Midsummer boost for Open Market

Although numbering only around 1,600* residential properties within a total

housing stock of more than 26,000 domestic property units, Guernsey’s

Open Market plays a vital role. For decades it has provided a signifi cant boost

to the economy, accommodating ‘non local’ residents who contribute welcome

new investment and business ideas to the island.

The benefi ts that the Open Market brings to the whole community are almost

universally recognised but just over two years ago its future was cast into doubt

when the States Population Policy Group (PPG) announced a review of the

island’s entire housing and population control system, Open Market included.

Despite reassuring words from senior island politicians that as far as the Open

Market was concerned the intention was only to clear up a few anomalies, and

that there were no plans for any fundamental changes, confi dence collapsed as

a direct result of the uncertainty and business ground almost to a halt.

According to the owner of one major estate agency, the volume of transactions

in the Open Market sector fell by 60 per cent following the announcement of the

review in January 2011. Activity has picked up since then but what the sector

really needs is a return to certainty, and hopefully it will come at the end of

this month when the proposals from the PPG review are presented to the States

for approval.

The key proposal for the Open Market is to keep it largely as it has been

over the last 50 years, with no changes at all to the status of family or single

occupancy homes on Part A of the register, which accounts for the vast majority

of Open Market dwellings. However, if the PPG package goes through, there

will be changes to the rules governing so-called multiple occupancy properties,

with a strict time limit of fi ve years for anyone who lives in a multi occupancy

open market house.

According to the Chief Minister, Deputy Peter Harwood, the idea is to clarify and

give certainty to the rules governing the Open Market. Not everyone is happy

with the new fi ve-year rule for multi occupancy properties, despite it not being

retrospective, but there is widespread approval for the plan to allow the rest of

the Open Market to operate exactly as it does at present.

However, the plans for the Open Market are just one part of an interconnected

package of proposals that, if passed, will radically change the way the island

manages both its housing stock and its population. The present Housing

Control regime, which is deemed as no longer fi t for purpose, will be replaced

by a new system of residency permits and employment permits, and the old

housing licence system will be consigned to history.

When our deputies gather for their June meeting they will have 45 separate

recommendations to vote on, ranging from how long a person needs to live

in Local Market accommodation before being classed as an established or

permanent resident, to whether those who want to come to live and work in

Guernsey should be subject to criminal conviction checks.

In the words of Deputy Harwood: “There is no doubt that this will be an

interesting and complex debate because this subject covers such a broad

range of issues. Whether someone was born here, or whether they want to

move to Guernsey for economic reasons or to be near to family, we need to

have clear policies in place…

“This all needs to be done in a way that will benefi t the community as a whole

– maintaining Guernsey’s unique character and environment while ensuring that

the island remains an attractive place to live and work, with a buoyant and

diverse economy.”
