Inspection of the UST, surrounding tank soils, and soil screening under the tank was performed by Harper Environmental. A report of soil conditions and UST condition was presented to the owner. Determined a release of fuel oil into soils associated with one 1,000-gallon UST. Tank cradle/soil screening had elevated PID readings and visual impact to the soil. Harper Environmental Associates (HEA) conducted vacuum truck removal of liquids from the tank and tank pit, completed the tank pit inspection, and cut and cleaned the tank on October 13, 2011. Location of UST: The 1,000-gallon UST was located along the left (north side of the house. The centerline of the UST was parallel to the foundation wall and approximately 10 feet from the foundation wall. The top of the UST was located approximately 2 feet below grade and the base of the tank was at approximately 6 feet below grade. The location of the UST can be seen on the site sketch.

Surrounding Land Use: Rural, residential property with surrounding forested land. Geology/ Hydrogeology: Soil consisted of impermeable gray silt and clay with few cobbles. Groundwater was encountered in the pit and had to be removed with a vacuum truck prior to removing the UST. No bedrock was encountered during the completion of the excavation. Contaminant Investigation Results: Inspected soils from the tank cradle with a PID. PID readings from the wall of the tank pit were 97 ppm; soil from the center of the UST was screened at 85 ppm and rainbow sheens were observed in the accumulated groundwater in the tank pit. A release of fuel oil was determined. After the groundwater and UST contents were removed by a vacuum truck, sludge was also removed from the base of the tank pit with the vacuum line. The UST was removed and two soil samples were taken from the sidewall and floor of the excavation and analyzed for TPH-GC. TPH levels were relatively low, ranging from 390- 600 ppm. PID readings in the same locations ranged from 0-22 ppm in the sidewall to 0-18 ppm along the base of the excavation. Analytical Lab Results: Two soil samples were sent to the analytical laboratory after the groundwater was removed from the tank pit. (Lab Results attached) Results: TPH by GC Aromatic Volatiles (7 analytes) Base Sample 390 PPM ND (not detected) Sidewall Sample 600 PPM ND
Reason for Closure: Liability concerns UST Size/Contents/Age/Condition: 1,000-gallon/fuel oil/~20+ years/poor condition with corrosion holes along the bottom of the tank. The excavation was partially backfilled due to the pending soil analytical results. The tank was cut and cleaned of remaining fuel oil sludge and taken off-site for recycling. See attached photos.

Sensitive Receptor Discussion: Soil: Soils surrounding the UST were checked for VOC readings with a PID. Results were 0 to 98 ppm. Groundwater: Groundwater was encountered in the tank pit. Surface water: Two ponds are located west of the site along Twin Pond Road Drinking water: Onsite drinking water well located south of the former UST. Living Spaces: Basement located next to UST. Conclusions/Recommendations: A release of fuel oil from the UST was determined. After the groundwater and UST liquid contents were removed by a vacuum truck, sludge was also removed from the base of the tank pit. Two soil samples were taken from the sidewall and floor of the excavation and analyzed for TPH-GC. TPH levels ranged from 390- 600 ppm. PID readings in the same locations ranged from 0-22 ppm in the sidewall to 0-18 ppm along the base. We recommend sampling the onsite water supply, and receiving access to the residence to screen the lower level for VOCs with a PID.
