LANGEBERG HEIGHTS DEVELOPMENT: CAPACITY, SECURITY AND TRAFFIC A MAJOR CONCERN
Proposal sparks outcry
DESIRE RORKE
@dezzierorke
A
developmental nightmare is looming
in Langeberg Heights, say concerned
residents.
Insufficient roads, stormwater and sanita-
tion capacities, security and a considerable
drop in property values are only some of the
concerns shared by hundreds of residents
here, pending the outcome of a high density
development application.
The development if approved will sport
73 units, with two parking bays each, a
refuse area and an open space in a total area
of only 1.9Ha an area smaller than two rug-
by fields.
Residents allege they are being kept in the
dark by the City of Cape Town, while it
seems to them that the development is going
full steam ahead in this essentially quiet
community.
According to resident Andrew Munnik,
the developer has indicated to residents in
the area that the development will go ahead
come April.
He has already started building roads by
using material he has been dumping on site
heaps and heaps of it during the last
month, he said.
He provided photos of this.
The project manager appointed by the de-
velopment company denies this allegation.
The rubble on the site is from the demoli-
tion done beforehand, and is being stock-
piled in case the development is approved.
It will then be used for road construction.
Obviously, it will be carted away in the case
of non-approval, he said.
The applicationwas firstmade inMay last
year, but withdrawn from the agenda by the
town planning department on the morning
of the subcouncil meeting, due to technicali-
ties arising from the objections and condi-
tions required, subcouncil chairman Ger-
hard Fourie told TygerBurger last week.
A record number of objections were
lodgedagainst this development 90 individ-
ual objections and a petition with 250 signa-
tures.
According to Munnik, the entry street to
the planned development is extremely nar-
row, to such an extreme that visitors of resi-
dents in this street are often asked to remove
their vehicles because of the impact it has
on the little flow of traffic it carries.
The Traffic Impact Assessment referred
to indicates that nominal impact is expected,
which makes absolutely no sense, he says.
Moreover, the additional traffic flow will
add to the pressure already on N1 access
roads such as Brackenfell Boulevard and
Okavango Road. Munnik says security is al-
so an issue, as is property values.
The increase in volume of peoplemoving
through our neighbourhood will negatively
affect security and property values.

Munnik says houses in the area are valued
between R1.7m and R2.2m.
The proposed development will force
high valued properties to be directly adja-
cent to low value properties, the latter of
which is not compatible to the surrounding
area. How is the City going to guarantee us
that our current property valueswill not de-
crease as a result of this development?
He says hypothetical arguments are not
at play, but facts are required.
According to Munnik the proposed storm
water storage system also does not make
sense.
The plan indicates that stormwater stor-
age is to beprovided for on thenorth eastern
side of the site, yet the notice indicates that
the site slopes from north to south at an an-
gle of 4.5 degrees. This makes no sense and
requires clarification in terms of the Citys
own explanation, he says.
Hewants toknowwhat theCity anddevel-
opers propose in terms of storm water
drainage and sewerage and what guaran-
tees can be provided that adequate provi-
sion has been made to prevent unexpected
or even disastrous events.
Munnik had to make special provision at
his own expense to prevent his back door
from being flooded, which has happened in
the past.
In photographs he showed TygerBurger,
flashfloods can clearly be seen at the inter-
section of Hennop andOkavango roads dur-
ing a rain storm.
Munnik says this intersection is always
flooded during excessive rain, which is a
clear indication that the current storm wa-
ter infrastructure is inadequate.
In his own back yard he had to install a
newdrainage system to keep thewater from
his back door, and even that, he says, is not
coping with the excessive water during
rainy season.
As a result I have to consistently deal
with water damage.
The City confirmed that initial demoli-
tion of the existing buildings on the site
started without permission.
However, a notice was served and subse-
quently a demolition application was sub-
mitted on 3September 2015 and approved on
21 December 2015. As such, the demolition
work on site since January 2016 is being
done with authorisation, says Johan van
der Merwe, Mayco member for energy, en-
vironmental and spatial planning.
The application, he says, is still following
due process and a decision is yet to bemade.
Therefore, should the developer proceed
with any form of construction without the
necessary approvals, immediate action will
be instituted, he says.
The application seeks to rezone the erven
from agricultural to subdivisional area for
general residential zone 1 to permit 73
dwelling units and associated uses such as
refuse removal, roads and open space.
Van der Merwe confirmed receipt of the
objections and petition, which was then re-
ferred to the applicant for comment.
The required information and responses
were submitted by the applicant on 7 Janu-
ary, he says.
When asked whether the City has given
serious consideration to the objections, Van
der Merwe merely said the decision will be
deliberated at the subcouncil sitting in
April.
Once a decision has been taken by the
subcouncil, all parties, including the appli-
cant and objectors, will be informed of the
outcome and they will be afforded a right
to appeal the decision.

C
omplaints about vehicle theft at the
CapeGate shopping centre continue
to surface in spite of a combined ef-
fort between CapeGate centre manage-
ment and Brackenfell police to curb this
crime.
Laverne Evon last week came forward
with her story, but told TygerBurger she
had no faith in this supposed collabora-
tion following her own experience at the
centre in December.
The centre management just tells you
that they work hand-in-hand with the po-
lice, but I would like to say thats the big-
gest load of crap.
She started her new job at CapeGate on
1 December last year.
At about 08:00 I pulled up into the park-
ing area and saw a man standing nearby.
I was very suspicious of him and at first
wanted to move my car, a Toyota Corolla
Sprinter 1.8i, still in mint condition, but
didnt want to be late on my first day of
work. Maybe my imagination was run-
ning wild, I told myself.
Low and behold, when Evon finished
her shift at 17:30, she came out only to dis-
cover her car being missing.
The car guards were no help and
thought of me as some crazy woman who
forgot where she had parked.
Sheeventuallywent to themall security
and upon scrutinising the video camera
footage, saw the same man that she was
suspicious of, was in fact involved in the
theft.
Footage showed the man getting into
a silver VW Polo Vivo and reversing be-
hind my car. The man then gets out and
you can see him trying to open the car
door. He gets back into the Vivo proba-
bly to get something to help open the car.
He eventually gets it right and drives off
withmy car, while the Vivo goes off in the
other direction, she says.
Evon says she was shocked to see this
and demands to know why the cameras
are not being monitored.
The crime is on camera crystal clear!
But where are the mall security guards
who are supposed to watch for this?
According to Evon the footage was
available from day one (on 1 December).
I reported the car stolen immediately.
The Brackenfell police, however, only
went to view the footage two weeks later
on 15 December, she says.
Onemorning someweeks later, she saw
the sameman in the parking area, writing
down the registrationnumber of a bakkie.
That was 07:30 in the morning. I had
asked my mother to call the Brackenfell
police to tell them that the same man was
here, while I alerted the centre security.
According to Evon themall security on-
ly followed him, whereas the police never
even showed up.
These men will continue to operate at
the CapeGate Mall cause they are getting
away with it. The Brackenfell police and
CapeGate need to get their act together,
she says. I am totally disgusted.
. At the time of going to print neither
the Brackenfell police nor CapeGate cen-
tre management had responded.
Car theft still a problem

eer as n jaar n n tref-en-trap-onge-
luk waarin n jong seun ernstig be-
seer is, het die Brackenfell-polisie
om onverklaarbare redes nog steeds nie die
ondersoek afgehandel nie.
Die ongeluk het omstreeks 17:00 op 14 Ok-
tober 2014 in De Bron-rylaan oorkant die
Vredekloof-winkelsentrum plaasgevind.
ooggetuie is, vertel: Ek en my seun, Ruan,
uitgespreek.
Die be-
Daarna is
sake ewe belangrik is.
by.
Toe hy eindelik twee we-
ke gelede daarin slaag om
kontak te maak met die
speurdiens, is daar slegs
vir hom ges daar sou di
spesifieke week werk van
die saak gemaak word.
Van der Westhuizen s
die seun was intussen telkemale in die hos-
pitaal.
is nie.
vir my ges hulle moet weer my verklaring
Brackenfell-polisie bloot hul skouers opge-
haal. Let asseblief daarop dat die saak nog
ondersoek word. Enige persoonmet n klag-
velvoerder, kol. Willie Joseph, in n
verklaring gemeld het.
Intussen het Van der
Westhuizen verlede week
aangehou met sy pogings
om antwoorde te kry.
Ek het bykans elke dag
geskakel, maar niemand
skakel my terug nie.
Die ondersoekbeampte
was glo verlede week weer
met verlof. Toe hy uiten-
delik daarop aandring om
met die hoof van die speur-
diens te praat, was hy
stomgeslaan oor sy kortaf antwoord.
Daar is bloot virmyges dat die inligting
rondom die saak my nie aangaan nie. Ek
gee. Van derWesthuizen s hy het die nom-
mer verlede jaar verloor toe hy selfone ge-
ruil het. Hy beplan om eersdaags n klag by
die Wes-Kaapse polisie aanhangig te maak.
SeanMcClelland, voorsitter van die Brac-
kenfell-gemeenskapspolisiringsforum
(GPF), s daar is verskeie maniere waarop
ledevandie publiek inligtingvandie polisie
kan kry. Hulle kan die GPF kontak of n
klagte by die polisie aanhangig maak.
. Die Brackenfell-polisie het Van der
Westhuizen Maandag telefonies verwittig
dat hulle sy verklaring sal kom afneem.

Police Forum (CPF) a fortnight ago, it was
stated that house break-ins generally de-
creased in Northpine since the start of 2016.
TygerBurger reported on this in its edition
of 17 February.
According to Anton Peacock, there was
only four break-ins during this time an as-
sertion disputed by Alfred Hoff.
Hoff sayshe is aware ofmanymorebreak-
in attempts thatmightnot havebeen report-
ed.
In the small hours of Wednesday morn-
ing 16 February, burglars gained access
through my garage door. Fortunately noth-
ingwas taken, but it could have beenworse.
I stress that garage doors installed during
the 80s and 90s by Garden Cities are target-
ed by these criminals and accessibility are
easily gained, as I discovered myself. I even
cautioned residents to be more vigilant my-
self, he said. The very next day, two sus-
pects tried to break into theNorthpineCom-
munity Hall. The alarm was activated and
scared them off, but I reported the incident
to the police. Also, during the same day,
burglars tried to break into a house by first
knocking at the door, and if no one an-
swered, they would try to gain access. For-
tunately the owner was at home, he says.
Who knows, similar incidents might
have happened elsewhere, but were not re-
ported. Residents should not be at ease.

Bring your water wise plants
With water savings on everyones lips,
the Durbanville Garden Club is throwing
down thegauntlet to gardeners to doadis-
play of water wise plants at their next
meeting on Wednesday 9 March in the
Durbanville library hall at 19:30.
To set an example, the committeemem-
bers of theDurbanvilleGardenClubhave
put a collection of water wise plants and
foliage from their own gardens on display
at their lastmonthlymeeting on 10Febru-
ary.
We would love to challenge all mem-
bers of the club, as well as visitors who
wish to attend the meeting in March, to
take up the challenge and bring cuttings
of waterwise plants from their gardens
for display, invited Christine Boswell of
the Durbanville Garden Club.
Plants donot necessarilyhave to be in-
digenous, but the criteria is that they
must be water wise, she said.
Healthy edible gardening, including
seed selection and collection, will be dis-
cussed by Christine Stevens from Har-
vest Kitchen. She will also elaborate on
companion planting and pest deterrents.
Visitors arewelcome at R20 per person.

Haar
enigste seun, Olwyn, is gewelddadig ver-
moor.
Vandag leef Surita sonder haat en woede
in haar hart. Ek is vry, want hulle het geen
houvasmeer opmynie.Ek lewenoudie lewe
rylaan gevind. Hy is twee keer in die kop ge-
skiet.
wyn alleen gewoon.
Hy was my enigste kind en sy pa het in
2004 selfmoord gepleeg. Ons was toe reeds 12
jaar geskei, s Surita. Ek het my werk ver-
tronk besoek by Brandwag, waar hy n le-
wenslange vonnis uitdien.
ek lyk. Vooraf het ek gerel met die maat-
skaplike werkers by die gevangenis om hom
te sien en hy wou my ook sien. Ek het hom
gevra of hy getroud is, en of hy kinders en
sing.
dagverbygaandathynie aanmykindenaan
geleer. Ek het geweet my eie behoud sal
daarvan afhang. Anders sou dit my bitter en
naamd Klei, wil bereik. Hoop is n sterk
tema. Maak nie saak hoe swaar dinge lyk
nie, daar is altydhoop.Diekursus gaanhoof-
April in Kuilsrivier.

hanks to the goodwill ofmembers of the
Tygerberg Mountain Bike Club, the
learners of Vissershok Primary School
outside Durbanville have a brand new floor
in their enclosed courtyard.
The courtyard is often used for functions,
assemblies or recreational activities.
The school, which is situated at the inter-
section of Vissershok and Contermanskloof
Roads, provides schooling for 576 children
from Grade R to Grade 7.
The courtyard was closed in about five
years ago by several roleplayers, including
ATKV Durbanville, Pick n Pay and Wool-
worths, but the floor was never finished off.
The new floor was financed by the Tyger-
berg Mountain Bike Club and Cape Epic.
In February the existing school courtyard
of 250m, which previously had a very rough
and battered finish, was topped with a con-
crete floor at a cost of R20 500 .
Explaining their sponsorship, Patrick
Roberts, trail manager of the Tygerberg
MTB Club, says: Many of the learners are
from the farms were privileged to ride on.
The school has always been very accom-
modating in allowing mountain bike races
in the area to pass through the school prem-
ises, which is pivotal to most of the race
routes in the area.
We decided to get involved when the
schools principal, Greg Andries, ap-
proached me one day asking whether we
could provide any assistance in getting the
courtyard floor rectified, Roberts says.
The Tygerberg MTB Club consists of over
5000 members, predominantly from the
greater Durbanville area.
It is one of the biggest cycling clubs in the
country and is run by a democratically elect-
ed committee, he says.
The aim of the club is to provide a safe,
funandnaturalmountainbiking experience
to itsmembers, using purpose-built trails on
the many farms in the Durbanville Hills re-
gion, Roberts says.
Being a non-profitable organisation, all
annual subscription fees collected go back to
either the community and community caus-
es, land owners for trail usage remuneration
or the construction of new trails on the
farms.
Andries says they are very grateful for the
new floor as the area is often used for func-
tions and assemblies.

A hit-and-run accident supposedly
killing a volunteer fireman in Brack-
enfell in fact did not take place as was
widely publicised on social media last
week.
A tweet doing the rounds alleged
this incident happened on the corners
of Bottelary Road and Kruis Street on
Wednesday morning.
Warrant Officer Erica Crous,
spokesperson for Brackenfell police,
confirmed that the person in question
was found lying on the side of Bottel-
ary road after he had suffered what is
believed to be an epileptic fit.
Motorists found him and the emer-
gency services and the police were
called to the scene. The man, who was
not entirely conscious, was transport-
ed to the Kraaifontein day hospital for
treatment, she said.
The incident was however cause for
much spectator value and traffic was

Dit kom voor of hy nie omgee

Waar kom hy aan die onsin

aannames dat die Bulle moes

Berlyn se muur; van Paternoster se

Square; van Malawi se Groot Meer tot
Switserland se berg Pilatus; van Kimber-

whiskykelder.
Dit was my en my wederhelf se voorreg
om oor die afgelope 12 jaar hierdie plekke
en nog baie, baie meer te besoek,
want die reiskoors het behoorlik in 2004
posgevat.
As jy eers Die Koors kry, los hy jou
nie, al doen jy wat. Vra maar enigiemand
wat Die Koors het.
Reis maak jou gelyktydig brandarm en
skatryk.
Airbus of Boeing gly geluidloos oor jou
saamgaan. Dit is wanneer jou boekrak
vol gepak is met
Frommers, Lonely
Planet, Fodors en
Rough Guides en jy
dit soos storieboeke
lees.
Dit is wanneer jy
besluit om eerder
oorsee te gaan
vakansie hou as
om nuwe kombuis-
kaste in te sit.
Want watter
herinneringe gaan
jy nou eintlik h
aan nuwe kombuis-
kaste.
lewe voller maak, jou dalk selfs n beter
mens maak.
verwysingsraamwerk is.

Ben Burger

Secondly, let us get down to
facts: Retail stores sell Gillette
blades as follows.
(1). Razor blades four-packs
cost R343.00 plus 14% value
added tax = R391, i.e. R97.75 per
blade?
(2). Blades eight-packs cost
R588 plus 14% sales tax = R670
divided by eight = R83.75
(cheaper buying double), getting
a discount for bulk buying.
Conservatively taken most
men use two blades @ R97.75
each = R195 per month, and
some with hard beards use up
to three to four blades @ R83.75
each = R251 per month or four
blades @ R83.75 X 4 = R335 per
month.
What do the females pay for
their razors?
(3). The worst scenario
annually for a four-pack per
month @ R355 x 12 = R4260; an
eight-pack R670 x 12= R8040.

LOUISA STEYL
@lounotes
A
fter 15 years as a professional axeman,
Axe is putting rock back in your
soul.
Table Views Louis Axe Lourens is well
known for his cover performances in and
around Cape Town, but now, after a little
push fromhis fans, hes taken on an original
project: The Axe Experience.
His debut album Rock back in your Soul
will be on sale for the first timewhen he per-
forms with one of his cover acts, Axenmore,
at Hillcrest Quarry this Sunday.
Its here that music fans will be able to
hear themusic that inspiredhis ownperson-
al sound.
Its classic old school rockwith amodern
twist, says Axe. The old school hes refer-
ring to, is the sound of bands like Led Zeppe-
lin and ACDC; a sound hes very familiar
with considering hes been emulating these
acts for years. But then, from time to time,
the album also offers up something slightly
reminiscent of Alter Bridge.
Axe started working on the album with
producer Dane Taylor about a year ago. He
co-produced and wrote the tracks himself
with ex Van Coke Kartel drummer Jason
Oosthuizen stepping in on drums and Die
Heuwels Fantasties Fred den Hartog re-
sponsible for a few bass lines.
Axehasbeenplayingasaprofessionalmu-
sician with various acts for about 15 years.
He got his stage name back when he started
playing on his own after leaving the band
White Rabbit. After much deliberation and
using the slang word for guitar, he took on
the moniker Axe on Fire. The act later be-
came a duo when he was joined by Tauna
Collier. With her flaming red hair, she be-
came known as the fire, making Louis the
Axe.
The Axe Experience is the fifth project
hes involved in at themoment and says its
about time he recorded his own music.
Some of these songs are years old, he
says, adding that as a perfectionist, he never
felt his music was good enough. But now,
if I had to die tomorrow, at least I can say:
this is Axe.
The album will be officially launched in
April.
Axe wants fans to get a chance to become
familiar with the music so theyll be singing
along at the launch.
By then Jason will also be joining him as
a member of The Axe Experience when he
isnt working with Lost&Found, his new
project with The Parlotones Glen Hodgson.
Theyll be using session musicians to help
fill out the ranks when The Axe Experience
performs live.
It was Jasonwho suggested that Axework
with Merwe Marchand le Roux for the al-
bumdesignwhich sports the image of amus-
cle car flying off theuncompletedCapeTown
bridges on the cover.
After the launch Axe and Jason plan to
gig as much as possible. Axe is also busy
sorting out the paperwork to send his music
to radio.
This is only number one. Once hes
gauged the response to this album, Axe
hopes to have a direction for his second al-
bum. So far the feedbacks been good.
Eventually he also wants to take the al-
bumtoEurope, but fornowAxesmain focus
will be on promotingRock back in your Soul.
I just cant wait to get this thing on the
roll.
Fans can get their first listen of the album
at Axenmores show at Hillcrest Quarry on
Sunday 13March from 14:00, which will also
serve as Axes belated birthday celebration.
Axenmore will be joined by Rob Shaws new
acoustic act The Boxer The Ring. Tickets
for the show cost R70 and R35 for children
aged 10 to 13, and are free for childrenyoung-
er than 10. Call 021 976 4959 to book a table
or simply pay at the door. Rock back in your
Soul will be on sale for R130 at the show but
the audience will also stand a chance to win

S
weet dreams are made of this a meas-
ure of courage, loads of passion and
buckets full of hard work.
Less than a year after quitting her job as
a primary school teacher and taking her
first sugar art class, local cake artist Lesley
Lewiss sweet dream has become a reality.
ThisBrackenfeller today is theproudown-
er of her own enterprise, and she recently
won the prestigious wedding cake competi-
tion at the Bridal Show at Canal Walk.
After weeks of sleepless nights to decide
on a design, several days ofmaking 44 edible
sugar flowers, 40 filler flowers and buds, 350
edible jewels and applying hundreds of sug-
ar balls with tweezers, she delivered her
cake to be judged. Seeing the other cakes
wasquite intimidating. Iwas therefore total-
ly blown away when I was announced the
winner of theCanalWalkwedding cake com-
petition. No words can describe this feel-
ing! she said in an interview last week.
Her first encounter with baking occurred
during her second year at varsity when she
tried out a chocolate cake recipe froma book
her aunt gave her.
This is basically where the cake bug bit
me. Coming from a non-entrepreneurial
family who believes in a fixed income, pen-
sion fund and medical benefits, I had to do
the right thing and finish my four year
teaching degree, she says.
After her degree she went on to teach at
Goodwood Park Primary, and in 2015 decid-
ed to quit teaching and get formal cake deco-
rating and pastry training. On 10 May 2015
she officially opened her home-based cake
business.
Being a lover of sweet things, but also a
lover of fashion, I could not resist the name
Style Me Sweet. And like any start-up, it
hasnt always been easy, she says.
Cake decorating is hard work. You have
to wear many hats that dont have anything
to do with decorating like accounting, of-
fice work, quotes, deliveries, shopping, dish
washing and endless phone calls and emails.
Every now and then you might get to deco-
rate a cake! she adds laughingly.
I love that I can use my creative energy
making things that make people happy.
Creative energy brings happiness
Lesley Lewis with her winning masterpiece.
