The athletics track at the Bell-ville Velodrome will not be ex-cluded from the developmentcurrently under way, but the op-tion to re-locate the track in fu-ture is a possibility.
This option is being investigatedso as to adequately respond to thecitys desire for a new CBD node.
Hein Ehlers, managing directorof the Velodrome developers, Dev-mark, said this week an athleticstrack in the centre of a planned cen-tral business hub will be out of con-text, which is why provision to ex-clude the track from the Velodromeis made only for the distant future.
Uncertainty whether or not theathletics track will survive the de-velopment of the Bellville Velo-
drome has prompted a local coun-cillor to submit a motion to halt theproject.
The motion was submitted by An-drea Crous, councillor of Ward 70,at a subcouncil meeting last week.
An application for the rezoning ofthe Velodrome was approved by theDe Grendel Subcouncil in May 2011.
At the time, it was stipulated inthe Broader Tyger Valley Urban De-sign Framework and Guidelinesthat the existing athletics track atthe Velodrome continue to functionas an outdoor recreational space. Itwas suggested its existing size be re-duced and converted into a series ofterraced public open spaces thatlink Carl Cronj Road and Willievan Schoor Avenue.
When the same application wasbrought before the subcouncil justmore than a year later, the wording
was changed to such an extent thatthe proposal indicated the existingathletics track was to be convertedinto a series of terraced public openspaces.
We had meeting after meetingabout the timeframe of the develop-ment and when the sport clubs canstart to move back, but meanwhilethey (city officials) are making foolsof us, Crous said last week.
At the council meeting, Crousasked the process to be brought toa halt, until answers have been ob-tained as to what the truth is.
Sheblames city ofCapeTownoffi-cials, as they were responsible fortender conditions, the rezoning ap-plication and the compilation of thebroader Tyger Valley framework.
If the Bellville athletics trackwas to disappear, where would ath-letes practise? she asked.
Crous is very concerned that thiswill result in the suburb losingmany of its star athletes. If parentswho have children with Springbokpotential find their children with-out facilities, they will move away,she says. Another concern forCrous is what was to become of theannual MTBS athletics gathering, ahighlight on the schools athleticscalendar, as well as other inter-school athletics meetings.
In the land use planning applica-tion, it states that the option to re-lo-cate the athletics track is currentlybeing investigated so as to ade-quately respond to the citys desirefor a new CBD node.
Why is it necessary to turn thisarea into a new CBD? The Voor-trekker Road Corridor Improve-ment District (VRCID) is the cityscentre and should be the CBD, she

the track and field events of Bel-lville Athletics Club, described thepossibility of the athletics track be-ing stubbed as unacceptable. Bell-ville Velodrome is the cradle of ath-letics. Many people move to thenorthern suburbs, specifically forthe first-rate athletics training thatis offered here, he said.
Engelbrecht said the Bellvilleclub boasted highly qualifiedcoaches of whom many yieldSpringbok athletes. If the athleticstrackwere canned, expertisewill belost, he said.

Rudman described the policy doc-ument as one that has no status. Ithas been developed to try and pre-dict the future of that area, he said.
He went on saying that, in termsof the document, a suggestion wasbeing made that the athletics trackmakes space for terraced spaces butthat that was a mere future possibil-ity.
It is very early ideas in terms ofthe policy. If we say that this is be-coming the new CBD of Bellville,would you have an athletics trackin the main road? Would you havean athletics track in AdderleyStreet in Cape Town?

Die twee buurtwagte in sektor vyf, Oak Glenen Vredenberg, het onlangs saam met dieBellville-polisie n operasie uitgevoer.
Dit het hoofsaaklik die patrollering vandie twee buurtwaggebiede en besoeke aanbekende probleemgebiede ingesluit.
Ongeveer 14 buurtwagvoertuie en in nstadium vier polisievoertuie was betrokkeby die operasie.
Die groepe het een aand by die winkelsen-trum in die gebied bymekaargekom, waarnahulle in konvooie van vier en vyf motors inverskillende rigtings beweeg het.
Negentig minute na hulle vertrek het, hetdie voertuie bymekaargekom vir terugvoe-ring aan die polisie. Gelukkig was daargeen voorvalle nie en geen polisie-optredewas nodig nie, s Jacques Lightfoot, voor-sitter van Oak Glen-buurtwag.
Teen 22:00 het die polisie onttrek en hulnormale polisiring voortgesit, terwyl diebuurtwagte dwarsdeur die nag, met drievoertuie, die gebied gepatrolleer het.
Lightfoot s volgens die polisiebestuur isdi samewerking iets wat in die toekomsmeer gereeld sal gebeur.

ScootersPizzawas filledwith thesound of laughter and chatteringrecently when Bellpark PrimarySchool learners took part in theannual Whizzkid Week.
The initiative started seven yearsago. Each year a local school has theopportunity to send learners fromdifferent grades to the EdwardsStreet-based pizzeria every day fora week.
A Grade 6 class of Bellpark Pri-mary School arrived at the pizzeriaon Wednesday 20 June to take partin a three-hour fun-filled pro-gramme where they were taught
how to properly make a pizza. Afterthe children were taken on a tourof the different stages in pizza mak-ing, they each had to make a pizzaof their own.
It was so interesting to see theirexpressions when we told them thatthe cheese is actually the last ingre-dient to go on the pizza. Not manypeople know that, says GeorgeQuinn, senior manager at Scooters.
At the end of the programme,each child received a Whizzkid cer-tificate stating they showed thenecessary passion and dedicationin the ancient art of pizza prepara-tion. The childrenarevery enthu-siastic, says Deon Wentzel teacherat Bellpark Primary.

hond dink al hy word bedreig. Nognooit het hy n hond eerste gebytnie, maar hy dink nou al hy moetmy verdedig as hy n hond sien, ssy.
Honde-eienaars se ongergde re-aksie verstom haar. Hulle draainet om en stap terug in hul huise in,sonder om eers te vra of ons reg is,vertel sy verbysterd.

Eersgenoemde groep is so bevoorregomdat die klaskamer en die huis al hoemeer elektronies word. Hulle spoed diemoderne wreld in, toegerus met al die ge-reedskap wat nodig is om dit te oorwin.
Die ander groep het buiten handboeke,soms nie eens elektrisiteit en lopende wa-ter by die skool nie. Hulle gaan ook op nhonger maag skool, nadat hulle baie vergestap het om by die skool te kom. Hulleis nie net hopeloos toegerus vir die toe-koms nie, maar het bykans geen hoop omooit die inligtingstroom te haal nie.
En die regering s die wat het, moet hul-le rykdom meer en meer verdeel, maarteen die middel van die jaar het al sy kin-ders, hulle wat nie kan stem nie, nog nieeens handboeke om basiese kennis mee opte doen nie. Regeringsamptenare is selfsdaarvoor verantwoordelik dat skoolboekein Limpopo verbrand word.
Terwyl private maatskappye miljoenestort in die opheffing van skole, sit die re-gering terug en gee nie n flenter om oorhoe hy onskuldiges se toekoms opfoeternie. Dis n groot sonde wat teen kinders ge-pleeg word, kinders wat geen kans het omooit voor tekomindievoortsnellende lewenie. En wie gaan dan na hulle kyk?

Take pride in your areaDespite the No Dumping sign on the cor-ner of Sydney and St James streets in Oak-dale, Bellville residents continue to disposeof their refuse around the bin (and elsewhereon the field).
I am keen to know how the culprits wouldreact if this unsightly mess was in view fromtheir homes on a daily basis.
On 1 May the driver of a BMW removed
a black bag from the boot and dumped italongside the bin. I reported this incident tothe City of Cape Town and I trust that he willbe levied with the fine of R500 as denoted onthe No Dumping sign. If only all residentscould take pride in their neighbourhood andrefrain from dumping.

Dawn of Bin RaidersIts another misty Tuesday morning inRidgeworth as I get into my car. In the dis-tance a flock of guinea fowl cry out their ee-rie song. I look up and from the mist I seedark figures approaching: the Bin Raiders.
While pushing their trash-filled shoppingtrollies down the street, they stop at blackbins and bags set out in the street. They openthe bags and sift through the refuse, search-ing for items that might be of some value. Toan extent I pity them, having to scratchthrough trash to make a living. And yet theirunsightly presence disturbs me even more.
Several times I have seen black bags tornto shreds as paper and plastic catch the win-ter morning breeze, leaving an even moreunsightly mess that no municipal workerwill even dare to clean up. Residents are leftto cleanup the refuse they so carefullyplacedout that same morning.
I have seen so many public parks and open
fields in my area accommodating these loi-tering nomads. They use these parks as aplace to engage in coitus, drugs abuse andeven use it as their own personal toilet.
These parks are no longer safe for our chil-dren, no longer safe to take our dogs for awalk or to stroll and enjoy nature and are nolonger beautiful and clean.
How long before Ridgeworth and the sur-rounding areas become a haven for drugdealers, prostitutes and criminals? How longbefore people are attacked in their drivewayor held at gunpoint in their homes?
These Bin Raiders are the first sign of can-cerous infection that will slowly escalate inour neighbourhoods.
The sooner we find a solution the soonerwe can win our neighbourhood back beforeit is too late.

To me the area has looked like a sight forsore eyes as there has always been litter andrubbish strewn fromstreet to street.Uponar-riving home this Saturday afternoon, I wasdelighted and impressed to observe that

I couldnt resist taking a photo toshow others that there is just noconcern or common sense some-times from able-bodied people.
However, it is a great garage.Even the garage attendants laughedand agreed with me that it was real-ly a daft place to place their boards.

Met di projek van Johann vanden Heever, wat hy Veggie Servicesnoem, sluit hy aan by die Wes-Kaap-se landbouafdeling se gentegreer-de voedselsekuriteitstrategie.
Di strategie bepaal onder meerdat voedselprodusering en -handelverhoog, voedsaamheid en voedsel-veiligheid verbeter, en dat inkom-ste gegenereer en werk geskep moetword.
n Ooreenkoms is gesluit tussenJohann en die Wes-Kaapse landbou-afdeling om n inkomste-geleent-heid vir opgeleide stedelike boeredaar te stel, in ruil vir hul kennis,tyd en ondervinding.
Volgens die ooreenkoms om vandie stedelike boere gebruik te maaken vir die diens om te realiseer, hetJohann nodig om met die hulp van
inwoners, n minimum van 100groentetuine in n gemiddelde enhoklasgebied te begin.
Betrokkenes wat hulle eie groen-te/vrugte wil verbou, word tans intwee groepe gevisualiseer inwo-ners wat deur Veggie Services nreg-voorbereide groentetuin by hulhuis begin en dit dan self wil be-stuur, en mense wat n bykomendemaandelikse bedrag betaal vir ngroentetuin wat by hul huis beginen dan deur n stedelike boer onder-hou word.
Johan verduidelik hoe die groen-tetuin-projek werk. Jy kies n me-tode waarvan jy hou. Daar is ver-skeie om van te kies en kan wisselvan n tonnel na n verhewe groen-tetuin of selfs n Aquaphonic-stel-sel. Aquaphonics behels die kweekvan vis en plante saam in n gekon-struktueerde, hersirkulerende eko-sisteem, deur die gebruik van na-tuurlike bakterile siklusse om vis-afval na plantvoedingstowwe om teskakel. Die beste gebied word danin n person of meenthuis se tuin ge-kies, waarna die tuintjie gebou of
opgestel word volgens wat elke per-soon se sak pas.
n Opgeleide stedelike boer on-derhou dan die tuin in die geval vanopsie twee. Dit werk baie soostuindienste, slegs vir groente, sJohann. Wanneer n klint van dieonderhoudingsdiens gebruik

Laerskole het almal n DVD enboekie ontvang oor hoe wol ver-vaardig word. Onderwysers en leer-dershet saamdeurdiemateriaal ge-werk en skole is aangemoedig omhul plakkate in te stuur vir die kom-
