Introduction

Objective of the Report

This report is the first Progress Report of the National Rural water supply and sanitation Project (NRWSS) – Phase II for Kibingo and Nyaishozi villages. The report describes activities that have been undertaken since signing of the contract between the consultant and client which took place on 11 June 2012 and client and contractor which took place on 3rd July 2012 at Kibingo village. Activities carried out from June to July 2012

Signing of the contract

The client and consultant signed the contract for phase II on 11 June 2012 at district council’s chairman office in the presence of Council chairman Mr. Singbert R. Kashunju who signed the contract on behalf of the district; District executive Director Mr. Ernest M. Kahabi; District solicitor Ms. Alyoce Mbunito; and PEng. Deus D. Masige who represents the consultant side. Thereafter, the procurement process for the district to get the contractor was to went on until its destination on 3rd July 2012 of which Intertech construction company signed the construction agreement with Karagwe district council at Kibingo village. The contract signing ceremony was witnessed with various representatives including Nyaishozi village chairman Mr. Salvatory Mtunzi, MP-representative Mr. Kifrebe, invited guests from district Water department staffs, trainees from Water resource institute (Dar es Salaam), and journalist from Karagwe radio. Guest of honour was district administrative secretary (DAS), Ag. DED Mr. Emmanuel Mallya, District Security Officer (DSO) Mr. Evarest Damas Mkude and DDC Mr. Hernamu N. Kigwa. Immediately after signing the contract on Tuesday 3rd July 2012 the immediate activity was to visit the site and show the contract the site, proposed intake location and other stuffs. The visit started by consultant PEng. Deus D. Two intakes were visited namely Nyabuhiringitwa and Lushongola by the contractor, consultant, village leaders and WATSAN committee members. They are both located uphill at high altitude which needs someone to have enough breath to client the hill until reaching the intake location. However, the team did not walk along the stream where the pipe will pass since at this early stage, the team wanted to visit the intake locations only. The following day Thursday 5th July 2012, the consultant, contractor, client and village leaders and WATSAN members as well as villagers visited the intake location at Rusomo and Kabagendela and analysed the feasible site intake location where will be installed to enable water to be raised to reach the tank at Nyaishozi village. All team members concluded the Rusumo intake location to be feasible site for siting the intake and that’s where the intake will be constructed. The visit was accompanied among others included Mr. Teso Kanying’inya, Salvatory Mtunzi (village chairman-Nyaishozi) and Musa Lutaramuka (sub village chairperson – Nyange) From site, the team went back to debrief the district water engineer (DWE) over site observation and what the team thought to be feasible to start with in both villages (Kibingo and Nyaishozi). Work-plan

The work plan hasn’t been prepared by the contract and will be submitted before starting the work. Since the contractor has 28days of mobilization of which various documents such as performance bond, workmanship insurance and bank guarantee will have to be sought during mobilization phase and hence he will be responsible to submit the work plan during this time. There from, the consultant’s work schedule will also be submitted to reflect contractor’s work activities since they are meant to supervise what the contractor does apart from the facilitation work which will also be prepared with regard to the contractor’s work schedule to capture for instance operation and maintenance sessions which will be done before and after construction of water facilities.
