Introduction/Publication of the “new” reporting format in Germany
In 2008 the BMG published the new reporting format for the DWD. Prior to the publication this document was discussed in the national Working Group on DWD. By definition the word „format“ meant the content and structure of the reporting not the technical aspects of reporting.

Guidance document on reporting under the Drinking Water Directive 98/83/EC
Introduction
On 17 January 2005, the Management Committee of the Drinking Water Directive agreed to develop an expert background paper with guidance on harmonised reporting methods and formats for the Drinking Water Directive and delegated this task to a Subgroup.
This paper is the outcome of the work of the Subgroup. The 8th Committee of the Drinking Water Directive reached a consensus on this Guidance Document on 8 May 2007.
It presents a new, table-oriented way of reporting, in line with the Drinking Water Directive and with the WISE approach for reporting (see chapter 1 – Principles).

Data Dictionary: Dataset specification for Drinking Water Directive
About this document
This document holds the technical specifications for a dataflow based on automatically generated output from the Data Dictionary application. The Data Dictionary is a central service for storing technical specifications for information requested in reporting obligations. The purpose of this document is to support countries in reporting good quality data.
This document contains detailed specifications in a structured format for the data requested in a dataflow.

Realisation of technical mechanisms for organising the information flow
At a national Workshop on DWD in Nov.2007 the technical issues on electronic reporting were discussed and it was agreed to develop a common national reporting interface.
Further it was agreed to use the national reporting system on water related EU-directives –WasserBLIcK- to organize and control the electronic reporting process
Finally it was agreed to choose an XML-format for digital electronic reporting.

What is WISE ?(Water Information System Europe)
•A good idea: Change from inefficient paper based reporting format
towards a digital reporting format
•EU-Institutions dealing with water aspects (DG-ENV, EEA, JRC,
EuroStat,...) use a single data source for different interests
•EU-„Component Water“ for initiatives like INSPIRE (SDI-EU) or SEIS
(Shared Env. Info. System)
•Streamlining of reporting procedures for EU-Memberstates: unique
report of data/information
•Realisation of subsidiarity principals in information management: local
information can be reached within decentralized information structures
•A binding perspective: WISE Implementation Plan 2010/2020

Why XML?
- XML allows maschine-to-maschine-communication
- XML is readable by man (ASCII)
- XML allows „thin" 1:n relationships modeling
- XML allows easy automatical data-pre-compliance checking (parsing)
- XML is immediately WEB-enabled
- XML allows intergation of spatial data in a unique interface (GML)
- XML-interface is to upgrade
- XML-interface can be realized for reasonable costs
(supported by free software products)
- XML-interfaces is easy to integrate into available structures
- XML is State-of-the Art
- WISE introduces a XML-interface for electronic reporting of the MS
towards the European Commission

The Federal Institute for Hydrology (BfG) hosts the internet portal
„WasserBLIcK“ (www.wasserblick.net) on behalf of the federal and
state water management administration.
The „WasserBLIcK“ provides a web-based access to the „National
Data Center & Reporting Portal on Water related EU-Directives“
and to the central expert portal of the compentent authorities.
The reporting portal facilitates the international reporting obligations
of Germany.
The expert portal is mainly used for information exchange within the
network of public authorities. Selected contents of the website
WasserBLIcK are open to general public.
