The goal of Upward Bound is to increase high school graduation rates and enrollment in and graduation from post-secondary institutions. Program History: The TRIO Upward Bound Programs at Fresno State have been serving Central Valley students since 1981. Since then, both programs have received continuous funding by the U.S. Department of Education.
