GREETINGS FROM THE CSM COMMAND SERGEANT MAJOR ERIC C. DOSTIE

reetings to my fellow noncommissioned officers. I start out this newsletter with the desire to share all of the amazing accomplishments that have occurred within the past few months. We as NCOs, partners, and Allies, have much to be proud of, and

I hope this brief review conveys many of those achievements to the entire team. Together, the noncommissioned officer corps have trained, mentored, and developed the leaders of tomorrow, and together we shall continue to increase our strength and capabilities.

This being our first NCO Newsletter, I thought it was only fitting to do a brief introduction of the Leadership in place that will help shape the Army and Ground Self-Defense Forces of tomorrow.

irst of all, I’m very honored to have this opportunity to introduce myself. I joined Japan Ground Self-Defense Force (JGSDF) in Mar 1980 at Camp Takeyama, Yokosuka, Kanagawa Prefecture and received

basic training at Camp Itazuma. I have served in various assignments beginning as an Assistant Gunner, 81mm Mortar platoon, 3rd Co, Fuji Training Regement at Camp Takigawara. I then served Gunner, Squad Leader and Platoon Leader at same unit. During those assignments, I also served as a administrative and training sergeant, personnel sergeant for S-1. After PCS to Camp Fuji, I served as a personnel, discipline NCO and CSM, Fuji Training Bde and Fuji School. In 2013, I was selected for my current position to Sergeant Major of JGSDF.

I was born and raised in Miyakonojo, Miyazaki Prefecture, Kyushu. I graduated technical school and entered JGSDF in 1980. I live in Shinjuku, Tokyo as a geographic bachelor for work. My wife, son, daughter and dog, live in Gotenba, Shizuoka Prefecture. One of my hobbies is to play soccer I have been practicing for many years. I participate in 8-10 games a season as a member of club at Gotenba City. I also have been practice calligraphy by long term. I enjoy sharing this traditional Japanese hobby with U.S. ARMY Soldiers to contribute to the bilateral relationship.

To create “Army Strong” JGSDF members, we are diligent in our duties on a daily basis. I want to enhance the US-Japan relationship increasingly our cooperation and support to CSM Dostie, USARJ/ ICF. Finally, all JGSDF members will continue to strive with you to promote bilateral relation-ship and deepen our bonds of personal friendship.

じめまして、陸上自衛隊最先任上級曹長の鈴木喜晃といいます。少しだけ自己紹介をさせて頂きます。

入隊は、昭和５５年３月　神奈川県横須賀市所在の武山駐屯地です。

その後、板妻駐屯地で後期教育を受け同年１１月に滝ヶ原駐屯地所在の普通科教導連隊第３中隊に配属となり、８１Ｍ迫撃砲小隊砲手・副砲手・分

隊長・小隊陸曹の職を取りながら、中隊本部の文書・訓練陸曹、連隊本部第１科人事陸曹で勤務し、その後は富士駐屯地の富士教導団第１科人事准

尉・服務幹部・最先任上級曹長、富士学校最先任上級曹長を勤務した後に、現在の陸幕の勤務となり陸上自衛隊最先任上級曹長代行後、平成２５年

８月１日で現職に上番しました。

出身は九州宮崎県都城市で工業高校卒業後自衛隊に入隊しました。現在は、東京新宿区に単身赴任しており、静岡県御殿場市に自宅を構えておりま

す。家族は、妻・長男(高２)

長女（中２）、犬３匹です。趣味は中学時代から続けている「サッカー」です。現在でも

御殿場市の社会人リーグに参加し年間８～１０試合に出場しています。

また、人事業務が長かったおかげで少しですが書道の方もやっており、日米交流で少々役立っております。

　「強靭な陸上自衛隊の創造」を実現するために、隊員は日々訓練等に頑張っております。昨年ドスティー最先任が着任なされて以来、色々な話等を

する中で今後の日米下士官の交流等を益々深めていきたいと思っておりますので、座間に所在する部隊はもとより、全国の陸上自衛隊の隊員共々よろ

しくお願いいたします。

n October 29, 2014, MSG Hayato Wada of 390th Eng Co, 4th Eng Group, SFC Eric Rice and SSG Justin Wright of 35th Combat Sus Support Bn were pre-

sented coins by Gen Vincent K. Brooks, Commanding General, USARPAC for their heroic acts to save a life of a soldier. Two days prior on October 27, 2014, at about 07:30 a.m. an acci-dent with a vehicle crashing into a tree had occurred on Camp Zama. Happened to be present at the scene, these three sol-diers immediately performed CPR on the driver and saved his life. The driver, a U.S. soldier, was unconscious at the scene. MSG Wada, a CPR trained soldier well-aware of the nearest AED sta-tion and the machine operation, swiftly grabbed the machine and performed CPR on the unconscious soldier before the am-bulance had arrived. SFC Rice and SSG Wright made a quick de-cision in the given situation to break the car window to get the driver out so they could give a cardiac massage in cooperation with MSG Wada. Luckily, the soldier’s life was saved and he has already returned to work.

The three soldiers worked in a team and remained calm while

O conducting efficient life-saving measures. The situation was critical with a patient in cardiac or respira-tory arrest; the risk of death or per-manent damage is higher as first-aid action delays.

“It is due to the training I have re-ceived from JGSDF I was able to con-duct CPR swiftly and save the per-son’s life. I’m very greatful for the quality of the training that JGSDF is providing for us.” said MSG Wada, “There is a monument standing near the accident which was built about forty years ago to commemorate the start of the collocation of JGSDF and USARJ on Camp Zama. I feel destined in a way that we worked together as a team to save a life of a fellow member of Camp Zama right on the spot.” I hope that two armies will continue strengthening the great unity.”

年１０月２９日、人命救助の功労者として第４施設郡第３９０施設中隊の和田隼人一曹及び第３５戦闘維持支援大隊のエリ

ック・ライス一等軍曹並びにジャスティン・ライト二等軍曹が米太平洋陸軍司令官ブルックス大将に表彰され、記念のコイ

ンが手渡されました。

その２日前、１０月２７日午前７時半頃座間駐屯地内で車が木に衝突する事故が発生した際、現場に居合わせた3人の迅速な連携で

一人の尊い命が救われました。

車を運転していたのは米軍人で、意識不明の状態でした。救急車が到着するまでの間、日頃の訓練でAEDの保管場所及び使

用方法を熟知していた和田１曹が迅速にＡＥＤによる電気ショックを実施しました。また、ライス一等軍曹とライト二等軍曹は

現場の状況を適切に判断し、車の窓を割って運転手を救出し、心臓マッサージをほどこしました。幸い事故にあった兵士は一

命を取り留め、現在職場に復帰しています。

３人は協力し、実に冷静かつ無駄なく応急処置を行った。特に心肺停止状態の場合、処置がすこしでも遅くなると、救命率も下がり、

後遺症のリスクも上がる。　

和田一曹は「迅速な応急処置は陸上自衛隊で訓練していたからこそできたもの、自分をそこまで訓練してくれた自衛隊に感

謝している」「車が衝突した現場にある記念碑は約４０年前に自衛隊と在日米陸軍がキャンプ座間に共同使用を開始した際

に記念として作られたものであり、その場所で自衛隊員と米軍人が協力してひとつの命を救ったことに運命的なものを感じ

る」と話し、今後益々 自衛隊と米軍が一丸となることを祈念したいと語った。

THE IMPORTANCE OF THE NONCOMMISSIONED OFFICER IN A BILATERAL PARTNERSHIP

ach day, every service member in Japan plays a vital role in the alliance between our great nations. I want every Soldier to understand that no matter their position, they affect the security and stability within this region. It is this strategic impact that makes our alliance ever so important.

As Noncommissioned Officers, we directly affect the positive relationship developed between the countries of Japan and the Unites States. As we focus on strengthening the alliance, we are empowered to directly engage with our partners in the effort to promote regional peace and security through increased interoperability. Our continued bilateral engagement fosters a relationship built upon trust, capability, and shared goals.It is the Noncommissioned Officer who routinely connects with their partners through engagement programs, training exercises, and cultural events. Noncommissioned Officers conduct the day to day business that transforms the commander’s intent into action. It is the Noncommis-sioned Officers’ charge to follow vision and guidance and continue to develop our dynamic relationship. We must make every effort to build positive, mature relationships that will ensure success if our nations call.

国間パートナーシップにおける下士官の重要性

日本国内で任務に当たる兵士・隊員各位は日々 、偉大なる二国間の同盟関係において生命線となる役割を

担っています。担当任務に係わらず、全兵士・隊員はこの地域における安全と安定に大きく寄与しているという

ことを各自胸に刻んでいただきたいと思います。この戦略的影響力こそ日米同盟がこれまで以上に重要である所

以です。

我 は々下士官として、日米間で培われてきた良好な関係に直接的影響をもたらします。この同盟関係の更な

る強化に焦点を当てる中、より向上した相互運用性を以って地域の平和と安全を促進すべく、パートナー諸国と

直接連携する権限と能力を与えられています。我 の々継続的な日米協力は、信頼、能力、共通目的を基盤とした

関係を更に発展させていきます。

協同プログラムや訓練・演習、文化交流イベントを通じ、其々 のパートナーと常日頃繋がりを維持している

のは下士官です。下士官は、指揮官の企図を実行に移すため、日々 の職務を遂行します。組織の展望と指導に従

い、我 の々力強い関係を継続して発展させることは下士官の義務です。我 は々あらゆる努力を傾け、緊急事態の

任務達成を確実にする良好且つ円熟な二国間関係の構築に取り組んでいかなければなりません
