FROM THE PRESIDENT OF THE NAVAL WAR COLLEGE

Dear Alumni,

It is a distinct honor to address the international alumni of the U.S. Naval War College. Since becoming President in July, I have heard continuous praise from the faculty and staff about the exceptional quality of our students in the Naval Command College and Naval Staff College. My brief exposure to the newly arrived Classes of 2014 certainly confirms that judgment. Those bright, thought-ful, and highly inquisitive officers will surely enrich the quality of discussion in their seminars and spearhead efforts to build better understanding, friendship and trust.

International Programs at the college enjoyed remarkable success this past academic year. In December 2012, the Ninth Regional Alumni Symposium, co-hosted by the Naval Forces of the United

Arab Emirates in Abu Dhabi, was the largest to date. Participation included 137 attendees from 14 countries including the Commander of the U.S. Navy’s FIFTH Fleet, the U.S. ambassador to the United Arab Emirates, commanders of two regional navies, and 13 other flag and general officers. The academic symposium, which assembled experts from around the world to address irregular challenges facing the Greater Middle East, reflects the college’s commitment to provide high-quality opportunities for lifelong learning and network building on an international scale. The next Regional Alumni Symposium is tentatively scheduled for the spring of next year in the Asia-Pacific region.

In the meantime, I hope to see many of our prestigious alumni at the Twenty-first International Sea Power Symposium scheduled for 22–25 October here at the college. During the last symposium held in 2011, 111 countries were in attendance, 97 of which were represented at the head of service level. We expect to exceed that turnout. This year’s theme will be “Global Solutions to Common Maritime Challenges,” and panel topics include “Future Trends in Maritime Security,” “Enhancing Coalition Operations,” and “Maritime Implications of Climate Change.”

Finally, I ask that you continue your support for the U.S. Naval War College by sending us your most promising naval officers. Of note, we have made a number of innovative changes to the Naval Staff College which should make it even more valuable. Now, up to 100 NSC students will study in seminars alongside their U.S. counterparts for 10 full months. Extra instruction in maritime coalition operations has also been added to make the program more relevant. Please let your personnel bureaus know that we can now accept up to four intermediate-level officers every year.

I hope that you will continue to take advantage of the “Newport Connection” and maintain contact with your classmates and faculty friends. If you are in the area, please stop and visit us.

Dear alumni and families,

Greetings from your international family in Newport!

The Classes of 2014 have arrived, settled into their new homes, and begun to tackle that long list of readings. We know this year is a strong investment of time and energy, one which will transform and enrich their lives for decades to come. There is no better demonstration of the value of the International Programs than the successes and commit-ment of you, our alumni and friends. I am excited to introduce a number of important innovations underway this year. All students at the U.S. Naval War College will now take the

same robust core curriculum. In so doing, we aim to provide the same high level of academic rigor to both the U.S. and international students. Additionally, new electives are being offered to our international officers that focus on coalition maritime operations like disaster relief, counter-piracy, and maritime inter-ception operations. Our goal is to establish a baseline of knowledge that will familiarize graduates with operations outside their home regions. Also, by exposing students to the work of contemporary coalition staffs, they will be able to make an immediate impact should they find themselves assigned to one in the future. As a result of these changes, the six-month Naval Staff Course has been discontinued in favor of the newer ten-month NSC curriculum. This new, expanded NSC, which has room for 100 students, will accept up to 4 students from any one country. This is a great opportunity. Please make sure that your Personnel Bureaus back home know about the changes to the NSC and are prepared to send more students every year.

The primary goal of the International Programs department remains to strengthen relationships among friends and partners worldwide. I encourage all alumni classes to maintain those international contacts you first developed years ago in Newport. FROM THE NCC DIRECTOR 2013CAPTAIN YAW

Dear NCC Alumni and Families,

As I write this letter the NCC Class of 2013 is graduated and underway on their next assignments. As you all know they depart as shipmates with the strong bonds of friendship, trust and cooperation that Admiral Arleigh Burke envisioned in 1956. I am proud to tell you all that vision is alive and well here at the Naval Command College and we are underway with another wonderful group of officers from around the globe that comprise the NCC class of 2014.

This past year the class of 2013 experienced many of the same things that all of our alumni have. Field Studies Program trips

included trips to Maine, Boston, Philadelphia, New York, Orlando, Tampa, Atlanta, San Diego, San Francisco, Seattle, Tucson, Phoenix, the Grand Canyon, Chicago, Saint Louis, Norfolk and Washington DC. A busy program as all of you remember, but another year that was both person-ally and professionally rewarding to our students and their families. NCC 2014 will live many of those same experiences as we embark on our 58th year! One highlight of the year was the NCC 1993 20th reunion that was organized and brought to life by Admiral Guillermo Barrera (NCC 1993). Fifteen NCC 1993 Officers, their families and several Staff members from 1993 were in attendance during graduation week here in Newport. They enjoyed a revisit to Kempenaars, professional discussions during the Current Strategy Fo-rum, graduation exercises and most importantly catching up with their classmates. For the class of NCC 2013 it was a powerful demonstration of the long lasting ties that begin here every year in Newport.

As with most NCC years, 2013 has a few firsts. NCC 2013 saw the first officer attend NCC from Libya and Papua New Guinea. It is always exciting to welcome our brothers in arms to the fam-ily as the “first” from their country. You may be interested to know that the NCC class of 2014 is made up of 47 officers from 44 nations this year and they are already upholding the finest tradi-tions of the Naval Command College and all of you who have gone before them.

As an alumnus of the program (NCC 2007), I remain blessed to be the director of NCC for an-other class and consider this assignment the highlight of my military career. The Rear Admiral Joseph C. Strasser International Leadership Prize was established in 2007 and is awarded annually at the NWC Awards Ceremony to the Naval Command College Officer who best embraces Admiral Arleigh Burke’s vision of international programs as a place for naval of-ficers from around the world to foster trust, confidence, friendship, and international cooperation and advances those principles among his classmates while at NCC.

Dear Alumni,

Greetings from Newport! I hope this newsletter finds you and your families enjoying good health and success. Another superb academic year has ended and we graduated the largest Naval Staff College (NSC) group in our history. Along with the 89 officers who joined the ranks of NSC alumni, we wel-comed Angola, Mauritania and Mozambique to our growing list of represent-ed countries. Each of our outstanding officers made a lasting contribution and impression on the faculty and staff. As they departed for new positions, they took with them a world-class educational experience and the close bonds of friendship formed here in Newport. We were sad to see them leave but wish them the very best as they return to their services and back into “the arena.” In their wake, we welcomed the 47 officers of NSC 2014. Thirty-nine coun-tries are represented in this class and they have hit the deck running. Only alumni can fully appreciate how active their next 10 months will be. We have already completed our first FSP to New England, Maine, and Boston.

Several changes in NSC have occurred this year. In 2005, the Naval Staff College expanded from two six-month courses into a ten-month and six-month course, each accommodating up to 50 officers. This year, the decision was made to increase the capacity of the ten-month program to 100 officers. To provide for the antici-pated growth in this program, the six-month course has been discontinued.

Additionally, International Programs has introduced a “NSC Element” for NSC students who do not opt to take traditional elective courses. This element will focus on real-world case studies as a coalition maritime staff of-ficer. All NSC students who elect this option will return to their respective nations better prepared to represent their service in any coalition exercise or maritime evolution they participate in. I assure you our staff continu-ally strives to improve the NSC experience ensuring that each nation and each student receives the highest standards of professional education and exposure to important aspects of American society and her institutions.

As with every military organization, personnel changes are inevitable. It is with heartfelt gratitude we bid goodbye to the Deputy Director, CDR John “Chef” Menke. Chef retired from the Navy after a distinguished naval career. He was Deputy Director since 2006 and mentored a record 16 NSC classes. His legacy will live on and we wish him all the best in the private sector. His relief, CDR Chuck Armin, a helicopter pilot joins us from USS BOXER (LHD 4). He is a graduate of the Naval War College (NWC) College of Naval Warfare. Welcome Chuck and Becky to NSC!

The war college has undergone significant renovations in the past year, including the upgrading of habitability systems in Pringle Hall. We anticipate a move back to our NSC home spaces before the holiday recess. These past two years in Brett Hall have been an exciting and tremendous opportunity for NSC, but as all sailors can attest, it will be nice to go “home.” We hoped to be moved before the upcoming International Seapower Sym-posium in October, but for those who will be traveling to Newport to attend the symposium, pay us a final visit in Brett Hall.

It is a sincere pleasure to be a member of this NSC family. We are now 2,193 alumni strong and it’s your sup-port and involvement that make this a viable and vibrant program. Please continue to send us updates on your-selves and your families. Continue to reach out and connect with your classmates. It is your legacy that brings to life Admiral Arleigh Burke’s vision of fostering friendships, knowledge, and cooperation among navies. THE NAVAL STAFF COLLEGE

The Naval Staff College is one of the four resident colleges at the U.S. Naval War College. Each year, specific countries are invited by the Chief of Naval Operations to enroll specially selected officers in the convening NSC class. The mission of the Naval Staff College is to assist these specially selected international naval officers by developing their professional and managerial skills, as they prepare for positions of higher responsibility within their own maritime service.

The six-month program, which convened each year in January, has discontinued, only a ten-month program exist, which convenes each year in July, is graduate-level courses. The curricu-lum emphasizes naval planning and decision making, with particular attention to broadening the officers’ understanding of the importance and role of sea power, in international affairs.

Taught in English by the Naval War College faculty, the course requires a facility with the lan-guage. The course consists of four major areas of study and several collateral areas. These major areas of study include:

• Strategy and Policy—acquaints the student with the fundamentals of national policy and military strategy.

• Joint Military Operations—develops the ability to deploy, employ, and sustain military forces; synthesizing military strategy, joint, and combined operations; and military plan-ning and decision-making.

• Operational Law—introduces the concepts of international law and applies these concepts in a maritime environment.

• National Security Decision Making—focuses on factors that influence the management of a defense organization, and developing the decision-making capabilities of the defense manager.

Since its inception in 1972, 2193 naval officers representing 128 countries have attended the Naval Staff College. This distinguished group of highly qualified international officers, sharing different cultures, ideologies, and policies, but linked by common traditions, experiences, and problems, develops a unique and close camaraderie and rapport during their tenure at the Naval Staff College. This experience provides the finest graduate-level education for mid-grade officers in the world.

The prestigious CAPT Walter B. Woodson, Jr., Memorial Prize is awarded for the best research paper submitted to a faculty selection committee by an international student from each six-month class. This essay prize has been given since Class 44 (1994) in memory of the second Executive Director of the Naval War College Foundation.

NSC Class 82 Major Augustine Lim Kian Hua, Republic of Singapore Navy, received the Woodson Memorial Prize from Mrs. Hope H. Van Beuren for his paper: “Myanmar’s Rise to Tiger Status: Fact or Fiction? A ‘PESTLE’ Analysis of Myanmar’s Potential and the Implications for the Region and the United States.”

The Rear Admiral Joseph C. Strasser International Leadership Prize was established in 2007 and is awarded annually at the Naval War College to a Naval Staff College Officer from each class who best embraces Admiral Arleigh Burke’s vision of international programs as a place for naval officers from around the world to foster trust, confidence, friendship and international coopera-tion and advances those principles among their classmates while at NSC.

One highlight of the year was the NCC 1993 20TH reunion that was orga-nized and brought to life by Admiral Guillermo Barrera (NCC 1993). Fourteen NCC 1993 officers, their families and several staff members from 1993 were in atten-dance during graduation week here in Newport. They enjoyed a revisit to Kempenaars, professional discussions during the Current Strategy Forum, graduation exercises and most importantly catching up with their classmates. For the class of NCC 2013 it was a powerful demon-stration of the long lasting ties that begin here every year in Newport.


The U.S. Naval War College held its Ninth Regional Alumni Symposium in Abu Dhabi, United Arab Emirates, Decem-ber 4–6, 2012. One hundred thirty-seven attendees from 14 countries participated, including the Commander of the U.S. Navy’s 5th Fleet, the U.S. Ambassador to the United Arab Emirates, Commanders of the regional navies, and 13 other flag and general officers. The Symposium, co-hosted by the naval forces of the United Arab Emirates, assembled regional experts from around the world to address irregular challenges facing the Greater Middle East.

It was a most successful gathering and our class has so far had a reunion almost every 2nd year since we graduated in 1984. A wonderful experience. Two years ago we were in Israel and four years ago in India. In 2014 we plan to meet in Greece. We live up to the motto “Bonds across the sea” and have a great time together and a lifetime friendship.

My Dearest NCC Mates,

Can it really be true that another year already has gone by and we, a year older!

Season’s greetings and HNY to you and your families wherever you may be. I hope this message finds you all in good health and at peace. I have attached some photos of our travels, in Germany and London Olympics, for the year to give a bit of clarity. HE Her-bert Hess, my old friend at KL and the retired German Ambassador, kindly picked Shaheen and me up at Cologne/Bonn airport on 28 Jul 12. We spent two lovely days cruising the River Rhine, touring historical sites along the River, Bonn and Cologne. A big thank you to Herbert and Micheline!

Next stop, we were happy to be hosted to a mini-reunion at Schortens by Ursula & Hartmut with the usual German methodical planning. Together with Pieter Kok we met for two days along the North Sea coast. The defining moment of our fleeting visit was the intensive conducted tour on board the German Frigate, FGS HESSEN during our Mini-Reunion we all four of us visited the Naval Base Wilhelmshaven, the biggest Na-val Base of the German Navy and homeport of all the 15 German frigates, FGS HESSEN was commissioned in 2006 and is the last of a series of 3 frigates class 124 (known as “SACHSEN-Class” as well).

In the afternoon of our second day, the host couldn’t resist taking us to their well-kept secret: The exclusive Spieker’s Restaurant where only discerning customers are feted with the most exquisite fresh eels in a true German tradition. The “best in the World” as per NCC norms or the Kempenars’ Clambake!


Of course the grand finale of the visit was on the seabed of the North Sea: walking from the island of Baltrum to the mainland at low tide which took us 2 hours with the assis-tance of a guide. After a quick wash at the rest area, we were whisked off to the Airport to catch our flight back to London to rejoin deHalperts. Thank you, Ursula, Hartmut, and Pieter for taking his time off to be with us.

As one of the Vice Presidents of the National Olympic Committee of Malaysia, I came to the Olympics in London with my son, Shaheen. We were met and accommodated throughout by Jane and Jeremy in their lovely Gloucester Apartment in London. Despite our tight Olympics schedule, Jeremy and Jane did their best to show us around and even joined us ten possible. A group photo taken at the Olympics Games Village is on your left.

During the past year, I kept thinking very often that 40 years have passed since we met for the first time at Naval Command College (NCC) Newport. In that meeting, I had a big curiosity to know who would be my new classmates and as soon as we got together, we left the unfamiliarity behind us.

How could I forget my first day in Newport, it was Saturday and I got locked up in the B.O.Q elevator, for four hours, and how to forget those fantastic weekly evenings where our families got together to know each other and as a result we built a big family.

Without doubt the course that we followed was very interesting and useful from the professional point of view and it allowed us to be part of the great change that took place in the NCC, espe-cially when it joined to the Naval War College. But I believe also that an important outcome of this experience was that we were able to strengthen the ties between our navies and better yet to know each other as persons.

At the end of our course, I thought that due to the distances that separate our homes, it would be very difficult to see each other again. But in these 40 years I was lucky to see some of our classmates. Today, technology allows us to meet each other virtually and communicate through e-mails. I hope that in the future we can keep in touch frequently this way.

Last year, 2012, has been a year without variations for the Anderson´s so it has been a good year.

I wish you all the best for this coming 2013.

This letter is being written to all of you while we, Tsvia and I are trying to get “back our breath” after a very exciting happening, the Aibers went through our eldest daughter, Danielle, got mar-ried. This little beautiful 5 years old creature you all remember from Newport is suddenly now twenty-eight years old and she is a married woman…is time flying by, or what?

The wedding party was something amazing and it was the acme of six months of preparation that Danielle was its master and Tsvia helped her quite a lot. My job was mainly signing on the payments’ cheques. The celebration started at 18:30 and was terminated at 03:30 approximately;


unbelievable! Not to speak of the quantities of liquor the attendees swallowed. Now, we all are trying to get back to our routine – absorbing the greatest event we experienced in the last few years.

And now once more to our “Annual Meeting” through the yearly Newsletter: Here is some of the latest news regarding the Aibers:

As for me, I’m still being occupied, as usual, wandering around in between Africa and Europe as a consultant of Maritime Projects for a European company. This keeps me very busy most of the time – but also awfully satisfied. Secondly, the book I published dealing with “Top Manage-ment in Life” is finally being translated into English; quite a meticulous job. When it’s finished I’ll send you all the details so you will be able to purchase it as a regular book or as an E-Book (Amazon US or Amazon UK…) – and hopefully enjoy its content.

Tsvia goes on running her own Boutique (women’s clothes and accessories…), as usual, in our neighborhood for the fourth year already – and it keeps her very hectic; it’s a very tough occu-pation though – especially nowadays when economically the entire world is going through a so called “semi-recession.”

Danielle – besides getting married and practicing the lady of the house – is about to terminate her Industrial Design Studies, handing over her final project. She started, also, to look for a proper job in her field, which again is not an easy task and might take a while. In addition she too is try-ing to come back to her senses from the wedding preparation and celebration and go on with the normal daily activities; after all; life isn’t a continuous carnival.

Moaur – who is now twenty-four going on twenty-five – is about to finish her Law Studies in the University. She already started her stage in a law firm and is very happy with what she is doing. In addition, she is still working as a Bartender for a couple of days, mainly during the weekends, just for the fun of it and for a bit of pocket money.

So these are, in aggregate, the main highlights of your representatives in the Holy land. But finally again, as every year (and for those to come…) – we really hope that everything with you guys and your families are okay. We would more than love to hear from you; that’s if you don’t have any plans to visit Israel in the near future – so we, actually, will be able to see you face to face.

I posted this story and photo on my Facebook. Dean, Vincent Mo-cini recommended me to send the photo along with the story to have it included in the Naval Command College (NCC) Newsletter.

VADM Tanikawa is an Imperial Japanese Naval Academy graduate, Class of 1938, and he was a LCDR in the end of the World War 2. He was involved in the Battle of Hong Kong, Battle of Surabaya, Aluetian Islands Operation, Battle of Midway, Battle of Guadacanal and Battle of Santa Cruz. In the Battle of Surabaya, he was the navigator for DD Ikazuchi and sanked HMNS Exetor and rescued her crew in despite of the danger from enemy submarines. It has been rec-ognized as “Umi no Bushido (Bushido at Sea)” for both Japan and UK. In the Midway, his ship DD Arashi was the plane guard for IJNS Akagi, the aircraft carrier and the flagship for VADM Nagumo. He is the witness of U.S. Navy dive bombers attacked Akagi and his ship finally sank Akagi by Type 93 torpedoes in order to prevent capture by the U.S. Navy. In 1952, he joined the new borne Japanese Maritime Self-Defense Force as one of the founding member. Moreover, he is a member of the NCC Class of 1965 and lived in Newport for a year. He retired as VADM in 1972 as the Commandant of Sasebo Naval District. He was born in February 1916, so he will turn “97” soon. No one believes that he is that age, nor do I!

CDR Kitagawa is the only USNA graduate in the JMSDF. He is the USNA Class of 1993 and I was his discipline officer when he entered the JMSDF Of-ficer Candidate School back in 1993, where all Japanese Naval Officers go through. I am four classes ahead of him. He and I worked together in the Maritime Staff Office and he was one of my Destroyer Commanding Officers shortly when I was the Commanding Officer for the Escort Division 14, Maizuru, and Kyoto prefecture. He will be the Defense Attaché to the UK from May 2013, next year.

CDR Kitagawa took me to meet VADM Tanikawa who lives in Ito-city in Izu peninsula about 2 hours train ride from Tokyo. I really had a good time with him talking about the Imperial Navy, JMSDF and NCC, of course.

Dear Friends:

Everyone is okay here. A few ups and downs which are common to our age group, but nothing we can’t cope with, and we still do pretty much everything we want. Trips in 2012 were South Africa (a beautiful country) in February–March to see the animals. Then the U.K. and Republic of Ireland in June–July, it was the wettest June in 50 years. It was the 100th anniversary of the Titanic tragedy and we were able to visit the new spectacular museum in Belfast at the shipyard where she was built. In August we spent time in our home state of Missouri with some sight-seeing in Arkansas.

We have seen the Arnolds and Lukas both families having medical problems. Mytien Chi calls now and again. She is in Paris developing her Tango line of clothing. Captain Hecht’s daughter e-mailed that Dietricht had died, sad news for he was a wonderful man. We saw Dietricht and Elfi in Germany three or four times over the years. Commodore Lennart Forsman, Sweden, class of 70, and fiancé Grethe visited Mrs. Ned Beach in November, and we lunched with them as we did last year. Had a nice visit over the phone with Admiral Yi, Chong-ho recently and he is coping as well as can be expected with his macular degeneration. His family is fine.

We’re off to Hawaii in February and March, where our three daughters will join us for part of our stay. We lived there off and on for six years, so try to get back every two years or so.

Wishing you a prosperous, happy and healthy year 2013! Try to help those less fortunate than ourselves. The welcome mat is always out, so come and visit.

LIVING HISTORY

In May of 2005, the Naval Command College (NCC) launched an initiative called the “Living History.” The idea was to “explore the legacy of Admiral Arleigh Burke’s establishment of the Naval Command College in 1956. The then Director, Captain Brad Smith teamed with CDR Beth Malanowski and asked the following series of questions:

1. Give a specific example in your career after attending NCC in which your experience had a direct impact on an operational issue in your Navy.

2. Cite an example in which your experience living and learning in the United States enabled you to better inform your military or political leadership on any specific and general issue.

3. Cite an example in which you were able to resolve any potential conflict by direct liaison with a classmate or fellow alumnus.

4. Within your own Navy, what is the value of being an alumnus from Naval War College?

5. Do you have knowledge of any historical examples of the NCC relationship working among nations or navies?

6. Have you ever written professionally about your NCC experience?

7. How has living and studying in the United States affected your world view?

8. Has your Naval War College background enabled your country to enhance any bilateral or multilateral agreements or understandings?

9. Give any impressions you can offer not specifically addressed in the questions above.
