The desperate shrieks of a six-month-oldbaby boy compelled neighbours tophoneMaitland police on Sunday after-

noon just before 16:00.It was quickly established that the baby’s

parents left him completely unattended intheir Brooklyn home from 08:00 that day.

When the police arrived they launched anunsuccessful manhunt for the parents, butthe perpetrators were finally arrested at03:00 on Monday morning when they re-turned home.

According to spokesperson of the police,

W/O Siyabulela Vukubi, the parents werereeking of alcohol.

Vukubi says: “These kind of incidentswillnot be tolerated by the police!Wewill do eve-rything in our power to ensure the safety ofthe children in South Africa.”

The baby was taken under the protectivewings of social workers.

The couple, a 23-year-old South Africanwoman and a 25-year-old Congolese man,were charged with child neglect and ap-peared in the Cape Town Magistrate’s Courtyesterday.

Vukubi elaborates on the incident:“Neighbours became suspicious on Sundayas the baby was crying non-stop. On arrival

at the house in Upper Dilva Street we man-aged to gain entry and found the baby lyingon the parents’ bed alone. He was then takento a place of safety.”

The reaction of Cape Town Child WelfareSociety’s Ina Vermeulen echoes the generalfeeling.

“It is totally unacceptable. A baby that oldcannot be left alone for an hour, never mind20 hours! So much can happen to him in thattime,” she exclaims.

“This couldhave serious repercussions onthe child. Nobody answered his cries for at-tention. Consciously he might be fine, butwho knows what damage this has done tohim on a subconscious level?”

MoniqueStrydomfromMatla aBana says:“It’s shocking! Horrific! One can’t believe aparent who should take responsibility for achild does this... The baby could have diedwere it not for the community member whophoned the police! That is the only encourag-ing thing to come from this case. The publicshould stand up against crimes such as this.This baby is now classed as a child at risk,so chances are that the child might have atsome stage been abused by the parents aswell...”

To conclude, Vukubi thanked the commu-nity members who informed them of the in-cident and encouraged the public to becomepartners of the police to fight crime.

Milnerton and The Settlers High schoolsneed your support.

The two schools both have bands compet-ing in the V&A Waterfront’s annual HighSchool Band Slam competition.

In conjunction with Marshall Music andCoca-Cola, 12 high school bands fromaround the peninsula have been selected toperform at the V&A Waterfront outdoor Am-phitheatre every Friday in February. Theoverall winner will be announced on 7March.

Milnerton High School’s band, who werethe winning band at last year’s High SchoolJam competition held at GrandWest, will beon stage on Friday 14 February from 18:40,while The Settlers High School band will beon stage on Friday 28 February from 19:20.

The winning school will receive a musicalconsultation and installation to the value ofR20 000 from Marshall Music.

Industry professionals will visit the win-ning school to assess, recommend and theninstall the latest in music technology in theschool’s music department.

The bands will be judged by a panel of in-dustry experts on musicality, presentationand patronage.

On Friday 7 March, the finale will bejudged by a panel of industry experts whichinclude Dr Andrew Lilley, Gavin Minter andMajor Vernon Michels.

In addition to the overall grandprizeCoca-Cola will also be sponsoring the School Spir-it Award.

The school that best supports their bandby displaying the most spirit throughout thecompetition will be awarded this prize. TheCoca-Cola gig rig which comes equippedwith full sound and lighting gear will hosta fun and interactive event at a school func-tion of their choice.

While the population in the prov-ince has climbed with more thana million people in the last seven

years, the number of law enforcers hasdropped by 88 %.

Despite the shortage of police officersand paid reservists in the Western Capebeing well documented, the situation islikely only going to improve in two years’time.

“We need action now,” says Dan Plato,provincial MEC of community safety.Last week he requested the minister of po-lice, Nathi Mthethwa, to take immediateaction to address shortages in the policeforce in the province.

He has urged Mthethwa to call up exist-ing police reservists, of which there are20 000, in order to capacitate the provin-cial police under the command of GeneralArno Lamoer.

“Our provincial police cannot do their

core duties without sufficient resources,”Plato says.

He also suggests that the 920 surplus po-lice members in the Free State, be rede-ployed to the Western Cape.

The national police to population ratiois one police officer for every 336 people.

This number pales in comparison withan area such as Kraaifontein, where theofficial number is quoted as one officer forevery 1 630 people.

UnderstaffedThere are 128 out of 150 stations in the

province that are understaffed.“If one looks at the recent crime statis-

tics then it is clear that under-resourcingis negatively affecting crime in this prov-ince,” adds Plato.

The correlation between the number ofpolice recruits and attempted murder isstartling.

In 2008 just over 1 500 new memberswere recruited and that year there were1 776 cases of attempted murder.

By 2010 about 800newmemberswere re-cruited and 2 100 cases were investigatedand then in 2012 about 250 members wererecruited while in fact 3 280 cases were in-vestigated.

Play a partPlato’s spokesperson, Greg Wagner,

suggests that while the situation garnersattention from those in power, the man onthe street should play his or her part.

“Join a neighbourhood watch, know yo-ur community police forum and be the ey-es and ears of the police,” he says.

When asked how long it might take toaddress the police shortage he soundeddown-beat.

“I don’t know how long we’ve asked theminister of police for a specialised gangunit. Then last year the Free State got one.Where do you think the most gangs opera-te from?”

While more resources are slowly co-ming the province’s way, the populationis unfortunately growing much quicker.

Angelo Gallant (42), ’n voormalige dwelm-verkoper van Sarepta wat vir 15 jaar lankdwelms aan jongmense verkoop het, helpdeesdae om die gemeenskap wat hy eers af-gebreek het, weer op te bou.

“Ek kom uit ’n familie wat by dwelms be-trokke was. Ek was van kleins af daaraanblootgestel, maar het nog nooit dit self ge-doen nie. Ek het nog nooit ’n sigaret gerooknie, drank gedrink nie of dwelms gedoennie,” het Gallant gesê.

Die dwelms, het hy gesê, het hom nie aan-gestaan nie. “Ek het nooit aangetrokkedaartoe gevoel nie, maar ek het tussen diemense gesit wat dit gedoen het. Ek was nogjonk daardie jare en die geld gesien wat ’nmens daaruit kan maak,” het Angelo diemotivering vir sy dwelmverkope verduide-lik.

Hy het die skool verlaat en op 18-jarige ou-derdom dwelms begin verkoop.

“Dit was seker maar vir die geld. As ’nmens mos dit gedoen het, voel jy jy is dáár-die ou.”

Angelo het mandrax en kokaïen verkoop.In 2007 het sy lewe egter drasties verander

en het hy sy hart aan die Here gegee.Die verandering het gevolg nadat ’n lid

van die gemeenskap hom saam kerk toe ge-nooi het. Angelo het hom bekeer en werkdeesdae met kerk- en gemeenskapsorgani-sasies. “Ek het dit gedoen vir my kinders,”het hy gesê.

Hy het sy skoolloopbaan voortgesit en in2008 sy matriek voltooi.

Ná sy bekering het sy lewe heelwat vreed-

samer geword.“Die polisie het my destyds aanhou voor-

keer, maar nie meer nie. Ek het nou meertyd vir myself.

“As bendelid het jy nooit tyd vir jouselfnie. Jy is heeltyd gefokus op jou besigheid.

“Ek mis nie daardie lewe nie. Ek hoef niemeer oor my skouer te loer nie, en oor diepolisie of bendes te bekommer nie...ek kangaan waar ek wil,” het hy gesê.

Angelo help nou jongmense by sy kerk.Hy is ook deel van die kerk se Men’s Minis-tries en help graag met welsynsprojekte.

Hy is ook aktief betrokke by die nie-rege-

ringsorganisasie,DawnCares.Hyhelp daaruit by ’n koskombuis en besoek ook skolewaar hulle motiveringstoesprake lewer.

Dawn Roode, stigter van die organisasie,het gesê: “Angelo sal altyd help waar hy kanen gee altyd sy beste.”

Angelo het gesê: “Ek wil my kinders op-voed. Dit is iets wat niemand by jou kanwegneem nie.”

Sy vier dogters, Angelee (7 weke), Angeli-na (3), Angelité (8) en Angela (10), is verledeSaterdag by die gesin se kerk ingeseën.

“Dis iets wat enigiemand laat goed voel,”het Angelo gesê.

in Bellville at 08:00 onMonday 24 Febru-ary and end the tour in George on 28thFebruary at 13:00 – about 480 km later.“The reason for the duration of the

tour is due to the many stops at variousschools and organizations where spee-ches are to bemade about the Down Syn-drome Association and to receive dona-tions towards this event,” said PatrickDarlow, secretary of the DCS CyclingClub.The group will travel back to Cape

Town on 1st March 2014.The cycle club,which consists of seven

cyclists and two non-cyclists with DownSyndrome, says their main aim is fun-draisingandawareness.All funds raisedwill go to the Down SyndromeAssociati-on.On their route, the cyclists will stop at

Gordons Bay, Caledon, Riviersonder-end, Swellendam,Heidelberg,Riversdal,Mossel Bay and then end inGeorge. The-re will be three sleepover points.They are urging all newspapers,

dence in Kleinbosch caught a white Ivecobuswith a ladder on the roof slowly drivingup and down the street five times aroundmidnight on 4 February.During this time a house in Malmesbury

road, also in Kleinbosch, was broken intowhensuspects forced the front security gate

open with a crowbar.The homeowner woke up and shouted at

the suspects before they could enter thehouse and they ran away.The neighbourhood watch suspects this

Iveco bus to have transported housebreak-ers. The warning says perpetrators wouldtypically be four to five well-dressed malesand that they prefer houses where the frontdoor isn’t readily visible from the street.They are not put off by high gates andwalls.“They will usually ring the doorbell first.

The cyclist who was found dead in De-mocracy Way, Milnerton last weekThursday was not hit by a car, but alleg-edly fell off his bicycle while having a fit.

“Members of the community have toldus that the deceased suffered from fitsand it could be that this led to him fallingoff his bicycle,” Milnerton police spokes-person, Warrant Officer Daphne O’Reil-ly, told TygerBurger.

The police have opened an inquestdocket.

ER24 paramedics did their best to re-

suscitate and defibrillate the patient, buthe was declared dead at Somerset Hospi-tal.

ER24 spokesperson Russel Meiringsaid paramedics responded to the call at07:25 and found the cyclist lying on theside of the road showing no signs of life.

On Thursday many uncertainties ex-isted around the death of the cyclist.There were no witnesses and no visiblesign that a vehicle knocked.

After a few enquiries Milnerton policewas informed of an existing medical con-dition of the cyclist that might have re-sulted in him having a seizure.

Investigations are ongoing.

Dozens of City of Cape Town trafficcops merely got slapped on the wristsrecently, for scores of speeding viola-

tions recorded in traffic vehicles duringNo-vember and December.The speeding reports generated by the

traffic vehicle fleet’s tracking system weregenerated a few weeks ago.These reports reflect some 40 traffic offic-

ers from all over the city including thenorthern suburbs, excessively breakingthe speed limits on local roads.Hundreds of violations are recorded

where some officers drove at speeds doublethe allowed speed limit.Speeds in excess of 170 km/hwere record-

ed in 60 km/h speed zones, that of 170 km/hin 80 km/h speed zones and that of morethan 190 km/h in 120 km/h speed zones,many of which occurred in and around thenorthern suburbs and on the N1.According to a TygerBurger source, in-

formal hearings were held earlier this yearto investigate the violations.“Although some of these officers could

prove that the speedingwas executed in act-ing in the course of their duties, themajori-ty could not account for the speeds theywere travelling,” this source said.According to the source the times on the

reports reflect that many of these officerswere on their way to or from work whenthe violations were recorded.“Guiltymembers were issuedwithwarn-

ings,” he said.Speeding can resulting in traffic fines of

up to R3 000, but a motorist caught driving196 km/h – like one officer did – is arrestedon the spot and has to defend himself incourt.

Not toleratedRichard Bosman, executive director for

safety and security for the city, respondedby saying that traffic officers must obey all

rules of the road, unless they are acting inthe course of their duties.“Failing to do so is unacceptable and such

behaviour will not be tolerated,” he said ina statement to TygerBurger.“..not driving in accordance with the

rules does portray a negative image. How-ever, while there are a handful of traffic of-ficers who have been found guilty of flout-ing the rules of the road, themajority of ourteam are law-abiding and continue to set asterling example for motorists.”Bosman continued to say that the directo-

rate will be reporting the matter to thecity’s civilian oversight committee at theirfirst meeting in February.According to Bosman, the on board com-

puter reports are issued regularly by thecorporate fleet for all city employees, notonly traffic officers.

Milnerton police are urgently looking foranyone who witnessed two separate acci-dents last year.The first happened on 2 June at 20:00

of the way himself and was hit by a truckdriving towards Malmesbury.The victimwas taken to the Groote Sch-

uur Hospital where he was treated for hisinjuries. He stayed in hospital for threemonths.”The truck driver did not stop to assist

the victim, but another person did.Louw is investigating a case of reckless

The MyCiTi service will be expanding ex-ponentially in the next two months whenseveral new routes will be introduced.According to Brett Herron,mayoral com-

Viewwill extend alongBlaauwbergRoad toDu Noon. The T01 route extension, fromWood Station to Du Noon, will be launchedin March,” he elaborates.Atlantis will also finally be connected to

and usage, particularly single occupancyvehicles, is unsustainable,” he concludes.

N7 stretch ‘needs serious attention’

The vibracrete walls that separate Du Noon from the N7 are just one of the issues thatimpacts on the N7.


Crumbling vibracrete walls, illegalsquatting and overgrown bushes arejust some of the issues those living

near and driving along the N7 have to dealwith.

Motorists in particular are affected by theincreasing state of disarray along the road.

Pedestrians from Du Noon cross the N7 il-legally, squatters are encroaching ever clos-er to the road and the adjacent thick bushesare becoming the perfect place for criminalsto hide.

The lack of sufficient lighting and signage

are increasing the chance of accidents.The situation has reached a point where

De Grendel Subcouncil chairperson,James Vos, has written to the provincialDepartment of Roads and Transport tohave it sorted out.

Safety“I have received feedback from them

and I was told that there will be an immi-nent study of that section of the road. Theirstudy is looking at pedestrian safety, im-proved lighting and improved signage,” heexplains.

What makes this section of the road evenmore challenging, according to Vos, is the

fact that multiple spheres of government areinvolved.

Where province should see to the above, theencroaching squatters and the vibracrete wallare matters for the City of Cape Town’s De-partment of Housing.

Vos has also notified them about these con-cerns.

He adds that on Friday the province cameback to him and said that a team of workerswill be cleaning overgrown bushes from thestrips next to the N7 in the next few days.

The section has been identified as that be-tween the Bosmansdam and Potsmandam in-terchanges.

“I am not only concerned for motorists andpedestrians, but also the residents of Both-asig, Richwood and Du Noon,” he says.

SquattersVos admits that the most difficult obstacle

for authorities will be the removal of the

squatters, which is a well-known legislativelandmine.

“I will nonetheless monitor all the rele-vant departments that we can finally sortthis out. It really had to be addressed yearsago.”

Vos also said it would be ideal in the longterm if there was a pedestrian walkway overthe N7.

The day that it becomes even easier forpeople to cross the road can wait accordingto some of the people living on the easternside. According to Christine Immelman,chairperson of the Bothasig Community Po-lice Forum, there have been numerous rob-beries in the greater Richwood this year –seven unconfirmed armed robberies to beprecise.

“Richwood borders the N7, which falls un-der national jurisdiction, not the city. Andpeople are always running over that road,so it is an easy escape,” she concludes.

Painting hands: The NGO BoyesHelping Hands recently decided thatthey would like to do something extraand a little different, so they helpedfinancially struggling families with theirhomes. The first project was called“Project Joy for Aunty Joy”. With theassistance of friends and family theymanaged to get in some nice beddingand linen, as well as a stove, for JoyVickers, a pensioner, whose husbandand son passed away in 2013. Joy’shouse needed a bit of TLC and Joyneeded a bit of cheering up. Paint waskindly donated by Liz SpencerHicken,who also came on the day along withher two sons, to help paint and breathnew life into Aunty Joy’s home. Hereher room is being renovated.

Pond dippers: Intaka IslandEnvironmental EducationCentre in the heart of CenturyCity hosted 48 Grade 6s fromElkanah House Primary thisweek to celebrate WorldWetlands Day. The learnersenjoyed a full programmewhich included a guided tourof the 16 ha Intaka Islandwetlands nature reserve, aguided boat trip around theIsland and a “pond dipping”where learners are able to lookat the organisms in ourwaters, collected from thewetlands, more closely under amicroscope.

Tiffin has a master’s degree with distinc-tion in jazz composition and performanceand is currently studying for her PhD.

The 99er Cycle Tour and MTB Chal-lenge had a record 4 676 entries onSaturday.

TheMTBevents inparticular sawa tre-mendous growth in competitors. Thiswas the 16th time that the 99erCycle Tourhas been held.

This year’s new MTB routes were wellenjoyed and the 35 km route proved to bevery challenging. The 99 km race had astrong field of competitors.

Local winnerLocal cyclists from the Durbanville ar-

ea can be proud of Craig Boys, who wonthe men’s 99 km event. Jenny Stenerhag,top international cyclist from Swedenwon thewomen’s event. Jennyhasmovedher way up the winner’s podium fromthird place in 2012, to second place in 2013and now top position in 2014.

The ladies’ 35 kmMTBracewaswonbyMatie student Mariska Straus, who is atop national and international MTB com-petitor. The men’s 35 km MTB event was

won by Jurgens Uys, a top competitor inthe South African Downhill MTB Cham-pionships.

MedicalThere were some cyclists who sus-

tained injuries on the day, the more seri-ous of these occurring on the R44 stretchof the race. Medical services en routewere top class with fivemedical points intotal and four roaming ambulances.

The total value of performance prizeswas R42 000, 45 % up from 2013. Luckydraw prizes, which totalled R100 000 invalue, included two swimming pools.4 000 goodie bags and medals.

There were 190 enthusiastic partici-pants in the 5 km Fun Walk, introducedthis year, and each walker received amedal and Sterrie Stumpie.

Over 350 volunteers in the form of par-ents, staff and pupils from El ShaddaiChristian School in Durbanville onceagain ensured that this was a well organ-ised and well run event.
