Griffin frorri the post of ChiefBibliographer, which he had held since il s creation irl I goo.Mr. Griffin's mt ir c life has been spent in serviceable librarywork in connection with research collections; for twenty-nine years (1865--1894) in the Hoston Publ ic Library (wherehc was successively assistant custodian of the shelves, cus-todian of the building, and keeper of books), and sincetben, except for a brief interval during which he performedspecial work for the Boston Athenarum and t he I ~ n o x , tthe 1,ibrary of Congress, to which in August, 1897, he wasappointed by my predecessor, 1,ibrariail I'oung, as an"assi stant litjrarian." His service here has been incessantanti iillportant in dealing with requests for bibliographicinfo rmatio~l, nd the direct aid of research; b ut he has inaddition cornpilecl and edited the reference lists on varioustopics which have been issued by the Library during thepast eight years.     and not applied directly to the niaintenance of the Copy-right Oace. They form a regular revenue of the Govern-ment, however, and a net revenue over the direct expensesof the Office, as appears from the following comparison:

    The amount expended for salaries ($74,784 29) includesthe sum of $4,680 paid in salaries to certain employees whohave been classifying and crediting the old deposits receivedprior to 1897. This expenditure is chargeable to arrears .The current expenses of the Ofice a re therefore considerablymore than met by the current receipts.

    The above statement includes all disburs~nenis xcept thecost of furni ture, of printing, an! of binding, but only cashreceipts.

    In addition to cash fees the copyright business brings eachyear to the Government, in the articles deposited, propertyto the value of many thousands of dollars. During the pastfiscal year 2 2 I ,722 such articles were received. The value ofthose drawn up into the collections of the Library fa rexceeded the amount of net cash earnings.

    The work of the Copyright Office is divided into two por-tions : (I) The current business, covering applicationsreceived since the reorganization of the Ofice under theRegister in 1897; ( 2 ) the ar rears, the classification, crediting,and indexing of the entries and deposits prior t o 1897 (i. e. ,from 1870, when the copyright business was first placedunder the Librarian of Congress).

    the th ird mail of the day had been recorded and acknowl-edged; the account books of the bookkeeping division werewritten up and posted t o June 30, and the accounts renderedto the Treasury Department were settled up to and includingthe nionth of J une, while earned fees to June 3 0 , inclusive,had heen paid into the Treasury.

    All copyright applications receive up to and during June30 had been passed upon and refunds made. 'fhe totalunfinished business for the full eleven years from July I ,1897, to June 30, I 908, amounts t o hu t $1266.73, s against atota l of completed husiness for the sarne period of $774,606.

    At the close of business on July 3, 1908, the tit les forrecord had been dat ed, classified, and nu~nbe red o July 2(inclusive) for hooks and periodicals and to July I for allother classes. All titles liaci been indexed up to and includ-ing June 30.
