There are major newobstacles, includingtheeffectsofclimatechange.Thereviewpointedoutthatnationalgovernmentsareresponsiblefordefiningsuitablepoliciesandallocating sufficient budget to water services andwaterresourcesmanagementsincewateriscrucialtoachievingtheMDGs.However, developingcountriesshouldreceivesustainedandreliablefinancialaidandfairandequitabletransfersoftechnology, according to the principle of coresponsibility, inordertoovercomethechallengesofcleandrinkingwater,sanitationandtheapplicationofadaptiveclimatechangestrategiesatanationallevel.Thereviewprocessconcludedthatcontinualreinforcementofnationalgovernments’politicalgoodwill,financialcommitmentsanddevelopmentaidisrequired.Thisshouldbethemaximumpriorityinordertoachievethewaterrelated, internationallyconvenedgoalsbeforetheendoftheDecade, especiallyindevelopingcountries.

• Goodgovernanceattractsfinancing.
• There is scope for innovative financingmechanismsanddifferentapproaches: outputbased aid, combination of grants and loans, groupfinancing, smartsubsidiestodealwithaffordabilityandpaybackperiods, microcredit, climate resilience funding, commercial finance, etc.
