Work Experiences and Efficiency towards Enhancing National Capacity:With 18 years of experience in the fields of design, procurement, supply, construction, transportation, and installation of offshore platforms and onshore and offshore pipeline systems; the IOEC has the best equipped offshore fleet in the Middle-east with float-ing cranes, crane barges, accommodation barges, and marine transporters. The company takes advantages of highly qualified offshore staffs that look to fulfill organizational mission and objectives. Project management, engineering, procurement, construc-tion, pipe coating, marine cable coating, and various offshore operations are among the important capabilities the IOEC has. The company is also involved with the management of offshore oil and gas projects and other industrial services.In order to increase domestic production rate in national offshore oil and gas projects, the IOEC is constantly seeking to identify and make use of strong manufacturing companies of Iran while no serve delay would be caused in the development of national projects like South Pars phases. This policy has already led to the production of some important equipment in the offshore in-dustry, e.g. the Well Control Panel. This package has been produced for the first time in the country as the result of the IOEC’s trust in an Iranian company.

Hardware, software, and General Facilities:Iranian Offshore Engineering and Construction Company (IOEC) plays a great role in creating jobs in its initiative, and particularly, in the yards of Khorramshahr. In line with increasing project rates, nearly 4000 people are now employed in the yards of Khor-ramshahr because of the strong performance the company has in the offshore industry. Enjoying proper hardware and software facilities, the IOEC not only has retained its place as the largest offshore company of Iran, but also it recently makes moves toward a new big leadership position in upstream projects. With yards in an area of 105 hectares fabricated in Khorramshahr, geographically located at strategic points; the IOEC has pro-vided a good space to construct marine structures. The yards are equipped with all basic facilities and infrastructures, technical offices, stationary and mobile machineries and equipment, machine tool workshops, and safety, occupational health, and quality control protection systems. Furthermore, the IOEC is capable to support anti-corrosion and weight coating operations in offshore oil and gas pipelines us-ing its 24-hectares concrete coating plant in Khorramshahr. The enamel anti-corrosion coating workshop can perform coating to pipes with outer diameters ranging from 4 to 48 inches by a daily capacity of 150 branches. Owning an advanced marine fleet including a crane barge equipped with the latest DP3 technology and a derrick/lay barge (DLB), the company can provide a variety of services, such as construction, installation, surface and subsurface maintenance to the oil and gas industries. The marine fleet is compromised of operational vessels, support vessels, accommodation vessels, and marine transportation barges. Having considerable software facilities, the company has taken effective steps toward the knowledge management. All involved in the compoany believes to develop an active and comprehensive management plan, as well as problem-solving strategies and risk managmenet procedures; this will lead to improved productivity, profitability, and optimal use of resources. The people also consider the knowledge management as the key factor to achieve competitive advantage for knowledge-based businesses. So the IOEC, as a knowledge-based firm, implements the knowledge management system by creating, acquiring, organizing, shar-ing, and applying knowledge in the organization. Training and Human Resource Development:As the human resource is the most important asset for any organization, the training center of the company seeks to conduct the needs assessment and hold or outsource several training courses. According to the needs and jobs of employees, the courses contain different fields including technical training, management skills, public language learning, and information technology. The company focuses on the occupational development and organizational learning, and its flexible matrix structure allows staff turnover and improve their skills and expertise. Information & Communication Technology Systems and Network:An information and communication network and data centers (Data Centers) within the offshore company is constantly upgraded according to the latest technologies. This stable and reliable network covers the central office, operational sites of Khorramshahr and Assaluyeh, and the marine fleet of the company. The Web Gateway system has been designed and implemented to maintain remote access to information systems in the central office. In this regard, the company is dealing with the ISO 27001 certifica-tion process. Also, in addition to internet connections, the IOEC aims to create an MPLS traffic between the central office and

operational sites in order to enhance information exchange and audio-visual communications. To facilitate the production, retain, and exchanging of organizational and technical information, the company has designed a set of information systems named the PMIS, which covers all key processes of management, human resource, finance, engineer-ing, procurement, construction, and installation so that it enables the company to perform large projects simultaneously through the framework of PMBOK guide. The systems also allow the storage and exchange of information in a structured and clear way.

Domestic and International Certification:Iranian Offshore Engineering and Construction Company (IOEC) is among the successful companies involved with the South Pars phases, and achieved many national and international certificates. Some are as follows:- Certification to OHSAS 18001-2007 occupational health and safety management systems. - Certification to ISO 14001-2004 environmental management system. - Certification to ISO 9001-2008 quality management system. The BID award is among other certification the company obtained. The annual BID award is presented by the Business Initiative Directions, an important international organization, and appointed by the jury to companies which establish quality standards for their products and services and continuously try to maintain and improve them. Among 48 countries, the IOEC is the only Iranian company in the oil and gas industry which achieved the BID award for three consequent years because of following standards of quality and management, creativity culture, human resource planning, and customer satisfaction. The company received its first award from the BID in 2010 for observing the highest standards of management, safety, environ-ment. One year later, 2011, the highest standards of management and business brought the award. In 2012, as a representa-tive company pursuing standards of quality, leadership, technology and innovation, the IOEC has been honored to receive the International Arch of Europe Award for Quality and Technology in the Diamond Category. From the domestic certificates is the IMI-100 certificate granted by the Industrial management institute of Iran. In addition to increase its ranking from 85th in the last year to 67th in the current year, the IOEC retained its place in the top 10 list ranking of Iran’s top 100 companies for 2011.

Records of Projects with Petropars Ltd. :The IOEC has been involved in the project of the South Pars Phase 1 for constructing SPP1 and SQ jackets, flares, platforms, and SPF1 and SPF2 bridges; as the leader, the company played a great role in developing the Phase. It should be noted that installing such facilities, in a total weight of over 10,190 tons, was managed and performed by the IOEC using the Abuzar 1200

barge. Furthermore, the company takes responsibility for the maintenance and installation of the SPM with capacity of 250,000 DWT. The company has been charged for the project consisting of the 3.3 km of 30 inch pipeline connecting the SPM, the 105-km of 32-inch pipeline for exporting purposes, and also approximately 5 km of 18 inch pipeline in the the South Pars – Phase 1. This project was leaded by the Petropars as the employer. Radio tower telecommunication sites; ACDE energy equipment; PABX systems; preparation and maintenance of navy radio tel-ecommunication building; and DHS wireless radio systems are other activities the IOEC has performed in the south Pars Phase 1. Carrying out a fiber optic cable network and aided equipment for local VHS wireless and radio systems; and constructing buildings with public notice systems are also noteworthy. The IOEC’s experts accomplished successfully the permanent 18-inch pipeline operation for the length of 5 km in the Phase 1. The biggest share of the IOEC in offshore projects of the Petropars ltd. is attributed to the Phase 12 of Iran’s South Pars gas field. The goal of developing the Phase 12, as the largest phase of the South Pars gas filed, is to product 78 million m3 of natural gas per day to enter the sixth general gas pipeline or to; deliver it as rich and sour solution to gas liquefaction units; to produce 110,000 barrels of condensate gas and 750 tons of sulfur per day. The IOEC has been in charge for detail design engineering, construction, installation and pre-commissioning engineering, and procurement of all equipment and goods for projects; as well as for projects of construction, transportation, installation, and pre-commissioning in the form of EPCI contrac. It should be noted that the IOEC has constructed the offshore and marine facilities required for the above project including 3 decks, 6 tripods, 6 bridges, and 3 flare stacks in the yards of Khorramshahr. Now, loading the first deck called 12A has been completed successfully, and building two other decks (12B and 12C) is on final stages. The company has been succeeded to build a 440 km of three 32-inch offshore pipelines for delivering the gas, and a 440 km of three 4.5-inch sea lines for transferring glycol solution. Constructing the SPM and building a 4.2 km of one 30-inch pipeline for connecting the SPM are other activities the IOEC performs in the Phase 12. The IOEC, the offshore executive manager in the South Pars Phase 19, is responsible for a 35-month development program. For developing the Phase 19 of the South Pars gas field, the Petropars is involved in a joint consortium with the IOEC. In Phase 19 development project, the Petropars acts as the consortium leader, and the IOEC is the offshore executive.

Cross-border Cooperation and Competitive Advantage over Foreign Competitors:Today, the IOEC has been recognized as an EPCI contractor at the international level. Taking advantages of its full capabilities in the areas of engineering, procurement, construction, installation, and commissioning; the company can provide offshore ser-vices for the oil and gas industries. In order to improve its capacity, the IOEC has established strategic relationships with many companies, seeking to become an international holding company by founding several satellite firms.The strengths of IOEC are the marine and offshore activities it performs. With the help of international companies, the company aims to strengthen and expand its marine fleet. Now, the company can perform all necessary installation and pipeline operations; while developing special diving, mapping and ROV vessels. Markets in the Persian Gulf and Indian Ocean regions are the main targets for the company. However, the founders are seeking to enter into the markets in the West Africa, Caspian Sea, South America and Southeast Asia. Meanwhile, the IOEC is to expand its domestic and international facilities in order to serve the regions of Caspian Sea, South America, Middle East and Africa.
