1 SUMMARY

Clauses 2.16 (a) & (b) of the LAA obl igates UEDCL, as lessor/owner

of the Distr ibution System to continuously monitor the restoration

and reinforcement (R & R); repair and maintenance; instal lations,

retirement, and modifications carried out by Umeme Limited, as

the concessionaire, on the assets making up the Distr ibution

System. UEDCL carr ies out quarterly inspections of the network

and reports on the state of maintenance.

Inspections for Third and Fourth Quarters of 2015 were carried out

in August/September and November 2015, respectively, to assess

the state of the Distr ibution Assets with regard to the afore-

mentioned.

The inspection found that appreciable amount of maintenance

activities have been carried out on the MV network but the level of

rehabilitation of the LV network doesn’t match up. This could create an

absorption problem when the proposed generation plants, currently under

construction, eventually come on line. A comprehensive programme needs

to be put in place to raise the LV network to acceptable level of

maintenance.

That notwithstanding, quality of materials and quality of workmanship needs

to be monitored carefully as they are affecting the useful lives of the assets,

hence value for money (VFM) accrued to consumers who pay for these

assets. These include quality of poles and conductors; poorly rammed poles;

poorly installed stay assemblies; incomplete structures, e.g. missing or

undersize bolts, missing cross-arm struts; poor conductor joints – especially at

LV; etc.

Due attention should also be given to non-network assets like land and

buildings, to ensure they are fully utilised and properly maintained. Otherwise,

as stipulated in the Lease and Assignment Agreement (LAA) they should be

formally handed back to UEDCL to either use them or dispose them off as the

case may be.

With the increased rainfall, effective vegetation management (VM) was

found lacking in many areas. This affects the reliability of the network and

increases maintenance costs, e.g. on replacing conductors and insulators

broken by tree branches.

Aris ing from the inspection f indings, it is recommended that

Umeme undertakes the fol lowing:

a) As provided for in Section 2.16 of the LAA, and in order to maintain the

integrity of the Asset Register, Umeme should notify UEDCL of all

additions, modifications, transfers of assets on the distribution network;

b) Shares with UEDCL its Annual Maintenance Schedules for improved

monitoring and evaluation activities, hence keep copies of

maintenance logs in the substations highlighting actions done on the

respective apparatus;

c) Non-functional equipment on the distribution network that are not

serving their purpose, yet are part of the asset base, should either be

made fully functional or retired and disposed of;

d) Non-network assets like land and buildings should also be properly

utilised and kept at acceptable level of maintenance according to

good utility practice;

e) Preserve the integrity of the way leave corridor by improving on the

quality and frequency of vegetation clearance.

2 INTRODUCTION

The Government of Uganda (GoU) privatized UEDCL through a 20 year

concession by bringing on board private investors in the electricity distribution

and supply business in order to:

Attract Foreign Direct Investment (FDI);

Improve the quality of service;

Rehabilitate, upgrade and expand the distribution network; and

Increase the electricity access to other customers in the country.

The electricity distribution and supply business was subsequently transferred to

Umeme on 1st March 2005 after signing a Lease and Assignment Agreement

(LAA) that leased the distribution assets to Umeme to carry out electricity

distribution and supply business.

The agreement specifically stipulates investment obligations by Umeme

during the initial period and the first five years of the concession. As part of

the agreement, Umeme was obligated to make an investment of a minimum

of USD 5 Million during the initial period and a minimum of USD 65 Million in the

first 5 years in system rehabilitation and reinforcement. This obligation was full

filled but a lot needs to be done on the electricity distribution network to

further enhance its efficiency.

The supply and distribution license to Umeme provides for an exclusive right

to supply electricity in an area up to one kilometer radial distance from the

existing distribution lines, and an obligation to provide service within the area

of exclusivity. However, network extensions have been carried out beyond

the initial scope due to lines added through REA and UEDCL.

With reference to Clauses 2.16(a) & (b) of the LAA that provide for rights of

access to the assets as Lessor to observe the Restoration and Reinforcement,

repair and maintenance, installations and retirement plus modifications,

UEDCL personnel inspected the Distribution System to establish the status of

the assets for the period ending December 2015.

3 OBJECTIVE OF THE INSPECTION

The objectives of inspecting the electricity distribution assets were to assess

and report on the following:

Current state of the distribution assets including electricity distribution lines,

integrity of the way leave corridor, substations, office buildings, fleet and

their impact on system reliability;

Observance of Prudent Utility Practices in the Operation and

Maintenance of the electricity distribution network as provided for in

Electricity (Primary Grid Code) Regulations, 2003.

Asses the distribution system for the requirements in the Electricity

(Transmission and Distribution) Investments Approval and Verification

guidelines, hence provision of accurate and complete information as a

means of making the investment plans more streamlined, targeted and

agreeable to stakeholders.

4 METHODOLOGY

A substantial part of the distribution network was inspected in Central,

Eastern, Western and Northern regions of the country. The focus was to

establish the asset management practices on the distribution system, their

conformity to prudent utility practices and adherence to the provisions of the

Lease and Assignment Agreement as a result of Repair and Maintenance

activities of substations, MV and LV Lines, way leave corridor, vegetation

management, office buildings, storage yards, fleet management and

including the effects to the environment. Note was also taken of any on-

going grid-extension works or modifications.

The approach for obtaining relevant information was physical inspection by

technical personnel and interaction with technical staff in the respective

areas. Snapshots were also taken to accompany the technical description of

the findings, some of which have been included in the last part of this report.

5 CHALLENGES

UEDCL is not regularly updated and/or notified of extensions to the

distribution network, sometimes carried out by third parties, making it difficult

to keep track of the full extent of the network.

Sharing of relevant information such as the annual substation maintenance

plans, network modifications is not realized hence making it hard to

accurately track the progress of changes made.

Adverse weather conditions and deteriorating roads make some parts of the

network not easily accessible, e.g. in mountainous areas.

6 KEY FINDINGS FROM THE FIELD INSPECTION

6.1 SUBSTATIONS

a) The main 33/11 kV substations continued to be rehabilitated and

improved. Subject to confirmation, about 50% of the substations have

now been fully rehabilitated. Others are still work-in-progress or partially

rehabilitated;

b) There is need for sustained and regular substation housekeeping,

storage; hygiene; drainage and vegetation management; which was

under looked in many substations;

c) Availability of SCADA was reported to be unreliable in many of the

substations. Apart from Kampala area substations where SCADA was

fully available, all the upcountry stations reported problems with

SCADA, attributed largely to breaks in the communication link;

d) Detailed findings of the inspected substations are in Section 10.1.

6.2 MEDIUM AND LOW VOLTAGE LINES

a) The medium voltage distribution lines (33kV,

11kV) and Low voltage lines in some areas

require urgent rehabilitation to improve on

their reliability. The poles in several areas are

leaning either due to bad plumbing or lack of right anchoring,

broken/vandalised stay wires, removed stay rods, or being rotten. While

considerable work has been done or ongoing to rehabilitate the lines,

some other lines, as detailed in the appendix, require urgent attention;

b) Low voltage (LV) lines in most of the outlying areas of the distribution

network require rehabilitation in order to improve on safety and

reliability;

c) As already highlighted in previous inspection reports, issues of quality of

materials, and suspected quality of workmanship, are persisting and still

need to be further investigated and addressed. Many poles continue

to be replaced without all the necessary accessories like pole caps

thus shortening their service life. Other shortcomings like installing

distribution transformers, either without or poorly positioned, surge

arrestors and arcing horns, are quite common. If you add in poor

earthing, it contributes to the high turnover of the distribution

transformers;

d) It is quite evident that unprofitable lines, as well as outlying lines far from

urban areas are still not receiving the requisite attention.

e) Details of MV and LV lines inspected are in Section 10.2.

6.3 OTHER DISTRIBUTION ASSETS

a) Most office buildings and substation plant houses were in fair state of

maintenance. Structures in Masindi and Fort portal are in need of total

rehabilitation and/ or redesign;

b) Incidences of plots of land not

being properly secured, e.g. by

fencing off, hence being prone

to encroachers, are still

persisting, e.g. in Kapchorwa,

Mbale, and Mubende. Also of

note are plots of land on hilltops

around the country, where VHF radio stations were formerly located,

that have not been secured and/or utilised by Umeme for some time,

hence some of them have been claimed by encroachers;

7 CONCLUSION

A lot of maintenance work has been carried out on the MV network but the

level of rehabilitation of the LV network doesn’t match up. This could create

a power absorption problem when the proposed generation plants, currently

under construction, eventually come on line. A comprehensive programme

needs to be put in place to raise the LV network to acceptable level of

maintenance and readiness to absorb power from generating plants being

developed.

That notwithstanding, quality of materials and quality of workmanship needs

to be monitored carefully as they are affecting the useful lives of the assets,

hence value for money (VFM) accrued to consumers who pay for these

assets. These include quality of poles and conductors; poorly rammed poles;

poorly installed stay assemblies; incomplete structures, e.g. missing or

undersize bolts, missing cross-arm struts; poor conductor joints – especially at

LV; poorly protected distribution transformers; etc.

Due attention should also be given to non-network assets like land and

buildings, to ensure they are fully utilised and properly maintained. Otherwise

them off as the case may be.

8 RECOMMENDATIONS
