1.WhoweareTheUNWaterDecadeProgrammeonAdvocacyandCommunication(UNW­DPAC)isaprogrammeofUN­Water,theUNsystem­widemechanismwhichcoordinatesandpro­videsacoherentresponsetochallengesrelatedtoallaspectsoffreshwaterandsanita­tion.

Since2008UNW­DPAChasbecomethehubforUN­Watercommunicationandadvocacyactivities,especiallythoseaddressedtocivilsociety.UNW­DPACisimplementedbytheUnitedNationsOfficetosupporttheInternationalDecadeforAction“WaterforLife”2005­

2015 (hereafter “the Office”). As a pro­grammeoftheDecade,itplaysakeyroleinUN­WaterwasformallyestablishedtheimplementationoftheUN2003Generalin2003bytheUnitedNationsHighAssemblyResolutiondesignatingtheperiodLevelCommitteeonProgrammes,from 2005 to 2015 as the InternationalandhasevolvedoutofahistoryofDecadeforAction“WaterforLife”.closecollaborationamongUNagen­

cies.

ThegoalsoftheDecadeshouldbeagreaterfocusonwater­relatedissuesatalllevelsandontheimplementationofwater­relatedprogrammesandprojects,whilestrivingtoensuretheparticipationandinvolvementofwomeninwater­relateddevelopmentefforts,andthefur­theranceofcooperationatalllevels,inordertohelptoachieveinternationallyagreedwater­relatedgoalscontainedin

■ Agenda21;■ theProgrammefortheFurtherImplementationofAgenda21;■ theUnitedNationsMillenniumDeclaration;and■ theJohannesburgPlanofImplementation;

and,asappropriate,thoseidentifiedduringthetwelfthandthirteenthsessionsoftheCom­missiononSustainableDevelopment

2.WhatwedoThemissionoftheUN­WaterOfficeastheUN­Watercommunicationhub,includescoordinat­ingcommunicationactionsofUN­WateranditsmembersandpartnerswhileatthesametimeimplementingspecificcommunicationandadvocacyactivitiestowardsachievingtheMillen­niumDevelopmentGoalsandthoseoftheJohannesburgPlanofImplementation.

ActivitiesoftheOfficeinclude:

01 mobilisingandmakingavailableinformationandinputsgeneratedbyvariousUNWaterentitiestohelpacceleratetheimplementationofpolicyactionsandmeas­ures;

02 communicationsaimedatnon­UNaudiences,especiallythemedia;

03 implementingcampaignsaimedatraisingpublicawarenessatalllevelstomaintainpoliticalmomentumforthewaterandsanitationagenda,suchasWorldWaterDay;and

04 organisingandcoordinatingthepresenceofUN­Wateratmajorevents.

Allthisrequiresidentifyingstrategicissues;UN­Watertaskforcesandthematicpreparing key messages for different audi­priorityareas(TPAs)areorganisedences; preparing information products; andaround themes, including sanita­designingandimplementingcommunicationtion,transboundarywaters,watercampaignsandactionsaswellasmediaca­quality and wastewater, climatepacitydevelopmentandresearchactivitiesonchange,integratedwaterresourcesbestpracticesandcommunication.managementandsoon.

Theseactivitiessupportimplementationofac­tivitieswithinandoutsidetheUNsystem,towardstheachievementofinternationalagreedgoals,addingvaluetoexistingcommunicationactionsoftheUNsystem.

UN­WaterhasdefinedanumberofthematicinitiativesforitsworkovertheDecade,whichin­clude:

3.WhywedoitTheroleoftheOfficeinsupportingUN­Waterisfundamental,asUN­Waterrecognisesthatadvocacyandcommunicationarekeyforraisingawarenessamongstgovernmentsandstakeholdersoftheneedtoachieveinternationalagreedgoalsonwaterandsanitation.TheOfficethusplaysanimportantroleinfacilitatingactionorientedresponsesfromallstake­holdersatalllevels.

UN­Waterrecognisesthatinvestmentsincommunicationhelpstrengthenthecollectivevi­sionofwhattheinteragencymechanismshouldbe.Communicationsandadvocacyactivi­tiesservetoenhancethecoherenceoftheUnitedNationssystem’sactions.

Importantly,communications,informationandadvocacyactivitiesenhancethecredibilityandvisibilityofUN­Water.TheOfficethenservestheimportantroleofenhancingtheac­countabilityofinternationalwatergovernance,increasingtransparencyoftheworkofUN­Water members and partners, and increasing the local impact of UN Agencies andProgrammes.But,beyondthese,thereistheimportanttaskofenablingcitizenstohavetheirvoicesheardintheUNsysteminrelationtowaterissues.TheOfficethencontributestoimprovingwatergovernanceandtheresponsivenessoftheUNsystemtothegeneralpublic’sconcerns.

Transparency,accesstoinformation,involvementofstakeholders,andpublicparticipationareallimportantelementsreferredtothroughoutAgenda21.TheUNECEConventionofac­cesstoinformation,publicparticipationindecisionmakingandaccesstojusticeonenvi­ronmentalmatters(AarhusConvention)buildsonprinciple10ofAgenda21.ThisPrincipleassertsthatthebestwaytoaddressenvironmentalissuesiswiththeparticipationofallstakeholdersattheappropriatelevel,includingthatofwomen,youth,indigenouspeopleandlocalcommunities.Onebenefitofimprovedgovernanceisareductionincorruption,asourceofdevastatingsocial,economicandenvironmentalimpacts.Itisthepoorwhooftensuffertheseimpacts,andcorruptioncanincreasetheinvestmentcostsoftheMDGs.In­creasingpublicawarenessaboutwateralsopromotesthesustainableuseofwaterre­sources.U

2010wasayearfortheMidtermProgressReviewoftheDecade.Thereviewexaminedprogressinat­taininginternationalgoalsrelatedtowaterduringthefirstfiveyearsoftheInternationalDecadeforAction“WaterforLife”2005­2015.Itdiscernedthatthereareongoingproblemsandnewissuesresult­ingfromworldcrises,particularlythecrisesofen­ergy, food and finance. There are major newobstacles,includingtheeffectsofclimatechange.Thereviewpointedoutthatnationalgovernmentsareresponsiblefordefiningsuitablepoliciesandal­locating sufficient budget to water services andwaterresourcesmanagementsincewateriscrucialtoachievingtheMDGs.However,developingcoun­triesshouldreceivesustainedandreliablefinancialaidandfairandequitabletransfersoftechnology,according to the principle of co­responsibility, inordertoovercomethechallengesofcleandrinkingwater,sanitationandtheapplicationofadaptivecli­matechangestrategiesatanationallevel.There­viewprocessconcludedthatcontinualreinforcementofnationalgovernments’politicalgoodwill,financialcommitmentsanddevelopmentaidisrequired.Thisshouldbethemaximumpriorityinordertoachievethewater­related, internationally­convenedgoalsbeforetheendoftheDecade,especiallyindevelop­ingcountries.

Highlights from the roundtableonSustainableFinancing

• Thereisaneedforfinancingfromallsources:public,privateandex­ternal.

• Moremoneyisnotenough.Govern­mentandinternationalaidneedstobe better targeted (e.g. to slums,rural areas, the poor, sanitation)and spent more effectively andfairly.

• Thereisaneedtomobilisegovern­mentsandinternationalaidtoim­provefinancingforsmallcomunnityandutilityprojectsifwewanttotar­getbettertoachieveMDGs.

• Goodgovernanceattractsfinancing.

• There is scope for innovative fi­nancingmechanismsanddifferentapproaches: output­based aid,combination of grants and loans,groupfinancing,smartsubsidiestodealwithaffordabilityandpaybackperiods, microcredit, climate re­silience funding, commercial fi­nance,etc.

UNW­DPACcontributedtotheReviewwithaseriesofReadersforeachoftheroundtablethemesandorganisedandmoderatedaroundtablesessiononsustainablefinancingissues.

6.2.WaterandCitiesHalfofhumanitynowlivesincities,andwithintwodecades,nearly60percentoftheworld'speoplewillbeurbandwellers.Urbangrowthismostrapidinthedevelopingworld,wherecitiesgainanaverageof5millionresidentseverymonth.Theexplodingurbanpopulationgrowth creates unprecedented challenges,amongwhichprovisionforwaterandsanita­tionhasbeenthemostpressingandpainfullyfeltwhenlacking.

Twomainchallengesrelatedtowaterareaf­fectingthesustainabilityofhumanurbanset­tlements:thelackofaccesstosafewaterandsanitation,andincreasingwater­relateddis­asters such as floods and droughts. Theseproblemshaveenormousconsequencesforhumanhealthandwell­being,safety,theen­vironment, economic growth and develop­ment. The lack of adequate water andsanitationfacilitiesleadstohealthissuessuchasdiarrhoea,malariaandcholeraoutbreaks.

In2011,WorldWaterDay(WWD)wasintendedtofocusinternationalattentionontheimpactofrapidurbanpopulationgrowth,industrialisationandclimatechangeonwaterresourcesandenvironmentalprotectioncapabilitiesofcitiesandsmalltowns.Keyissuessuchasgrowingurbanwaterandsanitationdemand,increasedpollutionfrommunicipalandin­dustrialdischarges,climatechangeanditsunforeseenrisksandchallenges,overexploita­tionofavailablewaterresources,andbettertargetingoftheurbanpoorwerediscussed.Thecriticalroleplayedbylocalgovernmentsandotherserviceprovidersintacklingthesechallengeswasalsoexplored.UN­HABITATassumedresponsibilityforWorldWaterDayco­ordinationwithadditionalsupportfromUNEP.

6.5.WaterandClimateChangeWateristheprimarymediumthroughwhichclimatechangeinfluencesEarth’secosystemandthusthelivelihoodandwell­beingofsocieties.Highertemperaturesandchangesinextremeweatherconditionsareprojectedtoaffectavailabilityanddistributionofrainfall,snowmelt,riverflowsandgroundwater,andfurtherdeterioratewaterquality.Thepoor,whoarethemostvulnerable,arelikelytobeadverselyaffected.

Waterstressisalreadyhigh,particularlyinmanydevelopingcountries;improvedmanage­mentiscriticaltoensuresustainabledevelopment.Waterresourcesmanagementaffectsalmostallaspectsoftheeconomy,inparticularhealth,foodproductionandsecurity;do­mesticwatersupplyandsanitation;energyandindustry;andenvironmentalsustainability.Ifaddressedinadequately,managementofwaterresourceswilljeopardiseprogressonpovertyreductiontargetsandsustainabledevelopmentinalleconomic,socialandenviron­mentaldimensions.

Adaptationtoclimatechangeiscloselylinkedtowateranditsroleinsustainabledevelop­ment.Torecognisethisrealityandtorespondaccordinglypresentsdevelopmentopportuni­ties.Variousnecessaryadaptationmeasuresthatdealwithclimatevariabilityandbuilduponexistinglandandwatermanagementpracticeshavethepotentialtocreateresiliencetocli­matechangeandtoenhancewatersecurityandthusdirectlycontributetodevelopment.

6.6.WaterandInternationalCommitments

Theworld’spopulationhasincreasedbyalmost1.5billionpeoplesince1990;94%ofthisgrowthhasoccurredindevelopingregions.

Between1990and2008,theproportionoftheworld’spopulationwithaccesstoimproveddrinkingwatersourcesincreasedfrom77%to87%.Thisconstitutesanincreaseofalmost1.8billionpeopleworldwideandputstheworldwellontrackformeetingtheMDGdrinkingwatertargetof89%.Despitethisprogress,itisestimatedthatin2008,therewerestill884millionpeoplethatdidnotuseimproveddrinkingwatersources.Atthecurrentrateofprogress,672millionpeoplewillnotuseimproveddrinkingwatersourcesin2015.

TheUnitedNationsestimatesthat2.6billionpeoplestilllackaccesstoimprovedsanitationandaround1.2billionpracticeopendefecation.Unlesshugeeffortsaremade,thepropor­tionofpeoplewithoutaccesstobasicsanitationwillnotbehalvedby2015.EvenifwemeettheMDGsanitationtarget,therewillstillbe1.7billionpeoplewithoutaccesstobasicsan­itation.Ifthetrendremainsascurrentlyprojected,anadditionalbillionpeoplewhoshouldhavebenefitedfromMDGprogresswillmissoutandby2015therewillbe2.7billionpeoplewithoutaccesstobasicsanitation.

Strengtheningimplementationcapacitiesofstakeholdersatalllevelsinordertoachievetime­boundgoals,targetsandactionsagreedbytheinternationalcommunityinthewaterandsanitationfieldsrequireseasyaccesstohigh­quality,understandable,reliable,rele­vantandtimelyinformation.Atremendousamountofvaluablewaterandsanitationrelatedinformationisgeneratedeveryyearbydifferentagencies,programmesandinitiativesoftheUN­system.Unfortunatelythisinformationisscattered,makingitdifficultforstakeholderstoaccessrelevantinformationontimeinordertomakeinformeddecisions.Often,stake­holdersarenotfamiliarwiththemandateofeachagency,itsmainareasofcompetenceandspecificfocus.

In2009,UNW­DPACdistributedasurveytoUN­Watermembersoninformationandcom­municationissueswithaviewtofurtherelaborateandconsolidateitsinformationandcom­municationstrategiesandrelatedworkplanpointsandtoreachaconsensusonspecificareaswhereUNW­DPACcouldsupportUN­Watermembers.Inthesurvey,UN­Watermem­berssuggestedthatUNW­DPACshouldpromotethevisibilityofUN­Wateranditsmem­bers’workonwaterandsanitationandalsorepresentanauthoritativesourceofinformationforUN­Watermembersandfordifferentstakeholders(e.g.mediaprofessionals,educators,etc.).Takingthisintoaccount,UNW­DPACstartedtodevelopaUNDocumentationCentreonWaterandSanitation.

TheobjectiveoftheUNDocumentationCentreonWaterandSanitation(UNDCWS)istoactasaclearinghouseonwaterandsanitation­relatedinformationmaterialsproducedbytheUNsystem(programmes,agencies,etc.).ThespecificobjectivesoftheUNDCWSare:

01 Tofacilitatesearch,increasedisseminationandimprovevisibilityofUNinforma­tionmaterialsonwaterandsanitation;

02 Toincreaseandfacilitateonlineandoff­lineaccesstoUNinformationmaterialsonwaterandsanitation;

International Decade for Action ‘Water for Life’ 2005-2015

A Decade for Water, a Decade for Life Contributing towards the primary goal of the Water for Life Decade, Spain has agreed to pro­vide resources to the United Nations to establish an Office to support the International Decade for Action (UNO-IDfA). Located in Zaragoza, Spain, and led by the United Nations Department of Economic and Social Affairs (UNDESA), the Office implements the UN-Water Decade Pro­gramme on Advocacy and Communication (UNW-DPAC) aimed at sustaining global attention and political momentum in favour of the water and sanitation agenda at all levels during the Decade.

The designations employed and the materials presented in this publication do in no way represent opinions of the Sec­retariat of the United Nations or the UNO-IDfA ‘Water for Life’ 2005-2015 concerning the legal status of any country, ter ritory, city or area, or of its authorities, or concerning the delimitation of its frontiers or boundaries.
