Chief Execu6ve Monitor, 5 September 2015 Dear Mr Benne., Re Monitoring of whistleblowing governance by Monitor I write to ask for informa6on about whistleblowing disclosures to Monitor. 1) It has been considered good prac6ce since 2010 for the NHS to track the number and nature of concerns raised by staff, the handling of such concerns and their outcome, including whether staff have suffered detriment. [1] 2) The 2013 Whistleblowing Commission led by Sir Anthony Hooper advised that prescribed bodies such as Monitor should collate and publish the following data: “a) the number and type of concerns received by regulators from whistleblowers; b) the number of enforcement ac6ons that have been triggered or contributed to by whistleblowers; c) the number of PIDA claims that have been referred by the employment tribunal service;[92] d) the number of organisa6ons which failed to have in place effec6ve whistleblowing arrangements and what ac6on was taken as a result;” [2] 3) The Public Accounts commi.ee also made a recommenda6on for the government and its arms length bodies, such as Monitor, to trends in whistleblowing. [3] 4) Last November, the government accepted these good prac6ce principles. [4] 5) In his Freedom to Speak Up Review, Sir Robert Francis again advised that the number and nature of NHS whistleblowing disclosures should be monitored. [5] To that end, please could Monitor provide more detailed informa6on about whistleblowing disclosures that it has received. Monitor has advised in its Annual reports of 2013]2014 and 2014]2015 that it received 28 and 39 respec6vely in these years. No informa6on has been given in these Monitor reports about the nature of these concerns. Accordingly, i) Please may I be provided with an analysis of the nature of concerns for each of these financial years 2013]2014 and 2014]2015
