A learner who was turned away fromGoodwood College in Ruyterwachtwas given a second chance afterTyger-

Burger wrote a story about her ordeal.Nazlie Wilmot was supposed to start

Grade 10 this year, but was refused at Good-wood College without reasons being provid-ed. This newspaper contacted the WesternCape Education Department (WCED) as wellas the school and within a day the learnerwas accepted.

Now it seems Nazlie was not the onlylearner who was refused entry for “dubious”reasons, or no reason at all. After readingabout Nazlie, a parent from Ruyterwachtcomplained she was told to take her child “toa school where he doesn’t have to pay schoolfees, like in Elsies River”.

The mother, who doesn’t want to be namedbecause the child was later accepted and shedoesn’t want her to be victimised, says theepisode left her traumatised.

“My child was enrolled at the school in2013, but because of personal reasons, wemoved to another town in the middle of theschool year. This year we moved back andI wanted to enrol my child at Goodwood Col-lege again because it is the closest school to

where we live. My husband and I are notworking at the moment and I told the princi-pal. She demanded I go to the police and getan affidavit that I will pay R100 every week.

“I refused to sign anything because I’m notsure if I will be able to get R100 every week.That is when the principal became angryand told me there were schools where ‘peo-ple like’ me can take our children. I feel thatis discrimination against the poor,” says themother.

She went to the WCED and eventually herchild was accepted. “My child deserves aneducation just like the next one, even if weare poor.”

Jessica Shelver, spokesperson for the de-partment, says there cannot be discriminat-ed against a learner because he or she comesfrom a poor household. “Regardless of theparent’s financial position – our principalscannot discriminate against our learners,”she reiterates.

She goes on to explain there are schoolswhere learners are exempted from payingschool fees.

“All quintile one to three schools are non-fee paying schools. In 2013, the WCED pro-posed even further funding of public schoolsserving poorer communities.

This included an offer to over 200 fee-payingschools to apply to become no-fee schoolsfrom 1 January 2014.“The offer of no-fee status was made to

help assist schools in quintile four and fiveinalleviating someof the funding challengesthey face as a result of the non-payment ofschool fees by parents. The WCED has allo-cated R46-million for the 2014/15 financialyear to cover the costs.

and 554 523 secondary school learners at-tended no-fee schools in the Western Cape,”says Shelver.

She says non-payment of school fees is areality. “We can’t ignore the fact that we areliving in tough economic times and in thiskindof climate,manyparents simply cannotafford to pay their school fees, thus affectingschool income. TheWCEDhas supported in-itiatives for a system that compensatesschools for exempted school fees. As we rec-ognise the important role that fee exemp-tions play in granting access to the poor.“If they cannot afford to pay, for example,

if they are unemployed, they can apply forexemption or partial exemption. Parentsqualify for exemption if the school fees aremore than 10% of the parents’ combined an-nual salary. They can apply for partial ex-

emption if the fees represent between 2%and 10%of their annual salary depending onthe number of children they have at a fee-paying, public school,” said Shelver.

ExemptionIn 2011, for the first time, the WCED paid

out over R20 million in compensation for 48974 fee exemptions in 2010 to fee paying pub-lic schools in quintiles 4 and 5. “The numberof learners qualifying for exemption has in-creased from 70 153 in 2011, to 90 506 in 2012and 105 124 in 2013.”Schools can take legal action against par-

ents who owe fees and who do not qualifyfor exemption or partial exemption, says

Shelver.“Different schools have different methods

to recover school fees from parents who donot pay. This is an authority of the govern-ing body. Schoolsmay act against parents tocollect outstanding fees, but may not actagainst learners, for example, by withhold-ing their school reports.“Principals are required to notify parents

annually of the amount of school fees to bepaid and the procedures for applying for ex-emption. If a parent is in arrears in payingschool fees by one month or more, the gov-erning body has to investigate whether theparent qualifies for exemption and must en-courage the parent to apply for exemption.”

Tyger Valley Shopping Centre who have taken to social me-dia since Monday to make their discontent clear after an armedrobbery at a popular family restaurant.The Spur in the shopping centre was robbed by five men near

closing time on Sunday evening. The robbers posed as clients be-fore holding up staff and patrons and fleeingwith cash and digitalgoods.Shopping centre spokesperson Laretha Blom confirmed the

robbers had fired one shot at security guards giving chase, thenfled in a silver vehicle.Some of the comments on TygerBurger’s Facebook page includ-

Volgens Clive Justus, voorsitter van sub-raad 4, was daar ’n groot verstopping in diestormwaterpyp op die hoek van Vasco- enFrans Conradie-rylaan. “By nadere onder-soek is die grassnyer gevind. Watter soortmens gooi ’n grassnyer in ’n stormwater-pyp?” vra ’n hoogs ontstelde Justus.

Hy sê die beskadiging wat dié soort dingaan infrastruktuur en eiendom aanrig, jaagdie Stad jaarliks miljoene rande uit die sak.

“Verlede jaar het ’n stormwaterpyp oor-spoel en agtien huise is beskadig. Die Stadmoes alles, vanmeubels tot matte, vervang.Dit net omdat iemand iets in ’n stormwater-pyp gegooi het. ’n Mens kan amper nie glowat alles al in stormwaterpype gevind is nie– dubbelbeddens, skape en eetgerei. ’n Ruk

Munisipale werkers haal ’n grassnyer uit ’ndrein. Dié grassnyer was verantwoordelik virdie verstopping van stormwaterpype.

Daar is nou 151 minder mense op straat se-dert die Stad Kaapstad se department vanmaatskaplike ontwikkeling en vroeë kin-derontwikkeling se straatmense-programverlede jaar ingegryp het om straatmensevan die straat af te kry.

Gedurende die laaste kwartaal van 2014het personeel van die department wat aandie program verbonde is, 90 mense na skui-lings of assesseringsentrums verwys, 32 isbygestaan met gesondheidsorg en andermaatskaplike dienste en 29 mense is met

hul gesinne herenig.Een van dié mense is ’n 62-jarige man,

oorspronklik van die Oos-Kaap, wat langsdie R300-deurpad gebly het. Die man is inOktober 2014 deur een van die program seveldwerkers ontdek. Hy het sewe jaar opstraat gewoon. with “feel-good” music.That’s exactly what fans can expect when

Seven men with hearts of gold will coverabout 480 km on bicyles – one a paraplegic onhis special bicycle – to raise awareness forpeople with Down Syndrome.

Die Stad Kaapstad nooi gemeenskappe uit om kommentaar te lewer oor die halfjaarlikseaanpassings aan die mediumtermyn-raamwerk vir inkomste en besteding vir 2014/15 –2016/17 en die halfjaarlikse aanpassings aan die korporatiewe telkaart vir 2014/15, wat spruituit die halfjaarlikse aanpassings volgens die Raadsresolusie goedgekeur op 28 Januarie 2015.

Die Stad Kaapstad beoog die stigting van advieskomitees vir beskermde omgewings tenopsigte van 17 natuurreservate en beskermde natuuromgewings regoor die stad ingevolgedie Wet op Nasionale Omgewingsbestuur: Beskermde Omgewings, Wet 57 van 2003.

Die advieskomitees vir beskermde omgewings sal saamgestel word ingevolge dieRegulasies oor die Behoorlike Administrasie van Natuurreservate gepubliseer onderGoewermentskennisgewing R99 in Staatskoerant 35021 van 8 Februarie 2012.

Die natuurreservate waarvoor advieskomitees gestig sal word, sluit in Blaauwberg, BothasigFynbos, Botterblom, Bracken (insluitend Perdekop), Durbanville, Edith Stephens, Valsbaai(insluitend Rondevlei, Zeekoevlei, Pelican Park, Slangetjiebos, Zandwolf en die Strandfontein-voëlkykgebied), Helderberg (insluitend Silwerboomkloof), Harmony Flats, Lourensrivier,Steenbras, Tafelbaai (insluitend Rietvlei, Dieprivier, Milnerton-renbaan en Zoarvlei), Tygerberg,Uitkamp-vleigebied, Witzands-waterdraer, Wolfgat en die Zandvlei-riviermonding.

Die komitees se doelwitte is die fasilitering van interaksie, kommunikasie en betrokkenheid endie ontwikkeling van vennootskappe met belanghebbendes en omliggende gemeenskappeten einde die natuurreservate se doelwitte te bevorder.

Die komitees sal die mandaat hê om advies en insette oor strategieë, bestuursplanneen verslae te lewer asook vordering met implementering te monitor, betrokkenheid bybesluitneming te bevorder en natuurreservate se skakeling en integrasie met omliggendegemeenskappe te fasiliteer.

Alle regeringsorganisasies, gebruikersgroepe, gemeenskapsorganisasies,nieregeringsorganisasies, akademiese inrigtings en inwonersverenigings of omliggendegemeenskappe met ’n werklike belang by natuurreservate word genooi om aansoek te doenom lidmaatskap van die advieskomitees.

Die grondwet vir die stigting van advieskomitees vir beskermde omgewings in die StadKaapstad, soos op 5 November 2014 deur die portefeuljekomitee oor energie, omgewings-en ruimtelike beplanning goedgekeur, bepaal hoe hierdie komitees bedryf sal word. Diegrondwet is aanlyn beskikbaar by www.capetown.gov.za/paac.

Aansoekvorms om lidmaatskap kan op die webwerf hierbo afgelaai word en moet van ’nskriftelike, ingeskandeerde mandaat van die organisasie op sy briefhoof vergesel word.Nominasies moet die naam van ’n hoofafgevaardigde bevat en kan ook ’n sekondêreafgevaardigde insluit wat die lid by vergaderings kan verteenwoordig en as ’n kontakpersoonkan dien.

Aansoeke moet per e-pos aan Natanya Dreyer by [email protected] gestuur word endie Stad Kaapstad teen 10 Maart 2015 bereik. Nog inligting is beskikbaar by Natanya Dreyerby 021 514 4188/9.

Lede van enige bestaande advieskomitee of bestuursforum wat met die bogenoemdenatuurreservate verbind word, sal weer aansoek moet doen om lidmaatskap van dienuwe advieskomitees. Die bestuursowerheid sal die lidmaatskap vir ’n tydperk van uitersdrie jaar skriftelik bevestig. Daar sal van lede verwag word om volgens die grondwetmet advieskomitees te skakel, inligting in hul kiesafdelings te versprei en kwartaalliksevergaderings by te woon wanneer moontlik.

The 17th 99er Cycle Tour andMTBChallen-ge took place on Saturday 7 February 2015.A total of 4 606 cyclists took part in the

event,which included a 108kmand 64kmro-ad race anda 35kmand 12kmMTBrace. The108km event is an official premier seedingevent for the Cape Town Cycle Tour 2016and is the third largest cycle race in theWestern Cape.The 108km men’s event was won by Si-

mon Geschke in a time of 2:34:31. The wo-men’s event was once again won by JennieStenerhag. Conditions were wonderful onrace day, with very little wind, and a greatracewas enjoyed by all. This year the ridersleft Durbanville via the CBD main road forthe first time in the race’s history, which

waswell supported by the local authorities.The race winners prize giving hadWesternCape minister of economic opportunities,Mr Alan Winde, who is also a keen cyclist,as guest speaker. He highlighted the impor-tance of cycle races suchas the 99er as a con-tributor to tourismand economic growth inthe Western Cape.This year the family focus of the 99er Cy-

cle Tour and MTB Challenge was expandedto include amongst others, a 5km and 10kmFun Run/Walk which had over 200 entries.A kid’s fun zone with jumping castles, facepainting and kiddie’s fun rides were enjoy-edbymany.The inaugural kiddies 3kmridewas well supported, with more than 80 chil-dren aged 2 – 8 participating.
