Natural Resources Program Overview
JBPHH
• 2 Installations: PMRF and JBPHH
• 2 INRMPS:
– PMRF: compliant, INRMP revision by end of FY20
– JBPHH: non-compliant operational, major revision via
contract in FY20
• Support surface, subsurface, air and space operations
– Tenants & Clients include Pacific Fleet, Pacific Air Forces,
15th Wing, PH Naval Shipyard, Navy Seals, Army SMDC,
NASA and others
• ESA-listed Species: 35 at JBPHH and 17 at PMRF
– Includes marine mammals, hoary bat, sea turtles, seabirds,
wetland birds, snails and plants
– CH exemptions for Hawaiian Monk Seal, False Killer Whale,
and 21 endangered plant species
• Natural Resources Personnel:
– 1 Region Natural Resources Manager
– 1 designated NRM and 1 IEPD per installation
– 3 Natural Resources Specialists (2 marine, 1 terrestrial)
– 1 Conservation Program Manager (CLEO-esque role)
– NR Program strongly supported by CESU Wildlife and
Predator Control Biologists (5 at PMRF and 2 at JBPHH)

Key Programs and Mission Support:
-Dark Skies program: avoids impacts to mission
from jeopardy finding of Newell’s Shearwater
-Nohili Dunes restoration: reduces fire risk at
launch site, supports relationship with NHOs
-Invasive plant and animal removal: reduces
infrastructure damage and supports Installation BO
-Laysan Albatross egg translocation: supports
AirOps to mitigate BASH risk, improves community
relations
-Pearl Harbor wetland restoration: supports
Biological Opinion enabling Air Ops
-Native oyster restoration: mitigation for dredging
operations and in-water construction
-Lualualei endangered plant species habitat
management: maintains Critical Habitat Exemption
for future use

Highlights:
-Work closely with USDA-BASH team to address
base-wide natural resources concerns
-Use of cooperative agreements to support wide
range of BO and CHE requirements
Lessons Learned:
-Acquisition process has potential to hold up
projects: start early, and check in frequently to
stay up-to-date on changes in process
-Early coordination with base personnel to
address logistical issues (i.e. heli/boat ops) is
key to maintaining project timelines
