    ForewordThis publication provides the monthly Consumer Price Indices for Uganda (Composite)

    and for the ten baskets of Kampala High Income, Kampala Middle Income, Kampala

    Low Income, Jinja, Mbale, Masaka, Mbarara, Fortportal, Gulu and Arua. All the baskets

    are for the urban households.

    The current Consumer Price Index was rebased from 2005/2006 using weights derived

    from the Uganda National Household Survey (UNHS IV), that was conducted from May

    2009 to April 2010. During the rebasing exercise, Kampala was further decomposed

    into three baskets from the two that has been existing. In addition, Fortportal Centre

    was incorporated into the Index. The rebased CPI is now classified using international

    standards, referred to as Classification of Individual Consumption According to

    Purpose (COICOP). This is a shift from the Central Product Classification (CPC) that

    was used in the earlier series.

     At the elementary aggregate (EA) level, the indices are computed using the Jevons(Geometric Mean) method for all items within the elementary aggregates. The modified

    Laspeyres index formula is used to compute higher level indices. The National CPI is

    computed as a weighted average of the ten baskets mentioned above and indices are

    available from the EA level.

    Highlights of CPI, April 2016

    1.1 Annual InflationThe Annual Headline Inflation for the year ending April 2016 declined to 5.1 per cent

    compared to the 6.2 per cent recorded during the year ended March 2016.

    The drivers for the Annual Headline Inflation were the Annual Food Crops Inflationwhich registered a minus 4.2 per cent for the year ending April 2016, compared to the0.8 per cent recorded during the year ended March 2016. The decrease in AnnualFood Crops Inflation is attributed to a decline in Vegetables Inflation that declined tominus 6.1 per cent for the year ending April 2016 compared to 0.3 per cent increaserecorded during the year ended March 2016. In addition, Annual Fruits Inflationdeclined to minus 1.3 per cent for the year ending April 2016, compared to 4.3 per centincrease that was recorded during the year ended March 2016

    The other driver was the Annual Energy, Fuel and Utilities (EFU) Inflation that

    decreased to 6.5 per cent for the year ending April 2016, compared to the 7.1 per centrecorded during the year ended March 2016. Similarly the Annual Core Inflationdeclined to 6.4 per cent for the year ending April 2016, compared to 6.9 percentrecorded during the year ended March 2016. The drop in Annual Core Inflation wasdue to the decline in the annual services inflation to 5.9 per cent for the year ending April 2016 compared to the 6.2 per cent recorded during the year ended March 2016.

    Graph 1 below shows All Items Index and trends in Headline, core, EFU and FoodCrops inflation.

    1.2 Food and Non-Food Inflation

    The Annual Food Inflation decreased to 3.5 per cent for the year ending April 2016compared to 6.3 per cent recorded during the year ended March 2016. Similarly, the

     Annual Non- Food Inflation decreased to 5.8 per cent for the year ending April 2016,compared to the 6.2 per cent recorded during the year ended March 2016 (Fig. 2). Key

    Drivers for the decline in Non-Food inflation were Recreation and Culture (-0.3 per cent)and Communication (-1.3 per cent).

    1.3 Annual Headline Inflation by Income Groups and Geographical

    Areas Arua registered the highest Annual Inflation of 7.2 per cent for the year ending April2016, though lower than the 8.0 per cent recorded for the year ended March 2016.

    High Annual Inflation for Education, at 14.4 per cent for the year ending April 2016 wasthe main driver for Arua. In addition, the Annual Inflation for Restaurants and Hotels roseto 13.9 per cent for the year ending April 2016 compared to 13.4 per cent registeredfor the year ended March 2016.

    The second highest inflation registered was for Masaka, at 6.7 per cent for the year

    ending April 2016, though lower than 9.2 per cent recorded in March 2016. Inparticular, high Annual Inflation for Housing, Water, Electricity, Gas and other Fuelsthat registered 12.9 percent in April 2016 compared to 19.1 per cent for March 2016was the main driver of the Centre inflation. In addition, Clothing and Footwear recordedan annual inflation of 9.1 per cent for the year ending April 2016 compared to 12.1 percent for the year ended March 2016.

    Kampala Low Income registered the third highest inflation of 6.4 per cent for the yearending April 2016, down from 8.1 per cent registered for the year ended March 2016.

    This was driven by Miscellaneous Goods and Services at 12.1 per cent, for the year ending April 2016 compared to 10.0 per cent recorded for the year ended March 2016. The

    other driver was Clothing and Footwear that registered a 13.9 per cent for the year ending

     April 2016 down from 17.3 per cent recorded during the year ended March 2016.

    2.1 Monthly InflationThe Monthly Headline Inflation rose by 0.1 per cent for the month of April 2016 downfrom the 0.9 per cent recorded in March 2016. This rise is mainly attributed to the Foodcrops Inflation that registered a 2.4 per cent rise in April 2016 from the earlier 2.2 percent recorded in March 2016. Core inflation remained stable in April 2016 from 1.0 percent increase recorded in March 2016. However, the monthly EFU Inflation for April2016 dropped further by 1.6 per cent from the 1.8 per cent drop observed in March2016. This is mainly attributed to the decrease in fuel prices during the month. Inparticular, Diesel prices decreased by 6.0 percent in April 2016 from an earlier drop of6.3 percent that was recorded in March 2016 and Petrol prices decreased by 6.2percent in April 2016 compared to a decrease of 3.4 in March 2016. In addition,Electricity charges during for the month of April 2016 decreased by 1.5 percent from

    the 0.0 per cent recorded for the month of March 2016...
