Its initial focus was on addressing the basic needs of poor and vulnerable communities through infrastructure development, agriculture extension activities and natural resource management. This focus changed in the 1990s with the introduction of a more diversified portfolio and a community-based ‘human infrastructure development’ approach. Since 2000, CARE Nepal has been working in partnership with local NGOs, networks, federations and community groups to address the underlying causes of poverty, conflict and vulnerability through the promotion of gender and social inclusion, a rights-based approach and social mobilisation. The Udaan Approach Udaan functions on the basis of the assumption that all can learn. Udaan education seeks to help each girl develop her potential, as well as a perceptive understanding of the world in which she lives and her role in it. The consciously-designed curriculum and way of working together seeks to eliminate caste stereotypes and biases that prevail in society. The curriculum respects the native language of the children.
