400,000 tonnes for

fourth rice auction

The government is scheduled to put up almost 400,000 tonnes of its rice stocks for the fourth auction on Dec 22.

On hand will be mainly broken rice, which is believed to be in strong demand.

BanjongjitAngsusingh, deputy directorgeneral of the ForeIgn Trade Department, .sakl the working panel overseemg ilie government's rice sales agreed to auction off 398,346 (onnes 01 f1ce from 84 warehouses nationwide.

Of that amount, broken rice will make up 330,000 tonnes, glutinous rice 52,000 tonnes, 5% white rice 12,039 tonnes and 25% white rice the rest.

A new roadmap will soon be submitted to the National Rice Policy Comminee to facilitate disposal of the government's rice stockpile . .

Following the nationwide rice stock inspection, authorities are now in the process of classifying rice grades.

Selling is expected to be easier once authorities complete grading of me rice, as they can then seU the stocks based on grade.

The government is also commined to selling as much of the rice as possible via government-to-government (G-to-G) contracts.

Several potential buyers including Hong Kong and Iraq are reportedly interested. .. The Foreign Trade Department earlier

said the government expected to deliver 900,000 to 1 million tonnes of rice this year thro~gh G-to-G co~tracts.

Thailand has so far shipped more than 700,000 tonnes through G-to-G deals, mainly to China,Indonesia and the Philippines.

Talks to sell more rice from state stocks are also under way with several African and Middle East countries.

Gen Chatchai said the Commerce Ministry woul.d work more closely with rilillers, exporters and farmers to discuss evening out the rice pricing structure and ensure farmers fetch the prices promised by the ministry.

Thailand exported 8.77 million tonnes of rice in the first 10 months of this year, fetching 140 billion baht. Export volume rose by 62.4% year-on-year and value by 27%. .

Ministry to help firms prepare for the AEC SEZs, border trade seen as growth drivers

The Commerce Ministry hopes to work closely with local businesses to help them cope with the imminent regional economic integration.

Deputy Commerce Minister Apiradi Tantraporn said yesterday at a seminar

.sm trade strategies that three key partner· shi s will clIive business after the Asean Economic Community AEC takes effect in late 2015: special economic zones and border trade development, enhancing the competitiveness of Thai entrepreneurs and using the AEC as a production base for the global market.

"Special economic zones in particular

\,~ll be developed to drive regional eco· nomic growth," said Ms Apiradi. 'The Thai government is committed to upgrading key tran spon infrastructure and logis tics systems, especially for the planned massive invesrment in a double-track rail · network to link regional transponation."

Two months ago the cabinet endorsed i·n principl'e an eight-year infrastructure development scheme running from 2015 and 2022 worth 3.3 trillion baht. The budget is well above the 2.4· trillion· baht infrastructure plans outlined by the National Council for Peace and Order in July for the same period, as well as the 2-trillion-baht plans of the previ· ous government.

Thailand's border trade \~th Malaysia, Myanmar, Laos and Cambodia has recorded average growth of over 10% a year over the past five years. Next year. the Commerce Ministry set a target for

. border trade of 1.5 trillion baht, up from

an estimated U trillion this year. Ms Apiradi said Thailand planned to

team up with border countries to develop I\~n provinces along the border areas to ensure mutual growth. For example. in October Thai land and Myanmar signed memorandums of understanding to declare Chiang Mai and Myanmar's Kentung, Prachuap Khiri Khan and Myeik. and RanOllg and Kawthaung as sister provinces to foster a closer relationship berween the border provinces.

Nopporn Thepsirtha. the Thai National Shippers' Council president, said corTipanies remained concerned about Thai manufacturers' ability to adjust to the AEC market as they have worked for years as original equipment manufacturers.

"Thai manufacturers srill face chal· lenges. particularly in creating their own customer and marketing bases to make them more competitive in the global market," he said.

They involve the promotIOn of cross-border trade, developing the

Speaking yesterday at the "PostAEC 2015 Plan to Create a Regional Value Chain for Thailand" seminar, Deputy Commerce Minister Apiradi Tantraporn Said the government saw Asean integration as a major torce drivmg the Kingdom's growth ill the coml~ears.

It therefore, focus on plans to prepare both hard and ~oft mfr~tructure and enabling Thai enterpnses to reap the benefits of integration.

The three strategies involve a plan to develop special economic zones in border areas and promote the growth of cross-border trade; enhance the competency and competitiven~ss of Thai enterprises to trade and Ulvest outside Thailand; arid establish bUSIness partnerships within each Asean member state, as well as with other countries, in order to promote Thailand as a regional trading centre.

Cross-border commerce with Laos, . Malaysia, Myanmar and Vietnam is targeted to exceed Bt1.5 trillion next year, from this year's estimated leve1 of about BtU trillion.

Cross-border trade is expected increase by about 10 per cent a year thereafter, she said.

Apiradi explained that the govef!1ment aimed to reduce the cost oflogIstics for the Kingdom as a whole from about 15 per cent ot gross domesbc product currently, to 13 per cent III 2022.

The government will also encourage them to adopt digital technology for .their businesses and create new tracting channels, she said .

This includes supporting e-commerce, online trading networks, the development oflocal products suitable . for online marketing, and the organisation of trade fairs on the Internet.

Nopporn Thepsithar, chairman of . the Thai National Shippers' Council, told the seminar that Thai businesses - and small and medium-sized enterprises in particuJar - needed to prepare for upcoming full integration under the AEC, as in general they still lacked knowledge about the Asean market.

»The nation's top graft fighters have spurned a demand by the Office of the Attorney-General for more evidence in the investigation into former prime minister Yingluck Shinawatra and the rice-pledging scheme.

National Anti-Corruption Commission secretary-general Sansem Poljiaksaid yesterday the agency had done enough and would not agree to the request by the Office of the Attorney-General.

Mr Sansern said the OAG's req'uest for more information on goverrunent-to-government contracts was completely irrelevant to the investigation into Ms Y"mgluck and her alleged failure to stop mounting losses in the scheme.

He said the NACC stood firm over its report of the investigation into Ms Y"mgluck and that it was complete both in terms of wimess accounts and evidence.

The OAG has repeated its demand for the NACC to question more \vimesses and gather more evidence before it can decide on whether to indict Ms Yingluck.

Mr Sanserm said on Friday the NACC will hold a final discussion on the issue at a meeting tomorrow in order to conclude on its last step.

But it will meet \vith OAG officials on Tuesday for further discussions in a joint committee, set up 00 Sept 4, to work on the case, NACC chairman Panthep Klanarongran said yesterday.

The committee is expected to discuss the OAG's request for more information on government-to-government deals, Mr Panthep said.

But the report contained conflicting accounts about the existence of the deals as some \vitnesses had said there were sales and some said there weren't; Mr Surasak said.

Former Democrat Party MP Warong' Dechgitvigrom said people follo\ving developments in the case could see that the joint NACC-OAG committee was not making any progress.

It had been four months since the panel was established, IV!r Warong said.

'I\.fter all this, if the NACC stands firm on its stance to indict the suspect on its 0""'11, the OAG should then make a clear decision rather than keep saying the NACC should investigate further," he said.

At the OAG's request, the two agencies setup the joint committee to work on three main points in the NACC's report.

One was whether the former prime minister had the authority to suspend the ricepledging scheme.

The second point dealt \vith the NACC's alJegationthat Ms Yingluck should be charged \vith dereliction of duty.
