1 EXECUTIVE SUMMARY

1.1 Plant Features

M/s Unnati Udhyog Pvt Ltd proposes a Greenfield project for combined Common Effluent Treatment Plant (CETP) and Incinerator Facility at plot No 23,24,25,26, Village Gopalpur, Sikandrabad Industrial area, District Bulandshahar, Uttar Pradesh.

The plot is in the industrial area with a total plot area of 6,430 sqm. Aprrox 1200 sqm (19%) of total plot area will be covered under green belt. Total cost of the project will be approx. INR 9.0 Crores.

The project will comprise of CETP of 1 MLD and Common Incinerator Facility of 2 ton/hr (solid and liquid waste) capacity.

1.1.1 Infrastructure

The site is well connected to NH-91 and is accessible through approach roads. Separate storage area will be provided for storing solid and liquid waste. Solid waste will be stacked in three layers. Admin building, laboratory, Chemical storage area for CETP will also be established.

1.1.2 Utility

Power: Total power requirement for proposed project is 2,000 kW and will be supplied by UPPCL. Two DG sets of 250 KVA and 500 kVA capacity will be installed for emergency backup supply.

Fuel: 400kg/hr of HSD will be used for DG sets and process.

Water: Total water requirement for proposed project is 164 KLD out of which 8 KLD of fresh water will be supplied through tankers and remaining water requirement will be fulfilled by treated CETP water after using RO of 150 KLD.

1.2 Environment

Environmental issues associated with proposed CETP and Incinerator includes:

Air emissions: Emissions of SO2, NO2, HC, HF are envisaged from Incinerator. In case of improper quenching, emission of dioxins/furans are also envisaged.

Wastewater: Domestic waste water will be disposed to soak pit. All other process waste water will be sent to CETP. Final disposal of CETP treated water will be done to UPSIDC drain.

Hazardous Waste: CETP sludge will be disposed to Incinerator. Ash from Incinerator will be sent to TSDF site.

1.3 Conclusion

The proposed project will cater the need of the industries by providing CETP and Incineration facility in the area thereby will encourage industrial growth in the region and result in additional revenue for government.

2 INTRODUCTION

2.1 Identification of Project and project Proponent

As per the EIA notification dated 14th September, 2006, as amended till date, the proposed project falls under the Project / Activity: 7(d) – Common Hazardous waste treatment, storage and disposal facilities (TSDFs) and 7(h) - Common Effluent Treatment Plants (CETPs). The project shall be treated as category “A”.

M/s Unnati Udhyog Pvt. Ltd. is currently engaged in transportation and disposal of waste to recyclers under directorship of Mr. Rajeev Goel.

2.2 Brief Description of Nature of the Project

The proposed project is a Greenfield CETP and Incineration Facility project at village Gopalpur, Tehsil Sikandrabad, District Bulandshahr, Uttar Pradesh.

2.3 Need for the Project and its Importance to the Country and or Region

The area has various small and medium scale industries of paints, printing & dyeing, automobiles, sugar, pesticides etc. These industries generates huge amount of waste water and incinerable waste.

As there is no CETP and incineration facility in the area, the industries either send their waste to distant treatment facilities or they dispose in an unscientific manner.

Hence, the proposed project will cater the need of the industries by providing CETP and Incineration facility in the area.

2.4 Demand Supply Gap

The area has different category of industries generating incinerable waste and waste water. Due to lack of treatment facilities in the area, the industries are disposing the waste in an unscientifically manner. The proposed project will cater the need of the area.

2.8 Employment Generation (Direct and Indirect) due to the project

During the construction phase, around 50 workers and during operational phase around 30 workers including contractors will be required. Local skilled and semi-skilled workers will be engaged during construction phase.

An incinerator is designed to achieve complete combustion of the waste with maximum extraction of heat from exhaust gases and extensive cleaning of the exhaust gases to ensure only minimal amounts of harmful substances released into the atmosphere. The supply and movement of the waste through the chamber is automated and adjustable. There is an adjustable forced supply of air as insufficient air will lead to incomplete combustion while excess air makes it difficult to achieve the required temperatures. The air is usually drawn in from the storage area containing dust and odour in it and is destroyed in the combustion process ensuring no odour and dust escape from the building. A controllable amount of secondary fuel such as natural gas is supplied to ensure required temperature is attained. The chamber is designed to keep exhaust gases at required temperature for a sufficiently long time. The chamber has an ash collection and removal system. Ash from the combustion chamber is first cooled with water and then sorted and graded and used as a building aggregate. Flue gases from combustion chamber enter into quencher where low TDS/raw water is injected to quench the temperature from 900°C to 300°C. After quenching, flue gas passes through cyclone, bag filter and scrubbers to reduce the temperature further and removal of contaminants. The flue gas is released to the atmosphere through exhaust (ID) fan.

3.5.2 Process Description- CETP

The CETP units are described below:

Equalization Tanks

The prime purpose of equalization tank is to have constant load. Equalization tank shall be provided with coarse bubble aeration grid. Aeration grid will be provided at the bottom and air will be supplied via Blower in order to have adequate mixing in the tanks. Mixing of lime batch wise is also carried out in equalization tank as a part of coagulation process.

Flash Mixing Tank

After addition of lime in the Equalization tank, alum is added and flash mixing is carried out in Flash mixing tank. Alum is used as a coagulant for the removal of suspended and colloidal particles. Agitators are provided with RPM 100 so as to carry out Flash Mixing.

Flocculation Tank

Flocculation Tank is provided for the formation of Flocs of alum and the colloidal particles. Slow mixing with Flocculator RPM 10-15 is carried out and the Flocs are allowed to form. Polyelectrolyte is added in the flocculation tank for the enhancement in the floc formation and to improve the binding of the flocs.

Primary Settling Tank

A primary settling tank is provided for settlement of the chemical flocculated sludge generated from the Flocculation tank. The sludge from the bottom shall be sent to sludge collection sump. Overflow from the settling tank will be sent via gravity into Aeration Tank. A PVC Tube settler media will be installed in the tank.

Ist stage Aeration Tank

Aeration tank is provided for removal of organics using biodegradation with MLSS concentrations of around 3000 mg/l. Diffused aeration system with Air blowers will be provided in the tank for air supply.

Secondary Settling Tank

A Secondary settling tank is provided for settlement of the biological sludge generated from the aeration tank and its recirculation. The sludge from the bottom shall be sent to sludge collection sump / re-circulated to the aeration tank for maintaining the sludge concentration. Overflow from the settling tank will be transferred to aeration tank 2.

IInd Stage Aeration Tank

Aeration tank II is provided for further removal of organics using biodegradation with MLSS concentrations of around 3000 mg/l. Diffused aeration system with air blowers will be provided in the tank for air supply.

Final Settling Tank

A Final settling tank is provided for settlement of the biological sludge generated from the Aeration Tank II and its recirculation. The sludge from the bottom shall be wasted to sludge collection sump / re-circulated to the aeration tank for maintaining the sludge concentration. Overflow from the settling tank will be transferred to Intermediate Collection Tank.

Intermediate Collection Tank

An intermediate collection tank is provided for intermediate collection and for disinfection treatment (using NaOCl dosing) of the biologically treated waste waters. The tank also acts as intermediate storage of treated waste water for further pumping to tertiary Treatment system.

Pressure Sand Filter

A Pressure sand filter consisting of sand and gravel bed in a pressure vessel is considered for final filtration and adsorption of residual organics and colloidal suspended solids. The filter vessel will be of MSEP of capacity of 50cu.m per hr and operation: 20 hrs.

Activated Carbon Filter

An Activated carbon filter consisting of activated carbon and gravel bed in a pressure vessel is considered for final filtration and removal of color. The filter vessel will be of MSEP of capacity of 50cu.m per hr and operation: 20 hrs.

Final Collection Tank

A final collection is provided for collection of final treated outlet of the ETP. The pumps required to transfer the effluent will be in Clients scope.

Decanter Centrifuge

The primary sludge and biological sludge will be stored into the sludge collection sump. From this sump, the sludge will further dewater through decanter.

3.8 Availability of water its source, Energy/power requirement and source should be given

3.8.1 Power Requirement

Total power requirement for the project is proposed to be 2,000 KW and will be supplied by Uttar Pradesh Power Corporation Ltd (UPPCL).

Power backup: DG Sets of 1x250 kVA +1x500 kVA capacities will be used in case of emergency.

3.8.2 Fuel Requirement

400 kg/hr of HSD will be used for DG sets and incineration process.

3.8.3 Water Requirement

Total water requirement for the proposed project is 164 KLD. Fresh water requirement of 8 KLD will be met by tankers. Remaining water requirement will be fulfilled by CETP treated water after using RO of 150 KLD. Water consumption breakup is given in Table 3-3.

4 SITE ANALYSIS

4.1 Connectivity

4.1.1 By Road

The site is connected via internal roads to NH-91 at a distance of 1.3 km in SW direction.

4.1.2 By Rail

Ajaibpur railway station is located at an aerial distance of ~6.5 Km in SW direction and Dadri railway station at a distance of 12.5 km in NW direction from the project site.

4.1.3 By Air

Nearest airport from project site is IGI Airport, New Delhi located at an aerial distance of ~ 56 Km in West direction.

4.2 Land Form, Land Use and Land ownership

The site has been purchased by proponent from Uttar Pradesh State Industrial Development Corporation Ltd (UPSIDC). The landuse of the site is industrial.

4.3 Topography (along with map)

The entire area is covered by Indo-Gangetic alluvium of Quaternary age. Physiography, the area is flat terrain and gradient is very gentle sloping towards south western direction. Project site shown on Toposheet (Bulandshahr, Uttar Pradesh) is shown in Annexure 3

4.4 Existing land use pattern (agriculture, non-agriculture, forest, water bodies (including area under CRZ), shortest distances from the periphery of the project to periphery of the forest, national park, wild life sanctuary, eco sensitive areas, water bodies (distance from the HFL of the river), CRZ. In case of notified industrial area, a copy of the Gazette Notification should be given.

4.4.1 Water Bodies

Upper Ganga Canal is at distance of ~7.0 km in NE direction and Khatana distributary is at a distance of 3.0 km in NW direction from project site.

4.5 Existing Infrastructure

The proposed site is a Greenfield project and does not have any existing infrastructure.

4.6 Soil Classification

The soil ranges from pure sand to stiff clays and including all combination of the two extreme litho units. The pure sand is called Bhur and clay is called Matiar. The mixture of sand and clay in equal proportion forms Dumat or loam, a good agriculture soil. Several subcategories of Dumat are possible depending upon the contents of clay and sand. The bad land patches (Kallor) which are ingested with Reh at places do not support any vegetation growth. Alluvial soils occurring in flood plain of rivers is called Kemp which yield good crops. Kankars invariably associated with clay and at times retards ground water movement.

4.7 Climatic Data from Secondary Sources

Based on the available long-term climatological tables (1961 – 1990) published by India Meteorological Department (IMD) of Meerut, average temperature and relative humidity are 22.3°C and 68% respectively. 1st Pre-dominant wind direction is noted from West to East (21 %). 2nd pre-dominant wind direction is from East to West (14%).

Above mentioned climatic conditions will be considered during designing stage.

4.8 Social Infrastructure Available

The social infrastructure like health centre, schools, place of worship and community facilities is located at Sikandrabad at a distance of ~ 6.0 km in SE direction.

5 PLANNING BRIEF

5.2 Population Projection

Sikandrabad has population of 81,028 of which 42,152 are males while 38,876 are females as per report released by Census India 2011. Population of Children with age of 0-6 is 12244 which is 15.11 % of total population. Female Sex Ratio is of 922 against state average of 912. Literacy rate is 65.71 % with male literacy around 73.35 % while female literacy rate at 57.49 %.
