FOREWORD AND ACKNOWLEDGMENTS
The Fraser River Estuary Management Program (FREMP) is a cooperative program linking federal and provincial government agencies, port authorities, regional districts, municipalities and First Nations. The program provides a vehicle for coordinating decision-making on environmental conservation and development in the estuary. The six funding partners to FREMP are: Environment Canada, Fisheries and Oceans Canada, the Greater Vancouver Regional District, the BC Ministry ofEnvironment, Lands and Parks, the Fraser River Harbour Commission, and the North Fraser Harbour Commission.
This report, prepared by the Habitat Subcommittee of the FREMP Water and Land Use Committee, is based on work completed in 1995 by R. U. Kistritz Consultants Ltd., contracted by the Habitat Map Update Steering Committee.
This study was conceived by the Habitat Subcommittee under the coordination ofDianna Colnett. A Habitat Mapping Update Steering Committee provided direction for the study.

BACKGROUND
Habitat Inventory and Classification maps were first produced for the FREMP area in 1989 (Kistritz, R.U. 1990; Williams, G. L. 1990). They show classes of habitat types ( estuarine marsh, riparian vegetation with trees or grassy/shrubby banks, intertidal mudflat or sandflat, and developed shoreline) and rate their biological productivity and suitability for development according to a three-colour system (red, yellow and green, as explained in Appendix 2). The maps also show the 1982 draft Area Designations developed by the Area Designation Task Force for the Fraser River Estuary Study. Indexes of the FREMP Habitat Inventory and Classification Maps are in Figures 1 and 2.
The FREMP Habitat Activity Work Group recommended that the FREMP maps should be updated every five years . This updating process responds to the recommendation made by the Work Group in 1991(FREMP1991), and to Action l.c. under the Fish and Wildlife Habitat Action Pro gram of the Estuary Management Plan (FREMP 1994 ).
PURPOSE
This report provides a detailed account of the FREMP Habitat Inventory and Classification map update project. The purpose of the project was to document and map the changes that have occurred since 1989 in the habitat and in its classification. A secondary purpose was to update the area designations on those maps where Area Designation Agreements have been completed (Burnaby and Richmond) .
SCOPE
The geographical scope of the map updating project was the FREMP area. The eastern limits of the FREMP area are Kanaka Creek and the outlet of Pitt Lake, the western limit is the estuary drop-off in the Strait of Georgia, the northern limit is Point Grey, and the southern limit, which includes Boundary and Semiahmoo Bays, is the U.S . border. The FREMP area is limited upland to the wet si de of the dike or to the high water mark.

MAP UPDATE PROCEDURE
Selection of sites for map update consideration
A list of sites to consider for map updating was derived through the following steps:
a. A list of sites was generated for ail projects where construction began after 1989, using the database of habitat compensation, restoration and development projects in the estuary (Habitat Project Database). This database was originally developed by DFO and is now kept up-to-date at the FREMP office.
b. Recent projects for 1995 which had not yet been entered on the Habitat Project Database were added to the site list. Tho se projects were selected from a review of the Central Project Registry (CPR), which contains files of projects reviewed through the FREMP Coordinated Project Review Process.
c. Members of the Steering Committee and others noted in the acknowledgments were asked to identify additional sites which met one of the following six conditions:
• a new site of habitat compensation, creation, or restoration; • a site where development has altered the foreshore habitat; • an area subject to erosion or accretion where habitat values have naturally
degraded or improved; • a site where unauthorized activities may have permanently damaged habitat
values; • a site of voluntary habitat improvements; • sites with colour-coding anomalies that require correction.
d. Other sites were added to the listas they came to the Subcommittee's attention during the update work (e.g., compensation sites that were yellow-coded instead ofred-coded).
Reconnaissance
A two-day reconnaissance of the FREMP area was undertaken, of the North and Middle Arms (August 8, 1995) and of the Main Arm (August 10, 1995). The sites considered for map updating, as identified through the process stated above, were field-verified to determine their current status and whether they indeed required map update.
The reconnaissance also revealed some additional sites that were added to the list of those considered for update.

~ Map updating and approval process ~~
Two sets of colour aerial photographs were used to update sites that had changed significantly ·~ since 1986. The first set consisted of six aerial photographs from a series taken in July 1995 by
Selkirk Remote Sensing Ltd. They were at a 1 :6 000 scale, enlarged from an original nominal scale of 1: 15 000, and were used to assess the most recently changed sites. The second set of

photographs consisted of the 1992, 1:6 000 scale colour aerial photographs located in the FREMP office.
Photographs of those sites which did not have a photo image in the Habitat Project Database were taken on the ground du ring the field reconnaissance of August 8 and 10, 1995.
Particular attention was paid to colour-code updates. Recommendations on colour-code changes were made on the basis of on-site inspections with representatives from the Steering Committee. Sites in the North Fraser Harbour Commission's jurisdiction (North and Middle Arms) were inspected on October 5, 1995 with Jim MacFarlane (NFHC) and Brian Naito (DFO). The Fraser River Main Arm in the Fraser River Harbour Commission's jurisdiction was inspected on October 6, 1995 with Carmen Germaine (FRHC), Ken Brock (CWS), and Brian Naito (DFO). Sites potentially requiring update that came to the Subcommittee's attention subsequent to October 1995 were reviewed by Steve Macfarlane (DFO). Ali recommended changes to colour-coding were reviewed by the Steering Committee which provided final judgment and approval on mapping changes.
Types of map updates
Map changes were made on mylar copies of the original FREMP map series. Key changes consisted of the following four types: • New area designations for the City of Richmond and the City ofBurnaby • Addition of CPR numbers to identify habitat compensation sites and link them to their CPR
file; addition, correction, or removal of text words such as "compensation site" (these types of updates are collectively defined "text updates")
• Modifications to the habitat inventory (shoreline and/or habitat features) where changes could be mapped (this includes update to the area and linear extent of the habitat type, when applicable)
• Colour-code revisions as approved by the Steering Committee.
The updates also included: • Addition of upland references, su ch as street names • Changes to map names. In particular (changes appear .in bold type):

RESULTS
The results of the FREMP Habitat Inventory and Classification Maps Update Project are presented in Table 2 and Appendix 1.
Table 2 presents a summary of ail map updates. Entries are sorted by map number; the North and Middle Arm updates appear first followed by the Main Arm updates. For those sites listed in Table 1, only the maps that have undergone changes are shown on this table. More maps appear in Table 2 than in Table 1, as additional rnaps were updated to show changes in area designations (Richmond and Burnaby) or map narne (rnaps #15 and #16). For each rnap in Table 2, the location and type of updates are shown. There are eight column headings in this table. The first four headings are to locate the updates:

FRASER RIVER ESTUARY MANAGEMENT PROGRAM SHORELINE HABITAT CLASSIFICATION
Shorelines which include intertidal and nearshore riparian areas within FREMP have been classified and colour-coded on the basis of the relative values oftheir habitat features. Examples of habitat features include : mudflat, marsh, bottomland forest, etc ..
The codings are intended to guide prospective shoreline developers in selecting appropriate sites and identifying suitable design concepts prior to making application for approval of their projects. Such approvals are obtained through application to the appropriate Lead Agency and subsequent review through the FREMP Coordinated Project Review Process.
Shorelines are inherently dynamic areas in any river estuary. Consequently habitat features are likely to change over time. Periodic review and updating of colour coding is therefore required. Persons involved on an ongoing basis with development on the Fraser River estuary shoreline are therefore urged to maintain a familiarity with the current codings and habitat features in their areas of interest. Current shoreline classification mapping is available for reference at the FREMP office.
The current definitions for the codings are as follows :
• RED CODED SHORELINE
