the selected PPO number system will accept the pension case on Pressing of Accept ‘Button’. The

system will not allow the editing for the accepted cases.

1.8 Printing of Final Authority Letter

The finalized cases will be available for generation of revised authority, through the tab ‘Final Authority

Letter’ available on the central web application.

User has to select the valid combination of controller and PAO from the List of values provided.

System will display the PPO list for the selected Controller and PAO. The PPOs for which the acceptance

processes is over will be displayed.

Alternatively if user knows the PPO number, he may directly key in the PPO number without selecting the

Controller and PAO values.

For the valid PPO number system will generate the Authority letter on pressing the ‘Show’ button.

The Authority Letter is displayed in a non‐editable form for printing.

The printout of the revised authority may be used by the PAO for signing and special seal processing to be

sent to CPAO manually.

2. Role of the Central Pension Accounting Office (CPAO)

2.1 Download of Finalised PPOs

In the e‐Revision web application, a web service will be provided for CPAO, to access the revision cases

those are finalized by the concerned PAO.

As and when the signed with Special Seal Revised Authority is received at CPAO, the CPAO can consume

the web service to fetch the e‐Revised authority data pertaining to the PPO No. from the e‐Revision

database.

CPAO has to select the valid combination of Controller and PAO from the List of values provided.

There is an option to download the data of All Controllers and All PAOs or for a particular Controller and a

particular PAO/ ‘All’ PAOs.

There is an option to download the e‐Revised authority data based on the specified period of final

authority letter date in the XML or Text File format for ‘All’ data or ‘Pending data’.

On click of the button ‘Download PPO Details’, system will prompt to save the Text file or XML file.

The CPAO proceeds to save the electronic data in his local system drive at any location of his choice.

2.2 Resetting of PPO Case Status IMAGE : 15 (e‐Revision CPAO reset)

User has to select the valid combination of Controller and PAO from the List of values provided.

System will display the PPO list for the selected Controller and PAO. The PPOs downloaded by CPAO will

be displayed.

For the valid PPO number system will generate the Authority letter on pressing the ‘Show’ button.

The Authority Letter is displayed in a non‐editable form for viewing.

The CPAO can reset the case by entering the remarks and clicking the ‘Reset’ button.

All the PPO cases that have been reset by CPAO will be once again available for the PAO for rectification.

2.3 Upload Status / Receipt of Special Seal Authority

On the click of the button ‘Browse’, the system will provide the window ‘Choose file to upload’ for

selecting the valid Text file that contains the PPO nos received by the CPAO.

On click of the button ‘Upload Text File’, system will upload the Text file and update the received PPO

details as per the contents of the Text file. In case of any errors in the text file, a pop up appears displaying

the successfully updated records and PPO no. along with the errors. The User can also print the errors by

clicking the ‘Print’ button.

2.4 MIS providing Status Reports of Revision Cases

The status report displays the total no. of PPO cases, total no. of Draft generated cases, total no. of

Finalized cases and total no. of Final authority generated cases, total no. of PPO cases received by CPAO,

total no. of PPO cases reset by the CPAO. The status report can be viewed at the PAO level and at the

CPAO level.

The status report is available for ‘All’ Controllers and ‘All’ PAOs or for a particular Controller and ‘All’ PAO

nos/for a single PAO.

User has to select the valid combination of Controller and PAO from the List of values provided.

There is an option to view the status of an individual PPO no. by clicking the ‘Individual’ option button or

the Summary of ‘All’ Controllers and ‘All’ PAOs/single PAO by clicking the ‘Summary’ button.

On the click of the ‘Individual’ button, System will display the PPO list for the selected Controller and PAO.

Alternatively if user knows the PPO number, he may directly key in the PPO number without selecting the

Controller and PAO values in case of ‘Individual’ option.

For the valid PPO number system will generate the report on pressing the ‘Show’ button.

The individual report displays the current status of the PPO no. (i.e. Draft generated and Pending for

Finalization or Finalized and Pending for Authority generation or Final Authority Generated or Received by

CPAO and Reset by CPAO).

The User can view the details of the Draft generated cases, Finalized cases, Authority Generated cases,

Received cases and Reset cases by clicking at the ‘Details’ link.

On the click of the ‘Details’ link a pop up appears displaying the details like PPO nos. , Pensioner name,

Received Date Time/Reset Date time.

The total and grand total status of ‘All’ PAOs under a selected controller is displayed PAO wise and

Controller wise.

The status report can be exported or printed by clicking at the ‘Export’ or Printer icon.
