1. Description of the project
Problems - Poor access to information and poor use of the knowledge and information products.
- Exclusion of important actors (indigenous, women, youngsters).
Objectives - Reduce barriers of information access and promote the use of information and knowledge to make decisions.
- To include specific actors in the process of spreading the information and political debate eliminating time and space restrictions.
Strategy and tools- Internet and web 2.0 tools: 1 website and 8 social media.
- Mixed online-offline interventions.

2. Monitoring the process: quantitative and qualitative data
Quantitative methods: Google analytics
- Google stats offers a way to measure the performance of KM initiatives and is a useful tool to show results briefly. (20.000 monthly visits at web site and social media).
- Search Engine Optimization (SEO) has shown how to behave in the virtual world.

Business-as-usual of international cooperation could change showing changes in behaviour are worth.
2. Monitoring the process: qualitative data OM
On KM principles - To share information does not weakens anybody.
- To value information as one of the most important political resources.
- To have access and use information is a human right.
On web 2.0 tools- Web tools save time and make people more efficient.
- Institutional and personal reputation grows.
- Web 2.0 is for anyone, even for me.
- Web 2.0 are strategic for democratic governance.

Between quantitative and qualitative data
- Quantitative to persuade, qualitative to measure medium and long-term objectives.
- Quantitative to set the idea briefly and straight forward, qualitative for deeper discussions.
- Quantitative to have a montly report, quantitative to measure results every six months.
- Quantitative is more visual, qualitative is more oral and story-telling.

4. Effects - use of monitoring data- Political support from Residence Representative.
- Actually, three different budgets fund the KM initiative.

- 8 have required assessment for their own web projects.
- Territorialize the interventions in mixed online-offline interventions.
- To build capacities in specific actors: young indigenous leaders, Democratic Governance team, politicians.
- A surprise: analists, researchers and professors are not willing to share knowledge or use web tools for their jobs
