USITSOL has built up a solution centric image with clients, consultants and third party partners. With currently over
600 temporary consultants working throughout the nation USITSOL has demonstrated experience of performing
temporary labor services contracts at highest success rate for various State agencies and departments. We are
also having significant experience in working with many government entities in State of FL under similar temporary
labor contracts and have developed a strong bonding with various organizations throughout the state by complying
with all Federal, State and Local rules & regulations. We have recently secured 4 statewide Temporary Labor contract
with State Government Universities and we are very keen to earn the business opportunities under this contract.

US IT Solutions, Inc. (USITSOL) is pleased to respond to this ITN issued by Procure Department of
Purchasing Department of University of Central Florida, (“UCF”) State of Florida, for Temporary Labor
Services contract for numerous categories including, but not limited to, administrative, accounting, training,
support staff, information technology, professionals, light industrial, technical, skilled trades, and general
maintenance. Our response outlines our proposed solution and demonstrates our understanding, approach
and capabilities to achieve the business objective of UCF also including the benefits (Economical &
Operational) that USITSOL has to offer to UCF. We understand that UCF has released this ITN to identify
and evaluate the best temporary labor providers (Firms) that can be more advantageous for UCF in terms
of accomplishing all ongoing assignments by deploying the best resources on demand and cost effectively
throughout the State. We are aware about UCF’s intent, requirements and performance expectation form
selected firms. We understand that UCF going to establish Three (3) years contract with two (2) additional

include Recruitment, Account Management, Client Care, Employee-care, Business Development,
Operation & Process management. In 2015, we assigned nearly 150+ temporary consultants in diverse
settings with various government departments on over 60 Temporary staffing contracts with similar scope
and service.

work diligently with UCF to identify the contract needs and to provide best resources for those needs with

sure that customers’ concerns are taken care immediately. We have well defined processes to ensure
customer satisfaction starting from fulfilling client requirements with right resource.
Account Management:
We will provide a fully dedicated Account Management Team to dedicatedly work with UCF only, and
account management team will be responsible for tracking the UCF requirements and assuring the
satisfactory performance of the candidates at the UCF site.
Customer Communication:
USITSOL believes in active and effective customer communication. UCF will have the access of
USITSOL 24*7 through chat, email, and call and in person meetings. Proposed Account Manager and
Account Executive will remain in touch with the UCF assigned Project Manager for any kind of
communication regarding project performance and their queries will be entertained within the defined
SLA.
Project Monitoring:
USITSOL will assign a virtual Client Engagement and Delivery Office (CEDO) for UCF that will be
responsible for monitoring overall contract or project performance. CEDO is the proposed contract
solution for UCF to achieve their business objective from this ITN. We have explained CEDO in detail
in below section of this ITN response.
Personnel Replacements:
We have well-defined and documented replacement and credit policy for an inadequate performance and
mitigation plan. In case, if the UCF asks for replacement of consultant due to his/ her inability to perform
the tasks set out by the UCF, we have a well-defined process to handle situations.
Issue Resolution and Escalation:
With an aim to give top priority to requirements of our customers and to resolve their issues, our local
staff and key management can be accessed directly. Once an issue is reported or a requirement is
received, an acknowledgement mail is sent back to the customer by the Account executive within an
hour. USITSOL checks the status of an issue every hour till the issue is resolved. The issue is logged in
to USITSOL’s issue Resolution System and a ticket is generated. All correspondence is logged against
this ticket to provide an accurate audit trail. The ticket is closed only when the issue is resolved. On the Job Training (OJT) to the Employees:
USITSOL provides internal and external management and technology training for all our professionals.
We recognize the importance of imparting trainings to its employee lead to their personal growth and
development, as well as the necessity of a highly skilled workforce in order to improve the success and
efficiency of the organization. We provide on the job training (OJT) to the staff based upon the every
day’s job work responsibilities with word processing, database, and spreadsheet software. It is a simple
and cost-effective training method. Using such method, proficient as well as semi- proficient staff is well
trained. We train the staff in actual working scenario. The motto of such training is “learning by doing”.
Candidate Performance Evaluation:
USITSOL administers a process to evaluate the performance of its employees, Customer Services team at
USITSOL get in a regular touch with Client’s project supervisor to get the status about employee
performance during and after the assignments. We regularly send a Customer Satisfaction Assessment
Report to our clients on a regular interval of time for getting it signed by them which describes our
employees’ performance at client site.
Regular progress reporting
USITSOL will provide all reports to UCF that include weekly reports, monthly reports, top level,
statistical analysis and we can also generate other reports as per the requirements of UCF for no additional

USITSOL Response: With our experience in serving on 60+ similar contracts, we learnt that a well-defined
organization is key to success of any such contract. To ensure the success of this contracts, we will allocate
a dedicated Contractor Representative (Account Manager) Mr. Sumit Gagneja to UCF account, who have
vast experience in handling similar contract requirement in past and will be responsible for end to end
process and other administrative activities including but not limited to handling the State’s requirements,
responding to UCF inquiries regarding the contract activities, answering questions related to ordering and
delivery and many more up to the contract execution term. This hands-on approach by our Senior
Management will ensure prompt resolution of all issues that might arise, and demonstrates USITSOL’s
total commitment towards the success of the contract. During the contract term if USITSOL ever remove
or assign a new Account manager or representatives to the UCF’s accounts, it will notify the same to the
Contract Administrator 30 calendar days before. We follow team management approach for handling such
contracts. We have proven organization structure of dedicated team having extensive experience & huge
understanding of similar contracts. To manage contract with the UCF, we are proposing following highly
skilled Key Personnel who will be responsible for tracking the UCF’s requirements. These key personnel
will provide support to UCF’s account from USITSOL’s corporate office located in our CA office. Figure

2. Describe how urgent requests are handled.
USITSOL Response: USITSOL has experience and well defined process to handle the urgent request. We
have experience many situations where we handled and fulfilled unexpected and urgent temporary
personnel requests made by our clients during the execution of the projects. Based on our past experience
on similar situations, we understand the requirement of urgent requests due to unplanned circumstances.
These may be due to reasons including but not limited to additional manpower requirement due to enhanced
scope, replacement of manpower. UCF will have access of our Account Management team 24*7 through
email, chat, call and personal meetings as well. Whenever if there will be any urgent requirement arise at
UCF level, USITSOL will follow our standard approach and methods as explained below, to full fill the

Immediately upon notification of urgent request from UCF, Our Account Manager (AM) or Account

“Must have” Framework is setup after a deep analysis of the requirement and it covers each part of project
for a successful placement. Job applicants who will meet the “Must Have” framework only will be
considered for further testing process; the candidate does not meet any requirement given in “Must Have”
framework we will never move forward with that candidate. Recruitment Team Prepare the list of top rated
candidates from Initial screening and share the report with “Testing Panel” for further testing of the
candidate. “Testing Panel” is the group of USITSOL’s employees with similar experience as given in job
requirement.
Testing: We have candidate Assessment center designed to measure many different types of job related
skills and abilities, but are often used to assess interpersonal skills, communication skills, planning and
organizing, and analytical skills. The assessment center (ProveIt/Kenexa) typically consists of exercises
that reflect job content and types of problems faced on the job. The assessment center typically uses multiple
raters who are trained to observe, classify, and evaluate behaviors. At the end of the assessment center, the
evaluators meet to make overall judgments about people’s performance in the center. Below given are few

Experience Test: In this testing phase, Testing Panel discuss candidates’ past experiences—
accomplishments and challenges alike—to discover skills that will enable them to thrive at client
project. In this phase Technical Panel identify most important past experiences in a detailed way,
focusing on candidate’s specific role and key actions that can critical to success.
Case Test: USITSOL believes that the best way to assess candidate problem-solving skills is to discuss
a real Client’s business problem with candidate, this case interview help us to understand that how a
candidate can:
Structure a tough, often ambiguous, business problem
Decide which issues are important to focus on
Deal with facts and data—and their implications (numerical and otherwise)
Formulate conclusions and recommendations to solve the problem
Articulate your thoughts during a fast moving discussion
Problem-solving Test: As a complement to our case interview, we ask candidate to take a multiple-
choice test to demonstrate their analytical skills. It consists of questions, based on real client cases, with
no business background required.
This testing phase narrow the broad list of candidates and only select the qualified candidates and share the
report of short listed candidates to the Recruitment Team and Account Manager for further process that
include Past employment and Education/Certification verification and background checks and share the
status with clients according to their requirements.

Interview Process: USITSOL has a structured interview process of the personal from Application
collection, Pre-screening through final interview with client. USITSOL qualify the candidates for client
interview after a robust screening and interview process. According the Work request received from UCF,
USITSOL will set “Required” “Essential” and “Desired” criteria for interview and selection process. Below
given are the interview phases that we follow for every job requirement received from client:
Application Collection at USITSOL Level: Whenever a requirement is received from UCF,
USITSOL’s Account manager will share complete job description with Recruitment Manager, Subject
Metter Expert (Testing Panel) and Recruitment Lead based on project or job requirement, for example
if UCF is hiring consultant for their Accounting requirements. Testing Panel at USITSOL will be our
employees working on Accounting Projects will be responsible for doing technical screening of the
applicant. Recruitment Lead will create the job specs and compliance matrixes and assign the task to
recruitment official (Technical Recruiters) for application collection and prescreening purpose, while
at the same time Testing Panel will prepare assessment sheet, interview questions and set the hiring
criteria based on the job requirements. Recruitment will officials search for the candidates in our
internal database, Web based job portals and post & promote the job through various jobs boards, job
listing websites and social networking channels to attract more candidates and this is how USITSOL
start receiving the applications from candidates.
Initial Screening interview at USITSOL Level: USITSOL will conduct initial screening interview to
determine if the applicant has the qualification needed to do the job for which UCF is hiring. Initial
screening will be conduct by USITSOL’s Recruitment Officials through phone where they will discuss
about the job requirements with candidates and share the job specs and compliance matrixes with the
candidate and also confirm some information that include but not limited to Location, Industry,
Function, Level/Role, Recent experience, Education, and Rate. Based on the conversation and
information received from the candidates, Recruitment Officials will prepare a report of qualified
candidates and send it to the Technical Panel for further process.
Functional/Technical screening interview at USITSOL’s Level: Technical interview will be
conduct by Testing Panel through phone/video chat/in person with shortlisted candidates from initial
screening interview. This process will contains experience interview, Case interview and problem
solving test. Based on the report received from Recruitment Officials, Testing Panel makes the
interview decision with qualified candidates and shares the interview schedule with Recruitment
Officials. Recruitment officials share the interview schedules with candidate and make them available
for this crucial round of interview process. Based on this technical assessment process Testing Panel
shortlisted the candidates and share the feedback with Account Manager, Recruitment Manager,
Recruitment Lead and Official.
Follow-up & Final Interview at USITSOL Level: Recruitment officials share the assessment
feedback with every applicant through email and also schedule the follow-up interview. We always
have follow up interview with the candidates for whom we are the most interested on the basis or reports
received from Testing Panel and this round of interview is conduct by USITSOL’s Recruitment
Manager. In this round Recruitment manager make clear all terms and conditions of the project with
applicant and do final negotiation. Recruitment Manger shares the report of Follow up interview with
Account Manager, Recruitment Lead & Officials.
Final Interview at UCF’s Level: Account Manager will submit the profile of shortlisted candidates
against the work order to UCF and perform further interview process based on the UCF decision, if
client wants to the candidate for Face to face interview, video chat or telephonic discussion. USITSOL
recruitment officials will make the candidate available as per the UCF needs.

broad and all-encompassing.

UCF Answer: A driver’s license check is consistent with the background investigation that we run on our
current employees and was one of the items we mentioned for the background check in the ITN. We are
specifically looking to see if the applicant has a valid driver’s license in case they would need to travel in a
university vehicle/gem or in their own vehicle for university business. These checks can also reveal if there
is a recent DUI.
