    outh Africa has a history of violence, which is directlyand indirectly the result of high unemployment, low levels

    of education, and social overcrowding. Many young people

    grow up in an environment of poverty and difficult socialconditions, which perpetuates the violence as the role model forsolving conflicts.

    The National and the Local Government Police Service inSouth Africa work hand in hand with community-basedprogrammes to assist in the challenging task of crime

    prevention and crime management.The Peace and Development Project started in 1997 and isnow part of the Conflict Management Programme, acooperation between GTZ and the National Department of Safety and Security . The project aims at training young peopleas Community Peace Workers (CPWs), enabling them to

    recognise existing or potential conflict situations in theircommunities and to mediate and negotiate between all parties.

    The project selects 100 Community Peace Workers (50% men50% and women) to engage in their particular communityduring one year service. The Peace Workers build strong trustrelationships with the people within the community, which

    gives them high credibility to assist in crime preventioninterventions.

    The project first started in Nyanga/Crossroads in the WesternCape during 1997 and has subsequently extended toSoshanguve, near Pretoria in 1999 and Khayelitsha in theWestern Cape in 2004. The contribution of GTZ includespersonal, technical and partly financial support to secure theefficient running of training and operations.

    Community Peace Workers:Who are they?

    Community Peace Workers are young peoplefrom selected low income areas whovolunteer a year of time, day in day out,weekends and nights. They are dedicated tomake their own communities better and saferplaces for all.

    A Peace Workers day is divided betweensafety patrols on foot in their community andintensive classroom learning of the skills andknowledge needed to become conflictmediators and true leaders.

    The safety patrols as well as dealing with thecases of social crime such as family andneighbourhood disputes or debt situations, isone leg of PDP. This normally includes a highpotential of violence and assisting in solvingthem , prevents the occurence of real crime.These cases are often not reflected in theofficial crime statistics as they arepreventative and in the realm of social

    conflict which, without intervention, couldlead to violence and crime.

    The second leg of the programme is trainingskills which equips Peace Workers not onlywith mediation and leadership skills, but withskills, experience and attitudes necessary to

    become honest, responsible and productiveemployees for any organisation or business orto entrepreneurs in their own right.
