Executive Summary Content

Paradigm Transportation Solutions Limited (Paradigm) has been retained by the City of Waterloo to conduct this Parking Utilization Study for the Uptown area of the City. This report is an update to the parking utilization study completed in 2016 and outlines the surveys conducted to determine the existing level of utilization of parking spaces located on-street, in City-owned lots and in private/commercial lots within the Urban Growth Centre Boundary.

Current Parking Supply

A total of 4,994 parking spaces are currently provided within the Uptown area:

2,042 spaces in City-owned lots; 379 spaces on-street; and 2,573 spaces within private lots.

Parking Costs and Regulations

All on-street and City-owned non-permit parking within the Uptown area is predominantly free; however, it is limited to two hours or less on Monday through Friday between 8:00AM and 5:00PM. The option of purchasing additional time beyond the two free hours is available at seven of the City-owned lots through the Honk Mobile application. The additional time costs $3.00 per hour and is available Monday to Friday from 8:00AM to 5:00PM.

Paid parking is available within the Uptown area and ranges in cost from about $2.50 per hour (Delta Hotel) to $3.50 per hour (Uptown Parkade). The majority of the paid parking is located in City-owned lots in close proximity to the Public Square.

Private parking is typically limited to permit or customer parking only; however, several lots offer hourly/daily pay parking.

Parking Utilization Surveys

The parking utilization surveys were conducted for one weekday and one Saturday in October 2019 between the hours of 8:00 AM and 8:00 PM. The data was collected in 30-minute intervals, resulting in a total of 24 samples per day for each parking area/lot.

Weekday Parking Demand and Utilization

The maximum total parking demand was observed to be 61% of the total supply, or 3,035 spaces. The average parking demand was 47% of the total supply.

The maximum on-street parking demand was observed to be 63% of the total supply, or 240 spaces. The average parking demand was 52% of the total supply.

The maximum city-owned parking lot demand was observed to be 68% of the total supply, or 1,397 spaces. The average parking demand was 51% of the total supply.

The maximum private parking lot demand was observed to be 56% of the total supply, or 1,434 spaces. The average parking demand was 43% of the total supply.

Saturday Parking Demand and Utilization

The maximum total parking demand was observed to be 36% of the total supply, or 1,516 spaces. The average parking demand was 28% of the total supply.

The maximum on-street parking demand was observed to be 53% of the total supply, or 199 spaces. The average parking demand was 41% of the total supply.

The maximum city-owned parking lot demand was observed to be 45% of the total supply, or between 730 and 735 spaces. The average parking demand was 32% of the total supply.

The maximum private parking lot demand was observed to be 31% of the total supply, or 659 spaces. The average parking demand was 24% of the total supply.

2016 Parking Utilization Survey Comparison

The maximum weekday parking utilization increased from 53% in 2016 to 61% in 2019. The maximum parking utilization within the city-owned lots increased by 9% and private lots increased by 8% from 2016 to 2019. The on-street parking utilization remained the same.

The maximum Saturday parking utilization increased from 30% in 2016 to 36% in 2019. The maximum parking utilization within the city-owned lots increased by 6% and private lots increased by 9% from 2016 to 2019. The Saturday on-street maximum parking utilization decreased by 4%.

1 Introduction Paradigm Transportation Solutions Limited (Paradigm) has been retained by the City of Waterloo to conduct a parking utilization study for the Urban Growth Centre Boundary of the City. The boundary is shown in Figure 1.1.

This report includes weekday and Saturday utilization data for all City-owned lots, on-street spaces and private off-street lots (commercial) within the boundary of the Uptown area. This report also includes an inventory of all the parking within the boundary as well as the current limits and restrictions on parking. Note that private off-street residential parking was not included within the scope of this utilization study.

The study was conducted in October 2019 after the completion of the ION light rail transit system in June 2019.

Paradigm conducted a parking utilization study within the Uptown Business Improvement Area (BIA) Boundary of the City in April 2016. At this time, the ION light rail transit system was under construction and therefore King Street had limited to no accessibility between Union Boulevard/Union Street East and Erb Street.

1.1 Study Area

The parking utilization surveys were conducted within the Urban Growth Centre Boundary. The boundary area is generally bounded by Elgin Street on the north, Union Boulevard/Union Street East on the south, Avondale Avenue to the West and Moore Avenue North to the east. The study area boundary is shown in Figure 1.1.

Note that the 2019 study area is slightly larger than the previous 2016 study area since the Urban Growth Centre Boundary was used instead of the BIA boundary. The previous BIA boundary is shown in Figure 1.2.

For ease of data collection, the study area was subdivided into four smaller zones: North, South, East and West. Where applicable for the remainder of this report, the data and results will be presented by zone and for the entire study area. The four zones are shown in Figure 1.3.

2 Existing Parking Supply, Cost and Regulations

2.1 Existing Parking Supply

Prior to conducting the parking utilization studies, the existing parking supply was inventoried. This inventory was collected by type of parking:

City-owned (public) parking lot; On-street parking; and Private/commercial parking lot

The current parking supply by type for the entire study area and for each respective zone is outlined in Table 2.1. The table indicates the following:

A total of 4,994 parking spaces are available within the study area;

Most of the parking supply, 36%, is located within the south zone;

More than 35% of the city-owned parking spaces are located in the south zone;

The west zone has the largest percentage of on-street parking at 40% of the total supply;

The south zone has the largest percentage of private lots at 39% of the total supply.

The location of each type of parking within the study area is displayed in Figure 2.1.

The detailed existing City-owned parking lot inventory is provided in Table 2.2.

2.2 Parking Costs and Regulations

An inventory of parking costs and time restrictions was undertaken concurrent to the parking utilization survey. Most of the parking within the Uptown area, whether on-street or within a lot, is limited to a maximum of two hours. However, several other types of parking are available both on-street and within lots: permit, combination of permit/free or paid, or pay parking. The breakdown of parking regulation by type (on-street, city-owned lot or private lot) is outlined in Table 2.3 and indicates:

The 379 on-street parking spaces within the Uptown area are free; however, signed from 30 minutes to three hours from 8:00 AM to 6:00 PM Monday through Friday or Saturday depending on location;

The City-owned lots within the study area offer a mix of free parking, permit parking and paid parking as follows: • Two hours free parking – 36 spaces total; • Two hours free parking with Honk Mobile - 722 spaces total; • Permit only parking (8:00 AM to 5:00 PM Monday through

Friday or 8:00 AM to 6:00 PM Monday through Saturday) – 1,178 spaces total;

• Pay parking ($3.00 to $3.50 per hour) – 106 spaces The private lots within the study area are predominantly signed

as “private/customers only” and offer a mix of free parking, permit parking and paid parking as follows: • Permit only – 758 spaces; • Permit or two hours free parking – 173 spaces; • Pay parking ($2.50/hr or $12 daily) – 95 spaces at the Delta

Hotel; and • Signed “Private” or no signage – 1,547 spaces.

3 Parking Utilization Surveys Parking utilization surveys were conducted for the study area parking lots and on-street parking spaces for one weekday and one Saturday in October 2019 between the hours of 8:00 AM and 8:00 PM. The surveys were conducted on the following dates:

Weekday Survey: • Thursday, October 3

Saturday Surveys: • October 5

The data was collected in 30-minute intervals throughout the course of the survey day. The surveys hours and frequency are consistent with the 2016 parking study conducted by Paradigm.

It is noted that a few locations were closed at the time of the survey and therefore data was not collected. The spaces provided for the following locations were taken out of the parking supply for the survey dates that were affected:

John Street was under construction during the weekday and Saturday survey dates and therefore the 14 on-street parking spaces on the north side of the roadway were not surveyed.

The upper floors (398 permit spaces) of the Uptown Parkade were closed on the Saturday survey date due to cleaning and therefore data was not collected.

The parking garage at 28 John Street (441 spaces) was closed for the Saturday survey date and data was not collected.

3.1 Parking Survey Methodology

As mentioned in Section 1.2, the survey area was divided into four zones for ease and consistency of data collection. The south, east and west survey sections were assigned to a team of two survey staff and were surveyed by automobile. When using automobiles, one survey staff drove the vehicle while the other recorded the data. The north zone was assigned one team member that collected data on foot. The Paradigm survey manager was available during the survey days to address any issues or concerns for both staff or the public.

Due to the length of the data collection shifts, each staff member was entitled to 60 minutes of total break time; however, they were

instructed to take two 30-minutes breaks (versus one 60-minute) to ensure the data collection was as accurate as possible.

A total of 24 samples of parking data were collected for each lot or on-street parking area for one weekday and one Saturday over the course of the survey. The comprehensive survey data is provided in Appendix B.

3.2 Weekday Parking Demand and Utilization

3.2.1 Study Area

The maximum parking demand of 61% percent was recorded at 12:00 PM. Total demand was 3,035 spaces. Conversely, the total available parking supply was 1,959 spaces during this period. The average parking demand throughout the study area during the weekday time period was 47% of the total supply.

The maximum on-street parking demand of 63% was recorded at 12:00 PM. Total demand was 240 spaces. Conversely, the total available on-street parking supply during this time period was 139 spaces. The average on-street parking demand during the weekday time period was 52% of the total supply.

The maximum city-owned parking lot demand of 68% was recorded at 12:00 PM. Total demand was 1,397 spaces. Conversely, the total available city-owned parking lot supply during this time period was 645 spaces. The average on-street parking demand during the weekday time period was 51% of the total supply.

The maximum private parking lot demand of 56% was recorded at 1:30 PM. Total demand was 1,434 spaces. Conversely, the total available private parking lot supply during this time period was 1,139 spaces. The average on-street parking demand during the weekday time period was 43% of the total supply.

The weekday study area parking utilization is shown in Figure 3.1.

3.2.2 North Zone

The maximum parking demand of 37% was recorded at 1:30 PM. Total demand was 164 spaces. Conversely, the total available parking supply was 281 spaces during this period. The average parking demand in the north zone during the weekday time period was 29% of the total supply.

The maximum on-street parking demand of 36% was recorded at 11:00 AM and 7:00 PM. Total demand was 15 spaces. Conversely, the total available on-street parking supply during this time period was 27 spaces. The average on-street parking demand during the weekday time period was 24% of the total supply.

The maximum city-owned parking lot demand of 47% was recorded at 7:30 PM. Total demand was 24 spaces. Conversely, the total available city-owned parking lot supply during this time period was 27 spaces.

The average city-owned lot parking demand during the weekday time period was 23% of the total supply.

The maximum private parking lot demand of 40% was recorded at 12:00 PM. Total demand was 140 spaces. Conversely, the total available private parking lot supply during this time period was 212 spaces. The average private parking demand during the weekday time period was 30% of the total supply.

The weekday north zone parking utilization is shown in Figure 3.2.

3.2.3 South Zone

The maximum parking demand of 64% was recorded at 12:30 PM. Total demand was 1,146 spaces. Conversely, the total available parking supply was 655 spaces during this period. The average parking demand in the central zone during the weekday time period was 45% of the total supply.

Conversely, the total available on-street parking supply during this time period was 37 spaces. The average on-street parking demand during the weekday time period was 46% of the total supply.

The maximum city-owned parking lot demand of 73% was recorded at 12:30 PM. Total demand was 516 spaces. Conversely, the total available city-owned parking lot supply during this time period was 193 spaces. The average city-owned lot demand during the weekday time period was 52% of the total supply.

The maximum private parking lot demand of 58% was recorded at 12:30 PM. Total demand was 575 spaces. Conversely, the total available private parking lot supply during this time period was 420 spaces. The average private lot demand during the weekday time period was 39% of the total supply.

The weekday south zone parking utilization is shown in Figure 3.3.

3.2.4 East Zone

The maximum parking demand of 64% was recorded at 11:00 AM and 1:30 PM. Total demand was between 893 and 896 spaces. Conversely, the total available parking supply was between 508 and 511 spaces during this period. The average parking demand in the south zone during the weekday time period was 47% of the total supply.

The average city-owned lot parking demand during the weekday time period was 47% of the total supply.

The maximum private parking lot demand of 63% was recorded at 1:30 PM. Total demand was 411 spaces. Conversely, the total available private parking lot supply during this time period was 240 spaces. The average private lot parking demand during the weekday time period was 48% of the total supply.

The weekday east zone parking utilization is shown in Figure 3.4.

3.2.5 West Zone

The maximum parking demand of 66% was recorded at 12:00 PM. Total demand was 888 spaces. Conversely, the total available parking supply was 456 spaces during this period. The average parking demand in the south zone during the weekday time period was 57% of the total supply.

The maximum on-street parking demand of 86% was recorded at 7:00 PM. Total demand was 131 spaces. Conversely, the total available on-street parking supply during this time period was 22 spaces. The average on-street parking demand during the weekday time period was 65% of the total supply.

The maximum city-owned parking lot demand of 72% was recorded at 12:00 PM. Total demand was 444 spaces. Conversely, the total available city-owned parking lot supply during this time period was 172 spaces. The average city-owned lot parking demand during the weekday time period was 58% of the total supply.

The maximum private parking lot demand of 60% was recorded at 6:30 PM. Total demand was 343 spaces. Conversely, the total available private parking lot supply during this time period was 232 spaces. The average private lot parking demand during the weekday time period was 53% of the total supply.

3.3 Saturday Parking Demand and Utilization

3.3.1 Study Area

The maximum parking demand of 36% percent was recorded between 1:00 PM and 2:00 PM. Total demand was between 1,494 and 1,516 spaces. Conversely, the total available parking supply was between 2,639 and 2,661 spaces during this period. The average parking demand throughout the study area during the Saturday time period was 28% of the total supply.

The maximum on-street parking demand of 53% was recorded at 7:00 PM. Total demand was 199 spaces. Conversely, the total available on-street parking supply during this time period was 180 spaces. The average on-street parking demand during the Saturday time period was 41% of the total supply.

The maximum city-owned parking lot demand of 45% was recorded at 2:00 PM. Total demand was 735 spaces. Conversely, the total available city-owned parking lot supply during this time period was 909 spaces. The average city-owned lot parking demand during the Saturday time period was 32% of the total supply.

The maximum private parking lot demand of 31% was recorded at 11:30 AM. Total demand was 659 spaces. Conversely, the total available private parking lot supply during this time period was 1,473 spaces. The average private lot parking demand during the Saturday time period was 24% of the total supply.

The Saturday study area parking utilization is shown in Figure 3.6.

3.3.2 North Zone

The maximum parking demand of 25% was recorded at 2:00 PM and 3:00 PM. Total demand was between 110 and 112 spaces. Conversely, the total available parking supply was between 333 and 335 spaces during this period. The average parking demand in the north zone during the Saturday time period was 21% of the total supply.

The maximum on-street parking demand of 43% was recorded at 7:30 PM. Total demand was 18 spaces during each period. Conversely, the total available on-street parking supply during these time periods was 24 spaces. The average on-street parking demand during the Saturday time period was 23% of the total supply.

The maximum city-owned parking lot demand of 43% was recorded at 7:30 PM. Total demand was 22 spaces. Conversely, the total available

Conversely, the total available private parking lot supply during this time period was between 267 and 269 spaces. The average private lot parking demand during the Saturday time period was 20% of the total supply.

3.3.3 South Zone

The maximum parking demand of 37% was recorded at 11:30 AM and 12:30 PM. Total demand was between 505 and 506 spaces. Conversely, the total available parking supply was between 854 and 855 spaces during this period. The average parking demand in the north zone during the Saturday time period was 27% of the total supply.

The maximum on-street parking demand of 38% was recorded at 12:30 PM. Total demand was 37 spaces during each period. Conversely, the total available on-street parking supply during these time periods was 60 spaces. The average on-street parking demand during the Saturday time period was 32% of the total supply.

The maximum city-owned parking lot demand of 34% was recorded at 1:30 PM. Total demand was 240 spaces. Conversely, the total available city-owned parking lot supply during this time period was 469 spaces. The average city-owned lot parking demand during the Saturday time period was 24% of the total supply.

The maximum private parking lot demand of 50% was recorded at 11:00 AM. Total demand was 276 spaces. Conversely, the total available private parking lot supply during this time period was 278 spaces. The average private lot parking demand during the Saturday time period was 30% of the total supply.

3.3.4 East Zone

The maximum parking demand of 26% was recorded at 11:30 AM. Total demand was 265 spaces. Conversely, the total available parking supply was 741 spaces during this period. The average parking

The maximum city-owned parking lot demand of 29% was recorded at 1:30 PM and 2:30 PM. Total demand was between 78 and 79 spaces. Conversely, the total available city-owned parking lot supply during this time period was between 189 and 190 spaces. The average city-owned lot parking demand during the Saturday time period was 21% of the total supply.

The maximum private parking lot demand of 24% was recorded at 11:30 AM. Total demand was 155 spaces. Conversely, the total available private parking lot supply during this time period was 496 spaces. The average private lot parking demand during the Saturday time period was 16% of the total supply.

The Saturday east zone parking utilization is shown in Figure 3.9.

3.3.5 West Zone

The maximum parking demand of 59% was recorded at 7:30 PM. Total demand was 794 spaces. Conversely, the total available parking supply was 550 spaces during this period. The average parking demand in the north zone during the Saturday time period was 40% of the total supply.

The maximum on-street parking demand of 84% was recorded at 7:00 PM. Total demand was 128 spaces. Conversely, the total available on-street parking supply during these time periods was 25 spaces. The average on-street parking demand during the Saturday time period was 59% of the total supply.

The maximum city-owned parking lot demand of 68% was recorded at 2:00 PM. Total demand was 418 spaces. Conversely, the total available city-owned parking lot supply during this time period was 198 spaces. The average city-owned lot parking demand during the Saturday time period was 47% of the total supply.

The maximum private parking lot demand of 44% was recorded at 7:30 PM. Total demand was 252 spaces. Conversely, the total available private parking lot supply during this time period was 323 spaces. The

3.4 2016 Parking Utilization Survey Comparison

During the 2016 parking utilization study, a total of 4,308 parking spaces were surveyed within the Uptown BIA compared to the 4,994 parking spaces surveyed within the Urban Growth Centre Boundary in 2019. The 4,308 total parking spaces included 1,748 spaces in City-owned lots, 267 spaces on-street and 2,293 spaces within private lots.

3.4.1 Weekday Parking Utilization

In the 2016 parking utilization study the weekday maximum total parking demand was observed to be 53% of the total supply and the average parking demand was 42% of the total supply. This increased in the 2019 survey to a maximum parking demand of 61% and an average parking demand of 47%.

In the 2016 survey, the maximum on-street parking demand was observed to be 63% of the total supply and the average parking demand was 49% of the total supply. In the 2019 survey, the maximum parking demand remained the same at 63% and the average parking demand increased to 52%.

In the 2016 survey, the maximum city-owned parking lot demand was observed to be 59% of the total supply and the average parking demand was 46% of the total supply. This increased in the 2019 survey to a maximum parking demand of 68% and an average parking demand of 51%.

In the 2016 survey, the maximum private parking lot demand was observed to be 48% of the total supply and the average parking demand was 37% of the total supply. This increased in the 2019 survey to a maximum parking demand of 56% and an average parking demand of 43%.

3.4.2 Saturday Parking Utilization

Previously, in the 2016 parking utilization study the Saturday maximum total parking demand was observed to be 30% of the total supply and the average parking demand was 24% of the total supply. This increased in the 2019 survey to a maximum parking demand of 36% and an average parking demand of 28%.

In the 2016 survey, the maximum on-street parking demand was observed to be 57% of the total supply and the average parking demand was 45% of the total supply. This decreased in the 2019 survey for a maximum parking demand of 53% and an average parking demand of 41%.

4 Conclusions 4.1 Conclusions

Current Parking Supply

A total of 4,994 parking spaces are currently provided within the Uptown area:

2,042 spaces in City-owned lots; 379 spaces on-street; and 2,573 spaces within private lots.

Parking Costs and Regulations

All on-street and City-owned non-permit parking within the Uptown area is predominantly free; however, it is limited to two hour or less Monday to Friday between 8:00AM and 5:00PM. The option of purchasing additional time beyond the two free hours is available at seven of the City-owned lots through the Honk Mobile application. The additional time costs $3.00 per hour and is available Monday to Friday from 8:00AM to 5:00PM.

Paid parking is available within the Uptown area and ranges in cost from about $2.50 per hour (Delta Hotel) to $3.50 per hour (Uptown Parkade). The majority of the paid parking is located in City-owned lots in close proximity to the Public Square.

Private parking is typically limited to permit or customer parking only; however, several lots offer hourly/daily pay parking.

Parking Utilization Surveys

The parking utilization surveys were conducted for one weekday and one Saturday in October 2019 between the hours of 8:00 AM and 8:00 PM. The data was collected in 30-minute intervals, resulting in a total of 24 samples per day for each parking area/lot.

Weekday Parking Demand and Utilization

The maximum total parking demand was observed to be 61% of the total supply, or 3,035 spaces. The average parking demand was 47% of the total supply.

The maximum private parking lot demand was observed to be 56% of the total supply, or 1,434 spaces. The average parking demand was 43% of the total supply.

Saturday Parking Demand and Utilization

The maximum total parking demand was observed to be 36% of the total supply, or 1,516 spaces. The average parking demand was 28% of the total supply.

The maximum on-street parking demand was observed to be 53% of the total supply, or 199 spaces. The average parking demand was 41% of the total supply.

The maximum city-owned parking lot demand was observed to be 45% of the total supply, or between 730 and 735 spaces. The average parking demand was 32% of the total supply.

The maximum private parking lot demand was observed to be 31% of the total supply, or 659 spaces. The average parking demand was 24% of the total supply.

2016 Parking Utilization Survey Comparison

The maximum weekday parking utilization increased from 53% in 2016 to 61% in 2019. The maximum parking utilization within the city-owned lots increased by 9% and private lots increased by 8% from 2016 to 2019. The on-street parking utilization remained the same.

The maximum Saturday parking utilization increased from 30% in 2016 to 36% in 2019. The maximum parking utilization within the city-owned lots increased by 6% and private lots increased by 9% from 2016 to 2019. The Saturday on-street maximum parking utilization decreased by 4%.
