Concerning the WG-TF structure you will find:

1. A comprehensive list of WG and TF under the responsibility of Directorate F "Social and information society statistics".

In fact there are two different types of WG. - The first one refers to the main working structure for a theme or sub-theme. The list of these WG is: F1 - Demography and Censuses - Migration - Population Projections F2 - Labour Market - Time use F3 - Social protection (ESSPROS) - Living Conditions F4 - Science, Technology and innovation - Education and Training - Culture F5 - Food Safety - Public Health - Health and Safety at Work - Crime and criminal justice F6 - Information Society - Tourism They all report (except tourism) to the DSS.

- The second type of WG concerns meeting with all the MS (contrary to TF which only gather some MS) but for specific tasks (see for instance the Technical groups related to Public Health).

Title: Working Group on Population Projections

Date of creation: 1997

Origin:

The constitution of the group was decided in accordance with the Member States in order to discuss issues linked to population projections prepared by Eurostat and present results from relevant research projects. Before EUROPOP2004, Member States participating in the Working Group were only informed of the results. From EUROPOP2004, Member States were consulted on the assumptions and the results and were extensively involved considering the importance of the subject. In November 2006, a Task Force was created to elaborate the methodological aspects for fertility, mortality and international migration in the context of population projections.

Mandate:

- To discuss Eurostat population projections (EUROPOP) assumptions and results with Member States, representatives of the policy departments of the European Commission (DG ECFIN, DG EMPL, DG REGIO, DG SANCO) and the Research community.

- To supervise the work of the Task Force on EU Methodology for Population Projections

Consequently, the previous Household Budget Surveys (HBS), Income, poverty and social exclusion (IPSE) and EU-SILC (Community Statistics on Income and Living conditions) have been merged into one ‘Living conditions’ Working Group.

Title: Education and Training Statistics Working Group (ETS)

Date of creation: goes back at least to 1995 and possibly before (see below, eventually to be confirmed)

Origin:The principal legal basis for our work in this area is the COUNCIL RESOLUTION of 5

December 1994 on the promotion of education and training statistics in the European Union (94/C 374/02). In this the Council requests "…those responsible for the statistical services at Union level (Eurostat) and the Working Party of Education Statistics to expedite the necessary development work to ensure supply of quality data which is comparable and as up-to-date as possible, account being taken of the data bases and instruments already in existence and observing the principle of data collection organized on a decentralized basis. " The Working Party of Education statistics was given its current name (Education and Training Statistics) to accommodate the concrete identification of tasks that resulted after the adoption of the Socrates and Leonardo da Vinci programmes of the European Commission in 1995.

Council Resolution 5/12/1994 (94/C 374/02)

A Council/EP regulation is in the pipeline and expected to be adopted during 2007. Title: 'Regulation of the European Parliament and of the Council concerning the production and development of statistics on education and lifelong learning', Brussels, 6.12.2005, COM (2005) 625 final, 2005/0248 (COD).

Mandate: - The working group should assist Eurostat in its pursuit of the goal of providing statistics on education and training that are comparable at European level and which are of sufficient quality to meet the needs of the European Union and the public and policy makers at European and national levels. It will support and monitor developments in education and training statistics and encourage and assist ESS countries to get actively involved in the production of comparable data at European level. At the operational level it will achieve this objective also through its Technical Subgroups on UOE and VET as well as through ad-hoc groups like the CVTS Working Group, the Task Force on measuring lifelong learning, the subgroup on education in the Community LFS etc. Report on the work of these groups should be given at the plenary meetings of the ETS Working Party.

Tasks and functionsSupport to the implementation of the statistical parts of the Community action programmes in the areas of education and training. In this framework members of the working group may be asked to participate in meetings in other Commission activities related to statistics and indicators.Evaluation and discussion of strategic plans and priorities for education and training statistics presented by Eurostat.

Title: Working Group on Cultural Statistics

Date of creation: Mandate - 31 March 2000

Origin:At its meeting of 25 November 1999, the Statistical Programme Committee decided to set up within Eurostat a Working Group on Cultural Statistics in the context of adoption of the final report of the LEG - Culture.

Legal basis:

Mandate: The goal of the Working Group is the identification, collation, analysis and dissemination of cultural statistics that are comparable at European level and which are of sufficient quality to meet the needs of the European Union and the public and policy makers at European and national levels.It should support and monitor developments in cultural statistics and encourage Member States to get involved in the production of comparable data at European level.

Tasks and functions

The Working Group should be output-driven. The main outputs should be:

a. Reports from the on-going dialogue with policy and other users in order to understand their requirements.

b. Take overall responsibility for the implementation of the LEG project on cultural statistics and advise Eurostat on annual and medium-term programming on cultural statistics;

c. Report on areas on which consensus has been reached and disseminate comparable cultural statistics on these areas;

d. Decide on priority areas and on developments of the appropriate harmonisation of methods, providing impetus to the work in this area;

e. Produce and publish comparable statistics to meet user needs in the priority areas, having evaluated and analysed data collected by Member States;

f. Disseminate information on best practice in gathering and analysing cultural data. Undertake collaboration with international bodies active in this field and support Eurostat in the establishment of a co-ordinated approach with organisations outside the European Statistical System (Council of Europe, OECD and UNESCO).

Title: Statistics on the Information society WG

Origin:

Before the establishment of this WG, questions concerning statistics on the information society emanated from the already existing working groups on Communications (COINS) and Audio-Visual (AUVIS). In December 1996 Eurostat, in order to emphasise the importance and horizontal character of information society statistics by its own, convened the first meeting of this Working Group (WG) following the G7 meeting on the information society and an ensuing workshop on the economies of the Information society co-arranged by DG INFSO and OECD in September 1996. In November 1997 a task force was nominated to elaborate the details of the scope and the content of Community statistics for the information society. In February 1998 that task force agreed on a WG to meet on a regular basis.

Mandate:

- To discuss strategies and measures to develop statistics on the information society in line with policy requirements (such as structural indicators and the eEurope Action Plan) and technological change. These concern all aspects of the information society including the ICT sector, telecommunications, ICT usage and impact of ICT

- To discuss and endorse the annual implementing measures foreseen in article 8 of Regulation 808/2004 together with the methodological manual foreseen in article 5 of Regulation 808/2004 and the quality reports foreseen in article 7 of Regulation 808/2004.

- To discuss and endorse the interchange standard for the transmission of data and metadata according to Article 6 of Regulation 808/2004

- To monitor the launch, implementation and evaluation of pilot studies according to section f) of annex 1 and annex 2 of Regulation 808/2004

- To supervise the work of specific Task Forces

LAMAS Evaluation

1. IntroductionThe idea of creating the Labour Market Statistics (LAMAS) working group was born in 2003. It came after a period of important economic changes (EMU, introduction of the Euro) which were not accompanied by related social measures and where social policy moved more and more to the centre of political interest, inevitably leading to increasing requests for social statistics. At the same time, EU was going to be expanded to 25 Member States. EFTA countries within the European Economic Area (EEA) where also concerned.

In order to cope with the new challenges, the approach has been continuously adapted leading to more and more Working Groups, Task Forces and other groups with more and more participants from the Member States, the Candidate Countries and international organisations, having more and more meetings (in several languages) to deal with the growing work load.

Nevertheless, to discuss technical developments with such an important number of counterparts was becoming extremely difficult and in fact this was the main reason for setting a working schema with the Member States taking into account this new organisation.

This system was coming to its limits and fairly radical changes were unavoidable. Therefore, on the 49th meeting of the Statistical Programme Committee (May 2003), a proposal of integrated system of bodies and their working modes in European Social Statistics was adopted.

The proposed integrated system consists of the following main elements:

a) The system is hierarchical with the Directors of Social Statistics (DSS) on top. b) The DSS is supported by the Strategic Development Group. c) All existing Working Groups are replaced by a limited number of Domain Specific Groups. d) All methodological/technical aspects are dealt with by Task Forces. They are created by the

DSS on request of the Domain Specific Groups or at the DSS's own initiative. Task Forces must have concrete Terms of References and exist only for a very limited period. They report back to and are evaluated once a year by the group, which created them.

Five Domain Specific Groups were proposed on the following areas: - Labour Market covering employment, unemployment, wages etc. (LAMAS)- Education and culture- Demography including migration- Living Conditions covering income, poverty, social exclusion etc.- Health and Social Protection including (public) health and safety at work

For the implementation of this strategy, the LAMAS group was chosen as a pilot and met for the first time in April 2005. It covers statistical issues on the Labour Market, such as Labour Force Survey (LFS), Earnings and Labour cost statistics, Job vacancy statistics, Harmonised unemployment, Labour Market Policy (LMP) database and Strikes. It replaced 3 previously existing Working groups (Employment statistics, earning and labour cost statistics and LMP). The group is supported with technical Task forces in these domains.

After 2 years of functioning and 4 meetings, this paper provides an evaluation of the implementation of the LAMAS group and its Task forces, its main changes over time, the advantages and disadvantages of this approach and some recommendations for the future.

2. Functioning

The LAMAS working group has met now four times in April 2005, October 2005, March 2006 and September 2006.

The participants are representatives of the NSIs or other national authorities responsible for Labour market statistics of EU Member States, Candidate, CARDS and EFTA countries, Commission services, in particular DG EMPL, the European Central Bank and other international organisations like OECD, ILO and UNECE.

A minority of Member States sends a single delegate. The most common situation is to send 2 delegates (one responsible for LFS and one for the earnings and labour cost statistics, the 2 main issues discussed in these meetings). Some countries send 3 or more delegates to the LAMAS meetings.

The mandate of the LAMAS group is:- To discuss strategies and measures to develop labour market statistics in line with policy requirements. These concern all aspects of labour market covered by the domain: employment, unemployment, labour costs and earnings, job vacancies, labour market policies and strikes.- To initiate Community legislative acts for labour market statistics- To monitor the implementation of the legal framework of labour market statistics- To supervise and validate the work of specific task forces- To examine and discuss the concepts, comparability, data collection and transmission of labour market statistics, to exchange information and know-how in the area of labour market statistics and to promote best practices.

The work of the LAMAS was supported during these last 2 years by the following Task Forces:

- Task force evaluating the quality of the 2004 LFS ad hoc module

- Task force studying the feasibility of an ad hoc module on “Labour market situation of migrants and their immediate descendants”.

- Task force Meeting on LFS 2008 ad hoc module on “Labour market situation of migrants and their immediate descendants”.

- Task force revising the LFS explanatory notes - Task force to set up a legal base for Job vacancy statistics

- Task force on Labour Market Policy Statistics methodology

- Task force on Labour cost index

- Task force on the evaluation of the 2005 LFS ad hoc module

- Task force on the implementation of the Labour cost Survey 2004

Previously to the creation of the LAMAS group, in 2004, 3 working groups were running: The employment and unemployment statistics, earnings and Labour costs statistics and Labour Market policies (LMP). These working groups were meeting twice a year (the 2 first) and LMP once a year. In the same period 5 task forces were launched.

3. Taking on board Member of the LAMAS's suggestions

As for all meetings organised by Eurostat a satisfaction questionnaire has been distributed in each LAMAS meeting. The answers to this questionnaire have helped us to improve the structure and the content of this thematic working group.

The main comments and changes introduced over the last two years are described below.

3.1 Reduction of the duration of the meetingsThe first Lamas meetings lasted 3 days. This was considered by the delegates to be too long. In 2006 the meetings were reduced to two days.

This has implied a selection on the items of the agenda, an organization trying to optimize the time allocated to each item and a strict control of the timing during the meeting.

3.2 Thematic organisation of the agendaIn the beginning the expectation was that each country would send a single delegate. For this reason the agenda was not always organised in terms of subjects. In fact, as mentioned above, several countries send two to four participants depending to the subjects treated and these countries would prefer a thematic agenda where the experts could attend the meeting only for their subject of expertise.

Taking this into account the 2006 meetings have been already organised in order to cover on the first day all issues related to the Labour force Survey and Labour Market Policies database, and leave for the second day items related to enterprise surveys (Job vacancies, earnings and labour cost). This distribution allows, for Member States willing to do so, to send an expert for each day and limits the attendance to the meeting to one day per person.

3.3 Reduce the duration of presentationsIn the evaluation forms some presentations were considered too long.In the last LAMAS meeting, presentations were reduced to a maximum of 20 minutes per item of the agenda and always helped by a Power Point presentation.Extra attention was dedicated to the PP presentations in order to underline the main items for discussion and reduce superfluous information. Presentations are now made from the main table.In general, for points of decision the time allocated for discussion represented the triple of the time of the presentation. Nevertheless, for items for information, only time for request of clarifications was allocated. In the agenda items for decision and information are now clearly identified.For future meetings, the agenda will also include the name of the "speaker" for each item presented.

3.4 Use "views" as a tool for previous consultation on points for decisionFor decision points, it was suggested a previous consultation of the Member States by the use of the form of exchanging views (as in DSS and SPC meetings).

This suggestion was implemented in the 2006 meetings for items related to legislation and the results were quite positive.To have beforehand the opinions of the Member States allows Eurostat to adapt the proposals taking these opinions into account already in the presentation and reduce the time needed for discussion. They are also disseminated during the meeting which allows each participant to be informed on other countries opinions.

3.5 Larger delay between LAMAS and DSS meetingThe DSS meeting is organized in general in September like the second LAMAS meeting of the year. Therefore it has happened that the two meetings have been organized in the same week or very closely or even that the DSS meeting takes place before the LAMAS. This is of course not convenient as the LAMAS should report directly back to the DSS and a minimum delay is necessary for consultation and agreement between the two bodies.

3.6 Seminars and workshops to enlarge technical discussionsTask forces have a mandate to discuss technical issues but the number of participants is restricted to 8 participants from the National statistical Offices to allow efficient discussions. The LAMAS group, as said before should limit as much as possible its mandate to strategic decisions. Therefore, a forum where experts from all Member States, candidate and EFTA countries could meet to discuss and exchange technical experiences was missing.For this reason the system LAMAS/Task forces has been completed with Seminars and workshops.During 2006, an LMP seminar was organized in Brussels and a workshop on LFS methodology in Heerlen.

4. Advantages and disadvantagesThe passage from a system of consultation and discussion with the Member States based on working groups to the LAMAS domain specific group has some pros and cons.

Advantages

1. The reduction on the administrative burden.2. Simplification: most of the methodological/technical aspects are discussed in the framework of the task forces. In this way, the LAMAS group can focus on more strategic issues 3. Costs were equally reduced for Eurostat as we passed from five working groups meetings per year to two LAMAS meetings. Nevertheless this reduction in costs has to be nuanced as at the same time the number of task force meetings has increased in parallel. The balance is however still positive.

Disadvantages

1. The main disadvantage of the system is that task forces cannot cover all the national technical specificities and some technical discussion is still needed in the LAMAS meetings. Since the number of experts participating is limited and despite of the restructuring of the agenda by themes we face situations where there is not a valid interlocutor for all the areas/surveys treated. This is particularly true for JVS and LMP topics.

2. Moreover the participation of the Member States in the task forces is quite imbalanced, some never had participated in any task force and some others are over represented (see table in annex)

according to specific policies of the Member States in terms of involvement and participation on technical discussions.

3. Consistency between the different bodies (LAMAS, DSS and SPC) is not always perfect. For some crucial issues, contradictory opinions from the Member States were formulated in the different meetings. This is an issue for improvement of communication inside the Member States.

4. Due to the fact that several Member States send more than one delegate and the travel expenses are only reimbursed for one delegate per country, the costs for the National Statistical Offices have increased.

5. Recommendations - A more broad participation of all Member States in the Task forces (rotation scheme for the Member States participating could be discussed)- NSIs should insure a good communication and information of the hierarchies in order to avoid inconsistent positions in the LAMAS, DSS and SPC.- LAMAS meeting should take place at least 3 weeks before the DSS- LAMAS/ Task force meetings should be completed with Seminars and methodological workshops where all Member States, Candidate and EFTA Countries can participate.- Have a 3 year plan for the Task forces in order to have a better picture and distribution of Member States participating.

Rationalisation of Working Groups and Task Forces in Unit F1

As of 2008-2009 we are thinking to merge the 3 Working Groups into one 'Demographic and Migration Statistics' (DEMIS?) which could meet twice a year and treat all relevant subjects, with particular focus each time. The experience from the Labour Market Statistics (LAMAS) Working Group suggests that such an approach is more efficient than the present situation.

The Task Forces have a very flexible structure and are limited in terms of number of participants and duration. Therefore, we intend to continue with this efficient functioning.
