Five Phases—U.S. Bank Program Management Approach

Discovery Reviews goals and objectives during the initial kickoff meeting.

Define Identifies the key stakeholders, individual roles and responsibilities, hierarchy structures, implementation task lists and timelines for key milestones.

Design Includes a detailed implementation meeting to organize tasks into four subcategories:

Program Structure—This category confirms the key stakeholders and program roles and responsibilities encompassing all aspects of the EAS setup. During this time U.S. Bank will work with the agency/organization on both Tier 1 and Tier 2 items that have been selected. Tasks defined include hierarchy levels and account groupings, account liability, billing cycles, account and EAS access enrollment, authorization and spending controls and procedures for new account establishment and issuance processes.

Policy, Procedures and Compliance—Relationship and Implementation Project Managers will help evaluate current cardholder policies and procedures as well as the agency’s/organization’s supplier management strategy. These critical tasks are conducted to ensure all accounts are built with the proper controls and audit-ready restrictions.

Training and Communications—U.S. Bank provides various media and materials to train account holders, Approving/Billing Officials and others involved in an agency’s/organization’s program. Training and communication materials can be tailored to meet unique requirements to distribute program information, implementation updates and milestones.

Technology—The U.S. Bank team will consult to determine data transmission, integration and EAS needs. Storage and security will also be discussed.

Deliver Project Managers will confer with the agency/organization to review progress against the project plan and discuss any remaining tasks. Testing will be conducted to validate program requirements prior to going live. After successful testing, new accounts and convenience checks will be issued and distributed in accordance with the Master Contract and/or Task Order requirements. Multiple account delivery methods are available.

Review A final review meeting is conducted to validate that all tasks have been completed. The implementation team will remain engaged after card delivery and “go-live” dates to monitor for successful account usage, payment postings and system integration. The Customer Relationship Manager will schedule regular account review meetings to discuss program performance, spend and rebate statistics, trend analyses, potential for program growth and measurement of any additional program goals.

Sample Implementation/Transition PlanA sample high-level Task Order Implementation/Transition Plan is shown below. A detailed implementation/transition project plan will be prepared and tailored to meet specific agency/organization requirements. Deliverables and dates are subject to change as program requirements are defined.

U.S. Bank will not deliver any cards earlier than 25 calendar days prior to the beginning transactional period of performance unless otherwise mutually agreed upon by the agency/organization and U.S. Bank.U.S. Bank will not deliver any convenience checks earlier than 15 calendar days prior to the beginning transactional period of performance unless otherwise mutually agreed upon by the agency/organization and U.S. Bank.

U.S. Bank will not activate accounts any earlier than the transactional period of performance, unless otherwise approved in writing in advance by the GSA Contracting Officer.

Collaboration and Consultation The U.S. Bank Relationship Support Team ensures that agencies/organizations maximize their GSA SmartPay programs. Provided at no cost, consultative account reviews are conducted to analyze spending patterns and trends (to include accounts payable files), sharing of best practices and identification of potential program management efficiencies. The Relationship Support Team also helps agency/organizations research, plan and execute industry best practices into their card programs.

U.S. Bank is committed to partnering with the government, its suppliers and the branded networks on effective strategic sourcing initiatives and volume discount negotiations.

World-Class Training A dedicated staff of U.S. Bank trainers will work in close partnership with agencies/organizations to provide the required and customized training necessary for program success. U.S. Bank understands the importance of fully training all program users—from new account holders to tenured A/OPCs—so they can easily access information, generate reports and manage all aspects of their account and/or program.

U.S. Bank training programs range from web-based, electronically delivered courses to on-site, face-to-face classes. Training materials, including audio and self-guided sessions, are available on topics such as:

Our web-based training (WBT) environment is a secure, password-protected portal that provides online learning with tracking, testing and certification programs. All U.S. Bank-provided training programs are Section 508-compliant.

Payment Solutions for Government Agencies/OrganizationsU.S. Bank offers a variety of payment products to make programs more efficient and effective. From straightforward, traditional cards to fully-automated or mobile payments, all products are designed to support the government’s mission, reduce costs and protect against fraud, waste and abuse. In addition to proprietary solutions, both Mastercard® and Visa®—branded solutions are available.

Purchase Card—Reduces the time and cost of paying for a variety of goods and services through the elimination of paper-based purchase orders, invoices and checks. Purchase card transactional data offers opportunities to gain efficiencies through strategic sourcing.

Travel Card—Combines comprehensive travel benefits with worldwide acceptance, extensive management reporting and custom billing and payment options. Travel cards can significantly reduce travel expenditures by providing more effective, automated spending controls and better visibility to potential misuse and abuse.

Integrated Card—Offers the savings and audit capabilities of purchase, travel and fleet programs in a single solution. The U.S. Bank Integrated Card empowers agencies/organizations to merge separate card solutions, increase efficiencies and decrease costs across all payment platforms.

Fleet Card—Gives drivers a convenient way to purchase fuel, maintenance and services while also providing the information and tools needed to gain control of fleet expenditures. For fleets comprised of any mix of traditional, electric or hybrid cars to light-duty trucks and over-the-road rigs, fleet cards support more efficient operations by reducing expenses, increasing control and enhancing visibility.

Voyager® Fleet Card—Delivers a fleet-specific card from the only major bank that owns and operates its own proprietary network. The Voyager Fleet Card is accepted at more than 320,000 Voyager Network locations including retail gas stations, convenience stores, truck stops, electric vehicle charging stations, maintenance and service providers and private fueling sites. Every transaction is accompanied by 100% level III fleet data, supporting greater oversight and transparency of expenditures.

Branded Fleet Card—Provides the option to select a Mastercard® or Visa® fleet solution.

Co-branded Voyager Fleet Card—Leverages all the strengths and controls of the Voyager Network alongside a branded card, this solution provides additional flexibility and cross-border acceptance.

Payment Solutions (continued)ePayables—Supplier initiated payment solutions capable of automated payment transaction processing where the purchasing organization sends the payment file directly to the supplier’s acquiring institution and subsequent bank account and in turn, processes payments automatically on behalf of the supplier.

Declining Balance Card—A convenient and cost-effective card-based solution providing the ability to control spending via Visa® or Mastercard® accounts with preset amounts that decline as purchases are made. Offers firm limit and flexible expiration dates.

Virtual Accounts—Purchase, travel, integrated or fleet cardless accounts designed for one-time purchases and/or purchases with trusted suppliers. U.S. Bank offers Single-Use Accounts and Pre-Authorized Limit Accounts as virtual payment account solutions. The strategic mix of all methods will enable an agency/organization to maximize the value of their program by capturing the greatest possible spend.

Government-to-Government Transactions—U.S. Bank offers interchange and non-interchange-based options to support payments and/or allocations within the same entity (intra-governmental) and/or between different agencies/organizations (inter-governmental) across our purchase, travel, integrated and fleet card products.

Voyager Mobile App—helps agencies/organizations to more effectively manage their fleet program while on the go including route planning. Available for Apple® and Android™ devices, additional functionality includes:

- Pinpointing fueling locations (e.g., retail gas stations, private sites) - Searching by fuel type and sorting by distance - Sharing price and feedback via social media - Managing performance and compliance through driver scorecards - Making payments online - Creating accounts and executing administrative functions

Fleet Tax Exemption and Reclamation—Applies to eligible purchases made with Voyager Fleet Cards and integrated cards at the federal, state and local levels, including reclaimed taxes where allowed. Helps agencies/organizations to save time and streamline reconciliation processes.

U.S. Bank-provided EAS tools, available 24/7, are currently SP2 Section 508 compliant and are awaiting approval of SP3 508 certification submitted to GSA on September 8, 2017. Financial data files are available in various standard or custom formats for the purpose of importing transaction data into internal financial systems.

U.S. Bank Access Online—Electronic access and program management system that provides clients with the security, functionality, reliability and convenience to successfully manage their card programs.

ePayable—Electronic Invoice—U.S. Bank offers an electronic invoice processing solution for invoice receipt, audit, processing and payment of invoices.

ePayable—Buyer Initiated Payments (Purchase, Travel, Integrated only)—U.S. Bank offers a platform enabling suppliers to receive payments initiated by buyers upon receipt of goods or services and, if applicable, according to specific contract requirements.

ePayable—Straight-Through Processing (Purchase, Travel, Integrated only)—Leverages the U.S. Bank Elavon merchant processing network; buyers and suppliers are able to initiate payments that can be directly deposited into the supplier’s bank accounts—providing faster reconciliation for both the buyers and suppliers.

Telematics (Voyager Fleet Card only)—Combines real-time GPS tracking from telematics providers with Voyager Fleet Card transaction details; fleets gain access to actionable data to positively impact driver behavior and reduce expenses.

Roadside Assistance Program—Provides drivers with roadside assistance for tows, tire changes and more with services billed to the operator’s Voyager Fleet Card.

Voyager Fleet Card Convenience Checks—Allows over-the-road drivers of class 7-8 vehicles to use convenience checks at truck stop fuel desks and pay for tows, repairs and unloading trailers.

Voyager Maintenance Solution—Provides real-time authorizations before repairs and services are started, helping agencies/organizations to better control the work performed on their vehicles while also adhering to manufacturer specifications.

Enhanced Data Mining and Monitoring ToolsU.S. Bank understands the importance of mitigating risk and minimizing exposure to external fraud and internal abuse. We are committed to providing comprehensive solutions and controls to prevent misuse and out-of-policy spending. Beyond the robust transaction management and data reporting available in our proprietary and branded electronic access systems, the following options are available to support enhanced data mining, monitoring, auditing and analysis of transactions:

Payment Analytics—U.S. Bank tool that provides enhanced reporting and data analytics allowing program coordinators to easily audit and track payments and purchases, as well as detect potential fraud or misuse. Payment Analytics provides case management and timely alerts based on actual transaction data to notify A/OPCs of potential spending anomalies or potential misuse in order to audit and resolve out of policy transactions.

Oversight Insights On Demand™ (IOD)—Oversight Systems’ data mining tool, powered by Mastercard, is a data mining and analysis tool provided by U.S. Bank. IOD is an intuitive and easy-to-use solution that uses artificial intelligence and advanced statistical techniques to identify transactions with a high probability of fraud, misuse and abuse.

Visa IntelliLink Compliance Management—An easy-to-use, web-based solution that provides protection and control via sophisticated monitoring techniques. Using enhanced data mining through rules, sampling and predictive scoring, Visa IntelliLink Compliance Management can monitor every transaction made with an agency’s/organization’s purchase, travel, integrated or fleet card to help identify noncompliant behavior.

Strategic Sourcing/Merchant DiscountsAgencies/organizations have easy access to transaction data, spend analysis reports and analytic tools through Access Online and Fleet Commander® Online to support Federal Strategic Sourcing Initiatives (FSSI).  Additionally, accounts payable analysis and optimization efforts provide an opportunity for U.S. Bank to make recommendations on the payment solution, whether traditional card, or an e-payable solution that allows a merchant/supplier to offer discounted pricing for goods and services due to reduced payment acceptance interchange/fees.

InnovationU.S. Bank works with agencies/organizations to leverage the data in their payment programs to increase efficiencies and effectiveness. Innovative electronic access tools—Access Online and Voyager Fleet Commander® Online—give the power to streamline payment, efficiently manage information and improve overall program performance.

Investments in innovative fraud controls and monitoring systems allow U.S. Bank to help protect agencies/organizations against fraud by detecting attempted fraud and reducing exposure to financial loss when fraud occurs.

Recently, U.S. Bank implemented Pindrop, a voice printing technology that provides additional protection against account takeover phone attempts. It is risk based technology that analyzes over 140 factors related to the call and assigns a risk score to each. High risk calls are then evaluated for further action.

In addition, U.S. Bank will be piloting One Time Passcode functionality for use in our call centers. Prior to completing high risk requests, the service agent sends the caller a One Time Passcode to a recognizable number for that account/caller for verification.

U.S. Bank is also the only commercial card issuer participating in a proof of concept exercise on a new fraud score tool, FeatureSpace. FeatureSpace is a machine learning tool that is continuously learning and evolving based on the typical spend pattern of that account. FeatureSpace monitors account data in real-time across multiple channels and is able to detect anomalies and block fraudulent transactions as they occur.

In addition, U.S. Bank recently became the first financial institution to offer a mobile, tokenized payment solution for Visa travel card transactions, allowing commercial cardholders to conveniently and securely pay for expenses on the go with compatible devices.

With our extensive experience of in-depth accounts payable data analysis and leverage of leading industry research, U.S. Bank is able to provide performance comparisons, review supplier acceptance levels and recommend payment solutions.

Information Systems Application Development and Maintenance—U.S. Bancorp Information Security Program includes requirements throughout the application life cycle (design, development, deployment, maintenance and retirement) to ensure the protection of information assets accessible through business applications. Security requirements for the design and implementation of the information systems supporting the enterprise are identified and agreed upon, where appropriate, prior to the development and/or implementation of information systems.

Incident Event and Communications Management—Appropriate reporting procedures are identified to ensure information security events and weaknesses associated with information systems are communicated in an appropriate manner allowing timely corrective action to be taken.
