The full program proposal for a Bachelor in Psychiatric Nursing has also been posted to PSIPS and concerns raisedby Douglas College are being addressed as a collaborative effort between the two institutions

This program is open to all students who meet the entrance requirements There are no age restrictions as life andprevious work experience are seen as benefits for students applying to this field ofwork A variety of students fromrecent high school graduates to thosereentering the workforce or making a career change are successful in thecurrent program Efforts will be made to encourage males to participate in a traditionally female dominatedprofession through recruiting and ensuring a supportive educational environment

Other Characteristics Public Safety Communicators must have excellent multi tasking abilities to simultaneouslymanipulate telephones and radios while thinking quickly and critically making necessary decisions with limitedinformation Communicators must have excellent listening skills be assertive but not aggressive able to maintainemotional control and work well as part of a team

Students must be prepared to participate actively in all facets of the program show enthusiasm and commitmentand be willing to accept constructive criticism to attain the skills necessary for employment Ideally applicants willhave some experience in related fields such as victimsassistance or crisis management

Culture Past enrolment has included various students from diverse cultures We are planning to expand our needsanalysis to include the Public Safety Communications centres that work with First Nation policing initiatives Across cultural approach establishes a consistent and sensitive teaming environment by acknowledging differentlearning styles and maintaining positive attitudes toward heritage and other workplace cultures Students areexpected to treat each other and their instructors with respect and dignity

Access Access will not be limited by backgrounds and abilities as adaptations are made for specific student needsto ensure success Students with diverse learning needs such as learning andor physical disabilities have allsuccessfully completed the present program There are a number of accommodations that can be made for a varietyof economic or physical disabilities Financial assistance is available to help students access the program fromFinancial Awards and Student Loans

Gender Equity Role models outreach to the high schools and through other venues such as advertising willhighlight the educational and varied employment opportunities for males in this traditionally female occupation

Existing Program Outcomes

Currently the Public Safety Communications at Kwantlen is an intensive ninemonth Certificate program focused onfour learning outcomes

1 Develop the practical and theoretical skills knowledge and attitudes that graduates must apply in industry

2 Gain practical fluency through handson training with communications systems similar to those used inthe field

3 Demonstrate knowledge of human behaviour pattemsand develop the interpersonal skills needed to effectivelymanage crisis calls relate to coworkers and supervisors work in a team environment and to cope with stress

4 Participate in a wide variety ofexperiential activities oral and written presentations field trips and agencypracticums

Proposed Program Outcomes Broad DescriptionThis program prepares graduates for a career in Public Safety Communications in a variety of discipline areasMultiple exit and reentry points see Appendix C allow students to combine work and teaming over an extendedperiod of time

Semester 1 provides entrylevel knowledge skills and attitudes required for emergency communicators and will givethe graduate a Citation in Public Safety Communications

Semester 2 provides experience and skills specific to emergency services communication and has the exitcredential of a Certificate Semester 2 includes a practicum component that allows them to gain industryexperience in communications centres This gives the student the opportunity to apply course knowledge andreview with instructors how to apply skills to the new working environment

Semester 3 enables the graduate to pursue their education in the field of public safety communications in the areaof supervisory and management studies Graduates can go on to further studies in the fields of emergencyservices as responders police officers firefighters paramedics emergency planning or the criminal justicesystem related fields The exit credential is an Advanced Certificate This specialty focus and in depthunderstanding of the emergency services industry creates unique knowledge of supervisory responsibilities inthis environment They will take academic courses to prepare for further studies and transfer to 4 year degreeprograms such as Criminology or Business Administration degrees This is the only program in the provincethat provides this level of credential in Public Safety Communications

Semester 4 continues to provide skills and experience that allows the graduate to enhance their supervisory skillsand knowledge for promotional opportunities available in communications centres They will complete theiracademic studies in preparation for moving into degree programs They will graduate with a Diploma in PublicSafety Communications

Existing Programs at Other Institutions

Kwantlen currently licenses the Public Safety Communications Certificate Program curriculum to other postsecondary institutions across Canada including Mohawk College Malaspina University College UniversityCollege of the Cariboo Some of the curriculum has been sold to Grant McEwan College and Medicine HatCollege to enhance their own emergency communications programs

Each course employs very distinct and different modes of instruction and a large variety of instructional strategies areused and are tailored to fit the curriculum the course content and student needs

New courses that are to be developed will also focus on expanding electives available and extending the use ofinteractive webbased learning

The program will concentrate on giving positive and reinforcing evaluations that are authentic in application This willinclude extensive formative as well as summative evaluations Methods include individual and group work classparticipation written presentations skill testing exercises self evaluations and clinical assessments Student practicumplacements and ongoing lab sessions promotes feedback from industry professionalsInstructor Interviews both before the program starts and during the program will encourage students and assist futuresuccess The mix of returning and continuing students encourages informal networking and feedback on employmenttrends

Industry approved curriculum that is clearly linked to the National Occupation Standards Analysis as developed andapproved by industry ensuring that there is a close fit between education and application Employability skills areembedded in all courses and meet with the occupational analysis

Multiple reentry points allow planned retum to complete a next stage This encourages students to plan a continualupgrading and a longterm educational plan Shorter duration for each credential stage allows students to achieve acredential and continue to advance in industry Students who wish to pursue employment may retum to completefurther studies

The proposed diploma is designed specifically for career progress in this expanding field

This program is slated to move to the new Cloverdale campus

In addition to currently dedicated classroom space plus one communications lab it is unlikely that we will require anyadditional Tabs to meet the indicated FTE target at Cloverdale that has been identified by Educational Planning Theclassrooms will be required to accommodate face toface seminars in a manner that encourage group work and highinteractivity Each classroom space will be equipped with Smart Classroom technology similar to the currentKwantlen eClassroom standards

A dedicated computer lab for Public Safety Communications will include specific equipment such as

Computer Aided Dispatch CAD system

Telephone system supported by the Thus 91 1 platform for call simulations

Radio system consoles and software for training and simulationsFull access to the Internet

A private interview room for security interviews with an investigator

Secure storage space for confidential records and program materials

Access to a Conference centre or other large space will be needed occasionally for community forums and largepresentations

The need for additional classroom space will be required as the program grows

It is expected the space requirements will be met with the first phase development of the Cloverdale Campus

The Public Safety Communications Program curriculum is unique to Kwantlen University College and has beenlicensed to other institutions in various parts of BC and across Canada Having developed the curriculum at therequest of the industry in 1990 Kwantlen University College will continue to respond to industry by providingsupervisory and management training for public safety communications professionals The current trend in thepublic safety communications field is the move toward centre amalgamations of all emergency services such asEComm Corporation in Vancouver RCMP District Operational Communication Centres OCCsand otherservice amalgamations in dispatch centres Having larger staffs requires supervisory and management personnelemployed in these centres

The programsfaculty and staff have impressive experience in the key program areas Program instructors haveextensive and current experience in police fire and medical communications law human behaviour andemergency preparedness Courses are updated through industry participation consultations with the programsadvisory committee instructors professional development and through procurement and use of appropriateequipment for student use

Students enrolled in the certificate program complete a practicum of 96 hours minimum working in anoperational communications centre Here they gain valuable handson experience under the direct supervision ofan industry professional assigned to guide and assess their performance

Many of the people looking for supervisory and management training have been in the public safety communicationsindustry for a number of years and are not necessarily graduates of the Certificate program at Kwantlen UniversityCollege We will be working with the PLA Coordinator and the Registrar to provide a workable PLA model thatallows students to receive credit in an effective manner in compliance with Kwantlen University College PLA Policy

Students will be employed in a wide variety of traditional and emerging positions relating to public safetycommunications Coupled with their practical experience in the public safety communications industry the studentswill be uniquely prepared for supervisory and management roles in this field They will be equipped to work withdiverse groups to foster justice within and beside the existing legal system They will have a thorough understanding ofcommunity evaluation and accountability the significance of context and the multi dimensional aspects of problemsolving in relation to crime and related social problems

Their positions will include communication centre supervisor trainer team manager shift supervisor operationsmanager community organizer volunteer manager consultant and program officer

2 What other individual or societal benefits can be expected from offering the program or from graduates

Availability of upgrading opportunities reinforces the lifelong learning and long term educational planning forindividuals Contact with employers through practicum placements prepares students for successful transitions to fullemployment Employment while pursuing their learning plan allows economic benefits for local municipalities andsociety as a whole

Employment skills gained in the program will prepare students for a multitude of roles in the working world Therewill also be options to enter other educational institutions with transferable credits and skills to further theireducational opportunities

Diploma students will have the skills to guide and mentor those in entrylevel positions and to be productive citizens indealing with the public They will promote the values of systematic ethical research and consensus buildingGraduates will also have enhanced access to other educational institutions through transferable credits and skills tofurther their educational opportunities This includes transfer to degree programs in related disciplines such as businessadministration criminology social services etc

Criminal Justice is generally considered a growth area Increasing populations rapidly changing labour marketsgreater density and diversity will tend to produce increasing crime rates This provides the incentive for both publicand private funding towards the efficient deployment of existing emergency services

There is a trend in the public safety communications field to the amalgamation of emergency services and of existingcommunications centres that creates the need for more highly trained supervisory personnel who are capable ofresponding to the needs of the employees and the industry in general EComm Corporation currently employsapproximately 200 communications personnel including Team Managers Trainers and Operations Managers andSupervisors There is currently no post secondary education program geared toward this specialized occupation

1 Increase in Advising Appointments

We may see an increase in the number of Public Safety Communications students we see This increase could occurfor two reasons

1 Offering a diploma distinction may increase interest in the program and result in more students interested ingetting more information about the program

2 Depending on the finalized structure of the program it could increase in complexity ie if there are openelectives specific entrance requirements or laddering options

II Advisor Training

To advise students effectively educational advisors will need time to become familiar with the program credentialsand options Ideally a staff member from the Public Safety Communications Department will attend an advisorsmeeting well before the program is advertised to the public so that more detailed information can be provided aboutthe program If the program begins September 2006 then advisors will need this information by the summer of 2005so that they may advise students well in advance of the November 1st application date An advisor particularly familiarwith these programs will be needed on the Cloverdale campus before or on the day the campus opensAdvisors will need the following information

Industry SurveyA survey using Testpilot software was developed in the Spring of 2004 in order to determine if a diploma component forthe Public safety Communications Program was viable in the industry The survey was offered to a variety of people in thepublic safety communications industry including graduates of the program longtime employees of the industry who havenot had formal post secondary education in this field employers and trainers

The most significant research finding from the online survey was a positive response to a diploma component for thePublic Safety Communications Program Table 1 illustrates a clear demand for a diploma program 93 of respondentswere in favour of adding a diploma component to the existing PSCM certificate

What was even more compelling was that a majority of the respondents were people employed in the public safetyindustry who had not graduated from the certificate program as indicated by Table 2

What this identifies is the demand for post secondary certification by people who want to create their career path in thepublic safety communications fieldAnother question posed in the online survey was with regard to the method ofdelivery of the diploma program Peopleemployed in the public safety communications field work shift rotations to provide twentyfour hour coverage in thecommunications centres In designing the question the researchers felt that because it is more difficult to juggle schooland shift work it was necessary to investigate other ways to deliver the program The online survey indicated that anumber of respondents were interested in alternate forms ofdelivery outside of the traditional classroom face tofacemodel Table 3 shows online delivery with occasional face toface workshops would be most desirable with a Monday toFriday format as the second choice by a small margin What was surprising was the large number of respondents whofavoured the traditional daytime classes given the nature of the profession

Course delivery also has an impact on the operation of the university college therefore it was also necessary to consultwith intemal service providers The facilities manager indicated that courses held either online or during the eveningwould be more advantageous since the university college is currently dealing with space allocation problems Alternateclass times would also maximize classroom utilization in offpeak hours and increase revenue to the University College

The Office of the Vice President Learning will provide support for the work of DPACand the degree related work of the Education Council This will consist of

managing all intemal and external correspondence materials distribution etc asrequired

providing research and proposal writing advice as resources permit to interestedapplicants

serving as the University Collegesprincipal contact with the Ministry concerningNotices of Intent and Full Program Proposals once these have been approved bythe Education Council and the Board

notifying DPAC and the Education Council of any changes to Ministryregulations procedures or timelines that might impact on the degree approvalprocess

DEFINITIONS

Grade Point Average GPA The grade point average is calculated by multiplying thegrade points associated with the letter grade assigned for each course by the number ofsemester credit hours assigned to that course adding these values for all courses takenand dividing the result by the total number of semester credit hours taken Withdrawalsare not included in the calculations

1 Cumulative Grade Point Average CGPA The cumulative grade point average isthe GPA calculated over all the terms in which the student has been enrolled Incalculating CGPA only the highest achieved grade is used for repeated courses

2 Program Grade Point Average PGPA The program grade point average is theCGPA calculated for those courses listed as program requirements for graduation

1 Minimum requirements for graduationA Kwantlen University College credential will be awarded to a student whocompletes a recognized program and meets the following criteria

Baccalaureate Degree

A minimum of 120 semester credit hours with a minimumCGPA of200 and PGPA of200 or for degreecompletion a minimum of 60 semester credit hours witha minimum CGPA of200 and a PGPA of200 for upperdivision courses only

Associate Degree

A minimum of 60 semester credit hours that are equivalentto 20 three 3 credit courses with a minimum CGPA of200 and PGPA of200 A minimum grade of C in eachcourse for the Associate of Arts and a minimum C averageacross all courses for the Associate of Science

Diploma A minimum of 60 semester credit hours with a minimumCGPA of200 and PGPA of200 IJ

3 Graduation requirementsIn order to qualify for a Kwantlen University College credential a student must

successfully complete the graduation requirements for the program as publishedin the university college calendar current at the time the student commences theprogram If the program requirements change while the student is enrolled thestudent may request in writing to be evaluated against the graduationrequirements in effect at the time of graduation rather than those in effect at thecommencement of the program

4 Transfer credits and substitutions

A student may apply transfer credits for courses or modules taken at secondaryand other post secondary institutions as well as credits obtained through priorlearning assessment toward credential requirements Under ordinarycircumstances there is no time limit on the acceptance of transfer coursesHowever Departments may set a time limit for the transfer of certain courses inwhich the requisite knowledge and skills are subject to rapid change Up to 75of the credits required for a credential may be obtained through a combination oftransfer credit and prior learning assessment

5 Time Limits

Some programs may specify that the requirements for a credential be completedwithin a specific period of time This information will be published in theCalendar If no specific period is noted the student must complete the credentialwithin 10 years of commencing the program Upon submission of a formalrequest the Dean responsible for the program may approve time extensions

6 Second Credentials

In general a student may not receive two 2 credentials for substantially the samecoursework A student who has qualified for a credential in one program andwishes to receive a second credential in a different program may apply credits andcourses from the first credential toward the requirements of the second credentialwhere appropriate A minimum of 50 of the course work for the secondcredential must be from courses or modules that were not used to satisfy therequirements for the first credential In areas where the 50 rule cannot beaccomplished course requirements for an additional or joint credential must beapproved in advance by the Office of the Registrar in consultation with theappropriate Deans

PROCEDURAL GUIDELINES

A student must apply on an Application for Graduation form or be recommended byprogram faculty in order to be considered for graduation

For students planning to attend the graduation ceremony the application orrecommendation must be received in the Office of the Registrar on or before theapplication deadline normally eight 8 weeks prior to the date of the graduationceremony

In determining whether a student qualifies for a credential the requirements as publishedin the University College Calendar in effect at the time of the students initial enrolmentin the program will be used unless the student has requested in writing to be evaluatedagainst the graduation requirements in effect at the time of graduation Whererequirements have changed and prescribed courses were not available suitablesubstitutions will be permitted upon approval of the Dean responsible for the program
