Labor Market Overview WIA §118 (b) The local plan shall include - (1) an identification of—

(A) the workforce investment needs of businesses, jobseekers, and workers in the local area; (B) the current and projected employment opportunities in the local area; and (C) the job skills necessary to obtain such employment opportunities;

1. Based on consultation with your Labor Market Analyst and a review of your Regional Economic Development Council’s (REDC) Five-Year Strategic Plan, describe the current and projected employment opportunities in your local area and region. Provide a priority ranked list of the local area’s demand occupations for PY 2012 that includes O*NET codes and job titles.

The Long Island Regional Labor Market Analyst has described the current and projected employment opportunities in our local area and region as follows: "Long Island has been experiencing some slowdown in job growth in the second quarter of 2012. In the first three months of the year, year-over-year private sector job growth averaged 21,200 each month. However, the goods-producing part of the economy put the brakes on this expansion. Long Island only added 5,700 jobs per month in April through June. The good news is higher-paying sectors such as financial activities and professional and business services continue to add jobs at a rapid clip.

According to New York State Department of Labor long-term industry employment projections (2008-2018), health care and social assistance, professional and business services, educational services, and accommodation and food services are expected to add the most jobs. In addition, Long Island’s Regional Economic Development Council has placed an emphasis on developing a STEM (Science, Technology, Engineering, and Mathematics) workforce as well as investing in advanced manufacturing industries, including pharmaceutical manufacturing.

The New York State Department of Labor also provides long-term occupational projections (2008-2018) for the Long Island region. The occupations with a very favorable or favorable outlook and at least 50 openings per year can be divided up into important categories:

In developing its Five-Year Strategic Plan the Long Island Regional Economic Development Council has identified the following as industry growth sectors: “Advanced Manufacturing; Life Sciences; Information Technology; Clean Energy and Defense/Homeland Security." A priority ranked list of the local area's demand occupations for PY 2012 that includes O'Net codes and titles is included as Attachment L. 2. Explain how your demand list was shaped. Describe the data source(s) used to

develop/support your demand list. The demand list was shaped through a combination of review of the Long Island Regional Council's Strategic Plan, review of skills demand surveys conducted in conjunction with our training provider procurement process and consultation with the Labor Market Analyst for the Long Island Region.

3. Identify the job skills/credentials that are needed to obtain such employment opportunities,

and the education and training resources that exist in your area/region to assist individuals to obtain these skills. Training options such as on-the-job training, ITAs, customized training and contracted training should be discussed where relevant. If there are not sufficient training providers on the ETPL to meet articulated training needs, please describe the steps your area/region is taking in conjunction with business leaders and education and training providers to address this deficit.

The Strategic Plan for the Long Island Regional Economic Development Council (LIREDC) states that “Recent studies by Long Island Forum for Technology (LIFT) and Connect Long Island – a consortium of the region’s three Workforce Investment Boards, the New York State Department of Labor, Empire State Development Corporation and others – have shown a large and potentially growing gap between the skills of the workforce and those required for positions as IT professionals, nurses, and engineers.” Also stated in the LIREDC’s Plan was the need “to increase the proportion of STEM-educated graduates entering the workforce, while augmenting a broad regional structure for training workers at all levels.” Guided by the vision for workforce and education articulated by the LIREDC Plan, along with the employment opportunities identified by the Long Island Regional Labor Market Analyst, we are working to address worker skills gaps by equipping our workers with relevant job skills and credentials. Our education and training resources include ITAs for the training providers and courses: included in Attachment L. Our LWIB has successfully developed On-The-Job Training (OJT) and Customized Training Programs with local businesses within growth occupations and demand industries that have created private sector jobs. OJT and Customized Training will be utilized as training options based upon the skills development needs of our participants and the capacity of those programs to meet those needs. 4. Describe any regional or sector-based training initiatives in which your local area is involved

or is planning to be involved during PY 2012. Explain how these initiatives have influenced or shaped the demand occupation list provided under question 1.

On behalf of the three Long Island Local Workforce Investment Boards (LWIBs) and the Connect Long Island Partnership, the Hempstead/Long Beach LWIB submitted a grant proposal through the Consolidated Funding Application (CFA) process to the Long Island Regional Economic Development Council. The proposal described the Long Island Business and Workforce Investment Project. This project, which was one of eight included in the REDC's transformative project entitled "The Workforce Investment Network," was selected for funding. It will identify employer skill requirements for demand occupations within growing industry sectors and respond to those demands by training unemployed, low-income individuals and dislocated workers. Performance WIA §118 (b) The local plan shall include - (3) a description of the local levels of performance negotiated with the Governor and chief elected official pursuant to section 136(c), to be used to measure the performance of the local

area and to be used by the local board for measuring the performance of the local fiscal agent (where appropriate), eligible providers, and the one-stop delivery system, in the local area; Please complete Table 1 entitled “Performance Indicators” on page 7. The Common Measures goals that were exceeded are: Dislocated Worker Entered Employment Rate; Adult Average Earnings; Dislocated Worker Average Earnings; Youth Attainment of a Degree or Certificate; and Placement in Employment or Education. The Customer Service Indicator Goals that were exceeded are: Training Level - Percent with Individual Employment Plan and National Work Readiness Credential.

b. Please describe the policies or actions that led to the local area’s success in these areas.

The policies and actions that led to the local area's success in these areas include the following: Implementing effective methods for gathering data regarding industry skill demands and worker skill supply; Accessing current and reliable labor marker information; Accurate assessment; Distribution of HempsteadWorks Career Flash, which is a series of job search tips and invitations to utilize career center services; Enrollment of participants into the Skill Matching and Referral Technology – SMART 2010 system; Frequent review and updating of One-Stop Operating System (OSOS) records; Conducting a local procurement process to select training providers that augments the requirements of the eligible training provider list; Implementing a diverse menu of relevant workshops; Career counselor follow-up; Leveraging additional grant funds that expand and enrich WIA-funded activities.

c. Describe how the local area plans to continue its success.

The local area plans to continue its success by continuing to utilize the HempsteadWorks Quality Assurance Program (HWQAP), an award-winning quality management system for capturing and analyzing data related to performance, customer satisfaction and return-on-investment, in order to make the fact-based management decisions necessary to maintain and improve current policies and actions. We will also continue to cultivate productive partnerships and to seek out and leverage new resources. In addition, we will aggressively manage and closely coordinate the activities of program and system staff to ensure that all personnel are properly trained and prepared to offer the best services and achieve the best outcomes possible. The local area will also stay connected to a variety of information sources and ensure that program offerings are timely and appropriate to the needs of our customers. Finally, we will seek to continually engage our customers in incremental, value-added services, until they reach their career goals.

Planned Services and Expenditures Adult and Dislocated Workers WIA §118 (b) The local plan shall include - (2) a description of the one-stop delivery system to be established or designated in the local area, including—

(A) a description of how the local board will ensure the continuous improvement of eligible providers of services through the system and ensure that such providers meet the employment needs of local employers and participants;

WIA §118 (b) The local plan shall include - (4) a description and assessment of the type and availability of adult and dislocated worker employment and training activities in the local area; Please complete the charts entitled “PY 2011 Training” and “PY 2012 Training Projection” located in the Budget spreadsheet (Attachment I). In addition, if you procure service providers to provide Adult and Dislocated Worker or Business services, complete the Adult/Dislocated Worker and Business Services worksheets in the Service Provider spreadsheet (Attachment J). 6. Briefly describe the type and availability of Adult and Dislocated Worker services in your

area. Adults and Dislocated Workers have access to the full array of WIA and partner services through HempsteadWorks Career Center System. Customers can obtain information and begin the registration process on-line, using our web site at www.hempsteadworks.com. HempsteadWorks is a network of organizations that assist employers in hiring qualified workers. It also helps job seekers to develop their skills and to secure employment. The Career Center includes a spacious, modern resource room, where customers can obtain career counseling, referrals, information (related to the job market, child care, transportation, financial assistance, etc.), a computerized job bank, Internet access, resume writing and cover letter software, job search videos and tutorial CDs, along with photocopiers, telephones and fax machines. In addition, the Center includes a career library, assessment software programs and on-site interviews with employers. HempsteadWorks also provides core, intensive, training and supported services through an integrated system of partner funding streams. Unemployment insurance beneficiaries are served through a functionally aligned model involving WIA and Wagner-Peyser staff.

The One-Stop Career Center provides initial assessment to new customers, who are visiting the Center for the first time, along with return customers, prior to commencing new activities. The Initial Assessment procedure requires staff to identify customers who need skills development and/or training services to obtain their employment goal during the customer’s first one-to-one meeting with a staff person.

Comprehensive Assessment is provided as an on-site, face-to-face service, intended to obtain an in-depth and objective understanding of the customer in order to inform decisions about the career development services needed. Through Comprehensive Assessment, career counselors identify barriers to employment (e.g., language, transportation, child care, elder care, mental or physical disabilities, work place accommodations, etc.). Barriers are identified through a career counseling interview with the customer and/or using assessment tools. Remediation of barriers

may be as simple as advising the customer of their options (i.e., transportation or child care) or may require a referral to a partner or other agency. Comprehensive Assessment also helps the customer to establish an employment/occupational goal that is relevant to the local labor market. Electronic assessment tools, such as Prove-It! are utilized during this process.

The results of Initial and Comprehensive Assessment are entered into the New York State One-Stop Operation System (OSOS) and utilized to construct an Individual Employment Plan (IEP). The IEP is a “living” document that is continuously updated to reflect each significant change in the participant’s status. This includes the completion of service activities.

The Comprehensive Assessment tools utilized by the Career Center are described below:

• STANDARD ASSESSMENT AND GROUP EVALUATIONS (SAGE) is designed to assess mechanical dexterity, clerical aptitude and interest inventory.

• WONDERLIC PERSONNEL TEST (WPT) is designed to test problem–solving ability.

• CHOICES is designed to assess career interest, values and lists related occupations. It also provides employability skills and job search activities.

• CAREER EXPLORATION INVENTORY (CEI) is a career interest test used as a guide for exploring work, leisure and educational goals. It helps the individual find information on occupations, leisure activities and educational programs.

• CAREER ZONE is designed for youth to identify strengths, skills interests and talents, explore occupations; search education and training data bases, build and store resumes.

• JOB ZONE is similar to Career Zone but for adults.

Our pre-vocational training services include Computer Training Workshops for Microsoft Office, along with a Career Workshop Series for a variety of topics. The topics range from job search basics, such as Interviewing and Cover Letters, to more progressive areas, such as Social Networking, Green Jobs and Starting Your Own Business. The Career Workshop Series also offers focused training for target groups, such as Interviewing and Resumes for People Over 50 and Skills Discovery for Individuals with Disabilities. We frequently update our course offerings and provider listing for classroom-based training, resulting in a diverse and broad array of college and proprietary school courses that prepare adults and dislocated workers for demand occupations within growing industry sectors. On-the-Job Training and Customized Training are also available in cases where training in an industry-based setting is most appropriate. Participant progress in funded activities is tracked and monitored to identify the need for staff intervention and to ensure quality and efficiency. Career counselors provide support to Adults and Dislocated Workers throughout their "membership" experience with HempsteadWorks, from orientation through post-program follow-up.

7. Describe the steps the Workforce Investment Board takes to ensure the continuous improvement of eligible providers of services through the system. Describe the information that is reviewed to determine that providers are meeting the employment needs of local businesses and jobseekers.

The Workforce Investment Board conducts a procurement process through a request-for-proposals (RFP) to select the providers it approves for the New York State Eligible Training Provider List (ETPL). Vendors are required to list themselves on the ETPL in order to be approved for the local (Hempstead/Long Beach) portion of the ETPL. The provider list is updated regularly and proposals from vendors are accepted on an on-going basis. In addition, the RFP is conducted periodically and any resulting revisions will be made at that time. The NYSDOL Demand Occupation Listing is part of the selection criteria. Providers also evaluated based upon the completeness of their proposal and their prior track record.

A Provider shall be approved for initial eligibility only once. After initial eligibility has been established, the Provider's eligibility will be determined under subsequent eligibility criteria. Providers must submit, via the web-based application, performance and program cost information for offerings that have been on the state list for at least 18 months. In addition, on an annual basis, providers must submit via fax, e-mail, or by post the following information:

• Number of students were enrolled

• Number of students who completed

• Number of students placed into training-related unsubsidized employment by the institution

• Approximate average hourly starting salary per hour of those who were placed

• The minimum starting salary of those who were placed per hour

The Local Board will retain provider offerings on the ETPL that it determines to have met the levels of performance for the each of the above items as indicated in the provider’s locally approved proposal. In addition, when recommending that a training provider and its offerings remain on the ETPL, the Local Board will also consider the following factors:

• Specific economic, geographic and demographic factors in the local area and the characteristics of the population to be served

• Program-specific performance information and attainment submitted by the provider

• Program-specific cost information per WIA Section 122

• Compliance with the license, certification, registration or approval required by the appropriate State and/or Federal oversight agency to provide the training

• LWIB experience and customer satisfaction with provider

• Training needs of the local area

• Evaluation criteria identified in TA #06-7

• Any other information that may be relevant in determining subsequent eligibility status

8. Describe any partnerships that the WIB and One-Stop Operators have developed to improve

services to customers in the local area or region. In 2007, the Town of Hempstead Local Workforce Investment Board (LWIB), acting on behalf of the three Long Island LWIBs, convened a region-wide symposium to launch the Connect Long Island Partnership. This initiative was implemented before a specific funding stream was available. That event led to the development of a collaborative proposal, submitted pursuant to a New York State Department of Labor (NYSDOL) grant opportunity entitled “Regional Economic Transformation Strategies through a Sector-Based or Cluster-Based Approach,” under Request for Proposals Number 13N. The grant was awarded to the Long Island Forum for Technology, Inc. (LIFT), creating a significant source of revenue, through which the three local workforce investment areas of the region conducted strategic planning and sector-based training. The success of the NYSDOL Transformation Grant led to the award of a Regional Innovation Grant (RIG) by the U.S. Department of Labor. Using these grant funds, the Partnership gathered workforce intelligence regarding industry worker skill demands, convened consortia to pursue new grant opportunities, and aligned partners and vendors to improve the region's economic development, education and workforce services. The Connect Long Island Partnership has attained national recognition, including the following national awards: National Association of Workforce Boards W.O. Lawton Business Leadership Distinguished Honoree (2011) and National Association of Workforce Professionals Thomas H. Ahlers Systems Building Award (2010). Building upon the Connect Long Island model, the Hempstead/Long Beach LWIB recently applied on behalf of the three Long Island LWIBs to the Long Island Regional Economic Development Council for a Consolidated Funding Application (CFA) Grant to operate the “Long Island Business and Workforce Investment Project," which will provide skills training to 114 unemployed low-income and dislocated workers. The CFA Grant was awarded and became operational on May 1, 2012. Through our partnership with United Way of Long Island, we have collaborated on several grant initiatives that have expanded and improved services to customers in our local region, including: • YouthBuild • NYSDOL Summer Jobs Express! (54 customers served) • Green and Lean (NYSDOL Emerging and Transitional Worker Training Grant) (216 customers served) • YouthLink (NYSDOL Disconnected Youth Training Grant) (52 customers

served). Through a partnership with United Cerebral Palsy of Nassau (UCPN), Winthrop University Hospital, NYSDOL and the New York State Office of Temporary and Disability and Temporary Assistance (OTDA), we provide a Summer Youth Employment Health Care Employment Program. The program includes work experience within the UCPN facility, academic and occupational enrichment training, work readiness and career exploration, including on-site training in a hospital. This program has been selected as a promising practice by the National Collaborative on Workforce and Disability for Youth and the National Association of Workforce Boards. Approximately 110 participants have been served through this program to date. The New York Makes Work Pay Project, funded by a U.S. Department of Health and Human Services/New York State Office of Mental Health Medicaid Infrastructure Grant, is jointly operated by the Burton Blatt Institute and the Employment and Disability Institute at Cornell University. Through a partnership with Burton Blatt Institute at Syracuse University, Abilities, Inc., NYSDOL and the New York State Adult Career Continuing Educational Services -Vocational Rehabilitation, the Town of Hempstead LWIB improved services to individuals with disabilities and continued the work of the HempsteadWorks Whatever It Takes Project, which it initially operated under a U.S. Department of Labor Customized Employment Grant. Youth WIA §118 (b) The local plan shall include - (6) a description and assessment of the type and availability of youth activities in the local area, including an identification of successful providers of such activities; Please complete the Youth worksheet in the Service Provider spreadsheet (SPREADSHEET J). 9. Describe the metrics that the WIB uses to determine whether or not a youth provider is

successful. The LWIB uses actual performance outcomes in comparison to Common Measures and Customer Service Indicators to determine whether or not a youth provider is successful. A provider is only considered to be successful if all measures are passed. 10. Describe the steps that you have taken to address providers that you have determined to be

unsatisfactory. Please address each unsatisfactory Youth Provider specifically. Although our youth providers have been successful, we have held them accountable by evaluating their past performance at the time when new procurements are conducted. 11. Describe the oversight/support/technical assistance pertaining to the WIA Youth Common

Measures that is administered in your local area. Oversight/support/technical assistance pertaining to the WIA Youth Common Measures is administered through the Town of Hempstead Department of Occupational Resources (DOOR), which provides supervision and training to providers. DOOR reports WIA Youth Common Measures outcomes to the Town of Hempstead Youth Council, which makes recommendations to the LWIB regarding selection of providers based upon their performance. DOOR also conducts monitoring on

behalf of the Youth Council and the LWIB.

12. Describe how youth data is managed in your area. Explain how often data is reviewed and who reviews the data.

Youth data is managed in our area through our Management Information Services Team, which includes a One-Stop Operating System (OSOS) Coordinator, in collaboration with our Youth Service Coordinator, who oversees the work of our providers.

Staff Information Please complete the charts entitled “PY 2011 FTE Staffing” and “Projected PY 2012 FTE Staffing” located in the attached Budget spreadsheet (Attachment I). 13. Please explain the reasons for any changes between PY2011 and PY2012. There were no significant changes in staffing between PY2011 and PY2012. Procurement WIA §118 (b) The local plan shall include - (9) a description of the competitive process to be used to award the grants and contracts in the local area for activities carried out under this subtitle; 14. The competitive bidding process that is used to award grants and contracts in our local area is governed by our Procurement Policy and Procedure Manual. According to the manual, the following are the methods of procurement utilized by the WIB, as appropriate to each procurement action:

(1) Small Purchase Procedures

These are simple and informal procurement methods for securing goods and services. The LWIB will comply with standards established by the Governor and the Town of Hempstead for small purchase procedures which insure that price or rate quotations will be documented from an adequate number of qualified sources. The guidelines for this method are as follows:

i. Purchase of Supplies or Equipment

• Costs of $10,000 or more require an advertised bid or request for proposals.

• Costs of $3,000, but less than $10,000, require written quotations from three vendors.

• Costs up to $3,000 require written quotations from two vendors.

ii. Purchase of Labor/Materials/Services

• Costs of $20,000 or more require an advertised bid or request for proposals.

• Costs of $10,000, but less than $20,000, require written quotations from three vendors.

• Costs up to $10,000 require written quotations from two vendors.

(2) Sealed Bids (Formal Advertising)

This a solicited procurement for which a firm-fixed-price contract (lump sum or unit price) or other fixed-price arrangement is awarded to the responsible bidder whose bid, conforming with all the material terms and conditions of the invitation for bids, is the lowest in price. The dollar limit for sealed bids is $500,000.

(3) Competitive Proposals

These are normally conducted with more than one source submitting an offer and either a fixed-price or cost-reimbursement type contract is awarded. The dollar limit for sealed bids is $500,000.

(4) Noncompetitive Proposals (Sole Source)

This is procurement through solicitation of a proposal from only one source, the funding of an unsolicited proposal, or, after solicitation of a number of sources, when competition is determined inadequate. The LWIB shall minimize the use of sole source procurements to the extent practical, but in every case, the use of sole source procurements shall be justified and documented. Procurement by noncompetitive proposals will be used only when the award of a contract is infeasible under small purchase procedures, sealed bids or competitive proposals.

(5) State or Federal Contract

Procurement of common goods and services may be conducted utilizing state and federal contracts, providing that an appropriate citation of a current contract number is included. The dollar limit for state and federal purchases is $500,000. In those instances where lease agreements are available as alternatives to purchasing, an analysis will be conducted to determine which method is most cost effective and reasonable.

The process for making vendors aware of funding opportunities is as follows:

(1) A Legal Notice is published in our local newspaper and on our system web site at www.hempsteadworks.com, which advertises the funding opportunity;

(2) A bidders' list is established for every procurement that we conduct and a solicitation is

Waivers The general statutory and regulatory waiver authority granted to the Secretary of Labor is a continuing authority granted by the Workforce Investment Act at section 189(i)(4), Public Law 105-220, and provides increased flexibility to states and local areas in implementing reforms to the workforce development system in exchange for state and local accountability for results, including improved programmatic outcomes.

New York has been granted waivers to certain provisions of the act, which have been extended through Program Year 2011. These waivers can be found in the Technical Advisory located here: http://labor.ny.gov/workforcenypartners/ta/TA10-191.pdf New York State has been granted a temporary extension of its PY 2011 waivers and State Plan. As such, the PY 2011 waivers remain in effect for now. PY2012 waiver requests will be submitted to USDOL as part of the State Plan in September, 2012. The State plans on requesting the same waivers for Program Year 2012, along with other waiver requests that may be suggested. When USDOL gives final approval on the PY 2012 waiver requests, guidance will be provided.

15. Please suggest future WIA waivers that may be useful to your local area and which you

would like NYS to consider requesting (optional). Although the following waivers are curently in place, they would be useful to our local area in the future, as well:

• Waiver for the inclusion of Youth follow-up services and work experience as a Youth Program Framework Service;

• Waiver to permit use of Individual Training Accounts (ITAs) to serve youth.

Local Workforce Investment Board Membership Section 117(b)(1) of WIA authorizes the Governor, in partnership with the State Board, to establish criteria for chief elected officials to follow while appointing members of the local boards. This criterion is explained in Technical Advisory #01-19.1 released by NYSDOL on March 2, 2010. Complete details are found here: http://www.labor.ny.gov/workforcenypartners/ta/TA01191LocalGovernance.pdf Local Workforce Investment Areas (LWIAs) are advised to review this Technical Advisory as it provides guidance on issues relating to the mandates, obligations and governance role of Local Workforce Investment Boards (LWIBs). In the Technical Advisory, emphasis is placed on language that states LWIBs whose private sector membership drops below 51% can legally transact business only for a period of 90 days. In addition, if a membership category (e.g. organized labor) is not represented due to vacancies, the LWIB can legally transact business for a period of 90 days. Beyond such a 90 day period, any action taken by the LWIB shall be void. Therefore, the importance of maintaining a LWIB that is in full compliance must not be overlooked. 16.
