Joint and Coalition Warfighting

Mission: On behalf of the Chairman Joint Chiefs of Staff, the Deputy Director J7 for Joint and Coalition Warfighting supports the training and development of Joint, interagency, and multinational capabilities in order to meet the present and future operational needs of the Joint and Coalition force.

Vision: To be the premier center for Joint and Coalition training and development in the Department of Defense.

Develop and integrate JTLS to operate in the Joint Live, Virtual and Constructive (JLVC) federation using the High Level Architecture (HLA), Run-time Infrastructure (RTI) and Real-Time Platform Reference (RPR) Federation Object Model (FOM)

Integrate JTLS with virtual simulations using JLVC HLA/RTI RPR FOM. Virtuals: Multiple Unified Simulation Environment (MUSE) and Virtual Reality Scene Generator (VRSG) Develop JTLS database and scenario for integration testing with LVC federation based on United States West Coast terrain

Use the Joint Theater Level Simulation to meet joint, coalition and service training requirements while maintaining our modeling and simulation support and partnership with U.S. allies, NATO, Partnership for Peace (PfP) countries and federal agencies to maximize our users’ return on investment through a flexible, scalable and deployable simulation.

• 1982: Initially developed by the U.S. Readiness Command for analysis of Joint, Combined and Coalition Operations plans with an evolutionary vision for improvements

• 1990: Mission Rehearsal for Operation Desert Storm – JTLS was used to train coalition forces and conduct mission rehearsals in preparation for the 1991Persian Gulf War

• 1992: An Air Tasking Order generator is added and JTLS is expanded to a 10-sided game to better support coalition training and analysis of warfare

• 1996: JTLS approved for distribution to foreign and domestic non-U.S. Government clients with U.S. State Department approval

• 2003: Mission Rehearsal for Operation Iraqi Freedom – JTLS was used to evaluate courses of actions (COA) and conduct mission rehearsals for U.S. and coalition forces

• 2005: JTLS became the first web-enabled U.S. DoD simulation, incorporating state-of-the-art web technologies

• 2007: Enhanced C4I capability – JTLS now links to TBMCS, GCCS, ADSI and other U.S., NATO and International real-world C4I devices

• 2008: JTLS successfully integrated with USJFCOM's entity-level joint model, the Joint Conflict and Tactical Simulation (JCATS), to provide a multi-echelon training capability—tactical through strategic
