    At least 200 people converged on theBellville Magistrates Court onThursday to oppose bail for the 27-ye-ar-old alleged rapist of Elihle Hlanjwa (9)from Delft.

    The girl, also known as Queenie, was ra-ped on 19 January, set alight and left to dieon a pile of rocks next to the R300 highway.She died on 18 March in the Red CrossChildrens Hospital.

    Her alleged rapist abandoned his bail ap-plication when he last appeared in thiscourt in January. He faces charges of rape,sexual assault, abduction and now murder(instead of attempted murder, as beforeElihles death).

    The family had not yet arrived court onThursday but a number of political and ci-vil groups were picketing against Oli-phants bail application. These groups in-cluded members of Agang, the ANC, the DAand a group called the Bonteheuwel Wal-king Ladies.

    Rapists dont serve full-term sentences.Instead, they are released on bail after fiveyears. There is no rehabilitation in the sy-stem for rapists. The justice system has fai-led us dismally, said Lucinda Evans, Wes-tern Cape coordinator of Agangs WomensForum.

    We are hoping for a speedy trial for thefamily. We dont want rapists back in ourcommunities. This is why rape is an epide-mic in our country, she told TygerBurger.

    Denise Robinson from the DA said theywere there to support the family.

    We are saying human rights are wo-mens rights too. Justice has to be done. Weare encouraging harsher sentences for ra-pists. There is not enough visibility of poli-ce where its needed. The court processesneed to be sped up, she said.

    Anne George from the DAs WomensNetwork (DAWN) said they were encoura-ging men to participate in curbing genderviolence.

    We are encouraging men to be a part ofthe solution to the biggest problems facingour communities: alcohol and drugs, Ge-orge said.

    A member of the Bonteheuwel WalkingLadies was heard saying: No bail for thatrubbish!

    Elihle had told those who found her onthe pile of rocks in January that she hadrecognised the accused as the man who hadraped her, and that he had laughed as hehad set her alight. He was later arrested.

    Elihle had been on her way to her fathershouse when she disappeared the night befo-re she was raped.

    Her funeral will be held at a tent in DeBussy Street in Delft on Friday.

    ty Regulator (RSR) to Transnet and Metro-rail after an inspection recently.

    The RSR have directed TransnetsFreight Rail (TFR) to fix dated and wornrails and track geometnr at platforms 1 and2 at Bellville station, said Babalwa Mpendu,acting head of communications at the RSR.

    These tracks, mostly at the stations eastside, belong to TFR and an inspection onMarch 13 found them to be in poor conditi-on and unsafe for use.

    Due to the poor condition of the TFR li-nes, a 15 km per hour speed restriction wasimposed with immediate effect, Mpendusaid. This is a requirement outlined in thedirective issued by the RSR on 13 March.

    Corrective action(The) TFR is required to submit a com-

    prehensive corrective action project planby 18 April to refurbish the line to its origi-nal design specifications as it is not regar-ded as safe for continued operations undernormal speed, Mpendu said.

    The defects identified by the RSR inclu-ded cracked turnout components, wornrails and track geometry which were all inpoor condition.

    The improvement directives are issuedunder Section 36 of the National RailwaySafety Regulator Act, 2002 (Act 16, 2002 asamended). The RSR will scrutinise the cor-rective action project plan and if found tobe appropriate and sufficient, (the) RSRwill monitor the refurbishment project clo-sely until completion, Mpendu said.

    Failure to comply with this directivecould result in the RSR imposing penalties

    and closing the affected lines until the riskshave been eliminated.

    All other lines at Bellville Station belongto the Passenger Rail Agency of SA (Prasa).Prasa also received a directive to improvestructural decline at certain sections ofrail.

    At a media briefing last Tuesday, Mthut-huzeli Swartz, Metrorail regional manager,said Prasa had also received an RSR directi-ve to repair the damage to their passengerrails.

    Swartz said Prasa had made emergencyfunding of R233 million available to Metro-rail for this purpose. He said they wantedto curb the decline and get the 4 000 trainsthat run on 489 km of track each day run-ning smoothly.

    SlowdownDue to the poor condition of the tracks,

    the RSR ordered trains at the busiest secti-ons of rail those near Bellville and theCBD of Cape Town to run at 15 km/h.

    Riana Scott, Metrorail spokeswoman,said the repairwork mainly involvedpoints and crossovers in the advance to-wards Bellville Station, from all directions.This includes from Tygerberg, Stikland,Oosterzee and Sarepta.

    She said at Cape Town work would be do-ne at the rails leading to platforms 11 to16 at Cape Town Station, where the derai-ling and damaging of a 35 metre structure,that crosses over nine rails, happened.

    She said they expected the work, whichhas already begun, to take about fourmonths to complete.

    Asked whether and how the repairworkwould influence commuters pockets, Scottsaid tariff increases were presented to theminister of transport for approval.

    Three members of the Bellville police aredoing their bit to eradicate drugs from thestreet by making a number of busts duringthe past week.

    The arrests were made by Warrant Offi-cerGawieHawkinsandConstablesLwandoZwedala and Ancle Ntanjana, all from Bell-ville polices crime prevention unit, saidCapt Fienie Nimb, station spokesperson.

    On Monday 25 March three different ar-rests were made at Bellrail, in EdwardStreet and at Elizabeth Park. These arrests

    followed after stop-and-search operations,Nimb said.

    On Tuesday 26 March one arrest was ma-de and 100 mandrax tablets seized. Thedrugs were found at a known drug premi-ses. In a seperate incident a 32-year-old manin De la Haye was arrested for possessionof drugs and illegal ammunition.

    Nimb said on Wednesday a total of 176bankies or bank bags of dagga as wellas two plastic bags full of dagga were seizedin the business centre and a man arrested.

    Last week a suspect was chased. Hedropped the bag (he was carrying) and fled.Tik to the value of R28 800 was seized.

    Residents have lauded the Bellville poli-ce after stolen goods to the value ofabout R200 000 were confiscated at aWelgemoed home last Monday.

    A 46-year-old man living with his parentsran from police but was later apprehendedin Brackenfell in connection with the largequantities of stolen goods found at the pre-mises in Sturke Street.

    He had been under the observation of theBellville police and the Organised CrimeUnit for months before they finally swooped,police confirmed.

    Anita Vos, vice chairperson of Welge-moedSafe, the community organisation thatcontrols the areas phase one License PlateRecognition camera system, said they werehappy with the arrest.

    Fantastic arrestWe just want to congratulate the police

    for their hard work and this fantastic ar-rest, she said.

    Vos added that if there had been camerasin that particular area of Welgemoed theirorganisation would probably have noticedirregular activity in this area.

    The cameras covering that area will berolled out in phase two in April, she said.

    The police said the suspect was not at thepremises when their units searched the hou-se.

    At the time of the search, the suspectselderly parents were found inside the house,and gave permission for the police to conti-nue the search, said Capt Fienie Nimb, spo-keswoman for the Bellville police.

    A nearby resident, Abraham Botha, toldTygerBurger how he felt about his own fami-lys trauma at having been burgled, and thearrest that was made.

    My house is just a few streets away fromSturke Street and in 2013 in a matter of four

    months I was the target of various house-breakings. It was so bad, we were still wai-ting for an insurance claim to pay outwhen we had to put in a new one, he said.

    He said he had had to spend about 50 000on additional security measures and hadbeen feeling a bit safer since then.

    Yet, he said every time he sees securityand police vehicles standing in the streetshe is reminded of our own traumatic ex-periences with crime.

    Scourge of crimeWhen we saw the flashing lights and

    cars (in this instance), I assumed it musthavebeen the so-called crowbargang thatpounced early that morning.

    I was pleasantly surprised to see so-meonepostinga link to anarticle about thearrest on WelgemoedSafes Facebook. I le-arnt it hadbeena successful police operati-on in which a person was arrested whomay have had a hand in the scourge of cri-me that currently reigns in our neighbour-hood, he said.

    Others on the same Facebook page sha-red their sentiments with comments con-gratulating the police. So they are livingin our midst. . . , and . . .So glad they (po-lice) caught them! were some of the com-ments posted, as well as My word! Canyou believe it! Ten out of ten for the poli-ce, and Can you believe it?! Hats off tothe police involved excellent.

    The items found included plasma screentelevision sets, laptops, cameras, a largenumber of cellphones, external hard-drives and car radios. Nimb said some ofthe stolen articles had already been identi-fied by people who had been burgled thisyear.

    Two cases of housebreaking in Durban-ville and one case in Brackenfell have alre-ady been linked to the stolen items, shesaid.

    Constable Chriswin Lombard, and the policeare appealing to the public to claim the stolengoods.

    People who might be able to identify someof these articles, must make an appointmentwith Lombard during office hours, for identi-

    Three top law enforcement officers whoparticipated in a Mandarin course willsoon be jetting off to visit China.

    The course was aimed at teaching basicMandarin to a number of officers from thevarious law enforcement disciplinesacross the Peninsula in order that theymay deal more effectively with the gro-wing number of Chinese business peoplein the country.

    The course was completed recently,with the three top students having beenannounced last Thursday during the clo-sing ceremony at the Cape Town GrandChina centre.

    The top three are Captain Andre Vol-schenk from Kuils River, Constable Wen-dy Mdatyulwa from the Cape Town Air-port office and Captain Stienie Nagel fromthe Bellville Cluster.

    The Oakdale Neighbourhood Watch limitat what areas job-seekers can gather in anattempt to stomp out loitering and crime inthe neighbourhood.

    On Friday 21 March and Saturday 22March, as well as the next weekend, mem-bers of the group met in effort to start withthe relocation of the job seekers in thatarea, said Natasha Derks.

    She is an active patroller and told Tyger-Burger what the operations were about.

    It has been found that these gentleman job seekers are posing a serious threatto the community of Oakdale.

    After much discussion it has been deci-ded to give them the option of two placesthey can go the parking area near theSARS building or the Velodrome parkinglot.

    There they will have both running wa-ter and toilet facilities as currently they aremaking use of residents private propertyfor toilets and the M-Kem building and par-king lot.

    The Friday morning took off on a veryrocky start, as all they see, are people cha-sing them away from their job, and misun-

    derstanding the point completely.With luck, a police vehicle came past

    and they assisted us in conveying the mes-sage.

    There were some loud words spoken inwhat I think was Zulu or Xhosa, and somevery upset fingers pointed our way, but offi-cers from the Bellville police helped a lot,she said.

    She said local businesses and the commu-nity had a problem with men not gettingwork for the day making their way into thearea.

    On Friday I made a point of it to chatto as many of these men as possible to findout where they come from, where they live,what they do, and to explain our situation,she said.

    Most of them hardly understand En-glish, most are originally from Transkei,and many of them sleep in the area, as tra-velling from Khayelitsha, Belhar or evenDelft is too expensive.

    Derks said most housebreakins in Oak-dale happen in broad daylight. These guyssee our every move, they see exactly wholeaves for work when, who is coming homewhat time.

    One gentleman that mostly waits on thecorner of Postma Street admitted to us thathe has seen many of them walk into yardsand steel ladders and bicycles, etc. This isquite alarming as so many of them knowexactly where we live and what cars wedrive.

    Mark Stewart, chairman of the watch,said the additional problem was that theystruggled to identify the criminal elementsas they dressed better than the job seekersand hide among the vagrants and watchwhen residents leave their homes.

    We seem to have the support of the rele-vant law enforcement authorities. We haveto get these guys (vagrants/job seekers) outand get the message out there that they arenot welcome here, and that people shouldnot pick them up to work.     The Bellville polices new sectors officiallycame into being on Tuesday.

    Captain Fienie Nimb, Bellville policespokesperson, said the sector changes werepart of the implementation of a national in-struction on sector policing.

    Policing will now be more focused oncrime patterns, with emphasis on pro-acti-ve policing, she said.

    The precinct has been demarcated intothree manageable sectors according to theavailable resources, and permanent mem-bers were designated as sector comman-ders.

    The sector managers must establishnew sector crime forums which, accordingto the new instruction, may include exis-ting community structures such as resi-dents or ratepayers associations, shesaid.

    Luitenant Christo Havenga will be com-manding sector one. This includes theneighbourhoods of Bellville CBD, Boston,Bosbell, Oakdale and Bellrail.

    Because this is a problem block the onewhere the most contact crime is experien-ced, Lt. Havenga has been issued two depu-tees, namely W/O Gerrie de Villiers andConst Warren Europa, Nimb said.

    The new sector two commander will beSergeant Elton Alfestus. The neighbour-hoods are Chrismar, De La Haye, Vreden-berg, La Rochelle, Bellair, Blommendal,Oakglen, Chrismar, De La Haye, Groenval-lei, Stikland Industria, Labiance and Tri-angle Farm.

    In sector three residents can call on W/OTobie Engelbrecht as their sector comman-der. This sector includes Door De Kraal,Protea Valley, Welgemoed, Loevenstein,Stellenberg, Stellenridge, Ridgeworth,Bloemhof and Upper Oakdale.

    The (shift officers) will now attend tocomplaints and will perform a reactivefunction. Their resource allocation will beone vehicle with two members for sectorstwo and three.

    Two vehicles with four members (havebeen allocated to) sector one, Nimb said.

    Their primary function will be atten-ding to complaints, basic policing and ser-vice delivery. Their secondary functionwill be crime prevention and policing acti-ons.

    Nimb said 15 members and two vehicleswere withdrawn from the relief units andwill now be added to the existing Crime Pre-vention Unit.

    The enlarged Crime Prevention Unitwill have a pro-active function. Their pri-mary function will be crime prevention, po-licing actions, operational executions, ar-rests and police-initiated crimes.

    Nimb said secondary to this they will at-tend to urgent complaints and act as bac-kup to the shift vehicles.

    The three commanders see the sectorsas a new challenge and are excited aboutthe roll-out, she said.

    Immediately afterwards Iphoned the company, theyconfirmed there wasnt apending transaction and thecall I had received was a scamas I had suspected.

    Let this serve as a warningto all: dont give personalinformation. Con artists arepersuasive; thats how theymake their living.

    When Werner Fichtner asked the nine- andten-year-olds how many of them have seensomeone using drugs before, nine out of tenraised their hands.

    Drug abuse knows no bounds.Fichtner and his team of volunteers from

    Dogs Against Drugs-SA (based in TableView) visited Dunatos Private RemedialSchool in Stikland last week Wednesday tocreate awareness around drug abuse.

    The children were captivated from thestart, largely thanks to dogs Tara, Shadow,Turbo, and Orca who were used to sniff outdrugs from bags and pockets.

    It is important to deliver a message thechildren will never forget, says Fichtner.

    He has been working with dogs for deca-des and started the dog school were Taraand her friends were trained.

    Thanks to his idea of taking training dogsto schools, thousands of kids have been ex-posed to the all-important message dontrisk experimenting with drugs.

    If you do drugs you will be in one of threeplaces it is unavoidable. You are either inthe street, on your way to jail, or in the gra-ve, he tells the wide-eyed children.

    Following his brief message, the dogs en-ter the room to much fanfair.

    The very presence of the four-leggedfriends is enough to imprintFichtnersmes-sage deep into the minds of tomorrows lea-ders.

    Fichtner hides drugs such as tik, cocaine,dagga and heroin in bags for the dogs tosniff out.

    One of the dogs will lie next to a bag withdrugs, the other will put her paw on it andanother will grab the bag with intent.

    The children adore this act.Fichtner then asks volunteers to sit in a

    line and hide one or two containers of drugsamong them. The dogs find these easily all too happy that their training has paidoff.

    While the children cheer, the dogs trotaround the room with their chests puffedout.

    On Friday 28 March the provincial govern-ment gazette published the draft regulationspertaining to motor vehicle licence (MVL)fee increases in the province.

    Because this increase affects over 1,7 mil-lion vehicle owners, I have decided onceagain that, while it is not yet required bylaw, the proposed increase should be subjectto a full public participation process, saidWestern Cape minister of transport and pu-blic works, Robin Carlisle last week.

    Last year, following a similar public parti-cipation process, proposed increases of anaverage 5.3% were implemented across theprovince.

    This year the proposed fee increasesamount to an average 3.4% increase for theWestern Cape, which is lower than the 5.9%inflation rate recorded in February.

    During the period 2001 to 2005/06, theWestern Cape increased its licence fees dra-matically by an average of 10% over five ye-ars, which led to this province having thehighest licence fees in most classes of vehi-cles and trailers in the country, said Carlis-

    le, adding that by the 2006/2007 financial ye-ar, motor vehicle registration and licencefees in the Western Cape were on average50% higher than that of other provinces.

    In addition to the burden on ordinary mo-torists, many truck owners registered their

    vehicles in adjoining provinces where feeswere lower, thus significantly reducingWes-tern Cape revenues.

    Accordingly, the Western Cape had initi-ally not increased its motor vehicle registra-tion and licence fees from 2005 until last ye-ar, while other provinces have increasedtheirs during the same period.

    As a result our licence fees for sedans andlight vehicles have come broadly into linewith other provinces, while our heavy taretrucks and trailers are in many cases signifi-cantly lower than neighbouring provinces,he said.

    Opportunities for jobseekersHana Garthwaite, a Grade 4 learner atEversdal Primary School, has collected over12 000 bread tags to help a school in Kuils Ri-ver.

    The tags, quantities of which are exchan-ged for wheelchairs, will be used to help lear-ners at the Jan Kriel School reach the targetof 200 kg, or 600 000 bread tags.

    Once this has been reached the schoolwill be able to donate a wheelchair to a wort-hy person, said Christiana Smit, a teacherat Eversdal Primary.

    The learners of Eversdal Primary Schoolhave been collecting bread tags over the lastcouple of years and so far have given over183 000 bread tags to the Jan Kriel School,she said.

    Ransom targets your dataMost businesses are run on compu-ters nowadays. But using the inter-net to access emails, surf the inter-net and interact on social media sites car-ries the threat of attacks from maliciousprogrammes and viruses.

    Ransomware, like the name suggests, isa new form of malicious software that cy-ber criminals areusing to literallyholdyo-ur computer to ransom, demanding pay-ment for the safe return of your informati-on, explains Roberto Caprio, MD of Dial-a-Nerd.

    Currently the most dangerous ransom-ware programme is CryptoLocker. Theauthors of this programme have gone togreat lengths to make it so by bringingout new versions, keeping up with chan-ges in protection technology and targetinga variety of people over a sustained period.

    InfectionCryptoLocker focuses on all versions of

    Windows, including XP, Vista, Windows 7and 8.

    The easiest way for this programme toreach an extensive number of people veryquickly, is via email spam.

    The infection is typically spreadthrough emails pretending to be work re-lated issues such as delivery requests, pay-ment details, and so on, sent to companyemail addresses,

    The email contains an .EXE attachment,disguised as a PDF file PDF.EXE, thatwhen opened infects the computer, Capriocontinues.

    Newer attacks seem to be via Facebookin the form of video downloads, where theviewer is asked to download an applicati-on to run the video. This application in alllikelihood is some form of malware, withthe worst case scenario being CryptoLoc-ker, he said.

    Once the ransomware has been down-loaded onto the computer it will encryptthe files and display a CryptoLocker pay-ment programme on the screen, deman-ding a ransom be paid in order to decryptthe files.

    A timer will also be displayed statinghow much time is left to complete the pay-ment. Once payment is received the fileswill be decrypted, although this is not100% guaranteed, Caprio warns.

    Not only does CryptoLocker affect thelocal files on the computer, but files thatare on mapped drives can also be affected(files that have been given a drive lettersuch as D; E; F). These files could be onan external hard drive, network folder ora document in the Cloud. If you have yourDropbox folder, for example, mapped lo-cally, it could encrypt those files.

    Back up your dataAlthough itmay seem like there isnoho-

    pe, there are a number of things that youcan do to protect your computer againstCryptoLocker.V Backup your data:

    We cannot reiterate this enough. Bac-king up your data is the most importantthing you can do if you own a computer,and will keep your data safe in a numberof situations.

    We suggest that you make backing upyour data part of your daily regime. Bac-king up to the Cloud is a simple and auto-mated process that will provide huge pea-ce of mind in the event of a disastrous situ-ation, he continues.

    programme.V Show hidden file extensions:Because Microsoft does not show exten-

    sions by default, all the attachments fromCryptoLocker look like normal PDF files.By re-enabling the ability to see the full fi-le-extension, it will be easier to spot suspi-cious files.V Always keep your software up to date.Malware authors pounce on users run-

    ning outdated software as they are awareof the weaknesses in the operating system,which they abuse in order to attack yourcomputer. Be aware that malware authorsare sneaky and can disguise their creati-ons as software update notifications. Ena-ble automatic updates, but possibly doublecheck on the software vendors website tomake sure that they are legitimate.V Disconnect from the WiFi or unplug

    from the network immediately if youthink your computer might have succum-bed to randomware, but the CryptoLockerscreen hasnt appeared. Disconnectingfrom the WiFi or network may interruptthe encryption process and save some ofyour files.

    We have found that there is a need to pro-vide inclusive learning opportunities forstudents with disabilities, says Tracy Go-vender, the IT training manager at TorqueIT.

    By expanding our offering to this often-marginalised group of students, we are alsoenlarging the pool of IT specialists and im-proving their employability.
