DoD-M 1348.33 Vol. 1 1. Status. This is a new Allied Command Transformation (ACT) directive. 2. Purpose. To promulgate policy and procedures for processing personal awards to be approved or forwarded by the Deputy Chief of Staff, Capability Development, who is designated as the award approval authority per enclosure (1). Every effort shall be made to present personal awards to the member while the member is still assigned to the command. Receipt of transfer orders is not a prerequisite for routing end-of-tour (EOT) awards. These awards should be routed 45-150 days prior to the projected rotation date (PRD) or the end of active obligated service (EAOS). Enclosures (1) through (5) are provided to aide in the submission of personal awards. 3. Background. The awards program is an effective and appropriate means of rewarding an individual's efforts and enhancing morale. This program is designated to provide prompt recognition of outstanding meritorious service and achievement; and sustained superior performance of duty. The level of recognition may range from verbal praise to personal award decoration. Reference (a) provides general eligibility requirements. 4. Policy. Military personnel should be afforded full recognition for exceptional efforts above and beyond that of their assigned daily duties. Supervisors should ensure deserving individuals are nominated and recognized for either a specific achievement or sustained superior performance. Once an individual receives a specific achievement award, the action for which the member is awarded should not be mentioned in any other award submission. The following guidelines will be used to determine the appropriate level of personal awards for individuals. a. Specific Achievement Award. Awards in this area should emphasize truly outstanding performance of a specific nature that is sufficiently distinct from normal assigned duties. b. EOT Award. Individuals who have accomplished several specific achievements throughout their tour should be considered for an EOT award upon notification of transfer to a new duty station. A copy of any mid-tour award citation shall be provided with EOT recommendations. Additionally, accomplishments used for a mid-tour award may not be repeated for the EOT award. c. Retirement and Separation Awards. Awards for personnel completing a career shall be given special consideration. However, this does not mean that every case of retirement or separation will merit an award. The criteria must be consistent with the individual's service. U.S. SERVICES JOINT AWARDS PROGRAM GUIDANCE

REFERENCE: A. DoD-M 1348.33 Vol. 1

1. Status. This is a new Allied Command Transformation (ACT) directive.

2. Purpose. once the member has approval, or a separation date has been confirmed. Branch Heads and Senior Service Representatives must be aware of terminal leave dates to ensure that awards are submitted prior to departure from the command. 5. Action

a. Recommendations for Defense Superior Service Medal (DSSM), Defense Meritorious Service Medal (DMSM), Joint Service Commendation Medal (JSCM), Joint Service Achievement Medals (JSAMs) and Military Oustanding Volunteer Service Medal (MOVSM), will be submitted to the Registry Office by the Senior U.S. Respective Service Officer’s administrative staff.

b. Enclosures (2) and (3) are provided to assist in the completion of a Personal Award Recommendation for JSAM, JSCM, and DMSM. Accuracy is essential to ensure appropriate credit to the individual's official electronic service record. Enclosure (4) is provided to assist in the preparation of the DSSM. Enclosure (5) is provided to assist in the preparation of the MOVSM.

c. All award recommendations shall be submitted to the Registry Office as follows:

(1) DSSM. Submitted to Registry office, 150 days prior to the anticipated date of presentation. Per reference (a), recommendations for DSSM awards must be forwarded to the Office of Secretary of Defense (OSD) for final approval.

(2) DMSM/JSCM/JSAM. Submitted 60 days prior to the anticipated date of presentation. (3) MOVSM. Submitted 45 days prior to the anticipated date of presentation by any commissioned officer in the individual's chain of command. d. Late submission. Branch Heads and Senior Service Representatives are expected to monitor key event dates related to their assigned personnel in order to ensure awards are accurately prepared and submitted prior to the anticipated date of presentation. In the event that an award is submitted late, a memorandum, signed by member's branch head, explaining reasons for late submission must accompany the submitted award. e. Once the Registry Office receives an award recommendation, it will be reviewed, formatted and prepared for further routing. DMSMs and above; and MOVSMs will be reviewed and presented to the awards board, then formatted and routed. All awards must be seen by the Senior U. S. Respective Service Officer prior to routing to the awards board. f. Awards Board will consist of: (1) U.S. Navy Senior Service Representative (2) U.S. Army Senior Service Representative (3) U.S. Air Force Senior Service Representative

g. Awards Board concurrence or non-concurrence will be forwarded with the original award. Awards recommended for downgrade will be sent back to the Branch Head or originator for a one-time opportunity to provide further justification or rebuttal.

6. Medals. Registry office will provide medals for first award of the JSAM, JSCM, and DMSM. The DSSMs are controlled items that are only provided by OSD.

7. This directive will remain in effect until superseded or cancelled.
