The water channel, which runs along the R27, has been a sore point for many months now as vagrants seek shelter among the thick vegetation and dump unwanted items. This is the site which many visitors see when entering Table View and residents say the area should be renamed to “Terrible View”. In addition, residents say the water chan- nel is used as a public ablution facility pol- luting the water as it runs into Rietvlei. Last week a group of concerned residents met on site to show TygerBurger the mess found in the area near the old baby-drop. Here many homeless people can be seen sleeping and old blankets with broken card- board and rotting food strewn across the wa- ter channel. Residents say despite monthly clean-ups the area remains a blight on Table View. Resident Alex Lepnik describes the situation as ridiculous and says despite com- plaints to the City of Cape Town, the situa- tion remains unchanged. During the visit an unlocked gate is used by vagrants to access the area and residents question why this has not been closed off. Community Policing Forum (CPF) chair- person David Harris says the area is cleaned frequently, but the vagrants just returned. Resident Liza Wilson says no matter how many times the area is cleaned, there seems to be no solution in sight. “You can clean up all this mess and by to- night it will all be back. We need a long-term solution. This place is just one big mess.” According to Mayco member for safety and security, JP Smith, the City’s Law En- forcement department has received 53 com- plaints (including service requests) from residents about the canal alongside the R27 near Table View soccer club. In addition the social development department has re- ceived 49 complaints to date. Smith says numerous interventions by the City’s Displaced Persons Unit, Law En- forcement and the Reintegration Unit have been conducted alongside the canal. Mayco member for transport, Brett Her- ron, says the local roads depot cleared the canal along the R27 of silt and vegetation in the beginning of May. This specific canal, he says, is cleared of silt and vegetation at least four times a year. “The removal of rubble and litter is done on an ad-hoc basis, save to say that we can- not keep up with the volume and pace of dumping into this canal, irrespective of how often we clean. In fact, the local roads depot deployed cleaning personnel as recently as Friday 24 June along the canal and by that afternoon the area had been littered again.” V To page 2. Questioned about the canal beused for ablu-tions and the possible effect on thewater go-ing into the vlei, Herron explains ablution

activities near the Bayside Canal will notaffect water quality in the canal unless thefaeces iswashed into the canal, for example,

during rain.“This could result in

localised and relative-ly brief increases inthe E. coli levels re-corded in the canal. Itis unlikely, however, that sporadic inciden-ceswill have ameasur-able effect on the deepwater lake (Riet-vlei)located downstream ofthe canal due to thereed beds which thewater flows through asthese assist withwaterquality improvement.E. coli levels in Ri-etvlei are very low andwell within the recom-mended level for recre-ation such as sailingand water skiing.”Mayco member for

social development and early childhood de-velopment, Suzette Little, says the Reinte-gration Unit has engaged with 83 people inthat area for the 2015/2016 financial year.During these engagements it was found

that these are not all street people, however, many of them are job seekers, day strollersand mothers begging with their children.“In all cases, whenever field workers en-

gage with the street people, we offer assist-ance to them but cannot guarantee that theperson will accept the help we are offering. Our reintegration officer and field officerswork daily in this area offering assistanceto street people.”In addition Herron says prior experience

elsewhere in the city has proved that fen-cing off the waterways and canals is not along-term solution as the fences are eitherremoved for scrap metal, damaged by thosewho want to get access to the canals/water-ways or force those responsible for the lit-tering and dumping to move to another sitenearby.V What do you think is a solution to this ongoingproblem? Assaults and vehicle related crimeswere hot topics at a recent crimemeeting held in Table View.

Addressing residents at the Communi-ty Policing Forum (CPF) Sector 3 meetinglast week, station commander ColonelDirk Vosloo explained officers were con-cerned about the increase in assaultsacross the precinct. He explainedwhile al-cohol played a role in the high number ofdomestic violence related cases, officersfound peculiar circumstances were fuel-ling assaults across the precinct.Vosloo says despite popular belief that

assault often stemmed from pub brawls,

thebarandnightclubs inTableViewwerenot a source of assault cases.Instead, reports show that fights be-

tween tenants and landlords in sector 2 re-sulted in assault cases. He says even roadrage incidents had escalated.“People are driving and they get frus-

trated and I think we are lacking socialskills. These days people get frustratedwith all the different robots in Table Viewand someone does something to someoneelse and they both get out and it’s fistycuffs. In Parklands we see landlords andtenants hitting each other over rent.”Vosloo says an analysis of the reports

show that 50% of all assault cases are re-lated to domestic violence. Of these casesmany are reported in Site 5 and policewill

soon be hosting education workshops.Another aspect of the high number of

assault cases is the weight they carry.Vosloo explains assaults are categorisedas contact crimes and in terms of theweighting, they create a red flag on crimestatistic as they carry the same weight asmurders.“The assaults are hurting us,” he said.Police also highlighted an increase in

theft out of motor vehicle cases and Vos-loo says despite warnings, residents con-tinue to leavevaluable items in their vehi-cles.This, he explains, provides an opportu-

nity for crime and he pleaded with resi-dents to exercise caution and help spreadthe message to their neighbours.

She met him online and just a fewmonths later her entire life has fallenapart. She was a lonely Johannesburg

woman and after spending many nightsalone while raising her son, she decided togo looking for love.Likemany others she registered on sever-

al dating sites in the hopes of finding herMr Perfect, but now – just a few months lat-er – she sits in her Blouberg apartment con-sidering suicide to end it all. This is the trag-ic love story of a lonely desperate womanwho uprooted her entire life in the pursuitof true love.In recent weeks, police in Melkbosstrand

and Table View have issued numerouswarnings about 419 dating scams followingthe arrest of four fraudsters found to bescamming lonely individuals out of mil-lions. While most people have heard of thescams and dismissed those who fall prey tofraudsters being stupid, thiswomanhas lift-ed the lid on an elaborate emotional scam. The woman, who has asked to remain

anonymous, was an advertising executivewho sought love online. In 2015, she met aSpanish man who claimed to be a construc-tion mogul. He told her he would be coming

to South Africa as he had just landed a con-tract worth R230 million.“He was in the UK at the time but his

mother lives inSeaPoint. He saidhewantedto be with me and that I was beautiful. Hesent me pictures of his daughter. I spoke tohim on the phone and his mother anddaughter.”While it appeared she had met the love of

her life, things were about to change as thecompany she was working for had com-menced with retrenchments. “I was wor-ried and told him I did not knowwhat to do.We discussed it and I decided to take thepackage. He told me I could work for himand we decided I would relocate to CapeTown. I also putmyhouse on themarket butI didn’t expect it to sell that quickly.”She moved to Cape Town and hoped to

meet her new mother-in-law, but was toldas she was not yet married she was not al-lowed to.“He was in a hotel in the UK and told me

he had problems paying his hotel bill. I senthimR40 000. Then he had a heart attack andthe hospital would not let him go until hepaidR100 000. So I sent him themoney.Thenhe needed another R100 000 and so I sent itto him.”She shows TygerBurger the transactions

of large sums of money transferred to FNB

and Absa bank accounts. The woman says after sending him all

this money she continuously questionedthe man about when he would arrive inCape Town.“But it’s just excuse after excuse, so I told

him he was a con and he was very hurtabout what I said. At this point I don’t knowif he will ever come and I went to check onthe mother’s house because I had the ad-dress, but could not find it. Last week Ithought about suicide because I don’t knowwhat to do.”In addition to sending the Spanish man

money, she also sent money to his mother. When presented with the facts of 419 scamsissued by police, the woman says while shedoesn’t understand how she fell for it shestill hopes her Spanish lover will find hisway to Cape Town.“At this time I am not sending him any

money. Women must be so careful becauseI sent this man my CV and I am sure he didresearch on me because he has my ID num-ber. I met a woman from Bellville who is al-so waiting for a German man. It is veryscary what they do to you and I don’t knowwhat I am going to do. Womenmust be verycareful and never send them money.”Thewomanhas reported thematter toTa-

ble View police and will go for counselling.

CAPE ACTION FORUM

With the days now running out fast up to the municipal elections, the

various parties contending for your vote are stepping up their election

campaigns. Some of these parties are sticking to the essence of their

manifests and is clearly trying to win voters by having an honest and open

discussion about their vision for our neighbourhood.

However, the one party that continuously boggles the mind is the DA.As I

am sitting here, finalizing our public meeting for Friday, 24 June 2016,

they are yet to confirm who from the DAwill take part in this meeting. This

meeting offers the opportunity to engage with the voters, but yet they

seem to be very reluctant to do so. Well, let’s hope they come through for

the voters.

A very interesting debate was held on Wednesday, 22 June 2016, in

Mitchell’s Plain. It was a radio debate for RSG and the panel consisted of

the DA, ANC, EFF & ACDP. Other very relevant parties to the Western

Capewere relegated to be part of the audience vz. FF+, PatrioticAlliance,

Cope, etc. Throughout the debate the DA used the following as part of

their excuses:

• Apartheid• Lackof resources• A lot of dutiesbeing the responsibility of the national government• Other parties e.g. theFF+ being racist.

Avery short while ago the previous chairman of the TVRAmade a case to

CoCT for the City and some officials being very racist. Now ain’t that

interesting !!. It is clear that the DA can’t bring anything new to the table,

hence trying to shift the focus to the alleged short comings of other

parties. In this debate the Mayor, Patricia De Lille actually shouted at the

EFFguy saying hewas a liar, not her.

Onewould have expectedmorematurity from the ruling party.

Police officers at Table View Police Sta-tion were all smiles on Saturday when vol-unteers from the neighbourhood watchesand the Community Policing Forum (CPF)showedupwith buckets, mops and disinfec-tants. Just after 09:00 – while many otherresidents were out shopping and at sportsgames – volunteers were making headwaywith scrubbing walls and disinfecting theholding cells.Lastweek, during themonthlyCPFclean-

up, volunteers opted to clean up the Park-lands Satellite Police Station which fol-lowed the clean-up at Table View.CPF chairperson David Harris says the

clean-ups are a small token of appreciationto police.“Our officers go through a lot and do so

much for the community. This is a smallway of lifting their spirits and saying thankyou. So volunteers will scrub and clean andmake the stations more inviting to the pub-lic and create a better environment for ourofficers.”Harris explains they now also have a bet-

ter view of what the stations need and sayswith willing officers it was important forthem to feel valued by the community.“In the end this is for all of us. By having

pride in our police stationswe can showourcommunity that we care. Fighting crime isa hard job and here in Table Viewwe reallyhave officers who give their all. So we canhelp bymaking their days a little brighter.”Station commander Colonel Dirk Vosloo

says it was refreshing to see residents takeownership of their police station.“It really does make me proud to see vol-

unteers come out at six in the morning toclean up the station. It is very nice to seepeople take ownership of their station andwe appreciate the efforts of the volunteers.”

for a fraudulent life cover insurance claimamounting to just under a million rand.Last week the Hawks released a state-

ment in which they stated Blondy Ntomb-omzi Ruth Williams (46), Elaine FelicityPretorius (51) and former police detectiveNono Sylvia Ndakisa (48) acted in cahootsduring October 2012, falsifying documentsand subsequently submitting two claims ofR350 000 on each occasion to an insurancecompany.Hawks spokespersonCaptainLloydRam-

LEWENSKIEKIE

Teach youngones tofall in loveI sat upright with my legs dangling overthe edge of the seat, my tiny handsfidgeted in anticipation. The lights wentdown, the curtains opened, the actionstarted … and I was in love.

I must have been about six or sevenyears old when my Oumie took me to seemy first theatre production. In those daysoptions were limited, but every schoolholiday my gran would drive me off toThe Baxter Theatre to see the latestchildren’s piece.

It was the beginning of a long and verybeneficial love affair.

You see, my love of theatre opened awhole new world to me.

I have travelled to prohibition-eraAmerican prison cells in Chicago, toParis with Phantom of the Opera, toexotic Africa with Postcard from Morocco, experienced Russian folklore with SwanLake and 15th Century England withShakespeare’s Richard III.

The theatreunlocked myimagination andintroduced me to aworld of fantasythat allowed me toexperience stories, music and beautifulimagery that wouldoften stay with melong after I left thevenue.

But, sometimeswhen I speak topeople, I realisethat many still see

the theatre as an exclusive experience, despite the fact that the vibrant artsculture in Cape Town lends itself to farmore inclusivity than ever before.

This winter school holiday, for exam-ple, sees a great number of children’stheatre productions on offer around CapeTown.

Then there’s all the community theatreinitiatives going on around the northernsuburbs – from the Milnerton Players tothe youth-driven Project 021.

And, if theatre isn’t your thing, thestand-up comedy and magic industriesare both on the rise.

Add the huge number of live musicevents in TygerBurger’s weekly “What’sOn” diary and Capetonians really arespoilt for choice when it comes toentertainment – even during the tradi-tionally quiet winter months.

A wise producer once told me thataudiences need to be developed. We needto expose young audiences to the stage inorder to cultivate theatre-going adults.

So, why not take a child to the theatrethis holiday? You might just prompt alife-long love affair. – Louisa Steyl

I attended the recent presenta-tion at Milnerton Library onthe proposed rebuilding ofWoodbridge Island bridge. Iwas informed in reply to myquestion that the cost ofdismantling and rebuildingthe bridge is estimated atR29-million.

That point was not men-tioned in your report.

May I suggest that expendi-ture of R29m on a bridge thatactually has very littlehistoric value is completelyunconscionable? The moneycould far better be spent onthe recently announcedshelter for homeless people inKillarney and/or numerousother social projects in JoeSlovo and Dunoon. It isoutrageous that more than 20years after South Africa’stransition to constitutionaldemocracy, so many people inour community are still livingin shacks and squalor.

With local governmentelections on the horizon, mayI express the hope that theCape Town City Council willquickly announce it hasvetoed the bridge proposaland that the funds have beenreallocated to social priori-ties?

Although it had formercharm, the bridge is both aneyesore and dangerous andshould be dismantled.

It is true that the CapeCollege of Theology hadn’tsigned the lease by the timewe responded to the mediaenquiry from the Tabletalknewspaper, however, thecollege’s involvement wasalready in the public domainat the time and we had beengiven assurances in writingon three separate occasions, informing us of the following:

. That they were interestedin renting the facility to theCity and that they had startedthe process of engaging withtheir stakeholders on 24 May,

. Reiterating that intereston 25 May, indicating that ameeting would take place todiscuss making parts of thefacility available to the Citywhile they resolve the issuesimpacting on the operations ofthe college,

. A further email on26 May, indicating that thecollege’s Board of Directorswas in favour of the leaseagreement, pending approvalby their Board of Sharehold-ers and again raising the offerof possible early occupationby the City.

As the college had proposeda possible handover date of 1August, I find it interestingthat it had not yet consultedwith the staff and studentsliving on site by last weekwhen the ‘offending’ articleappeared, but I digress.

I would, however, like toassure the public that whilethe lease negotiations with thecollege have unfortunately notborne fruit, it is a minorsetback and nothing more.

We are currently in theprocess of identifying Cityowned properties which willbe used for the purposes ofassessment/restorationcentres.

MOTOCROSSKAMPIOEN : NEIL GAAN BINNEKORT KRAGTE MEET TEEN BESTES IN AFRIKA

SAREL BURGER
