Base Realignment and Closure (BRAC) Authority Feb. 2004: Deadline for detailed force structure plan and
infrastructure inventory to support future military needs Defense Secretary must certify that base closures are
justified and will result in annual net savings for each of the services by 2011
The President will appoint a BRAC Commission in 2005 May 2005: DOD submits list of bases to be closed Sept. 2005: Commission will submit closure and
realignment recommendations to the President President can accept or reject Once submitted, Congress will have 45 days to approve or
reject the entire list

Changes In BRAC ProcessChanges In BRAC Process Process will be similar but key changes include:
“Military value” now the primary factor in making BRAC decisions
“Military value” defined in detail to protect valuable assets and protect readiness
DOD and Commission must consider extent of savings, environmental remediation costs and impact on surrounding communities
DOD may place closed facilities in caretaker status for possible future use rather than disposing of them
Commission may not add bases to DOD closure list without at least 7 of 9 members voting in favor
Commission can remove bases from list by simple majority Loopholes in past BRAC legislation that allowed the
decisions to be politicized have been eliminated

Statute Language for 2005 BRACStatute Language for 2005 BRAC The selection criteria used by DOD shall ensure that military
value is the primary consideration in making BRAC recommendations in 2005
At a minimum, MilitarMilitary y ValueValue shall include the following: Preservation of training areas suitable for maneuver by ground,
naval, or air forces to guarantee future availability of such areas to ensure the readiness of the Armed Forces.
Preservation of military installations in the United States as staging areas for the use of the Armed Forces in homeland defense missions.
Preservation of military installations throughout a diversity of climate and terrain areas in the United States for training purposes.
The impact of joint warfighting, training, and readiness. Contingency, mobilization, and future total force
requirements at both existing and potential receiving locations to support operations and training.
