How we BuyHow we Buy

Contract Procedures – Actions greater than $150,000. New contract requirements are advertised and procured through the use of either Request for Proposals (RFP - negotiated) or Invitations for Bids (IFB - sealed bid).RFPs allow for discussions, if necessary, and selection is based on factors such as technical capability and past performance as well as price. IFBs are solicitations where price is the primary basis for selection, provided the bidder is responsive and responsible. Awards are typically firm-fixed price stand-alone contracts or firm-fixed price indefinite delivery contracts for a base year and option periods.Competitive Opportunities are solicited as Unrestricted(Full & Open) or Set Aside to Small Businesses.
