Help for New York State Homeowners Concerned About Foreclosure — Self-Help Materials and Resources
Over the past year, Homes & Community Renewal, NeighborWorks America, CXHE and the Empire Justice Center have worked together to provide support to families who may be facing foreclosure.
Concerned about declining funding along with increasing need — especially for information and resources specific to New York’s foreclosure process — we developed a series of fact sheets and supporting information that can be used by nonprofit housing and legal assistance counselors working with families, or as self-help resources directly for families.

• “The dream of homeownership has become a nightmare for some.”
• Advocates have come together. We’ve had success. There is still work to be done but we can applaud ourselves for mobilizing in a crisis and making sure it did not get as bad as it could have.
• “We can be proud of our work.”
• The AG office is taking over the funding, but HCR will still provide support.

• The National Mortgage Settlement is providing $60 million over the next three years in NYS to support this work
• Funds will be used to assist distressed homeowners and ensure that counseling and legal services can continue.
• Let’s maximize the impact of this agreement. Let’s work as a network to think systematically: How can we solve these problems? How can we protect homeowners?
• “Think big! We can be a national model.”

Closing Plenary: Review of Day Panel Discussion with State & Federal Agencies
• AG: HOPP funding announcements yesterday. Contracts out shortly. Planning conference calls in Oct. Training and TA will be available in program.
• HUD: Major re-organization of the Office of HC. Hope to do HUD HC NOFA early in FY 2013. HUD grant will be streamlined. The logic model is dead!
• HUD has released several new counseling studies. Find these at huduser.org.
• CFPB wants to hear from counselors about their proposed rule changes and complaints of servicers.
• “We depend on people who see the problems firsthand to be our eyes and our ears.”

Panel Discussion with State & Federal Agencies
• DFS will rolling out its foreclosure intervention efforts. “Recommends de-stigmatizing foreclosure.”
• HCR: “HCR will continue be involved in these efforts.”
• HCR administers 12 different programs that will help with homeownership preservation, including CDBG, HOME, NFMC, EHLP, RESTORE, and Neighborhood Stabilization Program.
• HCR is rolling out new useful factsheets (in several languages).

• New fact sheets provide resources to families in distress and to counselors that are helping them.
• Provide a starting point for some and complete solutions for others.

HOPE NOW, Hope LoanPort and Anchor Partners
• HOPE NOW is seeing great progress with loan mods but there’s much more work to do – with fewer resources. “We have to solve for the dollars – but need sustainable funding for counseling services.”
• Hope LoanPort is an example of using technology better being more transparent, working better together, etc.
• Anchor Partners will be working closely with practitioners and the Office of the AG to iron out the details of the HOPP Program, as well as coordinating technical assistance and training opportunities.

Closing Plenary: Review of the Day Build a Stronger Statewide Network and Unified Voice to:
– Create self-help training materials/videos on web for homeowners
– Develop web-based intake and triage (possibly centralized)
– Create standardized processes across NY State for intake, triage, etc.
– Organize regional training workshops / clinics / webinars
– Communicate, work and negotiate with servicers
– Improve quality of servicer services – for example, addressing HAMP
confusion, settlement conference delays, poor communications
– Improve HOPE Loan Port – make it more user friendly
