Introduction
As the MPO staff assembled this document, we worked to present what webelieve to be the anticipated transportation planning responsibilities, anticipated workload
to complete those responsibilities, and anticipated accomplishments at the end of Fiscal
Year 2010.
The MPO work activities will continue to focus on finalizing the development of
the Horizon Year 2035 Long-Range Transportation Plan. The MPO anticipates the
approval of the updated plan in 1st Quarter, Fiscal Year 2010 (September 30, 2009), and
anticipates holding numerous public input opportunities before the plans approval.
The MPO will begin its annual data collection and tracking of performance
measures identified in the Horizon Year 2035 Long-Range Transportation Plan; will
review and update as needed, the Passenger Transportation Development Program under
the guidance of the Public Transportation Roundtable and Transportation Action Group;
will continue to promote the MPO and central Iowa as a key node on the North American
Inland Port Network, and will continue to develop Port Des Moines, under the guidance
of the Freight Roundtable; will continue to be the champion for Intelligent Transportation
Systems (ITS) applications, in particular in support of the Traffic Management Advisory
Committee and to work with the Iowa Department of Transportation (DOT) to continueoperation of metropolitan traffic management center and the continued role of the
Transportation Management Association in aiding metropolitan travelers on the
metropolitan transportation system; and will continue supporting the many committees,
subcommittees and working groups sponsored by the MPO or on which MPO
representatives participate. The MPO will continue to support the Stakeholders
Working Group to seek comment on transportation planning from the environmental
perspective.
As in past years, the MPO will work to ensure that the MPO performs a
transportation planning process for this metropolitan area cooperatively and
comprehensively. Similarly, the MPO will work to ensure strong and close working
relationships on metropolitan transportation planning issues with and among, at a
minimum, the member governments, the Des Moines Regional Transit Authority, the
Transportation Management Association, the Iowa DOT, the Federal Highway
Administrations Iowa Division, the Federal Transit Administrations Region 7, the
Greater Des Moines Partnership, and the communitys citizenry. In addition, as in other

years, the MPO will be flexible and will work to address topics, issues, projects, and any
other needs arising over the upcoming fiscal year. As the MPO has developed this
document, we left in our work elements to address those issues that will arise and we
could not anticipate today.
The MPO makes the following points regarding the development of this Fiscal
Year 2010 Unified Planning Work Program and Budget document:
The Federal Highway Administrations and the Federal Transit
Administrations eight planning factors are recognized in developing this
document, those eight planning factors being:
Support the economic vitality of the metropolitan area,
especially by enabling global competiveness, productivity,and efficiency;
Increase the safety of the transportation system for all
motorized and non-motorized users;
Increase the ability of the transportation system to support
homeland security and to safeguard the personal security of
all motorized and non-motorized users;
Increase accessibility and mobility of people and goods;
Protect and enhance the environment, promote energy
conservation, improve the quality of life, and promoteconsistency between transportation improvements and State
and local planned growth and economic development
patterns;
Enhance the integration and connectivity of the
transportation system, across and between modes, for
people and freight;
Promote efficient system management and operation; and,
Emphasize the preservation of the existing transportation
system.
Our belief system remains constant. Therefore, I would like to close my remarks
as I have done in recent years, noting that if history is any indication, the MPO will have
another challenging and successful year. We will not rest on the accomplishments of
previous work years, but will be pushing to improve on those previous accomplishments
in order to provide even more benefit to the Des Moines metropolitan area and to the
central Iowa community.

Planning Area Map
The MPO membership is comprised of sixteen cities; two associates, non-votingcity; and unincorporated portions of three counties in central Iowa. The MPO is located
within the Central Iowa Regional Transportation Planning Alliance (CIRTPA) or
Regional Planning Affiliation 11, with eight central Iowa member counties and ten
member cities. The MPO provides staff to the CIRTPA, to carry out transportation
planning activities for the region.

OBJECTIVE: Work Element 1.0 represents the commitment to maintaining a
current long-range transportation plan, committing resources
for maintaining and for updating databases and travel demand
modeling tools to ensure completing long-range transportation
plan responsibility. For FY 2010, the MPO will be working
on finalizing and approving the Horizon Year 2035
Long-Range Transportation Plan.

Cambridge Systematics, Bethesda, Maryland, as a beta siteto test the deployment to a medium sized MPO of the
Transportation Analysis and Simulation System
(TRANSIMS), a fully-integrated, agent based travel
simulation system that tracks the daily travel patterns of
individual trip makers;
Updated and calibrated the TransCAD travel demand
model to Base Year 2005;
Held travel demand model meetings between Iowa
Department of Transportation (DOT) and MPO staffs; Developed travel demand model documentation, reviewed
and agreed to by the Iowa DOT and the Federal Highway
Administration (FHWA) staff;
Transitioned to a peak-hour travel demand model platform;
Used travel demand model to review and to analyze street
and highway improvement scenarios for the Horizon Year
2035 Long-Range Transportation Plan, including a review
of potential improvement scenarios for the Northwest
Transportation Corridor Study; Participated in the Midwest Transportation Modeler User
Group;
Provided travel demand modeling support to MPO member
governments related to Interchange Justification Studies
and Environmental Impact Studies underway in the
metropolitan area;
Continued to use the travel demand modeling request
process to be used by MPO governments to solicit
modeling support from the MPO staff;
Continued to use the National Household Travel Survey
data and incorporated that data into the travel demand
modeling process;
Continued to be involved with the Iowa DOT in developing
a Statewide Travel Model for the Iowa;

Maintained and updated a Geographic Information Systems

Worked with the Iowa State University, Center for
Transportation Research and Education (CTRE), updating
the pavement condition data, particularly pavement history
for the federal-aid eligible system by mapping the most
current Iowa Pavement Management Program data for the
Des Moines metropolitan area;

to the member governments and to the Iowa DOT
associated with evaluating transportation system alternative
and scenario requests;
Monitoring and improving the TransCAD travel demand
model, including working on developing a new Base Year

Working with the Microscopic Traffic Simulation(MITSIM) or TRANSIMS software, recalibrating with a
calibrated Base Year 2005 TransCAD software, to evaluate
Intelligent Transportation Systems impacts on the
metropolitan transportation system, as well as assist in
evaluating management (maintenance) and operations
issues of that same metropolitan transportation system;
Continuing to work with the Iowa DOT to incorporate a
Statewide Travel Demand Model in to the travel demand
modeling process; Continuing to be involved, on the national level, with the
National Academy of Sciences, Transportation Research
Board, NCHRP Panel charged with updating NCHRP
Report 365 Travel Estimation Techniques for Urban
Planning;
In conjunction with the Iowa DOT, begin work on corridor
transit modeling to support those corridors selected for
analysis by the Des Moines Area Regional Transits Bus
Rapid Transit Alternatives Analysis Study; Using Spatial Analyst and other GIS products to analyze
MPO spatial data;
Working with the Iowa DOT to update the traffic count
database by incorporating the Iowa DOTs 2008 traffic
count information;
Updating the traffic crash database by incorporating the
Iowa DOTs Accident Location and Analysis (ALAS) data
for general accident location monitoring in the Des Moines
metropolitan area, and using the acquired crash data in
analyzing submitted transportation system improvement
projects seeking MPO funding support;
Continuing to use the pavement management data,
particularly pavement history, in association with the Iowa
State University, CTREs, work for the Iowa DOT on the
federal-aid eligible Iowa Pavement Management Program

Utilizing the Regional Planning Committee to facilitate
transportation planning coordination between the MPO and
the CIRTPA;
Working with the Iowa DOT on using the REMI, to reviewand analyze socioeconomic data projections;
Supporting interested bicycle and pedestrian groups
through the Bicycle and Pedestrian Roundtable;
Working with the MPO committees to promote Complete
Streets;
Pursuing issues related to bicycle and pedestrian
transportation, such as accidents, counts, and infrastructure
analysis;
Monitor implementation efforts of the bicycle andpedestrian transportation plan, through selected project
scoping and involvement with local, regional, and state
groups advocating, planning, and designing bicycle and
pedestrian facilities;
Working with jurisdictions in identifying funding sources
for current and needed routes;
Supporting interested freight and motor carrier groups
through the Freight Roundtable, continuing membership in
the NASCO to promote a strong and viable trade corridor
connecting Canada, the United States, and Mexico in the
heart of North America; continuing to promote improved
intermodal connections for road, rail, and air in central
Iowa, including investigating implementing an intermodal
ramp and researching the concept of a port authority for
this area;
Through the Freight Roundtable, continuing to participate

collaboration with the Greater Des Moines Partnership and
the Freight Roundtable;
Continuing to collaborate with the Heartland Highway
Corridor Coalition on promoting this Polk County, Iowa, to
Knox County (Galesburg), Illinois, corridor as an important
freight/goods movement corridor as an option to the
Interstates 80/74 corridor; Through the Public Transportation Roundtable and the
Freight Roundtable, continuing to pursue intercity rail and
rail freight as a part of a full transportation system for the
Des Moines metropolitan area, central Iowa, and Iowa, and
actively working to preserve rail corridors for future
passenger or goods movement use, particularly as it relates
to studying Amtrak service between Chicago and Des
Moines;
Maintaining and updating, as necessary, the GoodsMovement for the Des Moines Metropolitan Area Report
Update;
Pursuing issues associated with an intermodal
transportation system for meeting future demands for
moving people and freight;

Architecture through the Turbo Architecture software;
Continuing to support the ITS Policy Subcommittee of the
full MPO, working with the Iowa DOT on current and
future ITS-related issues in the metropolitan area; Working with the Iowa DOT to use traffic operations
information from the Iowa DOTs program to aid the staff
in its travel demand modeling program, including, but not
limited to, queuing, weaving, vehicle classification,
time-of-day, and travel time data;
Continuing development of the Congestion Management
Process in coordination with the development of the
Horizon Year 2035 Long-Range Transportation Plan;
Continuing to participate in and being supportive of theIowa DOTs Congestion Management Process Committee,
continuing to be involved with Iowas other Transportation

of how MPO governments and participating agencies
positively affect roadway operations in this metropolitan

Air Pollutants and Greenhouse Gas emissions , under the
Clean Air Act of 1990 (CAA) which requires that
transportation plans be evaluated for their impacts on a
regions air quality;
Working with the EPA BlueSkyways initiative;
Performing Environmental Justice equity analysis, using
Census 2000 data, ensuring that the MPO is compliant with
the central objective of Presidential Executive Order 12898,that is, Environmental Justice, and ensuring that all
federally-funded, transportation-related programs, policies,
or activities having the potential to adversely affect human
health or the environment are explicitly considered by the
MPO in terms of effects on minority populations and
low-income populations;
Serving the MPO in its interest to work to bring more
consideration, more review, and more opportunity for input
on potential environmental issues associated with elementsof the development of theHorizon Year 2035 Long-Range
Transportation Plan;
Monitoring activities relevant to minority participation in
the metropolitan transportation planning process, following

Public Involvement
OBJECTIVE: Activities included in Work Element 3.0 represent thecommitment to possess a viable, active, and productive public
involvement process for input to the MPO transportation
planning and product development activities.

opinion regarding various MPO activities;
Maintain a MPO list serve, facilitating central Iowa
transportation discussions through an e-mail medium;
Convening public meetings, informal meetings, and
workshops to obtain public input to the transportation
planning process, and to discuss and to receive feedback oncurrent activities and projects in the metropolitan
transportation planning process, using an announcement
process of upcoming public input opportunities via special
newsletter releases to those individuals or groups contained
with the various public participation mailing lists and via
press releases in theDes Moines Register; and,
Continuing to hold a semi-annual Citizen Transportation
Congress to invite the public to these two special events to
share what the MPO has been working on and to take inputfrom the community regarding what their interests and
concerns are related to transportation, transportation
planning, and the process for carrying out the long-range
transportation planning program.

4.0 INTERAGENCY COORDINATION

OBJECTIVE: Activities included in Work Element 4.0 represent the
commitment for undertaking activities promoting coordination,
collaboration, and cooperation between and among the many
entities, agencies, and organizations in the metropolitan area as
well as abutting the metropolitan area. The MPO expends the
time and the resources for this work element, promoting
coordinated development and a transportation system
supporting anticipated development. Through Work Element4.0, the MPO is able to bring the transportation planning
message to the community and to both the public and the
private sector.
STAFF COST: $116,937 STAFF HOURS: 1,543
FY 2009 Accomplishments:
Worked with the Iowa DOT, the Federal Highway
Administration, and the Federal Transit Administration to
incorporate the adopted federal transportation legislation
(23 CFR Part 450 and Part 500, and 49 CFR Part 613) into
the MPO transportation planning process;
Made the annual presentation to the Iowa Transportation
Commission on transportation issues important to this
metropolitan area;
Working with other regional agencies on future utility and
public service issues;
Partnered with the business community, through the
Greater Des Moines Partnership;
Partnered with Iowas Congressional delegation on
transportation issues important to this metropolitan area;
Met with and made presentations to groups interested in the
MPO and how the activities relate to economic
development;

Provided support to DMAMPO member governments and
participating agencies, and other interested parties (private
sector, etc.), as requested;
Discussed future land use strategies, and partially in
response to the commitment the MPO made to the GreaterDes Moines Partnership and to Des Moines Area Regional
Transit Authority (DART) as a follow-up to the Transit
2030 Vision Plan;
Worked with U.S. Census Bureau on the update of census
tracts and census block groups for the 2010 decennial
census;
Updated the generalized future land use map, a compilation
of the MPO member governments future land use plans;
Submitted an Environmental Protection Agency (EPA)Smart Growth Implementation Assistance Program
application;
Worked with the New Jersey Institute of Technology (NJIT)
to serve as a beta site and as a case study for the
Transportation Economic and Land Use Model (TELUM);

the June 2010 Washington, D.C., lobbying trip;
Continuing to work to coordinate metropolitan transportation
planning efforts and to be responsive to the desire of more andmore groups to be involved with the MPO on metropolitan issues,
by continuing to facilitate a working group composed of
transportation, water, sewer, solid waste, and other infrastructure
groups to ensure that all such groups involved with projecting
metropolitan growth and providing services for that projected
growth are using common and agreed to socio- and demographic
data with an adopted growth scenario;
Serving the MPO in its interest to work to bring more coordination
and cooperation in discussing metropolitan-level land use andtransportation questions and how linked land use is to the Des
Moines metropolitan areas future transportation system,
particularly as it relates to the MPOs long-range transportation
plan update process;
Updating the generalized future land use map with data obtained
from the MPO member communities respective future land use
plans;
Working with New Jersey Institute of Technology to update and
utilize Transportation Economic and Land Use Model; Updating the Des Moines Area Regional Transit Authority (DART)
and Des Moines Area MPO Memorandum of Understanding
originally signed in December 2000, outlining each agencys
transit planning activities, including the MPOs role for long-range
transit planning and the DARTs role for short- and mid-range
transit planning;
Providing support to the MPO member governments and other
interested parties, as requested; and,
Reviewing the opportunity for the MPO to apply for grants to help
provide funding support for the transportation planning process
and to help control the amount of local funds the MPO member
governments contribute to this program.
