Conflict resolution pursued through non-military actions, limited military action is a last resort. National autonomy = sovereignty
From the Latin American Viewpoint, that balance of power in favor of the U.S. has obstructed and will continue to hinder the formation of any multilateral military organization for fear that the U.S. will dominate it.
L/A militaries are looked upon as nation building forces and protectors of sovereignty.
L/A militaries focus on defending their borders, and to some extent, internal security problems. They do not see the same threat from terrorism and drugs as we do and are hesitant to assume CD related missions.
Historically, conflicts have been resolved by Sub-regional groups that reached consensus at the lowest common denominator.

- The Core competencies of the command are put together in a straight forward manner
- An illicit target, be it a boat, ship, plane, building can be detected, sorted, monitored and intercepted
- JIATF South has the lead during the initial building blocks
- Once intercepted - the target is handed over to the appropriate agency - U.S. or Partner Nation
- At this point JIATF South is in the support role
- A critical component in the process is in the prosecution block. Once the reality of long jail terms hits - they are looking for mitigation and that usually comes in the form of information on the criminal organization from wince they came.
- It cannot be overstressed how important law enforcement information feeds the the interdiction cycle.

Summary
SOUTHCOM countries are actively engaged in PKO operations worldwide.
Bilateral engagements are the most effective, however, by synchronizing JCS Exercises, the CT Fellowship program and our training deployments we can create the initial capability to develop ad hoc coalitions to support our WOT efforts.
JIATF-S conducts effect coalition operations everyday.
