Overall Development and Construction Activity

• Continuing overall increase in development applications and building certification approvals activity, predominately in the new house and renovation sector, and on current projections.

• Significant advancement in the new infrastructure construction and approvals activity for the major residential and commercial subdivisions along the Tweed Coast, such as Casuarina, Seaside City and Salt.

• Solid commercial and retail approvals activity in the major business centres.

• Continued positive and cooperative efforts made by Council and LEDA to advance the approvals processes for the Kings Forest and Cobaki redevelopment sites. Various modification processes are being advanced for a revised town centre at Cobaki, incorporating a new Southern Cross University campus. LEDA and Council have also agreed to support an application to IPART for a special rate levy to assist in the funding of the long term management and maintenance of environmental protection lands.

• A recent release of the NSW Government's Local Development Performance Monitoring date for the 2014/15 financial year has validated the increasing productivity and efficiency of Tweed Shire Council's development approvals systems, which were further boosted by the introduction of a paperless, electronic lodgement system in August 2015.

Current Land and Environment Court Appeals

Major Subdivision Activity

• Fraser Drive Homestead Estate – 86-lot residential subdivision. Construction works are well advanced, with the majority of bulk earthworks, stormwater drainage and sewerage reticulation now complete. Major roadworks in Fraser Drive and internal road construction will begin soon. Allotments are expected to be available for settlement in 2016.

• Dunes Subdivision, Kingscliff - 50-lot residential subdivision. Assessment of the construction certificate is nearing completion, with construction expected to commence in March 2016.

• Altitude Aspire (Area E) – Phase 1 bulk earthworks. The construction certificate for the Phase 1 bulk earthworks associated with the first 170 allotments was approved by Tweed Shire Council in late December 2015. Construction works associated with removal of contaminated soil, vegetation clearing and rock stockpiling started in January 2016. Approval of the Phase 1 civil works construction certificate is expected in March 2016.

• Highway Service Centre (Northbound), Chinderah. Approval of the construction certificate for the Pacific Motorway on-ramps, Tweed Valley Way, associated stormwater drainage and water supply works was issued by Tweed Shire Council in mid December 2015. Construction works associated with stormwater drainage, water supply works and bulk earthworks commenced in January 2016

• Seabreeze Estate stage 17B – 47-lot residential subdivision. The construction of all roads, stormwater, water supply, sewerage works, electrical reticulation, telecommunications and landscaping works are now complete. The Subdivision Certificate application to allow for the creation of the new allotment titles is currently being assessed by Council. Creation of new titles is expected April 2016.

Earthworks began in January to create the first 170 allotments at Altitude Aspire in Terranora.
