1. (U) Situation. This OPORD is in response to CFLCC OPORD 59991-21 (CASPIAN

CHALLENGE), dated 15 January 2021, tasking 4th Infantry Division to deploy forces to the

area of operations and conduct offensive operations to defeat Ahurastan (AH) conventional

forces and enable the restoration of the pre-conflict international borders of Azerbaijan (AZ).

Phase I – RSOI is complete 4th Infantry Division units at tactical assembly area (TAA) TBILISI

(38T MM 83500 15700) conducting final combat preparations. Phase II – 4th Infantry Division

involves the movement plan deploying from TAA TBILISI to Attack Position LION (ATK POS

LION) in order to (IOT) posture for Phase III operations. 4th Infantry Division is the decisive

operation for Phase III – Dominate and Phase IV - Stabilize for CFLCC OPORD 59991-21.

a. (U) Area of Interest. The 4th Infantry Division area of interest includes the airways and

land areas of Georgia, Azerbaijan, and Ahurastan and the adjacent littoral waters. Specific areas

of interest are the Araks and Kura rivers, including the land areas south to the international

border. When directed, this may be extended to include specified areas of the country of

Ahurastan. Refer to Annex B (Intelligence).

b. (U) Area of Operations. The 4th Infantry Division area of operations consists of the land

areas within the country of Azerbaijan designated by CFLCC (U.S. II Corps) as area of

operations four (4) (AO4). When directed, this may be extended to include specified areas of the

country of Ahurastan. Refer to the Appendix 2 (Operation Overlay) to Annex C (Operations).

(1) (U) Terrain. Cross-country mobility is restricted due to multiple rivers (Kura, Araks

[also known as the Aras]), marshes, and canal networks. Large scale movements are restricted to

roads. Key terrain in the AO are the dams and major bridges across the Kura and Araks rivers.

Generally flat terrain throughout AO4 allows direct observation for both defender and attacker

allowing direct fire engagement at long ranges. Short vegetation provides poor cover and

concealment of vehicles allowing aerial detection. Refer to Annex B (Intelligence).

(a) (U) Effect on Enemy Capabilities. The lesser Caucasus mountain range will

provide limited avenues of approach for Ahurastan forces attacking north into Azerbaijan. These

limited approaches will also canalize Ahurastan forces as they conduct their attack into

Azerbaijan. The lesser Caucasus mountain range also provides Ahurastan forces close terrain in

which to stage forces and locate support units and equipment during offensive operations.

Additionally, this mountain range will provide good defensive terrain should their attack fail.

(b) (U) Effect on Friendly Courses of Action. Both the lesser and greater Caucasus

mountain ranges will affect coalition operations. The greater Caucasus and the limited

movement corridors from the ports in Georgia to Azerbaijan will slow the introduction of

coalition forces into Azerbaijan. Limited movement avenues pose a security threat in that they

provide ideal terrain for operations by the Azerbaijani insurgent forces and Ahurastan Special

Purpose Forces. The wide range of altitudes coalition forces will encounter moving from the

ports in Georgia to Azerbaijan will complicate this movement with a wide range of climates

from temperate climate at high altitudes with snow to complicate movement to semi-arid climate

at low altitudes.

(2) (U) Weather. March/April is the wet season for AZ and leads to flooding in the low

areas restricting movement to hardball main supply route/alternate supply routes (MSR/ASRs)

throughout the AO. Late PM and AM fog hampers helicopter operations over river plains and

low ceiling/visibility hampers close air support (CAS) and unmanned aerial surveillance (UAS)

operations. Prior to the start of the rainy season, weather will favor the coalition as the lack of

precipitation, clouds, and high wind will allow the use of both CAS and UAS as force

multipliers. Refer to Annex B (Intelligence).

(a) (U) Effect on Enemy Capabilities. Extremes of temperatures and humidity

coupled with the scarcity of water will have an adverse effect on men and equipment.

(b) (U) Effect on Friendly Courses of Action. Climate and weather will have the same

effect on friendly courses of actions as on the threat. Clear, cloudless skies make air superiority a

prerequisite to successful offensive operations throughout Ahurastan. During the wet season,

flash flooding in streambeds/gullies and across roads will hinder traffic-ability and resupply.

c. (U) Enemy Forces. The Ahurastan Army is organized into various armor/infantry divisions

(12-14 divisions total) and combat support/service support units. Two army level headquarters

have responsibility for the training, sustainment, and operations of these forces, the Theater

Headquarters Command and the Reserve Command. Operationally these forces have been

divided between two Operational Strategic Command (OSC) level headquarters, OSC-W and

OSC-E. Ahurastan, as a breakaway Iranian region, can be expected to use Iranian doctrine and

tactics. The army is equipped with an assortment of equipment. Its armored divisions are

organized around T-80Us and some T-90s, acquired from Russia in 2016, and BMP3s in their

most modern divisions; and several hundred Soviet T-72s in their other units. Artillery pieces

are from both Soviet and Iranian sources. The army also has SS-21s, Scud-Bs, and Shahab-3s in

its inventory. The Reserve Command adds four divisions and three separate brigades after full

mobilization. Full mobilization would require a minimum of 60 days. Refer to Annex B

(Intelligence).

(1) (U) Operational Strategic Command – East (OSC-E). OSC-E is positioned close to

the international border of Azerbaijan and has been conducting extensive brigade level training

within their northern training areas for over two months. There is no indication of a significant

reserve mobilization. Even without reserve mobilization, OSC-E remains capable of conducting

offensive cross-border operations, weather permitting, within 30 days. OSC-E is expected to

have four regular divisions and the best combat systems. It is expected to conduct the main

Ahurastani attack with the objective of isolating BAKU and seizing the KURA RIVER basin oil

facilities.

(a) (U) 77th Mechanized Infantry Division (77th MID) (APC). 77th MID is expected

to conduct a defense in depth with disruption zone NW of the Araks River to the Georgian

border; the battle zone arrayed along the Araks River; and support zone SE of the river within

AO4. Equipment includes T72 Tanks and BTR-80s. By Phase III they are expected to be

significantly attrited to 15% strength.

(b) (U) 88th Tank Division (88th TD) (T-80). 88th TD is expected to conduct a

defense in depth establishing battle zone positions along the KURA River vic. ALI BAYRAMLI

(aka SHIRVAN) (39S UE 21700 21200).

(c) (U) 84th Mechanized Infantry Division (84th MID) (IFV). 84th MID is expected

to be arrayed in OBJ BRAVO in the vicinity of (IVO) PUSHKINO (aka BILASUVAR) (39S TD

89000 70300). Equipment includes T-80 Tanks and BMP-3s. By Phase III they are expected to

be attrited to 55% strength.

(d) (U) 18th Tank Division (18th TD) (T-90). 18th TD is anticipated as the OSC-E

Reserve with estimated 90% strength. Equipment includes T-90 Tanks and BMP-3s. 18th TD

expected location IVO MASALLY (39S TD 99800 21200) to counter-attack coalition forces

(CF).

(e) (U) 407th Amphibious Brigade. 407th Amphibious Brigade retains NE lodgment

in order to fix 1st AZ MECH DIV, threaten BAKU, and draw coalition assets.

(f) (U) Integrated Fires Command – East (IFC-E). IFC equipment includes G5, 2S5,

and 2S3s, MLRS Brigade with FADJR-3 and WM-80s, and Aviation Brigade with both medium

lift and air interdiction capability. By Phase III they are expected to be attrited to 65% strength

and are expected to be arrayed southeast of OBJ Bravo.

(2) (U) South Azeri Peoples’ Army (SAPA). SAPA in coordination with Special Purpose

Forces (SPF) conduct raids and attacks throughout Azerbaijan. Targets will include Azeri

airfields, oil pipelines, lines of communication (LOCs), and logistics. SPF and SAPA will

influence Internally Displaced People (IDP) camps and settlements, particularly those in the west

and central regions causing them to move in order to disrupt Coalition and Azerbaijan

operations. Non-IDP populations will also be influenced to similarly disrupt movement and

burden GOAZ. SAPA will precede the conventional offensive with insurgent attacks in the

NAGORNO-KARABAKH (NK) region hoping to end the UN mission there thus compelling

Azerbaijan to commit its combat forces to that sector.

(3) (U) Weapons of Mass Destruction (WMD). AH will restrict their WMD attack to

chemical and biological weapons. Chemical weapons will be used to secure the flanks of

penetrations, delay reserve units, and assist AH forces to break contact when they believe they

are decisively engaged. AH forces have very limited nuclear weapons of uncertain reliability and

are not likely to use them except in the case of ensuring the survival of their national

government. AH forces are well trained and equipped for chemical operations but have limited

experience with biological operations and almost no experience in nuclear operations.

d. (U) Friendly Forces.

(1) (U) Higher Headquarters Mission and Intent.

(a) (U) Higher Headquarters Two Levels Up. Joint Task Force (JTF) CASPIAN

GUARD 49991-20.

1. (U) Mission. At the request of GOAZ, JTF CASPIAN executes Flexible

Deterrent Options (FDO) to deter Ahurastan attack against Azerbaijan. On order, JTF CASPIAN

deploys additional forces to the area of operations and takes actions to deter and defend

Azerbaijan territory against an Ahurastan attack; and as required conduct offensive operations to

restore the pre-conflict international borders of Ahurastan and Azerbaijan. In coordination with

(ICW) the Government of Azerbaijan, conducts stability operations, and transitions operations

back to Azerbaijan Defense Forces or other designated authority when directed.

2. (U) Commander’s Intent. Maintain the sovereignty of Azerbaijan and

reestablish the conditions for a secure and stable region. This will require an integrated United

State Government (USG) and international effort to (1) defuse the situation and dissuade

Ahurastan from attacking Azerbaijan. JTF CASPIAN’s immediate contribution to this will be the

rapid deployment of forces to the region to assure our allies and friends, deter Ahurastan

aggression, and respond with military force, if necessary, to defeat Ahurastan. If deterrence fails,

JTF CASPIAN needs to be able to (2) defend Azerbaijan from Ahurastan attack and defeat or

eject Ahurastan forces from Azerbaijan in the event hostilities commence. JTF CASPIAN is the

lead for the immediate U.S. military response. Department of State (DOS) will integrate the

efforts of USG agencies and coordinate a complementary international response. JTF CASPIAN

must collaborate closely with DOS to integrate other agencies’ actions throughout this crisis to

include coordinating with other Agencies to gain insight into the potential use of the other

instruments of national power as a means for flexible deterrent options. If Ahurastan attacks, it is

also imperative to (3) to eliminate Ahurastan's WMD capabilities and stockpiles. If Ahurastan

attacks, JTF CASPIAN must also be prepared to (4) support post-conflict operations in

Azerbaijan. It will be difficult to understand the extent of these efforts in advance. Close

coordination with DOS and the U.S. Embassy (USEMB) will be essential to plan and execute

this successfully.

3. (U) End State. Ahurastan deterred, if not, defeated and its forces withdrawn.

Ahurastan military capabilities degraded so that Ahurastan is no longer a regional threat.

Azerbaijan is a stable democratic government committed to free market economies capable of

protecting its sovereignty.

(b) (U) Higher Headquarters. CFLCC (one level up).

1. (U) Mission. O/O, CFLCC defends Azerbaijan territory and conducts offensive

operations as required to restore pre-conflict international borders of AZ and AH. O/O, conducts

stability operations ICW the Government of Azerbaijan to promote the legitimacy of the GOAZ.

O/O, transitions internal security and stability operations back to AZ or other designated

authority to promote regional stability.

2. (U) Commander’s Intent.

a. (U) Purpose. Enable the legitimate government of Azerbaijan to care for its

people and resources. Provide a credible force to deter Ahurastan from attacking (OPERATION

CASPIAN RESOLVE), or be able to defeat such an attack if it occurs (OPERATION CASPIAN

CHALLENGE). Set the conditions for Azerbaijan’s success by defeating OSC-E, neutralizing

SAPA, make CFLCC capabilities and resources available to national/rayon and local

governments, in order to convince the people of Azerbaijan that their government can and will

protect the people of AZ and their legitimate interests.

b. (U) General. CFLCC forces will conduct operations in four phases: (I)

Deter Ahurastani aggression into Azerbaijan through the build-up of forces into theater, (II)

Seize the initiative by conducting defensive operations in order to set the conditions to assume

the offensive, (III) Dominate the AO by conducting offensive operations to defeat Ahurastan

forces, and (IV) Stabilize Azerbaijan by restoring the international border and re-establishing

security in Azerbaijan to include the establishment of a demilitarized zone and restoration of

essential services to the Azerbaijani population.

3. (U) End State. Ahurastan lacks either the desire or ability to continue its

aggression, SAPA has been marginalized, and coalition forces have transferred all

responsibilities to peacekeeping forces and U.S. Department of State (DOS) (and similar

organizations from coalition nations) and to a legitimate and capable government supported by

all of Azerbaijan.

(a) (U) 2nd MEB. On our Northern flank in AO2, with a mission similar to 4th

Infantry Division.

(b) (U) 3rd Mechanized Division (3rd MECH DIV) (UK). The United Kingdom has

committed the 3rd MECH DIV (UK) to support Phase IV (Stabilize) within Azerbaijan. O/O,

12th Mechanized Brigade (12th MECH BDE) (UK) OPCON to 3rd MECH DIV (UK) for Phase

IV operations.

(c) (U) 1/25th SBCT. Phase II operations include securing ATK POS LION to PL

WHITE to facilitate CFLCC forward movement of forces and commencement of Phase III

operations. 1/25th SBCT will occupy ATK POS TIGER (vic. 38T QK 32240 57037 to 38T QK

33028 46661 to 38T QK 27514 51071 to 38T QK 39652 52146) and become CFLCC reserve

with priority of commitment to reinforce 4th ID (AO 4), 2nd MEB (AO 5), or 1st AZ MECH

DIV, in order. 1/25th SBCT is attached to 4th ID for Phase IV operations.

(d) (U) 2-43rd ADA BN. Phase II, III, and IV operations include providing an

integrated air defense, protecting key infrastructure, and key communications nodes throughout

the CFLCC AO.

(e) (U) 504th BfSB. Counter reconnaissance IOT collect and analyze Ahurastan and

SAPA systems vulnerabilities; nominate targets for ground and/or air engagement; indentify

enemy unit location, movement, composition, and strength.

(f) (U) Joint Special Operations Task Force (JSOTF). Conduct foreign internal

defense (FID) operations in support of Georgia and Azerbaijan. JSOTF is prepared to conduct

special reconnaissance (SR) in support of CFLCC collection priorities for both land-based and

amphibious threats from Ahurastan. Upon commencement of hostilities due to Ahurastani

aggression, JSOTF will transition to combat operations, providing combat advisory assistance

down to Azeri-battalion level and selected SR to support CFLCC collection priorities. JSOTF

personnel will act as a communications link between Azeri and coalition units, provide joint fires

coordination and support capability to their partnered Azerbaijani unit facilitating joint firepower

in support of the Azerbaijani defense plan, assist in all necessary coordination for any passage of

lines or relief in place operations, and provide intelligence reporting in support of

JTF/JSOTF/CFLCC collection priorities. JSOTF conducts special reconnaissance in support of

JTF/JSOTF/CFLCC collection priorities to provide indications and warning and targeting

assistance. Upon commencement of hostilities, JSOTF SR operations will coordinate joint

firepower assets to destroy Ahurastani forces. JSOTF will also be prepared (B/P) to conduct

personnel recovery (PR) in Georgian territory.

(g) (U) UN Chapter VI peacekeeping operations (PKO) in Nagorno-Karabakh (N-K).

All troop-contributing-nation (TCN) forces are in the AO; completed RSOI and are positioned in

N-K. The UN Chapter VI force is conducting orientation and initial peacekeeping operations to

create a safe environment and support humanitarian assistance in accordance with the Armenian-

Azerbaijan peace accord.

(h) (U) Georgian Military Forces. The Georgian Armed Forces consist of remnants of

the National Guard and the Mkhedrioni. At present the Chief of the Georgian Armed Forces has

committed their forces to assisting with MSR and LOC security in Georgia and assisting with

base security in and around BATUMI, POTI, and TBILISI. They have also committed to defend

the BTC pipeline within Georgia. They currently have no intention in participating in the defense

of Azerbaijan as the majority of their forces remain committed to counterinsurgency efforts in

the autonomous regions of South Ossetia and Abkhazia.

(i) (U) Azerbaijan Military Forces. Azerbaijani (AZ) forces remain under the

operational control of Commander, AZ Defense Force (COMADF) throughout the conduct of

this operation. ADF consists of 10 separate territorial brigades and one mechanized infantry

division. Their infantry forces are predominantly truck and light wheel mounted with small arms,

mortars and limited towed artillery weapons of Soviet and Italian origin. The 1st AZ Mechanized

Division (1st AZ MECH DIV) is based in BAKU and is responsible for the security of all

governmental offices, major industries and other critical facilities from insurgents and other

destabilizing forces. The 10th and 11th AZ Territorial Brigades are equipped with the majority of

the armored equipment available to the ADF and they have established a defensive perimeter 100

miles southwest of Baku to defend the capital city against possible attack from AH forces. The

remaining infantry brigades are established as internal security and counterinsurgency forces in

each of the other AZ provinces as follows: the 16th Territorial Brigade (vic. 38T PK 53700

94500); the 14th Territorial Brigade between YEVLAK and BAKU (vic. 38T QL 38800 00600);

the 15th Territorial Brigade (vic. 39T TE 55200 58700); the 7th Territorial Brigade vic.

BEYLAGAN (vic. 38S QK 19000 00000) North along the Ahurastani border; the 6th Territorial

Brigade vic. BILASUVAR (vic. 39S TD 68400 81200) east along the Ahurastani border; the

12th Territorial Brigade south of BARDA (vic. 38T QK 02500 36600) with responsibility in and

around NK; and the 5th Territorial Brigade vic. MASALLY (vic. 39S TD 98500 22600) along

the Ahurastani border. See Exhibit 1 (Azerbaijan Defense Plan) To Tab D (Intelligence

e. (U) Interagency, Intergovernmental, and Nongovernmental Organizations. Refer to Annex

(1) (U) National Geospatial-Intelligence Agency (NGA). Refer to Appendix 5

(Geospatial Intelligence) to Annex B (Intelligence).

(a) (U) Provide geospatial intelligence support including digital evaluation data and

fused intelligence products as required.

(b) (U) Provide multispectral imagery as required.

(2) (U) National Security Agency (NSA). NSA provides and coordinates crypto-logical

support, Signal Intelligence, and advises commands of potential losses in intelligence.

(4) (U) Department of State (DOS). DOS provides political and diplomatic efforts to gain

international support for the U.S. foreign policy objectives in the CFLCC AO. Coordinate use of

foreign bases, port, over flights, and all transit rights authority. DOS seeks solution through the

use of U.S. ambassadors to Georgia and Azerbaijan. Additionally works with the United Nations

to apply political solution to crisis. Manage Noncombatant Evacuation Operations (NEO) of

U.S. citizens and designated persons. Develop and coordinate reconstruction and stabilization

teams to support CFLCC efforts.

(5) (U) United States Agency for International Development (USAID). USAID provides

liaison officers to the DOS as requested. Intent is to support economic growth, agriculture, trade,

democracy, conflict prevention and humanitarian assistance. Education and health services

restoration are also a focus.

f. (U) Civil Considerations. Refer to Appendix 1 (Intelligence Estimate) to Annex B

(Intelligence).

TAA TBLISI. (2) Seize the Initiative - Defend. (3) Dominate. (4) Stability Operations.

(1) (U) Phase I: RSOI in TAA Tbilisi. This phase is currently underway and continues as

forces flow into the AO and prepare to transition to Phase II (Seize) or Phase IV (Stabilize).

This phase consists of the reception, staging, and integration of organic 4th ID units, UK, and

Turkish forces, and additional U.S. units into Team Ironhorse. This phase ends when (1) AH

complies with the UNSCR to no longer threaten AZ or (2) COMJTF-CASPIAN declares

Unambiguous Warning [W-Day] when Ahurastan conventional forces cross border operations

are imminent or (3) Ahurastan conducts cross border operations without unambiguous warning

[D-Day]. The key decisions during this phase are the initiation and prioritization of movement by

4th ID forces into Azerbaijan.

(2) (U) Phase II: Seize the Initiative-Defend. This phase begins upon meeting one of the

conditions for the end of Phase I. 4th ID moves to ATK PSN LION ITO prepare to defend on

PL RED along the Araks River in AO4. This phase ends when the Division has crossed the LD

(PL WHITE).

(3) (U) Phase III: Dominate. The dominate phase is broken down into three sub-phases.

(a) (U) Phase IIIa. 4th ID seizes OBJ MONTY and OBJ BRADLEY on PL RED IOT

defend against AH aggression. 4th ID will defeat any AH offensive and secure crossing

sites/bridges for follow-on CFLCC forces. Decisive Operation (DO): 1/4th ABCT seizes OBJ

BRADLEY 3 IOT control key terrain and execute river crossing. Shaping Operation (SO) SO 1:

(5) (U) Scheme of Mobility/Countermobility. Priority of effort for Phases I-II is

(c) (U) Phase IV-Stability and Reconstruction. Priority of effort returns to mobility

with the cessation of hostilities. Engineer priorities - repair the Azerbaijani road network

facilitating efforts of NGOs and EU/U.S. governmental entities aiding in the reconstruction

process. The following effort focuses on reducing all lethal obstacles to facilitate the

reestablishment of a safe and secure Azerbaijan. Priority of support is 1/4th ABCT, 48th IBCT,

3-4th ABCT, then all others.

(6) (U) Scheme of Battlefield Obscuration. Priority of obscuration Phase I through Phase

III: 1/4th ABCT, 17th (TU) BDE 9, 12th (UK) MECH BDE, and then all others. Phase IV, 4th

ID, CFLCC, JTF commanders must approve using obscuration during this phase. Refer to

Appendix 9 (Battlefield Obscuration) to Annex C (Operations).

(7) (U) Scheme of Reconnaissance and Surveillance. Refer to Annex L (Reconnaissance

and Surveillance).

(a) (U) Phase I and II. Reconnaissance and surveillance assets focus on determining

the location of OSC-E maneuver brigades, communications nodes, ADA forces, aircraft, and

indirect fire units. Intent of reconnaissance and surveillance during this phase is to establish

Secondary effort will be to determining the location of bypassed 77th DTG elements of platoon-

strength or larger in order to destroy or render combat ineffective. Priority of reconnaissance and

surveillance support is 1/4th ABCT, 17th (TU) BDE 9, 12th (UK) MECH BDE, then all others.

(c) (U) Phase IV. Priority of reconnaissance and surveillance effort will be to

detecting remaining SAPA elements in order to destroy or render combat ineffective. Secondary

effort focuses on assessing GOAZ civil infrastructure. Priority of reconnaissance and

surveillance support 1/4th ABCT, then all others.

d. (U) Scheme of Intelligence. Refer to Annex B (Intelligence).

(1) (U) Signal Intelligence (SIGINT). SIGINT priority is to identify communications

nodes; enemy intent; affiliated forces; counter-attack forces and reserve.

(2) (U) Imagery intelligence (IMINT). IMINT priority is to confirm enemy defensive

positions and to track the reserve and identify counter-attack forces to support lethal targeting.

(3) (U) Human Intelligence (HUMINT). HUMINT priority of collection is to provide

interrogation support of all EPWs and assist with Multi-Disciplined Counterintelligence (MDCI)

Force Protection and Source Operations (CFSO).

(4) (U) Analysis and Collection Element (ACE). The 4th ID ACE Chief will direct

requests and coordinate with CJTF-CS for Measures and Signatures Intelligence (MASINT)

support and coordinate for Echelons above Division (EAD) collection asset support.

(5) (U) Reporting. All units report the following:

(b) (U) Enemy reconnaissance in AO.

(j) (U) Any attempt to bridge or seize bridges over the Kura River in the AO.

(k) (U) Size, location, and activity of any airborne, special purpose forces,

unconventional warfare (UW), or partisan forces.

e. (U) Scheme of Fires. The 4th ID FECC coordinates integration and synchronization of

close air support (CAS), air interdiction (AI), close combat attack (CCA), and field artillery (FA)

with the CLFCC Joint Forces Effects Coordination Cell (JFECC) and Effects Coordinator

(ECOORD) to defeat OSC-E. Key to this operation is the destruction of enemy integrated air

defense systems (IADS) and long-range artillery systems. Division Fires will neutralize remnants

of the 84th MID and neutralize second echelon FS units from the Integrated Fires Command

(IFC) that have moved forward to augment OSC-E. We will use both lethal and non-lethal fires,

AI, CAS, and CCA in order to provide freedom of air movement throughout AO4. We will

maximize use of surface and air delivered precision guided munitions to engage and destroy

High Value Targets (HVTs) throughout AO4. FASCAM is not authorized – release authority

given only by the GOAZ commander. Refer to Annex D (Fires).

f. (U) Scheme of Protection. 4th ID protection efforts will focus on degrading the

effectiveness of AH TBM/cruise missile assets, disrupting SAPA attacks on MSRs/ASRs, and

preventing SAPA/APRA-SOC elements from providing timely information on friendly forces’

disposition / movements. At a minimum, units will integrate air missile defense, survivability,

CBRN early warning, OPSEC, fixed security and active patrolling to protect critical assets.

Sensors are placed to provide early warning of threats. Refer to Annex E (Protection).

(1) (U) Priority of Protection. During Phase I the priority of effort is communications

nodes, counter battery assets, radars and logistics sites. Units focus on active patrolling and

sensors for early warning, fixed security and survivability for final protection of assets. During

Phase II the priority of effort is communications nodes, counter battery assets and radars. Units

reposition sensors to minimize gaps in coverage during maneuver. Plan future moves IOT

position survivability assets to maximize blade time for digging in critical assets. Plan

decontamination sites as required to support continued offensive operations. Active patrolling

continues in the support area. During Phase III the priority of effort is command centers,

communications nodes, logistics assets and radars. Units position sensors to provide early

warning for threats. Units conduct active patrolling and reconnaissance operations IOT identify

potential hazards, provide assured mobility along MSR/ASRs and identify sites for controlling

displaced persons. Refer to Annex C (Operations), Annex E (Protection), and Annex G

(Engineer).

(2) (U) Air and Missile Defense. Forward area air defense and early engagement is

achieved by task organizing Avengers to support maneuver forces, and providing coverage for

the Division’s critical assets providing defense in depth throughout the AO. Sentinel radars are

positioned forward to provide early warning coverage of respective air avenues of approach.

Success is defined as defeating the enemy air reconnaissance before they can identify our array

of forces and HVTs and by destroying enemy air attacks with no more than 5% BDA to friendly

units from enemy air. At the end of the operation we are postured to defeat AH counter-attack.

(b) (U) During Phase I Air and special reconnaissance operations LOA is PL STEEL.

(c) (U) During Phase II CFLCC ground LOA is PL RED.

(6) (U) Rules of Engagement. Refer to Appendix 11 (Rules of Engagement) to Annex C

(Operations).

(7) (U) Risk Reduction Control Measures. Current MOPP level is ZERO. Fratricide

avoidance: No vehicle may depart the APOD/SPOD without an operational Blue Force Tracker

Beacon. Minimum of two vehicles with operational communications required for movement

outside coalition operating bases and assembly areas prior to Phase II. All U.S. ground vehicles

will display an infrared marker panel on the front left and right vehicle doors. Tracked vehicles

will display an IR marker panel on the left and right side of turrets or vehicle hull as appropriate.

Non-U.S. coalition vehicles will display a VS-17 panel on the roof or rear deck of all vehicles.

SF Coalition Support Teams will advise CFLCC and 4th ID headquarters of all coalition ground

movements of company size or larger. No aircraft may operate within CFLCC airspace without

an operational MODE I-IV transponder. Aircrew members will refer to daily ATO / ACO /

SPINS to determine appropriate transponder codes and downed aircrew procedures. Each

aircraft will have not less than one blood chit and one operational PRC-112 radio with PLS.

Whenever possible, host nation interpreters will accompany all convoys from the Georgia-

Azerbaijan border to destination. Refer to Annex E (Protection).

(8) (U) Personnel Recovery Coordination Measures. Refer to Appendix 2 (Personnel

Recovery) to Annex E (Protection).

(9) (U) Environmental Considerations. Refer to Appendix 5 (Environmental

Considerations) to Annex G (Engineer).

(10) (U) Themes and Messages.

(a) (U) Theme 1 – Mission. Coalition Forces assist the legitimate Government of

Azerbaijan protecting territory from Ahurastani aggression. Initiation of hostilities results in

necessary actions to restore the international border and eliminate any threat posed by Ahurastan

in the immediate future.

(b) (U) Theme 2 – Commitment. The International community will remain in the AO

as long as necessary to defend mutual interests ensuring GOAZ is recognized as a stable, secure,

and legitimate government.

(c) (U) Theme 3 – Legitimacy. Attacks by Ahurastan are a violation of UN

resolutions, and the international community will defend against the aggressor state.

(d) (U) Theme 4 – Rule of Law. An Ahurastani invasion of its sovereign neighbors

demonstrates a complete disregard for international law and common decency. It is a tragic

mistake for the Ahurastan people and one the international community will not let stand.

(e) (U) Theme 5 – Peacemaking. Promoting peace and stability is the right thing to do

and in the best interest of the United States and all the nations of the region. We encourage

insurgent forces to see the error in following the dictates of their Ahurastani supporters and hope

they will now put down their arms and make peace with their national government.

(f) (U) Theme 6 – Support for Nongovernment Humanitarian Relief Organizations.

We support the humanitarian efforts of legitimate NGOs to alleviate the suffering of the people

of this region. We are committed to minimizing the impact of hostilities on the lives and health

of noncombatants.

(11) (U) Other Coordinating Instructions. None

4. (U) Sustainment.

a. (U) Logistics. Refer to Annex F (Sustainment).

(1) (U) Phases I. Complete RSOI and position forces as far forward as possible in

mutually supporting AOs. Successfully integrate and coordinate with coalition forces. 3rd ESC

Supporting will establish SPODs vicinity Poti and Batumi, and SPOEs vicinity Batumi airfield,

Kopitnari airfield, and Tbilisi International Airport. Establish TSA GEORGIA vic Samtredfia,

Georgia and LSA TBILISI vic. Tbilisi, Georgia.

(2) (U) Phases II. Sustain defensive operations while preparing for transition to the

offensive. 3rd ESC Supporting will continue buildup of LSA TBILISI, maturing it to a second

TSA, and establishes LSA BAKU, vicinity Baku, Azerbaijan. Combat equipment is transported

by rail from SPOD to TAA TBILISI, then road marched to ATK POS LION. Priority of support

is the 2nd MEB and 4th ID in that order, until completion of deployment.

(3) (U) Phase III. As conditions permit, 3rd ESC Supporting will establish LSA GANJA

vicinity Ganja, Azerbaijan to support offensive operations south of the Araks River. Priority of

support is the 4th ID and 2nd MEB, in that order.

(4) (U) Phase IV. Priority of support is the 4th ID and 2nd MEB, in that order.

Sustainment for forces in Azerbaijan provided by 4th SUS BDE from LSA GANJA, and by

593rd SUS BDE from LSA BAKU. Priority of effort is humanitarian relief, stability and

reconstruction operations, then redeployment of forces.

b. (U) Personnel. Refer to Annex F (Sustainment).

(1) Host Nation Support. 4th ID will coordinate any requirements for Host Nation support

with CFLCC. Units will plan and submit all requests for logistical support through normal

reporting chains using the 4th ID SOP.

(2) Replacement Personnel. Personnel replacements will be moved along with divisional

supply movements to their requesting units. CFLCC has established a pool of replacement

personnel at TAA TBILISI.

(3) Replacement Requests. Units will request replacements as casualties occur. 4th ID G-

1 consolidates personnel replacement rollups at 0100 and 1300 daily and provides this report to

CFLCC.

c. (U) Army Health System Support. Refer to Annex F (Sustainment).

(1) Forward surgical teams will be attached to each BSB. All requests for CL VIII

resupply will be submitted to the FST for forwarding through theater medical chain of command.

(2) Ambulance back-haul is the primary method of Class VIII distribution after initial

stocks are built forward. Refer to Appendix 3 (Army Health System Support) to Annex F

(Sustainment) for details.

(3) 4th ID Division Surgeon will coordinate/integrate planning with respect to receipt,

distribution, processing, storage, and disposition of blood and blood products within the AO4.

5. (U) Command and Signal.

a. (U) Command.

(1) (U) Location of Commander. Phases II-IV commander is located with DTAC.

(2) (U) Succession of Command. CG, ADCO, ADCS, COS, 1/4th ABCT CDR, 1-10th

IBCT CDR.

(3) (U) Liaison Requirements. All BDEs (to include the UK and TU BDEs) will establish

LNO teams in the DIV MAIN and DIV TAC. 4th ID will establish LNOs with both the UK and

TU brigades. 4th ID will BPT establish LNO teams with the ADF units in AO4 IOT coordinate

stability operations and IDP control.
