Board Notes January...Weighing heavily upon us this month
is the fire danger facing Texas and Oklahoma. Many of us have been able to smell the smoke in our homes once or twice during the month and it is very disquieting. When the fire gets really close to home, it becomes terrifying for some of us. Let’s remember our Lake Kiowa Volunteer Fire Department during this time and give thanks to all of these firefighters for their bravery
and dedication. Recently they sent out their annual reminder for donations and the conditions this winter must be really stretching their budget; so if you haven’t sent your check yet do it now, and if you don’t usually make a donation now is a good time to begin. Then start praying for rain.
We hope we never have to face the destructive force of fire in Lake Kiowa, but if needed there are other Cooke County fire departments ready and willing to pitch in and help us, as our LKVFD stands by to help with fires in other areas of the county. In what turned out to be a very timely meeting, the Emergency Preparedness Task Force of the Long Range Planning Committee (LRP) met with Ray Fletcher, Cooke County Emergency Management Coordinator; Joe Rider, Chief LKVFD; and Ronny Young of the KHWSC, as well as POA staff to discuss the resources available to Lake Kiowa in the event of an emergency, such as fire. The information provided was very beneficial and included assurance that Lake Kiowa has full Cooke County emergency service assistance - we are not alone. Additional details regarding the meeting can be found in this issue of the CommuniQue.
There are also steps we as individuals can take to help minimize the fire threat to our property. During the Open Board Meeting held on

Ballots will soon be in the mail. Property owners will be asked to vote for three of the above candidates to serve on the LKPOA Board of Directors for the next three years. Please exercise your right to vote. The background information and biographies on the 2006 nominees starts on page 24 of this issue.
The Emergency Preparedness Task Force recently met with Ray Fletcher, Cooke County Emergency Management Coordinator; Joe Rider, Chief LKVFD; Ronny Young, Water Manager, KHWSC; and LKPOA staff. The purpose of this meeting was to get input from other entities for our Preparedness Plan. The task force was reassured we are on the right track and that Lake Kiowa was, indeed, part of the countywide plan. You were sent a letter over a week ago alerting you to some of the information from that meeting. In the event we have not had significant rain between then and now, the countywide burn ban will still be in place. Please continue to be vigilant in your efforts to observe the burn ban and keep debris away from your house. Report all suspicious activity to Security and dial 911 for emergencies.
The meeting covered a wide range of emergency events other than fire. Minor emergencies will continue to be handled by LKPOA personnel. In the event of a major emergency, Ray Fletcher advised that the county will either assist us or take the lead as a particular situation dictates. In the event of an evacuation, we can expect school buses, ambulances, and county officials to render assistance. CCEM will announce which shelter will be utilized when they announce the evacuation. Although our Lodge is not an official shelter designated by the Red Cross, it could be turned into one by local or county officials if an event required it. Therefore, the task force is researching shelter designation requirements and
will make recommendations to the Board in the very near future.
Joe Rider assured us that we are never unprotected even if his department is engaged outside Lake Kiowa. Fire departments throughout the county participate in mutual aid. Ronny Young advised us that Kiowa Homeowner’s Water Supply Corporation has emergency plans in place. Even if he loses a tower, he can still get water to everyone as long as he has electrical power. The task force has been assured that Cooke County Electric is striving to improve continuity of service to Lake Kiowa. Neither the KHWSC nor the LKPOA has an emergency generator. The cost for something we have never needed seems prohibitive. However, both entities are researching the possibility of installing the necessary electrical requirements to link with rented generators. KHWSC also has planned for the contingency of a chemical spill.
Ray Fletcher emphasized the need for warning sirens. The task force has been researching warning devices since last June, and recently recommended that the Board proceed with the purchase of two or more pole-mounted sirens; the Board accepted this recommendation. Other forms of emergency communication are being researched by our community manager.
As a sub-committee of Long Range Planning, the Emergency Preparedness Task Force hopes to complete its mission in the late spring. We will keep you updated as we progress.
Due to the rash of fires in our county and surrounding areas, your volunteer fire department is asking everyone to please use extreme caution in your everyday activities, at home and when you are traveling. Be advised...if you observe anyone tossing a cigarette out the window of their vehicle, copy down their license number and give it to the proper authorities. Welding is allowed only with a water source, no outside open fires, such as fire rings or chimineas. Use extreme caution when grilling outside; if you plan to use your fireplace this winter, check to see that the chimney has proper screening.

In other Long Range Planning news, the surveys are being returned in better than expected numbers. To date there have been almost 500 completed surveys received which should provide good statistically based conclusions. If you’re reading this before the end of January, there is still time to return one survey per lot via our Web site (address above), or the drop boxes in the Lodge and the POA office. In February we will randomly draw 20 participants to receive a $25 gift certificate good for food and/or beverage in the Lodge dining room or 19th Hole. LRP expects to have the survey results tabulated by March 1.
The Kiowa Woman’s Club will sponsor the annual Candidates Forum to be held this year on Jan. 29. This huge job is taken on for the benefit of the community as we each begin to decide for whom to vote in the Lake
Kiowa Property Owners Association Board of Directors election. This is an opportunity to get to know the candidates and their vision for Lake Kiowa as they respond to a series of questions chosen from suggestions submitted by the membership. The Board appreciates the attendance of every member and thanks the Kiowa Woman’s Club for their continued service in this regard. We also thank the Kiowa Woman’s Club for their recent financing of a new portable TV for the Southwest Room, which brings us farther along the technological timeline by including a DVD and VCR player as well as easily accessible auxiliary device connectors in this TV model.
February is voting month at Lake Kiowa. In this issue of the CommuniQue, you’ll find a picture and résumé of the four candidates for the Board. Three directors will be elected to serve three-year terms each. Electing these board members is the responsibility of each and every member of our POA. The business of running Lake Kiowa is critical to the success of this community and the Board is only as good as the people elected. Please take the time to become participating members of your community by exercising your right to vote.

Did you know that our LKPOA Long Range Planning Committee is very similar in function and responsibility to a city’s Planning and Zoning Commission? And did you know that our current committee has members with a combined total of almost three decades Planning and Zoning experience? Additionally, LRP has a collective total of another thirty years in long range planning for government, industry and non-profit organizations. We also have members with education and experience in land use and development, building and construction, property management, survey design and implementation, recreation facilities development and implementation, as well as a variety of other business and professional skills. Volunteers with a variety of specific gifts have come together to accomplish the goals of the Long Range Planning Committee.
I am proud to serve with such talented members on this and other LKPOA committees and sub-committees.
Lake Kiowa has an honored tradition of volunteer service throughout the community which we must ensure for the future. There were over 125 positions to fill this year, counting sub-committees and task forces. Occasionally someone asks why one member serves on multiple committees. The answer to that may be that the member has specific skills needed by multiple committees, or it may be that there weren’t enough members who said “yes” when asked to serve. New committees will be formed this spring and their chairs will be seeking qualified volunteers to fill each committee. Please be thinking about how you can serve your community and let others know how your experience can be utilized.

We have now completed two of our major projects and are looking forward to moving on with the remainder of our projects included in the ’05 budget. We are finalizing the clean-up on the #9 seawall, and we would like to thank the Men’s Golf Association for their help in clearing the rocks off the island. Approximately thirty MGA members showed up with rakes in hand to help with this chore. Your assistance is appreciated more than you know! Hopefully by the time you read this, the fountain for the pond will be in place. Thank you to the MGA and WGA for helping with the cost of this item. The golf staff is now occupying the new Golf Maintenance Building, and they are currently installing computers, phones etc., to finalize the move. We have also ordered the materials to start one of the major drainage projects included in this years CARF budget. This project includes approximately 1,100 linear feet of drainage improvements to correct storm water runoff along Cayuga Trail, #6 Fairway, Pawnee Trail, and #7 Fairway.
I would like to thank everyone for your participation with the Long Range Planning Survey. As I stated in last month’s report, hearing from the members is a must as we plan for the future.
As many of you heard at the last Open Board Meeting, the Emergency Preparedness Committee, a subcommittee of the Long range Planning Committee, has been studying the issue of the LKPOA’s level of preparedness in the event of an emergency or disaster. This Committee held a very productive meeting recently
that involved some key officials from other entities. We invited the Cooke County Emergency Management Coordinator, Ray Fletcher; LKVFD Chief, Joe Rider; and KHWSC Manager, Ronny Young to this meeting. Our goal was to help the POA better define each entity’s expectation of one another in the event of an emergency or disaster. With the recent situation with the fires, this proved to be a timely meeting that answered several questions for the POA.
One of the more important points that was discussed was if the LKPOA faced a disaster of any type, Cooke County is prepared to assist us by directing several other resources our way. Ray Fletcher made the point that Lake Kiowa is included as part of the county’s overall response plan, and if we were forced to evacuate or otherwise deal with a disaster, they would be here assisting us, and providing outside help from other departments within the county. Without an emergency warning system in place, any evacuation would be a block-by-block notification using truck sirens and public address equipment. Several members inquired as to the LKPOA’s evacuation process when the fires were going strong. The fact that the county and its resources are prepared to assist us in such event is something I think is certainly good to know. It was made very clear to the committee that while a private, gated community, Lake Kiowa would not be alone in the event of a disaster or emergency.
Additionally, the Emergency Preparedness Committee has made four (4) recommendations to the Board of Directors regarding emergency
preparedness for the POA. These recommendations are as follows:
• The POA should actively pursue the purchase and installation (on public property) of a warning siren system to alert the membership of Lake Kiowa of an emergency. The committee recommends that the Community Manager continue to gather information from the manufacturers and distributors of such equipment to finalize costs, and number of sirens needed for immediate budget consideration. Estimated cost for two sirens is $40,000.
• The POA should equip key staff and facilities (Administration, Security, Lodge, Pro Shop) with a tone alert receiver (“Informer”) to keep them apprised of any potential threat of emergency or disaster. Each unit is approximately $450.
• The Community Manager should further research a public alert text messaging system that is now available. If feasible, this will allow the

membership the opportunity to purchase a base unit that will alert them to a text message sent by the POA related to a warning. Our initial research indicates that could be a very good way for the POA to alert the community on any issue, and would be affordable to the individual ($60-$80). It certainly warrants further investigation.
• The POA should recommend that individual members purchase a NOAA Weather Radio for their household. They are available at Radio Shack and Wal-Mart; most electronic stores in the Metroplex will carry them. You should look for a unit, which bears the “Public Alert” logo and includes the “SAME” (specific area message encoding) feature. These devices start at $49.99.

CASA ANNOUNCES TRAINING
OPPORTUNITYCooke County, Texas – Court
Appointed Special Advocates, a non-profit volunteer agency will be training volunteers to become CASA Guardians Ad Litem for children in the care of the State of Texas due to abuse and/or neglect. Appointed by the District Judge, CASAs (Court Appointed Special Advocates) are trained volunteers who befriend the child and speak on his behalf in Court and within the foster care system.
In order to become a CASA volunteer, an individual must have a clear criminal history, a clean record with CPS, have good references and be over the age of 21. Individuals must then complete 30 hours of training provided by CASA and be selected to be sworn as a Guardian Ad Litem for the children. Training is scheduled to begin on Feb. 21 and will continue through March 3.

Eva Rose Zimmerman Travis, of 101 Sarsi Cove, Lake Kiowa, and Norman Miner, of Arlington, were married in a moonlight ceremony on Dec. 15, 2005. J. L. Williams read the vows of marriage as the couple stood beneath the bows of two oak trees decorated with thousands of lights. Rose wore a white satin jacket with embroidered sleeves over black slacks and carried a bouquet of red roses and white lilies. Barbara and Bob Davis, formerly of Lake Kiowa, were the matron of honor and best man for the double ring ceremony. The wedding was an unannounced surprise to the delight of 160 guests attending the Red River Peach Orchard Full Moon Christmas Chili Dinner Party. Laurie Hart sang “You Light Up My Life” and “From This Moment On,” and the Newcastle Brass Band provided the traditional wedding music. The honeymoon preceded the wedding during the past eight years.

Bernice Wilkinson-Smusz can hardly believe that she has earned an all-expense paid trip to the Pillsbury Bake-Off this year as the Grand Prize Winner of the Advisor Contest. She has enthusiasticly promoted the Bake-Off for many years, and has previously won small appliances and Williams-Sonoma gift cards.
The bi-annual contests award first-class trips and numerous awards at the Bake-Off. Bernice was one of the 100 finalists to compete in the food contest in 1992. This year, she will be a “cheer leader” for the Bake-Off contestants, some of whom are first-time finalists. She smiles and says she won’t be under pressure to prepare a winning recipe
twice – once for the judges and again for display.
Other honors Bernice has received for her cooking and canning talent include First Prize for her Savory Dutch Cabbage recipe in the Gainesville Daily Register 1974 Cooking and Recipe Contest, First Prize in 1980 for her Turkey Paprika recipe, the Grand Prize in 1978 for “Crab Mystery Salad” and Grand Prize again in 1984 for “Zucchini Souper Supper.” In 1998 she was inducted into the National Sure Jell Hall of Fame. Her State Fair of Texas canning entries have earned her more than 100 ribbons, the majority of which are first place awards for pickles, relishes, preserves, jams and jellies.
She says “cooking and baking can be a real joy even if your time is limited. I have a radio/CD player in the kitchen that adds to my pleasure while experimenting with food.” From her earliest entries in the Bake-Off original recipe contest, she has gained experience in altering old family recipes as well as to pair or combine ingredients for her family’s and friends’ enjoyment. She believes that home-cooked food is healthier than most out-to-eat meals and snacks. To prepare quick meals, she suggests combining frozen foods with staples kept in the pantry. “The cost of home cooked meals is quite a bit less too,” she added.
Her daughter, Gayla Robles, will accompany her to the Bake-Off as she did in 1992. During the three-day affair in March, they will stay at the Gaylord Palms Resort in Orlando, Florida.

The COUPLES BRIDGE roster is being set up for 2006. If you are a couple interested in playing once a month on the second Friday night, please give me a call and I’ll add you to our list. Our December meeting was also our Christmas Party with lots of treats and prizes. First Place Winners for the evening were the team of Chris Bost and substitute Peggy Coolidge. Second Place went to Paul and Pam Liscom and our Third Place winners were Bill Hoagland and Dee Magee. Roy and Icey Huddleston took home the Booby Prize. We also keep running totals for the year and big prizes were awarded to the top four winning teams.

The cumulative totals were not affected by December scores because we had runaway winners for the top four slots. Our Third Place winners with a total of 18 points were LeRoy and Allene Johnson. And our Fourth Place winners, cumulating 10 points for the year, were Charles and Bill Hagood. Noah’s Ark Animal Rescue needs your help!!!
Noah’s Ark animal shelter has just been completed in Gainesville. This badly needed facility is located on 2501 N. Weaver Street. The shelter will spay and neuter all adopted animals and will provide education courses to help end neglect and cruelty to the animals in Gainesville and surrounding areas.
The Grand Opening Ribbon Cutting Ceremony will be Feb. 10 at 10 a.m. On both Feb. 10 and 11, Noah’s Ark will have an open house from 10 a.m. – 2 p.m. with refreshments and pets for adoption. The theme of this two-day event is “Have a Heart and Save a Life With Noah’s Ark Animal Rescue” in honotvr of upcoming Valentine’s Day. Who knows, ... you may just find the love of your life at Noah’s Ark.

Chapel services are regularly scheduled at 8 a.m. every Sunday in the Lodge assembly room. Rev. John Hare and Rev. J. L. Williams are the pastors delivering their messages on alternate Sunday mornings.
Rev. Williams will continue his series on Freedom with selected passages from Exodus. Feb. 5, the title will be “The Source of Freedom” and Feb. 19, the title will be “The Joy of Freedom.” Rev. Hare will deliver the message Feb. 12 entitled “Faith – Not Fakery” with text from Romans 4:1-5 and Feb. 26, the message will be entitled “Crowd Control” with text from Exodus 17:1-7.
Chapel Choir continues to practice on Monday mornings at 8 a.m. and singing for Chapel on the third Sunday of each month. New members are always urged to join if they enjoy singing.
V.I.S.T.O. is the recipient of food contributed on the third Sunday of every month. All packaged groceries are appreciated but each month a particular
item is requested if you are shopping specifically for their need. In February
their request is for tuna and noodles but everything that you may wish to contribute is appreciated (as well as cash, of course).
The Lake Kiowa Chapel meets regularly every Sunday morning from 8 to 8:30 a.m. in the Lodge. All residents and guests are welcome. This is an interdenominational
service that may precede your regular church service or a round of golf. Casual dress is always welcome. Please come and share this time with your friends and neighbors on Sunday morning at 8 a.m.
Here’s your chance to take your spouse out for dinner and a short program. February’s meeting will be held in the evening and any of your friends or your spouse is invited to join us on Thursday, Feb. 23, at the Roadhouse Grill in Lindsay at 6:30 pm.
The special feature will be a “surprise.” Our special music will be presented by Maggie Sykes of Gainesville. The main speakers will be Kay and David Hinds of Forney, Texas. David is president of Van-Tone Company, with a Masters Degree from Amberton University. Kay is an actress, currently active in regional theaters. They are parents of two and grandparents of one. Their hobbies include bicycling and fishing. Kay’s new hobby is English horseback riding.

“LOVE IS IN THE AIR”
Two young ladies at Lake Kiowa deserve a great deal of credit and admiration for their many accomplishments in horsemanship this past year. Bree and Sadie Kinsey have been through a lot during the past three years. Their dad had a brain tumor, their grandmother died and they are in the middle of an ugly court situation. Through it all they still set goals and reached those goals.
At the POA (horse) Awards banquet recently they were both honored. They both set the goal to be in the Top 5 in Texas and with extremely hard work, they both did it. Both girls have not only had to move from the ranch, but also have had to sell their horses due to financial reasons.
Bree Kinsey was the Top Rider and her sister Sadie was third for the Texas Club. There were 60 riders who competed this year. Bree was also presented the Lance P. Scott award. This is awarded in honor of a young man who was paralyzed in a diving accident but has continued to lead a rich and fulfilling life.
Bree was very proud to accept this award from Club President Pat Burton. She was also awarded the Diane Goodman Tennant Showmanship Traveling Award. This was for the exhibitor who accumulated the most Showmanship Points in their age group for the year.
Sadie shares her sold horse with friend Emma and the horse placed third in Large Mares. Sadie had other great accomplishments. She placed first in Timed Events (barrels, pole bending,
flag race), Senior English Pleasure and second and third in many other events. This was for points accumulated for the 2005 year.
These girls may have had to sell their horses, but their mother says so many generous people have offered to let them use one of their ponies for next year so the girls can continue to ride. Bree is already making plans to attend Texas A&M. They thank Becky and Jessica for letting Sadie show Charlie at the Fort Worth Stock in January.
Thanks to all of you who prayed for these girls throughout the year. Without many of you this would not have been possible. Congratulations Bree and Sadie. Lake Kiowa is proud to call you great citizens of our community.

CALLISBURG—The Callisburg High School academic UIL team took fourth place overall at the Denison High School Invitational meet Saturday, Jan. 14. They also brought home 17 individual trophies.
Earning the most individual trophies was senior Liam Guthrie who earned first place in Science, Biology and Chemistry. He also won second place trophies in Current Events and Social Studies.
The Cross Examination Debate team of juniors Elisha Hooper and Ashlee Taylor took first place.

Dear Member,The Emergency Preparedness Task Force,
a subcommittee of the Long Range Planning Committee, recently met with Ray Fletcher, Cooke County Emergency Management Coordinator; Joe Rider, Chief LKVFD; Ronny Young, Water Manager, KHWSC; along with LKPOA staff. A wealth of information was amassed for our long- range objectives and our Emergency Preparedness Manual, which will be shared with you in future issues of the CommuniQue. We are writing to you today to give you information pertaining to the immediate drought-related fire hazard, and hope that you will give this letter your concentrated consideration.
Your welfare is of the utmost concern to LKPOA and LKVFD personnel. Additionally, we want to assure you that county agencies have planned for emergencies in Lake Kiowa just as they do for every other community in the county. For example, when grassfires threatened Nocona, eight school buses were sent to aid in the evacuation. If we ever need to evacuate Lake Kiowa, we can expect similar assistance. Mr. Fletcher advised that three fire departments would always be deployed to any structure fire within Lake Kiowa. We found out Sunday that numerous fire departments were deployed for the hay and grass fires. In the words of Mr. Fletcher, “Just because there is a gate, you are not alone. Help yourself, be prepared, and we’ll bring the cavalry if you need it.” So, how do we help ourselves? How do we prepare? Listed below are actions approved by your Board of Directors on Monday night, as well as some very basic steps each member should take to preclude or minimize the impact of this situation:
The five fires around the perimeter of Lake Kiowa on Sunday morning were of suspicious origin. Our Security Department is reviewing camera tapes to assist county officials in apprehending arsonist(s). County officials promise the offenders will be prosecuted to the fullest extent of the law and required to reimburse all financial losses. Members should report all suspicious activities to Security, and dial 911 for emergencies.
The Board has authorized security to maintain an additional night patrol within Lake Kiowa and on the perimeter roads, and has also authorized funds to equip a second patrol vehicle with public address speakers. The Board recommends that NO SMOKING occur on the golf course until this high fire risk has passed. The roughs and areas just off the cart paths are very dry and have an abundance of leaves. Please be cognizant of proper disposal of cigarettes, cigars, etc. for the safety of the entire community and the preservation of the golf course.
Members must abide by the County Burn Ban. This means no open burning. If it does not have a lid on it, do not do it. No cutting/welding/spark producing activity without a 100 gal water source and spray capability and a fireguard (a garden hose hooked up to a larger source is ok). Cut your grass very short. Sprinkling your lawn has little effect in preventing grass fires as wind and evaporation dry the grass almost immediately. Eliminate dead leaves from your property. Be vigilant about concentrations of leaves in flowerbeds or on hedges against your home. They are fuel for house fires. Remove all other dangerous debris from around your house. This

Students of the four session program attended four seven-hour courses that studied Lake Kiowa, Cooke County and state governance laws, rules, regulations, education, health and ethics. Numerous speakers covered information pertinent to their positions and explained their relevance to Lake Kiowa.
The group learned that there are Six Elements of Leadership that include:
1. Environment: family, church club, organization, profession, community and so on.
2. Follower: member of the environment.
3. Leader: someone who steps forth and influences in an ethical way for the good of all.
4. Situation: all situations are different.
5. Communication: which is two-way: non-verbal, such as setting an example and verbal, knowledgeable, in-depth discussion that influences logical action.
6. Growth: adjusting their own thinking to the environment they are in.
This is an intensive course to motivate the attendees to be knowledgeable citizens.
It is not a political rally or a call to board service. The aim simply is to present facts about Lake Kiowa. However, final achievers are encouraged to become involved in the community. After all, each of us owns a piece of our lovely environment. We encourage all citizens in any situation to be informed, ethical and skillful.

Make and/or review your personal plans for leaving in the event you must evacuate. How would you leave, in what and which roads and exits would you use? In the event of an evacuation, Security may open all or some of the exterior gates in our perimeter. Know where they are. Purchase a NOAA Weather Radio. They are no longer just for thunderstorms and tornados. NWR broadcasts warnings for all types of hazards, which currently includes grassfires. Locally, they are available at Radio Shack and Wal-Mart; most electronic stores in the Metroplex will carry them. You should look for a unit, which bears the “Public Alert” logo and includes the “SAME” (specific area message encoding) feature. These devices start at $49.99. If you have difficulty programming your weather radio, please contact security. They will either assist you or send someone else to assist you. If you have special needs, please advise Security to put you in their emergency database. Unless you are on the Lifeline program, you will need to update security on a weekly basis. Finally, watch out for your friends and neighbors; telephone them, at any time of the day or night, to alert them to an emergency. We hope you find this information helpful and we greatly appreciate the concern and cooperation of all of our members. If you have any questions about this information or anything else, please do not hesitate to contact the POA office.

We in the Kiowa area are very lucky when it comes to getting onto the information highway. We have several good choices to connect to the Internet.
Each type of connection has its advantages and disadvantages. All Internet Service Providers (ISPs) in this area offer Internet access and E-mail accounts as part of their basic package. All systems except dial-up usually have some type of installation fee.
Even though every ISP offers various levels of protection, all suggest virus-checking software on every PC. The key items to look for in an ISP are how much is the monthly fee, what is the speed (measured in kilobytes per second or kps), what is the uptime or availability and what type of support is offered. Here is a quick overview of the services available in the Kiowa area.
Dial-Up - The equipment required is a modem and a telephone line. The top advantage of this system is cost ($10 to $25 a month). National providers
(AOL, AT&T, etc.) allow you to access the Internet anywhere in the US. The downside to this system is speed. It is a relatively slow connection (24-33 kps). Local ISPs with this service are Nortex, Cooke.Net, Earthlink, AT&T and Texoma.Net.
Satellite – A special dish is placed on your building. On the plus side is that it is fast (400 kps and up) and has an excellent record of uptime (you can also get TV on the same dish). It’s expensive with prices starting at $600 to install, $70 a month, plus other fees.
Wireless – It’s a relatively new
system and leading-edge technology. Each basic connection requires an antenna and a receiver. It offers high speed at a reasonable cost. This is a constant-on system, which is capable of very high speeds. The downside is that it is new, it is complex and uptime can be an issue. Kiowa Online and Nortex offer this service in this area. This is a great alternative to Satellite for remote users.
Cable – This is also, an always-on, high-speed (700kps +) choice, at competitive prices. It is a proven technology over the same system
The DSL On Ramp to the Information Highway
that brings TV into your home. A connection to the location and cable modem are required. Nortex is the ISP for Kiowa. Availability and support are from the same people who understand 7/24 services that they bring with their cable system.
Finally DSL has arrived at Kiowa. A Digital Subscriber Line is high speed Internet over your existing phone lines. Nothing changes with your phone; you will simply get a self-install kit to set things up. Price, service and support are similar to cable.
You should contact the various vendors that offer these services for specials on service and installation. Opening Doors to FriendshipWe’re beginning the second half of our
club year. It seems the first five months have just flown by. To me, it’s been very productive and a whole lot of fun. To re-cap, there was the successful Rally for A Cure Golf Tournament that the WGA always organizes so beautifully, the Halloween Decorating Contest, cookies for the Christmas Lighting Ceremony which made our entry beautiful and the Lodge Christmas decorations that made a festive setting for all the holiday parties. Then there was the Home Tour. What a treat for all...beautiful homes, beautiful people.
We were able to increase the amount of funds awarded from the Anice Rhodes Scholarship, designate $5,000 to be used as needed for the planned library space,
revived the Arts and Crafts department, and launch a new Kiowa Cookbook project. Whew! We’ve been very busy. And WE is the operative word here. None of this would be possible without the dedicated, hardworking, fun-loving women of our organization, and I applaud you all.
Our meetings have been great fun, and our membership continues to grow. It was “Standing Room Only” for our January meeting featuring Linda Armstrong Kelly as our program speaker. She’s not only “Lance Armstrong’s mother” but quite an inspiring woman on her own.
As a quick reminder, don’t forget the Arts & Crafts meeting this month (call Lee Skinner or Shirley Falkenhagen to sign up), and the Book Review on the Feb. 3 at the home of Inez Freeman (Julia Mayo reviews The Curious Incident of the Dog in the Night Time).

TWITTER NEWS: Don’t forget to provide for our feathered friends in winter, which can be a difficult time for birds. The days are short, and nights are often cold and long. The natural food supply has been consumed and most insects are dead or dormant. Many birds that usually eat insects need to find other reliable sources of food in winter. Water can be hard to find, and food needed to provide the energy to keep birds warm might be scarce. Finding shelter may not be easy. If there are limited natural evergreens or shelter, birds may seek man-made houses or habitats that can provide refuge from the winds, rains, ice or snow of winter. So make sure you clean out the old nest from those birdhouses every fall and reduce the chance for diseases.
Also, birds are warm-blooded. In general, this means that they maintain their body temperature within a certain range even when the temperature around them changes. The maintenance of body temperature within a normal range depends on the amount of heat the bird produces.
On cold, wintry days, most birds fluff up their feathers, creating air pockets, which help keep the birds warm. The more air spaces, the better the insulation. Some birds perch on one leg, drawing the other leg to the breast for warmth.
To keep up their high metabolic rate, most backyard birds need rich, energy foods such as oil sunflower seeds, suet and peanuts. It is also helpful if feeders are located out of the wind and have a perching spot such as a tree or bush nearby to use to survey the feeding area and provide cover from predators.
DON’T FORGET THE WATER! Especially in this drought it is even more important so don’t forget to fill those birdbaths and keep them clean.
BLOOM NEWS: Don’t prune those roses until after Valentine’s Day. Also remember not to prune those spring blooming plants until AFTER they give their spring blooms or you will not get any this year.

Since February is Sweethearts Month, the Friends of the Lodge will sponsor a Sweethearts Dinner and Dance, Feb. 17, with music provided by everyone’s favorite DJ, Mr. Barry Ott. Make plans now to be there for a great party. Call the Lodge for your reservations.

Letter to the Editor -The month of December
was a wonderful experience at the Kiowa Lodge if you are a seafood lover like my Wife and myself. On two of the four Friday nights, we ordered a shrimp and crab leg feed beyond anything else we have experienced at the Lodge since moving here in 1999. My compliments are extended to Ricky and his staff on two fine Friday night specials. Anyone who had a chance to partake in these Friday night specials was certainly more than satisfied and anyone who missed these culinary events, I certainly recommend they attend the next ones and partake.
We have come to use the Lodge more and more since Ricky and his staff have taken over the kitchen. The food has always been good and Ricky’s personable attendance at the tables shows his interest in insuring all meals are good.
Hats off to the Lodge Committee and their foresight to retain such an outstanding Chef.

By the time you read this, work will have begun on the new Lodge doors
at the main entrance. Friends of the Lodge donated the funds to improve the entryway with new doors and decorative stonework. I think this will be a great addition that we will all enjoy. Also, we will soon be making minor improvements to the interior of the Lodge with new carpet and some repainting. We appreciate your patience as we work to maintain this wonderful amenity.

MGA GOLF NEWS
The Lake Kiowa MGA held its monthly board meeting on Jan. 11 and its play day on Jan. 14. President Wayne Shearer presided at the meetings. The December minutes and the treasurer’s report were approved. The new board was voted and listed below.
President - Wayne Shearer; Vice-President/Secretary - Earl Lemons; Treasurer - Dale Mock; Tournament Chairman - John Schneider; Tournament Assistant - Barry Pliler Projects Chairman - Jim Williams; Projects Assistant - J.B. Stroup; Membership Chairman - Greg Gotses; and Public Relations - Larry Glover. All were presented to the membership on Jan. 14.
Our MGA membership closed at 470 during 2005 with 274 signed up for the hole in one club. The goal for 2006 is to reach 500 members!
We are asking everyone to help recruit members. Those who sign up before Jan. 31 will be listed in the MGA/WGA directory. The important thing is that
every dollar received through dues is spent on golf course improvements. HELP!!
Jim Williams reported that there will be a work day Monday, Jan. 16. The mission is to rake the entire island of Hole #9 and void it of rocks left from construction of the sea wall.
John Schneider advised that he and Barry Pliler have completed the 2006 tournament schedule as well as the Saturday play schedule. Both will be posted on the Kiowa Web Site and on the bulletin board at the Pro Shop. John also announced a plan to give away more prizes for our Saturday fun day players. Stay tuned for further details.
During our Saturday play day Chuck Essex was given the past President’s plaque and a BIG thank you for leading the MGA in 2005.
During the past year we had five hole in one winners. Four of them were in the hole in one club and each* received $1027.50 and all received plaques and their official score card.
Congratulations to each. The winners were: Gary Hartner,*Fred Anderson,* Jerry Bomar,* Charlie Robinson* and Virgil Slayton.
David Long advised the following: The #14 hole camera has been installed on the hill making it easier to see around the corner. Trees will be trimmed for even better vision.
The #9 hole will be closed Jan. 16, 17 and 23, 24. This will allow the removal of the rocks, the installation of the water fountain in the pond and other work to prepare the hole for full time use. He also indicated that they will sod barren areas in the spring.
On #1 hole he plans to plant Princess 77 on the fairway in June. If it works there, the plan is to plant the same on all fairways. Stay tuned!
The lake water is not only low but the quality is less then normal. Consequently David will water the greens and tee boxes on a regular basis. However, the fairways will only be watered to keep down the dust.
The play day format for Saturday was a scramble 6-5-4-3.
The next MGA board meeting will be February 8 and our play day will be February 11.

MGA play on Saturday, Jan. 14, was a 4-man 6-5-4-3 Scramble. This format requires each team to use the A player’s drive 6 times, the B player’s drive 5 times, the C player’s drive 4 times and the D player’s drive 3 times with the rest of play
being regular scramble. The weather was great except for a little wind. The winners’ photos are included on this page.
The MGA Board is also pictured and identified. They are constantly working to beautify our course. Get involved with
them on the workdays this year! You can also fill divots in the fairways on Mondays (when the course is closed). Repair your ball marks on the greens when you play and another if it went unrepaired.
There are four new trees on our course!
One is in the turn-a-round area at the 16th green and 17th tee and three are in the 18th dogleg area. The trees were donated by Mr. and Mrs. Dave Huffman and the hauling and replanting paid by MGA.

We are continuing to hope and pray for rain. Maintenance is as usual for this time of the year with conditions we are experiencing.
The move to the new facility has been completed as far as we can go for now. We will be operating out of that location from now on. We still have some clean up to do on the outside of the building and straighten up on the inside.
Number nine hole is open for play on Wednesday through Sunday and will remain closed on Mondays and Tuesdays until we have it cleaned up. We thank the MGA for the assistance in the clean up. The fountain should have been delivered by the time this report went out and if it did, we will have the fountain installed and the pond filled shortly.

As you well know, the lake is at its lowest level since 1980. This has me concerned on the watering of the golf course. The “experts” say that it may be as long as March before there is any significant rain. We are approximately four inches over the intake of the flume at the West Beach pump house. We have approximately 18 inches of water left before we start sucking air.
First of all, let me make this clear. We are talking about the watering of turf grass... not residential lawns. There is a difference. For example, turf grass has more abuse; from play, traffic (both foot and golf cart) and lower mowing heights, just to name a few.
One of the factors that affects the growth of turf grass is the watering. With the lack of rain, the water from the lake changes its chemical balance of the elements that affect the growth of the turf grass. The evaporation of the water with no new rain water coming in is like a pot of water boiling. As the water boils out, it leaves a residue in the pan which is chemical elements. As you can see by the following chart, we took water samples from the lake when it was full to capacity and again about 30 days ago. This is the result:

All of these elements and factors have a bearing on the growth of turf grass. With the lake level where it is now, the chemical elements will become more concentrated, a result of higher parts per million of each.
A question was asked about watering the fairways. Normally, this time of the year with the Bermuda grass being dormant we water for two reasons: (1) we anticipate a freeze and we want to protect the roots and (2) to knock down the dust that may be on the fairways.
The temperatures have been unreasonably high at this time. If you water the fairways on a consistent basis, you could bring the Bermuda grass out of dormancy. With the Texas weather the way it is, we could have a freeze at any time. Then we take a chance on winterkill of the Bermuda grass. It is not necessary to water the dormant grass through the winter months. Therefore we don’t and in addition with the drought conditions it just makes sense to conserve the water.
We are looking at alternatives if we don’t get rain to fill the lake. We are not panicking at this time, we are just concerned.
I hope this explains my concerns and my actions at this time. Let’s just hope and pray that we will get some rain soon.

DID YOU KNOW . . . Your Lake Kiowa Handicap Committee is still looking for a few new
members? At one time we had eight members which is a real good number, now we have only six. We would like to have at least two more. The requirements are simple. You must be prepared to learn the system. You are not required to like everything about it.
USGA has and does work with the system to improve it. Every four years some aspects of it change. In 2006 the requirements for Clubs to issue USGA Handicap Indexes changed. Clubs are now required to be licensed by USGA in order to issue Handicaps to their members and members of the Handicap Committee are required to attend a USGA Handicap Seminar. The Handicap Committee acquired the license to issue Handicaps in 2005. The members of the committee will be attending a USGA Handicap Seminar this year.
If you are interested in how the system works and are willing to learn and serve on the Committee, please contact either our Pro, Brown McCrory at the Pro Shop, or Fran Adams, Handicap Chairman at 668-1069.

“Rally for a Cure” Committee has already had their first meeting to plan for our 2006 event. Mark your calendars for Wednesday, Oct. 4. To give you some idea of how much is involved for this committee of nine ladies, the meeting lasted two and a half hours. Each person on the committee has her list of tasks to do before the next meeting in February. All you Kiowa people who are interested in this event, please give us your ideas and input on what would make the 2006 Rally even better. Last year $32,371.10 was sent to the Rally headquarters making Lake Kiowa the top contributor for the whole state of Texas! This was a great success for Lake Kiowa.
For any newcomers who have not heard about this golf tournament, a few facts. This will be the fifth year for this wonderful event. Yolanda Arronté was the Chair for the first three years and did a superb job of guiding us through the procedure for success. That year we donated over $7,500. This tournament is open to the Lake Kiowa WGA Members. The first 120 ladies who return the entry forms which are sent out in the summer will get to play. We need everyone who is willing to participate and this includes high handicappers as well as the low handicappers. It is one 18 hole round of golf. The proceeds are sent to Rally for a Cure Headquarters benefiting the
Susan G. Komen Foundation to help find a cure for breast cancer. It is a fun day for a worthy cause. Barbara Cole will Chair the event again this year and LaVona Duryea will be her assistant. Other committee members are Fran Adams, Lee Skinner, Linda Stroup, and Neta Stutzman who served last year. New committee members this year are Maureen Anselmi, Catharine Moss and RosaLeigh Woods.

The Angler and Conservation Club has fully endorsed the following fishing guidelines for Lake Kiowa:Rainbow Trout: 5 Per Day, Per PersonBlack Bass: Keep Black Bass between 10-13 inches; 5 Per Day, Per Person. Release all other Black Bass under 10 inches and over 14 inches.Crappie: Keep over 10 inches; 10 Per Day, Per Person. Release all under 10 inches.White Bass: Otherwise known as Sand Bass. No Limit. Be sure to mark you calendar for Saturday, Feb. 18 for the Kid’s Trout Fest. The excitement will begin at Noon at Little Fox Pond. There will be prizes, food and lots of fun. The 2006 Bass Tournament season is fast approaching as well. There have been some new tournaments added for the 2006 season. Along with the tournament season being extended until October, starting on March 24 the club will host several Happy Hour Tournaments. These tournaments will be held on Friday evenings. Sign up for the first tournament which will begin at 5 p.m. and weigh-in will be at dark. If you can’t join us for a regular fishing tournament, we would love to see you at these new events. These tournaments are not included in the Angler of the Year competition. Dates and times will be posted in the CommuniQue, on the Lake Kiowa Web site and a new calendar of events arriving in your home in March.

Lake Kiowa is a fortunate community to have many first class craft and repair people who do work for our residents. As a whole these are honest hard-working people who paint our homes, wallpaper, do plumbing, electrical work, rock work, yard work, roofing and most anything we hire them to do.
However in this group there have been scam artists at work who are only out to take your money, maybe do some poor work and never return to finish the job. Please remember the rules at Kiowa say that no one may solicit door to door. This includes repair persons, carpenters, plumbers, painters, roofers, etc. Also remember if someone is working at a house next door or close by and they approach you or you approach them about work, there are some guidelines you should follow. Check their references or wait until they have finished the neighbor’s work and have an honest talk with the people where the work was done. Find out if they satisfactorily completed the job. Do not pay before the work is completed. We all are anxious to have jobs finished quickly but checking out the references
of the person you are hiring is of supreme importance. Call some of your friends and ask if they know anything about this person.
There are people at Lake Kiowa who have paid large sums of money for work that was never completed or poorly done. Some of these have happened very recently. As much as we would like to believe that all the people who live at Lake Kiowa are honest upstanding citizens, this is not the case in this community or any community. There are many senior citizens in our midst who live alone. Scam artists do not hesitate to prey on these people. If someone comes to your door and solicits work, they should be reported to Security at once. Remember these people know the rules also, so they will probably approach you outside your home or put an ad in the CommuniQue. Just because they have an ad in our paper does not guarantee their work. There is not any way the paper can check out the validity of all the people who advertise. Please do your renovations, but check those references first.

In 1954, I graduated from SMU with a major in Religion and minors in Psychology and Business and began working for First United Methodist Church of Dallas in January of that year. It was my job to edit the church newspaper and produce the weekly 15 minute television show “The Pastor Calls” which was shown on KRLD TV. I was Financial Campaign secretary for this church of 5,000 members.
I later worked as a secretary for Humble Oil Co. and for Highland Park United Methodist Church in Dallas.
The Christmas and New Year’s holidays are traditionally a time for building warm family memories but unfortunately, as law enforcement agencies report, high numbers of domestic disturbances are also traditionally recorded. This was borne out at Lake Kiowa this year as Security-led Cooke County Sheriff’s Department deputies were called to four such disturbances. Deputies also assisted with a prowler call, investigated an act of criminal mischief and responded to an auto accident that resulted in damage to the East Gate. Security response to reported incidents included citations issued for driving under the influence, an open fire, damage to community property, violating the leash law and reckless driving.
Security patrol checked on the welfare of residents five times, assisted four motorists, secured two unlocked doors and reset one business alarm. Two auto accidents were investigated as were four complaints of criminal mischief and three disturbing the peace complaints. Departmental logs also record that Security personnel escorted a worker from the property, responded to a call of 4-wheelers operating on the dam and followed up on a littering complaint.
Animal Control Officers were dispatched to 16 stray dog calls, handled three stray cats and trapped 11 varmints. Security gate personnel monitored 33 LKVFD emergency runs. Security patrol escorted ambulances to residences in Lake Kiowa on two occasions.

August of 1998 and both of us believe we have found our final campground. We have five children and twelve grandchildren. Four of our five children live in the Metroplex and the other one in Scottsdale, Arizona.
We have been remodeling our home – inside and out – ever since we moved in and the end is not quite yet in sight! Our home is evolving into a fair expression of our values and individuality. Also, I’ve found hammers and nails to be quite therapeutic.

COMMITMENT TO OUR COMMUNITY:
I’ve served on the CIP and the Covenants, By-Laws and Rules Committees. My three-year term on the Kiowa Homeowners Water Supply Corporation Board ended in 2003. For two of the three years, I served as Chairman of the Board. These have all been very positive and productive experiences.
If elected to the POA Board, I am willing to make the time and energy (both physical and emotional) commitment to faithfully serve this community.

I graduated from Antioch High School (near San Francisco) did the 60’s thing and wound up at Tulsa University. I majored in accounting figuring people will always need to know about their money and that would be a safe (read that - “job security”) area to be involved with. Following a sometimes good (read that - “we drifted apart”) marriage I met the love of my life, Jack; we married and began the Cinderella story. We brought six children to the marriage (three each) and now have accumulated nine grandchildren who will set the world on fire eventually.
My most recent employment was as an accountant for the Dallas Chapter of the American Red Cross. Following that Jack and I volunteered for several years as Internal Auditors for the National American Red Cross out of Washington, D.C.
We chose Lake Kiowa because there’s a guard gate and the kids have to get permission to get in to see us. We love it here. We’ve been active in Chapel; Jack is Vice President of Kiwanis; we both belong to all the golfing associations; and I have been active with Woman’s Club. I was program chairman one year, president the next year, and am now helping with the Arts and Crafts Department.
I’ve worked on the Rally For A Cure® tournament for two years and now serve on the Lodge and Tavern Committee as well as the Youth Advisory Committee. I have helped facilitate a segment of the Leadership Lake Kiowa Sessions for two years.
The one word that could best describe me would be “creative”. I like to think ‘outside the box’. I enjoy working with people and getting the job done.

Howeth opened with a word of prayer.CALL TO ORDER: The meeting
was held at the Kiowa Homeowners Water Supply Corporation Office and called to order at 9:00 a.m. by President Robison.
ESTABLISHMENT OF QUORUM: A quorum was established with member Steve Wood absent.
WELCOME TO BOARD MEMBERS AND RECOGNITION OF VISITORS AND GUESTS: There were no guests or visitors present.
APPROVAL OF THE NOVEMBER 16, 2005 MEETING MINUTES: Dean Dorch made a motion, seconded by Jan Thies, to accept the minutes as presented. The motion carried.
MANAGER’S REPORT: Manager Young reported no new taps installed. Overtime reported for Robert Wilson was 4 hours and 5 hours for Gary Vanbebber.
Manager Young reviewed the finance report. Peggy Padgham made a motion to accept the report. Don Howeth seconded the motion. All were in favor. Don Howeth moved to pay the monthly bills; Dean Dorsch seconded and all were in favor.
COMMITTEE REPORTS: Peggy Padgham reported that we are awaiting information from our attorney regarding By Laws changes.
DISCUSSION AND POSSIBLE ACTION: BUILDING COMMITTEE
Chairman Dean Dorsch presented copies of revised drawings for the Water Corporation building. He made
a motion to spend up to $10,000 for preliminary work needed to be done prior to groundbreaking. Jan Thies seconded and the motion was approved unanimously.
DISCUSSION AND POSSIBLE ACTION: EMPLOYEE REVIEWS/ADJUSTMENTS
Manager Ronny Young discussed employee evaluations and salary adjustments. He then left the room while board members discussed his evaluation. Dean Dorsch moved to accept the recommendation of the performance evaluation/adjustments committee. Jan Thies seconded the motion and all were in favor.
DISCUSSION AND POSSIBLE ACTION: LOT 218
Peggy Padgham moved that we deny the request to buy Lot 218. Jan Thies seconded and all were in favor.

APPROVAL OF MINUTESKathy Reed read the minutes from
the December 5, 2005 Board Workshop. Linda Fite moved that the minutes be approved and the motion carried after a second from John Davis. Randy Howell abstained.
FINANCIALSScott Campbell presented the
November 2005 financial statement. We remain in good fiscal condition and Mr. Campbell directed our attention to a couple of revenue accounts. Since POA lots have returned to the market, that revenue account is better than budget. Miscellaneous income contains revenue amounts from the constitution of lots and interest earned on our investments. Also, the Newspaper Ads account shows a better than budget figure for the month but some of this is offset by the corresponding expense of Newsletter Printing, which is worse than budget. Mr. Campbell also itemized the asset related disbursements, including a new security vehicle and two new computers from the AARF account. Expenditures from CARF were for the ongoing seawall and golf maintenance building projects.
MANAGERS’ REPORTSGary Davidson provided a summary
of citations issued by Security for the period of November 17 – December 14. Several golf cart related citations were written and Mr. Davidson took the opportunity to remind us of the new golf cart rules, including the new LKPOA Golf Cart Safety Seminar requirement for minors. Parents and minors alike should take note that any golf cart permits issued prior to November 1, 2005 will expire on January 1, 2006.
Don Hoover of Public Works stated
that Lake Kiowa is now down to 696.9 feet, close to a historical low. His crew will be continuing to work on the seawall project, and most of this work is clean-up related. So far this season there has only been one weather related instance requiring the sanding our roads.
David Long updated us on some ongoing projects on and near the golf course. The trees were put in the ground as promised and Mr. Long thanked the niece of Dave and Betty Huffman for providing them. Our MGA covered the cost of transporting them here. We were also reminded that the golf course will be cart path only during the months of January and February, and Mr. Long again stated a golfer with a handicap flag allowing golf course access is NOT allowed on the course when the “Cart Path Only” signs have been posted.
LONG RANGE PLANNING REPORT
Linda Fite, chairperson of the Long Range Planning Committee, presented a report highlighting what that committee is doing and how it is accomplishing its task, which is required by our by-laws. Ms Fite shared with us that there are now and have been many smaller groups looking into various areas of Lake Kiowa and investigating possible additions to our amenities and where they could be located, as well as improvements to existing amenities. One task force is looking at how best to recover from an emergency and how to
safeguard our documents and records. Another group is looking at land use and an approved hydrology study will help us work smarter when deciding on a place to construct something, whether it is a building or something with a recreational purpose or some other use.
Even with all the input of these groups, Long Range Planning wants to know what the membership thinks and wants in terms of future of growth. To this end, a survey will be conducted during January asking us for our opinions. It is very important to the results of the survey that we all participate in it. These results are intended to become part of a long range plan but we need to hear from a significant percentage of our membership in order to design this plan. Ms Fite asked us the questions, “What do you think?” and “What do you want?”.

05 pm by President Bob Wickersham. All Directors were present except Dave Spangler and Rick Walker.

FINANCIALSIn Dave Spangler’s absence Scott
Campbell presented the November financial statement and commented on the revenue shown for lot sales, which is better than budget and which also is the result of putting POA lots back on the market. Also of significance on the revenue side is the amount in Miscellaneous Income which includes constitution fees and interest earned.
ARRF disbursements were for a new security vehicle, and two new computers, one each for administration and for the Lodge. CARF disbursements were continuing payments for the seawall and golf maintenance building projects.
In response to a question, Mr. Campbell provided an update on the status of the seawall project. David Long will be performing the clean-up work and will review the wall height around the Number 4 tee box causing some controversy among the golfing members to see if an additional two courses of paving stones will improve the appearance looking back from the Number 4 fairway. Concerns raised were for the validity of the contractor’s warranty should the POA make any changes to the work performed and if the warranty would remain in force, is the base adequate to hold the weight of an additional two courses? Scott Campbell will talk to the contractor about these issues. Also, the cost to put in the fountain in the new pond is higher than the budget allows so the MGA will pay one-half the cost. The WGA will also be given the opportunity to donate funds. Finally, sod will be laid as soon as possible.
SEPTIC VARIANCEThis variance first came before the
board in October and at that time we requested that Paul Whaley review the plan for options other than either moving the house placement on the lot or allowing the spray field within the 75 foot POA rule. Mr. Whaley has completed his review and in his opinion the variance is the best solution.
Charles Huddleston moved that we approve the variance and Randy Howell seconded the motion. Although the board discussed alternatives, the vote was reluctantly unanimous in favor of granting the variance.
COMMUNITY MANAGER UPDATE
SCHEDULINGDue to the holiday the January 2,
2006 Board Workshop was canceled. A special meeting will be called if necessary.
IESIA price increase for our trash pick-
up has been presented by IESI. We currently have a 5-year contract with them, expiring in 2009, but it does contain provisions for price increases such as those associated with the Consumer Price Index. Scott Campbell will review the contract to verify that this increase of approximately 6 1⁄2% is within the agreed upon conditions. In addition, Mr. Campbell will investigate servicing our own trash needs given the
close proximity of a landfill.INSURANCEWe are continuing to shop for
insurance coverage for the needs of the POA, including coverage for the dam. Underwriters are increasingly opting not to write these types of insurance policies so the coverage is getting increasingly difficult to find.
LONG RANGE PLANNINGLinda Fite reported that the Long
Range Planning report is ready for presentation during the Open Board Meeting scheduled to begin at 7:00 pm this evening.
Bob Wickersham reminded Long Range Planning that the KESO funds offer of $8500.00 to be used for an early warning system will expire in the next few months and asked that LRP review the project in time. Linda Fite said the committee was working on it.
