• Overview:• The Government has a limited number of available vehicles and kits to support a lease

effort. As a result, the Government will only enter into lease agreements with Interested Prime Offeror(s).

• The Contracting Officer will review each request from interested prime offerors to determine which companies the Government will enter into a lease agreement with. The Contracting Officer will review which interested offerors responded to the initial Market Survey identifying themselves as interested prime contractors and may take into consideration elements of a responsibility determination defined within FAR 9.104.

• Ongoing Static Display for Interested Subcontractors• 30 day written notification from contractors to allow the government to

provide the requested equipment and have the proper gov’t POCs available

• Request can begin 1 June 2020 and go through 1 Mar 2021• Specific instructions on how to submit future requests will be posted to

Other Terms and ConditionsThe vehicles shall be restored upon completion of the lease in accordance with the following instructions:• The vehicles shall be restored upon completion of the lease to their original

Condition Code A. In Accordance With DLM 4000.25-2 AP2.5, Condition Code A is defined as follows: Serviceable (Issuable without Qualification) New, used, repaired, or reconditioned material which is serviceable and issuable to all customers without limitation or restriction. Includes material with more than 6 months shelf-life remaining.

• All leased vehicles will adhere to AR-190-51 physical security regulations.• 3-5 e. Physical protective measures.• (1) Risk Level I. Army vehicles parked in noncombat areas will be secured with a locking mechanism.

These vehicles will be locked as follows:• (b) Tactical vehicles and M880 series vehicles. Immobilize steering wheel with a chain and a U.S.

Government approved padlock as specified in TB 9–2300–422–20. Activate installed door and ignition–locking devices. Hood, spare tires, and fuel tank should also be secured with approved locking devices if the local environment warrants this action. Brass padlocks supplied with vehicles may be used to secure vehicles, except those uploaded with AA&E or other sensitive items, and as long as other security measures required by applicable regulations and directives are followed.

• Purpose: • To highlight new and unique JLTV requirements pertaining to quality

management system certification, Advanced Product Quality Planning (APQP), and manufacturing and production processes.

• Significant Requirements:• Quality Management System

• Third Party Certification to the IATF16949 Automotive Quality Management System Standard will be required.

• If not currently certified, a current ISO9001 certification will be required, and the Government will allow up to 2 years after the start of production for certification.

• Advanced Product Quality Planning (APQP)• Full implementation of the AIAG APQP Core Tools will be required.• Failure Mode and Effects Analysis (FMEA), Measurement Systems Analysis (MSA),

Statistical Process Control (SPC), and the Production Part Approval Process (PPAP).

• Customer-specific requirements documents similar to those issued by the automotive OEMs are provided as contract attachments where applicable.

• Significant Requirements:• First Article Test (FAT) will consist of:

• Approval of initial PPAP, to include Component First Article Test (CFAT)• CFAT is an imbedded PPAP requirement and is applicable only to components in the

TDP with a CFAT note found on the drawing, or those components designated in the contract language.

• An incumbent CFAT test allowance will be included to leverage successful test data for components which carry over from the current configuration.

• Approval of the First Production Vehicle Inspection (FPVI).• Approval of Production Qualification Test results and corrective actions.

• Critical Part and Process Traceability• The manufacturer’s production system will be required to be capable of recording

critical part and process information critical to safety or vehicle functionality.• The system must be tied to the vehicle serial number to aid in the assessment of

recalls/Safety of Use Messages.• Examples include armor heat lots identified to individual armor components,

critical assembly torques, records of serialized heat treat lots, etc.

• Purpose:The proposal, subject to the Submission, Modification, Revision and Withdrawal paragraph of Instructions to Offeror(s) Competitive Acquisitions (FAR Provision 52.215-1, ALT I) contained in Section L of the solicitation.

Section M of the solicitation sets forth the evaluation criteria and details the Factors to be evaluated and its relative order of importance. The Offerors proposal, as required by Section L, will be evaluated as set forth in Section M of this solicitation.

The Government will not assume the Offeror possesses any capability, understanding, or commitment not specified in its proposal. It is an Offerors responsibility to submit a well-written proposal, with detailed information, which clearly demonstrates an understanding of and the ability to comply with the solicitation requirements to allow for a meaningful evaluation.

The Government does not assume the duty to search for data to cure problems it finds in proposals. However, in accordance with M.4.1.1, the Government reserves the right to utilize data not provided in the Offerors proposal to supplement the substantiating data provided in the Offerors proposal

• Past Performance• The past performance evaluation factor assesses the degree of confidence the Government has in an

offeror’s ability to supply products and services that meet users’ needs, based on a demonstrated record of performance.

• Evaluated Price (possible VATEP)• Value Adjusted Total Evaluated Price (VATEP) is a tradeoff source selection process where the offeror’s

total proposed price may be adjusted based on the “value” placed on better performance as identified in the solicitation. The SSA must then determine if a higher rated technical offer is “worth” the additional cost to the Government.

• Primary Technical• The purpose of the technical factor(s) is to assess the offeror’s proposed approach, as detailed in its

proposal, to satisfy the Government’s requirements. There are many aspects which may affect an offeror’s ability to meet the solicitation requirements. Quality of the product shall be addressed as a sub-factor.

• Small Business• Evaluates Proposed Small Businesses Participation Against RFP Goals on a

acceptable/unacceptable basis. Evaluated As Percentage of Total Contract Value

• The Government intends to maintain or improve the data rights currently held for the JLTV Technical Data Package (TDP) under this solicitation.

• The JLTV TDP currently features a combination of Unlimited Rights and Government Purpose Rights.

• No Limited Rights content exists in the TDP.

• Data Rights will be evaluated as they pertain to proposed capability-insertion ECP’s.

• Incentives will be provided to encourage the offeror to deliver Unlimited or Government Purpose Rights to proposed ECP design technical data and software.

• The Government intends to utilize the TDP to support future vehicle and spare parts procurements and also to enable the use of additive manufacturing in an operational environment.
