Dear Friends,

Welcome to the 2014 NAIB/UAFS Convention and Golf Tournament, set in the spectacular mountains of Deer Valley, Utah. As always, we are excited to have so many friends and new acquaintances participating this year, and we hope you enjoy the informative agenda and fun social events.

In keeping with this year’s theme—“Restoring and Defending America’s Financial Future”—each conference participant will receive a solar powered battery charger for cell phones or other electronic devices. This gift is a small but important reminder to “restore” and “defend” the future of our industry.

Despite sometimes burdensome regulations and a struggling economy, our members have remained the strongest and most sound financial organizations in the country. Policymakers and media observers consistently contact the Association’s offices regarding our stories of success.

The United States depends on a dynamic business environment fostered by the safe and innovative services provided by our members. The focus of this year’s conference centers on how best to promote these ideals. Fortunately, the achievements of the Association provide a great springboard for future accomplishments.

Utah is the fourth-largest center of financial services in America; an amazing reflection of the hard work and vision provided by the individuals and organizations attending here today. This meeting is a step on the path of future prosperity, and we are delighted for the opportunities that await our new and potential members. Thank you all for joining us in this exciting journey.

George SuttonPartner, Jones Waldo

Mr. Sutton served as the Utah Commissioner of Financial Institutions from 1987 to 1993, where he was responsible for regulating all state chartered depository institutions and all consumer financial services providers in Utah. He helped draft the Utah Consumer Credit Code, the Utah Mortgage Originators and Servicers Act, laws regulating escrow agents, and three bills amending the Utah Financial Institutions Act.

He served as president and CeO of two industrial banks and helped organize several others. He has served on several boards of directors including the Utah Housing Finance Agency, the Conference of State Bank Supervisors, the Utah Symphony, the Utah Association of Financial Services, GMAC Capital Corporation, WebBank and Community Nursing Services. Mr. Sutton was honored by Best Lawyers in America as the 2009 “Banking Lawyer of the Year” in Utah and has been listed by Best Lawyers since 1995. He received his J.D. from the University of Utah in 1977.

Rob MillardCFO, GE Capital Bank

Rob joined Arthur Andersen’s Metro New York practice as an auditor in 1990, progressing to Senior Manager. He joined Ge Capital - Real estate in Connecticut in 2002 as Technical Controller, and in 2004, he assumed the position of Operations Controller. In 2008, he was appointed to his current position of Chief Financial Officer for Ge Capital Bank as part of a management team that converted the bank from its legacy credit card focus to a commercial loan and lease focus. Rob attended Fairfield University, graduating with a B.S. degree in accounting. He is a Certified Public Accountant in the State of New York, and received the Chartered Global Management Accountant des-ignation from the American Institute of Certified Public Accountants. During 2009 and 2010, he served on the International Accounting Standards Board’s expert Advisory Panel for Financial Instruments. He also currently serves on the Board of Directors and as Treasurer for Volunteers of America, Utah.

Debra B. PearlmanField Supervisor (Consumer Protection), Federal Deposit Insurance Corporation

Debra Pearlman, a 25-year veteran with the FDIC, is a Field Supervisor r esponsible for the Salt Lake City/Phoenix/ Billings Consumer Protection territory for the FDIC’s Division of Depositor and Consumer Protection (DCP). She is a commissioned compliance examiner and has conducted numerous consumer protection and CRA examinations. Prior to her assignment as Field Supervisor, she served as the Fair Lending examination Specialist for the FDIC’s San Francisco Region. She has also served as an instructor for the FDIC’s CRA School and Fair Lending School for new examiners, as well as the Advanced Compliance examination School.

Debra holds a Bachelor of Science degree in Liberal Arts from excelsior College in Albany, New York.

Monica SonnierManaging Director, CPA, CFA, Sterne Agee

Monica is a Managing Director in Sterne Agee’s Fixed Income Strategies Group, directing the group’s efforts in analyzing depository and other institutional fixed income portfolios.

Monica specializes in the development of strategies to address a variety of portfolio concerns including income, liquidity, interest rate risk and balance sheet management. She has worked with financial institutions across the country on all types on forecasting, regulatory issues and tax issues (including Sub S planning).

Monica began her career in public accounting with a CPA firm, specializing in audits of financial institutions. Monica is currently on the Board of Directors of the AICPA and has chaired the Investment Committee of the Institute.

John “Buz” GormanGeneral Counsel, Conference of State Bank Supervisors

Mr. Gorman has an Undergraduate Degree (B.S. in Business Management) from the University of South Florida and a Law Degree from Catholic University.

He worked for Senator Connie Mack from 1986 to 1996 (which included two years in the House of Representatives) with responsibility for Senator Mack’s Banking Committee work and environmental issues.

Currently he is General Counsel for the Conference of State Bank Supervisors, responsible for analyzing legislation and its impact on the state banking system and lobbying for the dual banking system.

Frank SalingerFrank Salinger has more than 30 years of leadership experience as an accomplished federal and state legislative strategist. Before establishing his own practice, he headed the government relations department for Advanta Corporation, a leading issuer of MasterCards® to small businesses. Previously, Advanta had been one of the nation’s largest issuer of consumer credits cards and operated nationwide commercial leasing and mortgage lending subsidiaries. At Advanta he also served as Chief Corporate Compliance Officer and was responsible for Advanta National Bank’s CRA lending program.

Frank has chartered and reenergized political action committees, created new grass roots programs and implemented public relations and public affairs plans on a corporate and trade association level. His broad experience as a legislative staffer, operations-oriented financial services lawyer, chief corporate compliance officer and outside director of an FDIC-insured bank and a community development financial institution give him a real world overview of business issues.

Doyle BartlettPartner, Eris Group

Doyle Bartlett cofounded the eris Group, a boutique government relations firm, in 2003. earlier he served for five years as Chief of Staff to Representative Bill McCollum (R-FL), supporting Congressman McCollum’s work as Vice Chairman of the House Banking Committee and Chairman of the House Judiciary Committee’s Crime Subcommittee. Mr. Bartlett oversaw Bill McCollum’s race for the U.S. Senate in 1999-2000 and his successful campaign for Florida Attorney General in 2006.

From 1988 to 1994, Mr. Bartlett was General Counsel and Senior Vice President for Legislative Services with the Conference of State Bank Supervisors, the professional association of state banking regulators. Before joining CSBS, Mr. Bartlett was Manager of State Government Relations at Freddie Mac.

Scott RidingPrincipal, Y2 Analytics

Scott is the executive Vice President and a partner at Y2 Analytics and has led the execution of market research, polling, microtargeting, market segmentation, focus groups and custom analytics for dozens of companies, ranging from energy companies to professional hockey teams. From 2010 to 2013, he worked as the Director of Data Strategy for TargetPoint Consulting, a national market research and data-mining firm.

Scott specializes in big data analysis, custom market segmentation, sentiment analysis, and survey research. He is also a recognized data visualization expert with a talent for taking technical and complicated research findings and visualizing them in ways that are intuitive and beautiful. Some of his infographic work has been featured in Fast Company and in the Washington Post.

Scott is a graduate of Brigham Young University.

Keith FisherPartner, Ballard Spahr

An honors graduate of Princeton University and Georgetown University Law Center, Keith Fisher practices financial services law in Washington, D.C. He joined Ballard Spahr’s Washington, D.C. office in February 2011, where he is Of Counsel to the firm. Previously, he was a partner at Mintz Levin and also practiced at Fulbright & Jaworski and Hogan & Hartson (now Hogan Lovells), where, among other things, he worked on Supreme Court matters with e. Barrett Prettyman, Jr. and (now Chief Justice) John Roberts.

He has specialized in banking regulation corporate/M&A, and securities regula-tion matters, and has counseled diverse clients, including money center banks, community banks, global securities firms, and the Securities Industry As-sociation on financial services diversi-fication, restructuring, and reform. He also did work in international trade, including work on customs regulations and national security issues relating to export licensing.

Joe HullAssistant Regional Director, FDIC

Mr. Hull began his career with the FDIC as an assistant bank examiner in August 1983. He was assigned to the Los Angeles Field Office where he served for seven years until September 1990 when he accepted a position in the FDIC San Francisco Regional Office as a review examiner. In May 2013, Mr. Hull was promoted to assistant regional director. He is currently responsible for 155 insured depository institutions with aggregate total assets of $326 billion (1Q14) located throughout the states of Utah, Idaho, Wyoming and Montana. His area of responsibility includes a majority of the industrial banks in the United States.

Mr. Hull is a 1983 graduate of Oregon State University, having earned a Bachelor of Science degree in Finance, and is a 1997 graduate of Pacific Coast Banking School at the University of Washington.

G. edward “ed” LearyCommissioner, Utah Department of Financial Institutions

G. edward Leary was appointed Commissioner of the Utah Department of Financial Institutions in June 1992. He joined the Department in 1977 as an examiner and rose through the ranks, holding positions as industry supervisor and Chief examiner before his appointment as Commissioner.

Commissioner Leary is the past Chairman of the Conference of State Bank Supervi-sors (CSBS), and has testified before both houses of the U. S. Congress on financial institution regulation and public policy issues.

Under Commissioner Leary’s leadership, the Department fostered innovative financial services: the development of Industrial Loan Corporations in Utah, authorizing state-chartered depository institutions to engage in the insurance business and positioning Utah trust laws among the most progressive in the nation.

A retired Captain in the US Naval Reserve, Commissioner Leary is a well known advocate of state-chartered financial institutions.

Dr. James WoodDirector of the Bureau of Economic and Business Research, David Eccles School of Business, University of Utah

Dr. James Wood joined the Bureau in 1975. He graduated from the University of Utah in Finance in 1967, and did graduate work in economics at the University of Utah from 1970 to 1974. From 1975 to 2002, he was a senior research analyst at the Bureau, and since 2002 has served as Director. His areas of research specialization are: (1) housing, (2) construction, (3) real estate, and (4) economic development. He currently serves as a member of the State of Utah Revenue Assumptions Committee, board of Salt Lake Home Builders Association, board of the Salt Lake County Housing Trust Fund, board of Neighbor Works Salt Lake City, and is a past president of the Wasatch Front economic Forum. He has published over 100 articles and studies on topics related to the Utah economy.

Mia Love Utah’s 4th Congressional District Candidate

Mayor Mia Love is the daughter of Haitian-American parents who legally immigrated to the United States in the 1970’s with the hope that they would one day achieve the American Dream for themselves and their children. Born in Brooklyn, N.Y., Mia was raised primarily in Connecticut and graduated from the University of Hartford with a degree in Fine Arts.

In 2003, Mia won a seat on the Saratoga Springs City Council, and six years later she was elected Mayor of Saratoga Springs with nearly 60 percent of the vote.

During her one full year as mayor, Mia pursued an agenda focused on reduced city spending, fighting against intrusions on personal liberty and implementing sound fiscal policies. Despite the recent economic downturn, Saratoga Springs continues to hold the highest bond rating possible for a city of its size. Over the past three years, the city has also been awarded the Government Finance Officers Association’s Distinguished Budget Presentation Award.

Dennis SantiagoDirector, Bank Monitor Division, Total Bank Solutions

Dennis is the Director of the TBS Bank Monitor Division at Total Bank Solutions LLC. He is the architect of TBS’ risk analysis engine, responsible for methodology design for TBS’ bank safety and soundness ratings, stress testing and regulatory compliance surveillance systems.

In 2003, Dennis co-founded Lord, Whalen LLC, dba Institutional Risk Analytics, the original company that developed the IRA Bank Monitor. IRA was acquired by TBS in June 2013. Under Mr. Santiago’s guidance, IRA participated in the warning of the 2008 financial crisis and collaborated with civic minded initiatives to donate public educational resources such as the “Move Your Money” project in 2010, to assist the process of economic recovery. He is an occasional Huffington Post blogger.

Dennis holds a Bachelors of Science in electrical engineering from the University of California at Irvine and a Masters in Business Administration from the Anderson Graduate School of Management at UCLA.

Jim MathesonJim Matheson, U.S. Representative Utah’s 4th Congressional District

In January 2013, Jim Matheson was sworn in for a seventh term as the representative for Utah’s Fourth Congressional District. Congressman Matheson serves on the House energy & Commerce Committee, an exclusive committee with the broadest jurisdiction of any Congressional committee. The energy and Commerce Committee deals with energy policy, consumer protection, food and drug safety, health care, air quality and environmental health, telecommunications and interstate and foreign commerce.

Congressman Matheson is a member of the Blue Dog Coalition, a group of fiscally conservative House Democrats. He is a past Co-Chairman of the group. Congressman Matheson is a sixth- generation Utahn who was born and reared in Salt Lake City. He received his B.A. in government from Harvard University and his MBA from UCLA. Before his election to Congress, he worked in the energy industry for 13 years for several local companies and in his own firm. His wife, Amy, is a pediatrician and they have two sons.

Mark JohnsonNational Manager, Toyota

Mark Johnson currently serves as a National Manager for Toyota in their government affairs office in Washington, D.C., where he is responsible for all legislative issues related to safety and financial services issues. Johnson came to Toyota in January after having spent over 11 years on Capitol Hill. Prior to coming to Toyota, Johnson served as Chief of Staff for Representative Shelley Moore Capito, a Republican from West Virginia. As Chief of Staff, Johnson managed Representative Capito’s three Congressional offices and served as her chief legislative and political advisor. Johnson also assisted the Congresswoman with her work on the House Financial Services Committee.

Before joining Representative Capito’s office, Johnson served as Deputy Chief of Staff for Representative ed Bryant, a Republican from Tennessee. In this position, Johnson was responsible for developing and implementing
