AGENDA ITEM #4: NOMINATING SUBCOMMITTEE APPOINTMENTS Robert Lewis, TTAC Chair

In accordance with the TTAC Bylaws, at least 60 days prior to the annual organizational meeting in October, the Chair shall appoint a Nominating Subcommittee composed of seven voting TTAC members, each representing a different locality or agency. The mission of the Nominating Subcommittee shall be to submit the names of one or more persons who are willing to serve each office to be filled. The TTAC Chair will appoint one TTAC member for the current vacancy. The TTAC Chair requests the Nominating Subcommittee convene and carry out its function as described above. The current members of the TTAC Nominating Subcommittee are:

June 3, 2020

The HRTPO Transportation Technical Advisory Committee (TTAC) Meeting was called to order at 9:32 a.m. in the Regional Building Boardroom, 723 Woodlake Drive, Chesapeake, Virginia.

Mr. Michael Kimbrel, HRTPO Deputy Executive Director, read the following statement:

Today’s meeting is being held electronically in response to Governor Northam’s Executive Order 53 and Executive Order 61 and to protect the public health and safety of TTAC members, staff, and the general public. The HRTPO will continue to hold electronic meetings until advised that it is safe to convene meetings in person. These remote meetings are required to complete essential business on behalf of the region.

Per the requirements of the Code of Virginia, the agenda and all attachments and supporting documentation for today’s meeting was posted on the HRTPO website approximately one week ago, and electronic copies were provided of this information to TTAC members and other interested parties. Notice of the meeting was also posted for public review.

An audio recording is being made of today’s meeting and will be posted on the HRTPO website. In addition, the general public was provided an opportunity to provide comments on today’s meeting agenda via two options:

1. Members of the public were invited to submit comments to the TTAC via email.2. Members of the public were also invited to call into a dedicated phone line where

comments could be recorded for the TTAC.

Historic Triangle Comprehensive Plan: Final

Mr. Keith Nichols, HRTPO Principal Transportation Engineer, stated that the purpose of the report is to assist James City County, Williamsburg, and York County officials with the transportation sections of their respective Comprehensive Plan updates. He also stated that a Comprehensive Plan is a policy document that provides direction for policymakers to guide growth and development by providing the long-range vision, goals, and strategies of their communities. Every Virginia locality is required to have a Comprehensive Plan.

Mr. Nichols noted that the report is divided into separate sections for current and future conditions in the Historic Triangle. He indicated that roadway travel and congestion, safety, commuting patterns, rail, active transportation, public transportation, bridges, freight, air service, and sea level rise/storm surge are all examined in this report.

He stated that the draft Historic Triangle Comprehensive Transportation Study was available for public review and comment from April 27, 2020, through May 18, 2020 with no public comments received.

2040 LRTP Update: Draft Regional Needs Report and Draft Title VI/Environmental Justice Candidate Project Evaluation

Ms. Dale Stith, HRTPO Principal Transportation Planner, stated that as the region’s Metropolitan Planning Organization (MPO), one of the core functions of the HRTPO is to develop, approve, and maintain a fiscally-constrained Long-Range Transportation Plan (LRTP). With a planning horizon of at least 20 years, the LRTP serves as the blueprint for enhancing the region’s multimodal transportation system. The LRTP identifies all regionally significant transportation projects and is fiscally-constrained, demonstrating how projects will be funded.

Ms. Stith indicated that at its February 20, 2020 meeting, the HRTPO Board approved the vision statement, goals, objectives, and list of candidate projects for the 2045 LRTP. She highlighted the following key milestones that were currently being evaluated:

• Finalizing updates to the Project Prioritization Tool • Scenario Planning Analysis • Project Prioritization and Evaluation of Candidate Projects

She noted that the 2045 LRTP is scheduled to be adopted in June 2021 by the HRTPO Board. Ms. Stith stated that the update of the 2045 LRTP is being documented through a series of reports, and that 2 reports are currently under public review. The 2045 LRTP: Regional Needs Report summarizes the visioning process and the collection of candidate projects being considered for inclusion in the 2045 LRTP. She commented the report also includes spatial overlay analysis that will be input into the Project Prioritization Tool. Mr. Leo Pineda, HRTPO Transportation Engineer II, described the details of the spatial overlay analysis including an overview of the methodology and data sources used. He noted that the report is available for public review and comment on the HRTPO website (www.hrtpo.org) from May 27, 2020 to June 12, 2020 and requested TTAC members review the report and provide comments to Dale Stith ([email protected]) by COB Friday, June 12, 2020. Mr. Steve Lambert, HRTPO Transportation Planner II, stated that as part of the development of the 2045 LRTP, and in keeping with Title VI of the Civil Rights Act of 1964 and Executive Order 12898, transportation candidate projects considered for inclusion in the Plan were assessed using the HRTPO Title VI/Environmental Justice Methodology, documented in the 2045 LRTP: Title VI/Environmental Justice Candidate Project Evaluation Report. He outlined the multi-step process of the HRTPO Title VI/Environmental Justice (EJ) Methodology, an overview of impact scores, and also highlighted the EJ Public Participation Strategies. Mr. Lambert noted that the report was available for public review on the HRTPO website (www.hrtpo.org) from May 27, 2020 through June 12, 2020 and requested TTAC members review and comment on the report and provide comments to Dale Stith ([email protected]) by COB Friday, June 12, 2020. Economic Impact of Bicycle Facilities in Hampton Roads Phase Two: Visitor Spending in Hampton Roads Due to Virginia Capital Trail: Draft Dr. Robert Case, HRTPO Chief Transportation Engineer, reported that in March 2019, HRTPO staff completed and presented phase one of this study, which measured the impact of bicycle facilities on the local economy.

Dr. Case stated that the purpose of Phase Two is to estimate the annual amount of money spent locally by visitors drawn to Hampton Roads by the Virginia Capital Trail (VCT). He noted that the following components were used to calculate annual visitor spending:

He stated that a survey was administered on the trail near Greensprings Road in James City County, asking tourists to approximate the amount of money spent. He stated that by using the results of the survey and the above factors, the average annual visitor spending in Hampton Roads attributed to the Virginia Capital Trail is $5,000,000.

Dr. Case noted that the draft report will be available on the HRTPO website following the June 3, 2020 TTAC meeting and requested TTAC members review and provide comments to him ([email protected]) by COB Wednesday, June 17, 2020. FY 2020 HRTPO Citizen Guide: Draft Ms. Kendall Miller, Administrator, Office of Civil Rights and Community Affairs, reported that the FY 2020 Citizens Guide to Transportation has been developed to reflect current HRTPO programs, policies, and guidelines under Federal law. She stated that the Guide’s purpose is to:

• Provide the public with a consolidated, straightforward source of information regarding Hampton Roads and the projects, programs, and work of the HRTPO

• Outline how transportation projects are selected and prioritized • Outline the stakeholders comprising the HRTPO • Educate the public on how they can contribute to the HRTPO transportation planning

process Ms. Miller indicated that there are several updates within the guide, including new video links to support its new online/digital focus. She noted that the Citizen Guide will be available for public review and comment from June 5, 2020 to July 5, 2020 and can be found on the HRTPO website (www. hrtpo.org). FY 2020 HRTPO CMAQ/RSTP Project Selection Process: Update Mr. John Mihaly, HRTPO Principal Transportation Planner, reported that the HRTPO selection process for projects proposed to be funded under the Congestion Mitigation and Air Quality Improvement Program (CMAQ) and Regional Surface Transportation Program (RSTP) is conducted annually. The Transportation Programming Subcommittee (TPS) will meet on June 19, 2020 to discuss the FY 2020 CMAQ/RSTP Project Selection Process and will focus primarily on allocating FY 2027 CMAQ and RSTP funds.

Mr. Mihaly stated the estimated available CMAQ and RSTP funding for FY 2027 is $15,361,905 and $37,078,513, respectively. These marks are assumed to be the same as the FY 2026 marks that were provided by VDOT in March 2019. He also outlined the current amounts, per fiscal year, in the HRTPO CMAQ and RSTP Reserve Accounts, and the policies for project cost overruns. He requested TTAC members to:

• Review their projects • Identify projects with cost overruns • Identify projects that could proceed forward if funding is advanced • Submit information to HRTPO staff by June 12, 2020

Mr. Mihaly noted that the updated project application forms, the Guide to the HRTPO CMAQ/RSTP Project Selection Process, and other resources may be accessed on the HRTPO website at http://www.hrtpo.org/page/cmaq-and-rstp/ after the June 3, 2020 TTAC meeting. The deadline for project applications is August 17, 2020. Three-Month Tentative Schedule Chair Lewis outlined the Three-Month Tentative Schedule in the Agenda Packet and stated that per the Doodle Poll request that was transmitted earlier to TTAC members, July 1, 2020 is preferred as the meeting date for the July TTAC meeting.

For Your Information Chair Lewis highlighted the items in the For Your Information section in the agenda packet. Mr. Mihaly reminded TTAC members to submit requests for SMART SCALE Resolutions by June 30, 2020 in order to be considered for the July 16, 2020 HRTPO Board meeting. Announcements Chair Lewis stated the following announcements:

• The Long-Range Transportation Plan (LRTP) Subcommittee will meet immediately following the conclusion of the TTAC meeting. Members are to stay on the current Webex connection.

• The TRAFFIX Oversight Subcommittee (TOS) meeting, scheduled for June 8, 2020 has

been cancelled.

• The TRAFFIX Oversight Subcommittee (TOS) will hold its next meeting on June 10, 2020 at 11:30 a.m. via Webex.

RE: CMAQ Program – Proposed Transfer of Funds

Dear Mr. Crum,

The purpose of this letter is to request a transfer of funds from completed CMAQ projects to the Norfolk ATMS Phase 4C project (UPC 105592) and Norfolk Bus Shelter and Pedestrian Improvements (UPC 109572) projects.

The Advanced Traffic Management System (ATMS) Upgrades Phase 4C project continues expansion and upgrades of the City’s traffic signal communication network to the Ethernet standard, upgrades to vehicle detection systems, and installation of new CCTV cameras. The City is requesting a swap of $118,610 of CMAQ funds on ATMS 4C with City funds. This would allow the City to dedicate CIP funds to other high priority projects within the transportation program.

The Norfolk Bus Shelter and Pedestrian Improvement project (UPC 109572) involves installation of new bus shelters to replace damaged or old bus shelters that are beyond their useful life. The City is requesting a transfer of $318,211 of CMAQ funding. This would enable the City to accelerate the project and begin fabrication of the bus shelters. We would like to request UPC 109572 be added to the FY18-21 TIP to accommodate the schedule acceleration.

AGENDA ITEM #6: REGIONAL PERFORMANCE MEASURES – SYSTEM PERFORMANCE REPORT 2020 UPDATE: FINAL Keith Nichols, HRTPO

The Moving Ahead for Progress in the 21st Century (MAP-21) surface transportation legislation established a performance-and outcome-based program. As part of this program, MAP-21 and the current Fixing America’s Surface Transportation (FAST) Act legislation require that States and Metropolitan Planning Organizations (MPOs) prepare and use a set of federally-established performance measures that are tied to national performance goals. Each MPO must set regional targets in the areas of roadway safety, Transit Asset Management, pavement condition, bridge condition, roadway performance, and freight. The Regional Performance Measures – System Performance Report includes a description of the methodology used to calculate each measure, historical data trends for each of the areas, information on statewide targets, a description of the targets that have been established by the HRTPO, and the progress being made towards meeting the established targets. The initial System Performance Report was approved by the TTAC and TPO Board in early 2019. This 2020 Update includes new information on updated targets as well as progress made towards meeting the established targets. The draft Regional Performance Measures – System Performance Report 2020 Update was available for public review and comment from June 8, 2020, through June 22, 2020, and all comments received were incorporated into the final report.

AGENDA ITEM #7: IMPACTS OF COVID-19 ON ROADWAY TRAVEL IN HAMPTON ROADS Keith Nichols, HRTPO

Traffic volumes decreased significantly in Hampton Roads as COVID-19 spread across Virginia, Governor Northam enacted a stay-at-home order, and all non-essential businesses across the Commonwealth were closed. As the state has slowly reopened in recent weeks, roadway travel levels have increased, more than doubling from the lows seen in early April.

HRTPO staff has been monitoring regional travel levels during the COVID-19 pandemic using a variety of sources including Streetlight Data’s VMT estimates and VDOT tunnel volume data. This analysis is included on the HRPDC’s Hampton Roads COVID-19 Impact Planning Hub website (https://hrcovid19-hrpdc-gis.hub.arcgis.com).

AGENDA ITEM #8: BOWERS HILL INTERCHANGE STUDY WORKING GROUP: UPDATE

The Bowers Hill Interchange Study Working Group met via WebEx on June 11, 2020. The primary purpose of the meeting was for the Working Group to consider options presented by VDOT for moving the study forward. VDOT staff reviewed updated projections for funding of the construction of the project. The updated projections account for the effects of the COVID-19 pandemic on revenue generation for the Hampton Roads Transportation Fund (HRTF), which is managed by the Hampton Roads Transportation Accountability Commission (HRTAC). Given that the updated funding projections indicate that the earliest funding for construction of the project will occur in FY 2030 and the potential risks related to the delay in funding availability, VDOT offered the following options for consideration:

1. Continue National Environmental Policy Act (NEPA) and Interchange Modification Report (IMR)/Concepts work

Bowers Hill Interchange Working Group

Meeting of June 11, 2020

The Regional Board Room, 723 Woodlake Drive, Chesapeake, Virginia

1. Call to Order The meeting was called to order by the Chair at approximately 2:15 p.m. Today’s meeting is being held electronically using Webex in response to Governor Northam’s Executive Order 53 and Executive Order 61 and to protect the public health and safety of Bowers Hill Interchange Study Working Group members, staff, and the general public. The HRTPO will continue to hold electronic meetings until advised that it is safe to convene meetings in person. These remote meetings are required to complete essential business on behalf of the region. A recording is being made of today’s meeting and will be posted on the HRTPO website. Attendance was recorded by roll call. (No votes) 2. Actions from TTAC/HRTPO Meetings Mr. Tim Haynam provided a summary of recent actions of the TTAC and the HRTPO Board. He mentioned that the TTAC passed a motion in November 2019 to approve redirecting the study, and that the TPO Board endorsed the study and parameters in May 2020. These parameters include:

• Study location/termini

o I-664 - Up to College Drive interchange

o I-64 – The first interchange southeast of Bowers Hill (Military Hwy)

o I-264 – The first interchange east of Bowers Hill (Greenwood Dr)

o Route 13/58/460 – The Bisco St/Airport Entrance intersection

• Ability to carry Express Lanes through the interchange and up I-664

• Maintain local access/connections, where feasible

• Provide high speed access between all major movements, where feasible

• Evaluate reliability of freight movement

• Evaluate evacuation impacts

• Evaluate resiliency/sea level rise impacts

Mr. Haynam also mentioned that the TPO Board approved project phasing where the Bowers Hill Interchange and the portion of I-664 that is necessary to make the Interchange operate in acceptable conditions would be Phase 1 and the remaining portion of I-664 up to College Drive would be Phase 2. 3. Available Funding for Study and 4. Bowers Hill Interchange Study Path Options Mr. Tim Halacy started the item by mentioning that the May TPO Board meeting agenda included a letter from Chris Hall (VDOT District Engineer) to Kevin Page (HRTAC) to redirect funds from the US 460/58/13 Connector study to the expanded Bowers Hill study. A total of $3.9 million would be redirected, which when combined with the $2 million left from the original Bowers Hill study would result in a total of $5.9 million for the expanded study. Mr. Page responded that HRTAC has received

the letter, but that this issue has been delayed due to the delay in finalizing the master tolling agreement. He added that this will likely be on the July HRTAC agenda. Mr. Haynam made a presentation on the study path options. He noted that there were three options, each with a list of pros and cons:

o The IMR is only valid for eight years

o Data used for traffic analyses may become obsolete

o Design standards used for concepts may change

• Option 2 – Delay NEPA & IMR/Conceptual Design to 2025

o Risks include cost estimates based on planning level analysis

o Changes in NEPA policies may impact approvals

o Inflation costs for NEPA and the IMR/Conceptual Design

• Option 3 – Start the IMR/Conceptual Design in 2020 and delay NEPA to 2025.

o Risks include concept design developed without consideration of environmental

impacts may need to change

o The IMR is only valid for eight years

o Data used for traffic analyses may become obsolete

o Design standards used for concepts may change

o Changes in NEPA policies may impact approvals

Mr. Haynam wrapped up by showing a slide on project funding. He noted that the timeline for project completion has been delayed from 2030 to 2035, and that the funding shown only covers the interchange project, not the remainder of I-664. This assumes that project advertisement would occur in 2030, so some PE funding would be needed earlier to be able to advertise the project, probably in 2028. Mr. Kevin Page opened the discussion by noting that the HRTAC 2045 Plan of Finance would be approved at their meeting next week. It includes Express Lanes costs and revenues and a COVID-19 stress test. In the Plan of Finance, the Bowers Hill project would be pushed back to 2035. Mr. Page added that NEPA work has a shelf life, and HRTAC’s current set of priorities are building the HRBT and the entire Express Lanes network. The Bowers Hill project is also being delayed by COVID-19 impacts on funding. However, he added that the corollary to this is that pushing ahead on the Bowers Hill study and getting it complete would mean that the project could be ready to go if additional funds become available. Although 2035 is the date today, it may not be in the future. If the study is complete then the project could be ready to go if federal funds become available. Chair Lewis responded that he agreed with Mr. Page and that we generally don’t have a project ready when money suddenly becomes available. It takes effort to keep an EA updated and ready to go, but it’s easier than starting an EA from scratch. Mr. Lewis added that we need to keep the study going forward and have HRTAC have some funding available to keep it up to date so that we can finish it quickly if funding opportunities arise. Mr. Page noted that the next federal transportation bill is on the way and that after the express lanes, there’s no other major shovel ready project other than I-64/I-264 Phase 3. He added that we need

to have the project ready to go and he can take request from the committee to the HRTAC Board in July. Mr. Lewis asked the committee for their opinion on moving forward. Representatives from the Port and each locality supported the approach to continue the study and have a shovel ready project, which is Option 1. Mr. Lewis noted that this is the first time he remembers moving forward and trying to have a shovel ready project like this. There’s going to be a big push forward on building infrastructure on the federal level in the near future. Mr. Haynam mentioned that they will continue to move forward with the study (Option 1). He then asked if the committee wanted to set up recurring working group meetings. It was determined that this will be revisited once VDOT can provide more information on study milestones. Mr. Page wrapped up the topic by asking that HRTPO or VDOT produce a letter that requests that the study continue moving forward that he would include with the HRTAC agenda in July. The letter should also include the list of study parameters, which would include Express Lanes through the Interchange, based on the TPO Board action in May. The Motion Carried. 6. 2045LRTPCandidateProjects:CommentsReceivedMs. Theresa Brooks briefed the LRTP Subcommittee on this agenda item, detailing the comments that HRTPO staff received from the Southern Environmental Law Center (SELC) during the public review period for the 2045 LRTP Candidate Projects. As part of her summary of the SELC comments, Ms. Brooks informed the LRTP Subcommittee that HRTPO staff provided a written response to SELC. Additionally, Ms. Brooks addressed project specific comments from SELC with the LRTP Subcommittee. As part of a group discussion, the LRTP Subcommittee made the following suggestions pertaining to the project specific SELC comments:

New Route 460 (Suffolk to Zuni) o SELC concerned over “serious permitting issues.” Also, refined improvements

have been developed that focus on targeted upgrades to the existing Route 460 o LRTP Subcommittee response: Long-term capacity needs still need to be

addressed along corridor, so retain as a candidate project. Route 460/58/13 Connector

o SELC concerned because recent VDOT study was halted because “existing capacity should be able to handle expected travel demand through 2040” and “VDOT further found that each of the options under review would have enormous impacts on wetlands in the corridor”

o LRTP Subcommittee response: Safety concerns along corridor therefore retain candidate project. Modify project description to reflect safety improvements along corridor, including potential interchange at regional landfill.

Southeastern Parkway and Greenbelt (SEPG) o SELC concerned because FHWA “terminated the environmental review

process” over “raised serious and repeated concerns with its impacts on wetlands and other resources – essentially finding this project unpermittable” and that these issues “are even greater today in light of the immediate threats posed by climate change and the need to protect wetlands as a resiliency resource for local communities.”

o LRTP Subcommittee response: Virginia Beach staff will modify the project termini, submitting two viable segments of the SEPG to evaluate as candidate projects.

Nimmo Parkway Phase VII-B o SELC concerned over potential “impacts on wildlife populations and habitat”

and states the project could “exacerbate local flooding” thereby “restricting the normal bi-directional flow of water in response to winds, tides, and rainstorms, and by isolating wetlands that help absorb floodwaters.” SELC further suggests that “Improving the existing Sandbridge Road corridor is a far less damaging alternative that should be pursued instead.”

o LRTP Subcommittee response: Tara Reel, Transportation and Transit Planner, City of Virginia Beach,

stated that the main purpose of the transportation improvements to Sandbridge Road are to reduce recurring flooding. The environmental impacts are essentially the same for Sandbridge Road and Nimmo Parkway. It becomes more difficult to raise Sandbridge Road because of the proximity to houses, driveways, septic tanks, parking areas, etc. Raising Sandbridge Road and providing the necessary shoulder treatments would likely result in impacts to residential or commercial properties due to inadequate access or driveways that are too steep. Therefore, Nimmo Parkway becomes a less impactful option at that point. Also, as provided in the approved United States Army Corps of Engineers (USACOE) permit with Sandbridge—Nimmo 7A, there are culvert crossings to allow natural stormwater flow to occur. There are also culvert crossings dedicated for wildlife movement as well. In addition to the bridge for Nimmo 7B, we would anticipate similar infrastructure for stormwater and wildlife movement.”

Based on VB’s response, project will be retained as a candidate project.

Ms. Brooks shared SELC’s comments regarding the Bowers Hill interchange with the LRTP Subcommittee and informed them that HRTPO staff plans to forward the comments to the Bowers Hill Working Group.

Ms. Dale Stith addressed potential modifications to other candidate projects. As part of a group discussion, the LRTP Subcommittee made the following suggestions:

I-64 HOT Lanes (Exit 242 to New Kent County Line) o Public submission o Project outside of Express Lanes Network concept endorsed by the HRTPO

Mr. Moore Moved to endorse the modifications to the 2045 LRTP Candidate Projects list as discussed with the LRTP Subcommittee (including any other modifications stemming from follow ups on projects); seconded by Ms. Reel. The Motion Carried.

7. 2045LRTP:EnvironmentalMitigationConsultationMs. Stith briefed the LRTP Subcommittee on this agenda item, detailing the environmental mitigation consultation effort for the 2045 LRTP. She informed the LRTP Subcommittee of the environmental agencies that will be contacted for feedback regarding the 2045 LRTP Candidate Projects. Additionally, she informed the LRTP Subcommittee that several environmental agencies will be contacted for comment on the relationship and coordination between environmental and transportation planning. Per VDOT, HRTPO staff will consult new Indian Tribes recognized in Virginia.

The recommended action for this agenda item is for the LRTP Subcommittee to review the list of agencies for environmental mitigation consultation and update as necessary.

8. 2045LRTPCandidateProjects:DataCollectionMs. Brooks briefed the LRTP Subcommittee on this agenda item, detailing the upcoming data collection effort for the 2045 LRTP Candidate Projects. The 2045 LRTP Candidate Projects list is a compilation of roadway, transit, intermodal, and active transportation projects developed through input from various HRTPO technical and advisory committees and the public. Of the 336 candidate projects, 42 of them are considered to be committed (defined as projects that are fully funded through construction in the current VDOT Six-Year Improvement Program). Ms. Brooks addressed two projects recently deemed as committed as part of VDOT’s committed projects review with the LRTP Subcommittee. Per locality

feedback, the Freeman Ave Railroad Overpass project (Chesapeake) can remain on the Committed Projects list, while the Shoulders Hill Rd project (Suffolk) can move to the Candidate Projects list. The next step in the development of the 2045 LRTP is to collect data on these candidate projects for travel demand modeling, scenario planning analysis, environmental justice analysis, and project prioritization. As part of the data collection process, Ms. Brooks will provide two spreadsheets electronically to the LRTP Subcommittee to review and populate data for planning level cost estimates and for the data needed for the project prioritization process. The recommended action for this agenda item is for the LRTP Subcommittee to review and provide data/feedback to Ms. Brooks by:

1. WELCOME: Mr. Carl Jackson, Chair, opened the meeting at 12:00 p.m., welcomed all and verified

there was no quorum present. Each member present introduced themselves.

2. PUBLIC COMMENT PERIOD (Limit 3 minutes per individual) – There were no public comments. 3. APPROVAL OF NOVEMBER 6TH, 2019 MEETING MINUTES: No quorum present to approve the minutes

from the November 6th, 2019 Meeting. Tara Reel states she was present at the last meeting, November 6th, 2019 and the change will be made prior to the next meeting. The minutes will be approved at the next meeting.

4. APPROVAL OF AGENDA: It was moved and seconded to approve the proposed agenda. A vote was

taken, and the agenda was approved as presented. 5. DIRECTOR’S REPORT

Staff Changes – Mr. Ron Hodges discussed staffing changes to include two new employees, the Military Commuter Outreach Specialist (Ms. Wyntre Green), and the TDM Program Coordinator (Ms. Monique Lynch). TRAFFIX is now fully staffed.

Program Results - Mr. Hodges stated that today’s report covers year-to-date (YTD) and gave an overview of the Program Results which included:

• 14,252 Members; Contacts with 810 Organizations; 7,566 Rideshare Matches; 68,984 Trips

Recorded; 1,271,910 Reduced VMTs; 581 tons of reduced emissions; 59,314 gallons of gas

saved; and 189 parking spots saved per weekday.

Vanpools – There are now 71 registered vanpools, with 45 of them having monthly subsidies. There were 7 new vanpools, 4 VanStart and 4 VanSave vanpools this reporting period. Park & Ride - Mr. Hodges briefly talked about the two new Park & Ride shuttles created at Newport News Shipbuilding at the Newport News International Airport to accommodate 100 new commuters. Norfolk Naval Shipyard has reached out to analyze new and existing Park & Ride locations near the installation to accommodate the limited parking problem and having 2 carriers in the yard. TCC Portsmouth open to expanding Park & Ride capacity to Shipyard. Ms. Cass presented to the Base Support Officer regarding the analysis. GoPass365 - Mr. Hodges reviewed the statistics for HRT GoPass365 program for the year to date. The GoPass program continues to expand with a reported 6,532 passes sold and a current revenue of $775,812.54 for 608,834 trips. In addition, Sentara Careplex is the newest client.

6. OUTREACH AND MARKETING - Ms. Cass reviewed the ‘It’s Time for TRAFFIX’ marketing campaign,

produced by the Siddall Agency. Social Media was the targeted audience, but also included print ads (In the Chamber), and billboards. LinkedIn, Facebook and a new Instagram account was created, and specific positions were targeted to bring focus to the TRAFFIX app. Main focus is to log trips.

• Telework Week (March) – Ms. Cass shared the events that took place during Telework Week, March 2-6, 2020, and stated these events would have a positive impact on the numbers. 71 Telework Days Logged, 29 participants and 2,769 reduced miles (VMT). The staff promoted the event at area Anthem locations (Norfolk and Virginia Beach).

• Marketing Campaign – The “Commute Differently” campaign is well under way to advertise

with radio, print, internet and social media with television advertising beginning in the Fall.

• Employer Outreach Materials – All employer outreach materials such as the Employer Booklet, Brochures and event materials are being redesigned in the new TRAFFIX brand.

• Website Redesign – The TRAFFIX website redesign in underway and should be completed by August 2020.

• Vehicle Wraps – all four TRAFFIX outreach vehicles will be wrapped with the new marketing campaign brand.

7. OLD BUSINESS/NEW BUSINESS OLD BUSINESS

Annual Report The FY2019 Annual Report has been printed and copies distributed at the previous TTAC Meeting.

HRPTO & TRAFFIX Joint Logo Vote – The proposed logo was revealed. The proposed logo includes the phrase “Funded by the HRPTO”. It was moved and seconded to approve the proposed logo. A vote was taken, and the logo was approved as presented. TRAFFIX will work on incorporating this logo in all items beginning January 2020. ACT Conference – Over 600 attended the conference held in New York City. Ms. Emily Cass was on a panel during the conference, where she presented on the topic of targeted marketing. Mr. Jackson expressed his belief that this was a great professional conference to meet with other TDM peers and gain new ideas to improve the TRAFFIX program. ACT Conference International in Denver, CO – best practices, what other cities are doing and how we can encompass for our area. Mr. Jackson stated this was a great opportunity to learn what other TDM agencies are doing around the country. not just about TDM how to make cities more walkable, more bicycle friendly, before gridlock sets in. NY looked into how they would either need to invest in more highways or open the city for more commuters. Annual Report DRAFT & Procurement for Ad Agency – Annual Report: The annual report draft will be sent to Carl Jackson and Uros Jovanovic for final review and will be sent out via email to the TOS Committee. Printed copies will be made of the final draft and distributed. Procurement for Ad Agency: The HRT marketing department used to be utilized, but it was decided that a private firm will take this over (was approved for $450,000 for the 12 months). This time for 18 months, which will cost more ($900,000.00) and needs to be approved. Then once that is approved here, that will be taken to an internal agency for approval. It was moved and seconded to approve the proposed Ad Agency. A vote was taken, and the Ad Agency was approved as presented.

NEW BUSINESS

Workplan – The FY2021 work plan introduction of goals: promote use of alternative transportation; participation by employers, commuters, increase the awareness to know that TRAFFIX is here- please use us. Work plan measurements – 200 engaged employers; 55 new employers; 180 commuter events. Mr. Jackson inquired about employer active participation – is there another way employers can interact with TRAFFIX? Ms. Cass answered that Amerigroup participates in events and corporate challenges with TRAFFIX. The results are tracked with Agile Mile and OneCommute. Mr. Jackson asked about a Regional TDM plan written into VDOT/ Bridges and Tunnels to show we are commuter focused to mirror the Pittsburgh program. Ms. Cass stated DRPT created a long-range TDM plan in 2013 and will revisit that report. Budget – The FY2022 budget was introduced. salaries represent 1/3 of the budget; advertising has gone up due to a more robust campaign change done over an 18-month period vs 12-month period. The advertising budget should get us through 2022 without much involvement from procurement. The contract with Siddall expires June 2022. In addition, the One Commute CRM program used to monitor TRAFFIX services is included in the Professional Services cost of $180,000. Chairman open to vote for next meeting June.

GoPass Program Audit The GoPass program internal audit by HRT was completed in February. In the report, there were five different items that require improvement. These included 1) Update Policies to Include Procedures (Work Instructions), 2) Improve and Organize Recordkeeping Practices, 3) Identify Training Needs and Develop an Appropriate Employee Training Strategy, 4) Ensure Consistent Program Reviews are Conducted, and 5) Streamline Processes and Improve Workflow. Audit discussed in detail later date.

Another recommendation was addressed by Mr. Sam Belfield. The vanpool section of the website needs to be more informative. Most are vanpools are provided by vanpool vendor, Commute by Enterprise, receive the TIP incentive, and go to a military installation. So, we should target the military and visually demonstrate the cost and savings, as well as the routes.
